HIGHER EDUCATION EVALUATION: TRANSPARENCY,ACCOUNTABILITY AND COMPARABILITY

The paper presents a critique of evaluation in Higher Education in the light of transparency, accountability and comparability at Higher Education Stage. It is observed that prevalent fallacies in the evaluation process restrict the comparability of scores achieved by the degree-holders; in this, lack of correspondence in the instructional objectives, curricular modes of transaction, evaluation criteria and needs at the societal level come into picture. It is asserted that use of randomizers for appointment of examiners at the State/National Level is the need of the hour. Suggestion is made that innovations in examination process be carried out by C.B.C.S. and Universities and institutions of eminence be tried out at the higher education level; this may help break the tedium attending education processes at the higher education level.

<p>Indonesia currently faces multidimensional threats, from small to large, concerning all aspects of the country's life, from ideology, politics, economics, social, culture, defense, and security. The nature of contemporary threat has a human security aspect rather than only state security. As such, a thorough effort is needed to deal with those Threats, Disruption, Obstacle, Challenge (TDOC). State defense can be the answer to such problems because state defense itself can be interpreted as an obligation and responsibility of citizens to maintain the existence and sovereignty of the state. State defense will be optimal if disseminated through formal education. In this case, the formal education in question is at the level of higher education. This paper proposes that state defense can be held at higher education level in the form of university compulsory course, and is organized under the name State Defense Education. This State Defense Education is not military education or conscription, but an education that is adjusted to the condition and nuance of higher education.</p><p><strong>Keywords:</strong> Threat, Human Security, State Defense, and State Defense Education</p>

This study aims to comparatively explore the role of the state (federal policy) in distance-education initiatives in the higher education communities of Sweden and the United States. In a globalized context, education institutes now have the capabilities to provide education and educational resources more efficiently and to a wide-ranging and diverse audience. Within the education sector and distance education, the role of the state and federal policy becomes increasingly important, in terms of how distance-education platforms are developed and implemented in institutions of higher education. The first section of this article provides an overview of the United States and Sweden's current higher education and distance-education landscapes, focusing on the role of the state and federal policy with respect to the funding and overall aims of distance education. The development of distance education in Sweden is highly related to political goals and policies, the top down/domestic/‘inside’ approach. The governing body dictates the funding and policy for distance education, and implementation is left to the university body. In the United States, the landscape differs in that no one federal institution provides direct funding or unified guidelines for developing distance education, but universities are left to their own devices and capabilities for implementation. In Sweden, high ambitions and goals are set at the national level, but the educational organizations are changing only slowly. The pressures on the education organizations are high because of steadily decreasing funding and fewer and fewer staff in relation to students. In the United States, education functions primarily as a state and local responsibility. In conclusion, the article aims to exploit the differences between the two countries' role of the state (federal policy) in distance-education policy, and present a middle ground which would be most balanced for distance education, entailing some federal supervision with the allowance for a certain level of autonomy in regards to development, implementation, funding and longevity.

On the termination of nearly twenty years since the beginning of commercialization of the Ukrainian higher education the intensity of discussion of its purposes, results and possible amendments don't decrease neither among experts, nor among the interested public. Supporters and opponents of commercialization note that education is that social branch which participates in the formation of prerequisites of economic growth. The main point of the article is to disclose the essence of the phenomena of economism and commercialization. Economism is seen as part of globalization of education, a global corporatization of education provides training for the global labour market, using human capital economic theories. As noted by George Spring, the human capital, economists argue that investments in education lead to economic growth, reducing income inequality and increasing employment. The article confirms that the state educational policy as a component of social policy is one of instruments of influence of the state on formation of social structure and is directed ​​ to the solution of problems of societal level. It does relevant sociological examination of transformational processes in education and, in particular, results of commercialization. Thus, it is possible to claim that the educational system tests the uncommon influence of globalization, forming and building a peculiar system of the relations and interaction.

<p>The legislation that establishes the National Higher Education Evaluation System (SINAES) states that the institutional self-evaluation process in Brazilian Higher Education Institutions (BHEI) must be made periodically and compulsorily. However, the legislation, regulamentation and technical notes do not have a toolset (evaluative instrumentation, quality and quantitative metrics, diagnostic criteria, etc.) for conception, application and data analysis in self-evaluative processes. Among the various techniques and instruments used by many BHEI, this research tried to collect the most productive and efficient ones which were compatible with SINAES so as to obtain a metamodel able to guide the assembling and management of computerized internal institutional evaluations, in which software interface prototyping techniques were employed for its validation.</p>

La intención de este artículo es hacer observable la academización de la Universidad Veracruzana (UV), como uno de los cambios más significativos que ha tenido lugar en nuestra institución, y que le ha permitido sentar las bases para transitar de una institución centrada en la docencia (tradicionalista) a ser una universidad moderna. Para lograrlo analizamos algunos indicadores fundamentales como: el total de Profesores de Tiempo Completo (PTC), su grado académico y el total de PTC con perfil deseable PROMEP (Programa de Mejoramiento del Profesorado), miembros del Sistema Nacional de Investigadores (SNI) y del Sistema Nacional de Creadores (SNC). El análisis muestra un panorama general institucional, así como las brechas por áreas académicas y regionales (La Universidad Veracruzana tiene varios campus a lo largo del estado de Veracruz), evidenciando así cómo han sido los procesos y los ritmos en que los académicos de la UV han culminado sus procesos de habilitación. El artículo no solo permite apreciar una evolución diferenciada de la Universidad Veracruzana, también es posible ubicar a nivel nacional su posición con respecto a otras Instituciones de Educación Superior. Los restos entonces se presentan en dos escenarios al interior de la Universidad y frente a otras instituciones.AbstractThis article intends to illustrate the “academization” of ‘Universidad Varacruzana’ as one of the most significant changes taking place in our Institution. A change that has laid the foundations of the transition from a (traditionalist) teacher-centred model to a modern university. To achieve this goal we analyse some essential indicators such as: the total number of full-time professors (FTP) fullfilling the required PROMEP (Program for the Improvement of University Professors) indicators, members of the National Researchers System (SNI) and the National Systems of Creators (SNC). This analysis provides an overview of the institution and shows the gaps per academic areas and per regions or campus (our University has several different campuses along the State of Veracruz), which provides evidence of the process and the rates in which the professors of the University have completed their enabling processes. This article will not only allow for visibilizingthe differentiated evolution of ‘Universidad Veracruzana’, but also contributes to a clear understanding of the position of our university at the national level  with regard to other Higher Education Institutions. The present chapter provides an analysis of the possible applications of the TAM (Technology Acceptance Model) for the study of the mobile technology acceptance process at the higher education level, through a literature review on the state of the art. With this aim in mind, the chapter will start by presenting the theoretical principles of the TAM model and its evolution. After that, the authors will describe the state of the research on the topic, first within the field of education in general, to focus then on the university level, and finally on mobile learning specifically. Throughout the analysis, the most significant studies will be highlighted as an example. Lastly, the authors will provide some brief conclusions and proposals for future lines of research derived from the consulted literature.

Penelitian ini bertujuan untuk mengevaluasi implementasi kebijakan Program Mahasiswa Wirausaha pada Universitas Brawijaya dan Universitas Negeri Malang di Jawa Timur. Penelitian ini menggunakan pendekatan evaluatif yang berbasis kasus pada kedua universitas pelaksana PMW dengan metode evaluasi program dengan model CIPO. Hasil penelitian menunjukkan: (1) Konteks evaluasi, suatu perencanaan PMW merujuk pada latar belakang, landasan formal dan operasional pelaksanaan, tujuan, dan manfaat bagi pemangku kepentingan dengan capaian evaluasinya tinggi; (2) Input evaluasi, adanya perbedaan mekanisme pengalokasian dana bantuan antara PMW-UB dan PMW-UM yang menyebabkan capaian evaluasinya moderat, sedangkan pada indikator lain capaian evaluasinya tinggi; (3) Proses evaluasi, terdapat enam belas kriteria evaluasi yang berkategori tinggi, enam kriteria evaluasi yang berkategori moderat dan dua kriteria evaluasi yang berkategori rendah; sedangkan (4) Output evaluasi, indikator mahasiswa yang berwirausaha dan unit usaha yang dikembangkan mahasiswa dengan evaluasi capaiannya rendah.Kata kunci: Program Mahasiswa Wirausaha, Model Evaluasi CIPO EVALUATION OF STUDENT ENTREPRENEUR PROGRAM WITH CIPO MODEL IN BRAWIJAYA UNIVERSITY AND THE STATE UNIVERSITY OF MALANGAbstractThis research is aimed at evaluating the implementation of the Student Entrepreneurial Program policies at Brawijaya University and the State University of Malang in East Java. This study uses a case-based evaluative approach at both University, Brawijaya University and the State University of Malang with program evaluation methods. The model used in this research was CIPO model. The results showed: Context evaluation, a PMW planning refers to background, formal foundation and operational implementation, purpose, and benefits for the stakeholders to the achievement of a high evaluation; Input evaluation, the difference in the mechanism of allocating funds between PMW-UB and PMW-UM is causing moderate evaluation outcomes, whereas the other indicators of high achievement evaluation; Process evaluation, there are sixteen high-category evaluation criteria, six criteria of moderate categorization and two low evaluation criteria; and outputs evaluation, indicators student entrepreneurship and business unit developed a student with low achievements evaluation. This paper purpose to discuss matters of state defense, methods and techniques of presentation in the book of Islamic Higher Education level. The values of state defense include proud of the homeland, the awareness of the nation and the state, convinced that  Pancasila as the state ideology, the willingness to sacrifice for the nation and state and have basic ability to defend the country. This research approach uses an analytical approach to analyze the value of state defense in the book of Islamic Education published by the Ministry of Education and Culture, Erlangga, and Yudhishthira. O presente artigo analisa a expansão do ensino superior a partir do final do século XX e primeira década do século XXI, para tanto utiliza-se da realidade desse ensino no sul do estado do Maranhão e da sua influência no desenvolvimento regional. O método materialismo histórico utilizado neste estudo viabiliza o entendimento dos desdobramentos dessa expansão e suas interferências na configuração espacial deste século. As discussões amparam-se sob a ótica de Gaudêncio Frigotto, subsidiando o confronto das ideias de expandir o ensino no nível superior em detrimento da melhoria dos níveis fundamental e médio, enquanto o estudo do desenvolvimento segue na orientação analítica de José Eli da Veiga, Celso Furtado e Pedro Demo realçando a educação e a cultura como essenciais na consecução do progresso regional.AbstractThis article analyzes the expansion of higher education from the end of the twentieth century and the first decade of the twenty-first century, for this it is used of the the reality of this teaching in the south of the state of Maranhão and its influence on regional development. <p>Este artigo tem como objetivo discutir a relação entre a avaliação da pós-graduação e a internacionalização do ensino superior brasileiro. Para tanto, revisam-se os critérios de avaliação dos rankings e o papel das línguas estrangeiras em tais processos. O estudo é de cunho bibliográfico documental e discute as tensões/implicações existentes por trás dessas questões que envolvem o ensino superior. De maneira geral, conclui-se que os critérios de avaliação do ensino superior incluídos nos rankings internacionais não são capazes de capturar a realidade no Brasil e, por isso, não beneficiam a avaliação de nossas instituições. Em relação ao papel das línguas estrangeiras no processo de avaliação e internacionalização do ensino superior como um todo, o estudo mostra que o inglês tem um papel-chave e determinante no resultado dessa avaliação.</p><p><strong>Palavras-chave:</strong> Avaliação da Pós-Graduação; Internacionalização; Língua Estrangeira; Rankings Acadêmicos.</p><p> </p><p><strong>Internacionalización, rankings y publicaciones en inglés: la situación de Brasil en la actualidad</strong></p><p>Este artículo tiene el objetivo de discutir la relación entre la evaluación del postgrado y la internacionalización de la educación superior brasileña. Para ello se revisan los criterios de evaluación de los rankings y el papel de los idiomas extranjeros en tales procesos. El estudio es de cuño bibliográfico documental y discute las tensiones/implicaciones existentes detrás de estas cuestiones que envuelven la educación superior. De manera general se concluye que los criterios de evaluación de la educación superior incluidos en los rankings internacionales no son capaces de capturar la realidad en Brasil y por ello no benefician la evaluación de nuestras instituciones. En lo que se refiere al papel de los idiomas extranjeros en el proceso de evaluación e internacionalización de la educación superior como un todo, el estudio muestra que el idioma inglés tiene un papel fundamental y determinante en el resultado de dicha evaluación.</p><p><strong>Palabras-clave:</strong> Evaluación del Postgrado; Internacionalización; Idioma Extranjero; Rankings Académicos.</p><p>  </p><p><strong>Internationalization, rankings and publications in english: the situation of Brazil nowadays</strong></p><p>This paper aims to discuss the relationship between the evaluation of graduate courses and the internationalization of Brazilian higher education. To do so, this study reviews the ranking evaluation criteria and the role of foreign language in these processes. This study is bibliographic and documental and discusses the tensions and implications that exist and underpin the evaluation of graduate courses and the internationalization of higher education. In general, this study shows that the criteria for evaluating higher education used in international rankings do not reflect the reality of Brazil and they do not evaluate our institutions favorably. Concerning the role of foreign language in higher education evaluation and internationalization, the study shows that English plays a key and decisive role in this evaluation.</p><p><strong>Keywords:</strong> Graduate Education Evaluation; Internationalization; Foreign Language; Academic Rankings.</p>
