The covid-19 outbreak has been impacted the foundation of human life that encompasses social, economic, political, and environmental including in Bogor city. Bogor government efforts have been undertaken to ameliorate this condition but yet no significant improvement to stop this pandemic. However, the Covid-19 vaccine program initiated by the government has given a positive impact to reduce the positivity rate in Bogor city. Although there are some issues this vaccine program continues to sustain amid uncertainties. This paper, therefore, aims to explore some implementation of the Covid-19 vaccine program in Bogor city and analyze its impact on the positivity rate of Covid-19. To meet this objective, this paper employs a qualitative approach through literature review to unveil the real implementation of the vaccine program in Bogor city. This paper finds that the vaccine program of Covid-19 has not been able to stop completely the Covid-19 outbreak. There are some problems such as literacy and perception of the public towards this vaccine program, the availability of human resources to support this program, and lastly lack of sufficient funds to succeed this vaccine program. This paper implies that hospitals, clinics, and other health institutions must be supported by proper regulation to enhance vaccine programs particularly to provide qualified human resources since the positivity rate tend to increase and sufficient fund in the form of incentives for medical employees.

The research was conducted on the researcher's curiosity on various environmental problems that arise as a result of the condition of the earth that is no longer able to sustain all the needs and desires of humans are infinite. But to avoid too much discussion, research will focus on how coal's role in contributing to high levels of air pollution in India. Air pollution is one of the environmental problems that often gets the world's attention. Talking about air pollution must be very closely related to the State of India, whose position as the country with the worst levels of pollution in the world. The method in this study uses a type of qualitative method with the source of data in the form of a literature review that is journal articles that have relevance to the research topic. The data obtained through the literature review will then be carried out data analysis with data reduction stages, data presentation and drawing conclusions. Based on the results of the study it can be seen that coal is the belle of fuel used by India as a support for the large energy needs of Indian society. Indeed, coal's natural resources have a positive impact on the economic situation and conditions of energy security in India, but there are more urgent things that need attention that is related to the negative impact of coal use in the form of pollution which is very dangerous for the survival of Indian society. Therefore, to protect the public from the worsening air conditions in India requires serious efforts from various groups, especially the government

The number of Covid-19 cases continues to increase, including in Indonesia. One of the efforts made by the Indonesian government to prevent a pandemic is to create and implement a Covid-19 vaccination program for the community. Therefore, the government is trying to urge the public to be willing to carry out a Covid-19 vaccine. This study was conducted to the willingness of the Indonesian public to the vaccination program as an effort to prevent Covid-19. The research method used is a qualitative approach by analyzing subjectively through the literature review method from PubMed, Clinical Key, Google Scholar, and Google Engine in Indonesian or English. The results showed that most Indonesians were willing to be vaccinated. However, there are also Indonesians who refuse to be vaccinated. The reason people refuse to be vaccinated against Covid-19 may be that they have different beliefs about the Covid-19 vaccine because of limited information about the type of vaccine, the availability of the vaccine, and the safety of the vaccine itself. the conclusion is that quite a lot of Indonesian people are willing to receive vaccinations but the government still needs to provide information, knowledge, and education about vaccination programs by involving all parties, both directly and the media so that Indonesian people who refuse or receive vaccines have the same perception or views as people who are willing received the Covid-19 vaccine.

AbstractCoronavirus disease 2019 (COVID-19) emerged in late 2019, with the first case identified in Wuhan City, Hubei Province, China, on 12 December 2019. In order to perceive the comprehensive impact of this pandemic, we have to know that misinformation and denials about COVID-19 have surely exacerbated its diffusion and hindered the response against it. Turkmenistan remains one of the very few countries in the world that lacks reports about emerging cases of the novel coronavirus. Turkmen authorities claim that they have adopted all attainable measures required in order to combat the virus, asserting that COVID-19 has yet to reach their country. Despite the government’s reported absence of COVID-19 in the country, rumors, media reports and independent sources suggest the spread of the pandemic in Turkmenistan. By mid-June 2020, the outbreak was referred to as being serious with patients suffering extreme health risks, and following its state of disrepair and unethical practices, many of those anticipated to be COVID-19 infected tend to suffer at home, discouraging any interaction with the healthcare system. The civil society in Turkmenistan, for the time being, takes full part of the government’s duty in the process of informing and educating the public regarding the COVID-19 pandemic, and endeavors to keep the government and WHO accountable for behaving in such repressive ways that could lead to rather preventable loss of human life in Turkmenistan. Yet, efforts hang fire before unveiling the real situation, and Turkmenistan’s government owning up to the negations and roaming speculations, not only regarding the coronavirus crisis, but every public-related issue itself.

Public should receive an easy, fast, accurate, and secured services in getting any licenses they need. In order to that, the purposes of this research are to understand how the issue of building permit process is done, reveal the meaning of the whole phenomenon according to the public and the Government, and to know the obstacles or problems faced by BPPTPM Cianjur in West Java as the unit in charge of licensing areas. This research applied descriptive study with qualitative approach. From the results of the analysis, it could be concluded that the quality of licensing which is measured through four (4) dimensions: easiness, speed of service, accuracy, and security had not been going well yet. It happened because of some factors such as: unsolid organizational structure, imbalances of human resources in both quantitative as well as qualitative, inadequate and out of date infrastructure and technology, and complicated procedure.Keywords : BPPTPM, IMB, Quality of ServiceDalam mengurus perizinan, publik seharusnya menerima pelayanan secara mudah, cepat, tepat, dan aman. Tujuan penelitian ini adalah untuk memahami bagaimana proses pelayanan perizinan mendirikan bangunan dilakukan dan mengungkap makna pelayanan menurut publik dan pemerintah dan mengetahui kendala atau permasalahan yang dihadapi BPPTPMKabupaten Cianjur Jawa Barat sebagai penanggung jawab bidang perizinan.Jenis penelitian ini deskriptif dengan pendekatan kualitatif. Dari hasil analisis menunjukkan bahwa kualitas perizinan mendirikan bangunan yang diukur melalui 4 (empat) dimensi yakni dimensi kemudahan, dimensi kecepatan, dimensi ketepatan, dan dimensi keamanan cenderung belum berjalan baik,hal demikian terjadi akibat faktor-faktor kendala yang mempengaruhi antara lain struktur organisasiyang belum solid, ketimpangan sumber daya manusia baik kuantitatif maupun kualitatif,daya dukung infrastruktur dan teknologi perkantoran yang kurang memadai dan tidak up to date, dan kerumitan prosedur yang belum terurai.Kata kunci: Kualitas Pelayanan, IMB, BPPTPM

This research is to find out the perceptions of micro, small and medium enterprises to modern stores, MSME partnerships with modern stores, constraints, and the role of the government in overcoming the problems of modern shops and MSMEs in Padangsidimpuan City. This research is a descriptive qualitative study by conducting in-depth interviews. The results showed the perception of MSMEs towards modern stores had a negative and positive impact. The negative impact, the income of MSMEs has decreased. The positive impact, the presence of modern stores motivates MSMEs to evaluate themselves from modern stores. The partnership established by MSMEs with modern stores is the use of business locations provided by modern stores. The constraints of MSMEs are business capital, human resources, business legality, business permits and products, while the constraints of modern stores are business permits, human resources and partnerships with MSMEs. The role of the City Government of Padangsidimpuan is for modern stores, namely to give an appeal not to add to modern store outlets and to call for partnerships in terms of marketing local MSME products. For MSMEs, facilitate MSMEs with banking institutions in terms of providing venture capital, training and guidance to MSMEs, and making packaging houses.

This study aimed at investigating the implementation of e-learning in one of government non-favourite schools in Singaraja. This study was the result of the real implementationof e-learning in Bali in which the government expected e-learning to be applicable in every school in Bali since the launching of Balinese version of E-learning 2017. This research was a descriptive qualitative research. This study used snowball sampling in which the public opinion was counted. The data were collected by using observation and interview guide. The result of the study showed that the implementation of e-learning was not running well and became a serious problem. Some sollutions were offered in this study.

This study aims to determine Public Services through the E-filling System at the Cilegon Primary Tax Service Office and to determine the supporting and inhibiting factors. The research used is a descriptive qualitative approach. The data sources used are primary and secondary data. To deepen the data analysis interviews, observation, and documentation were carried out. The theoretical basis used is public service. The results showed that the public service through the e-filling system was running well-reviewed with the theory of public service. But there are several supporting and inhibiting factors found. Supporting factors 1) employee upgrading, 2) socialization. The inhibiting factors are 1) lack of human resources, 2) e-filling applications are down or error

In this study, one important thing will be discussed, namely about what is performance, its services, especially for the state civil apparatus (ASN). Since personnel are so important from both the employee and organizational point of view, an efficient evaluation orders related evaluations to the organization. The main objective of this research is to assess the importance of evaluating the performance of the civil service to increase public efficiency as a special type of human capital. This concludes with the steps necessary to ensure the efficient use of the capacity of the civil service of the state. This study uses a qualitative approach with a literature review method to explain the performance of the State Civil Apparatus as a development of the quality of human resources.

Mobile applications available in anytime and from anywhere. The utilizing of mobile governmental applications is significant to reduce the efforts and time that are required to accomplish the public services by citizens. The main challenges that face the acceptance and adoption of mobile governmental applications are the privacy and security issues. The users, who do not trust the security of mobile governmental applications, may reject the use of these applications which discourages the government to adopt the mobile services. This study focuses in investigating the security and privacy requirements of mobile government applications. Many related works are reviewed and discussed to understand the important security requirements of mobile government applications. The main results indicate that effective privacy and security of mobile government applications should be assured so as to enhance the level of adopting and using these applications. The security requirements involve many considerations such as the hardware characteristics, software characteristics, and communication characteristics. This article mainly gives better understanding of security requirements of mobile government applications.

More is and will be expected of public service employees. Human resource developers, trainers and educators can do much to help the public service move more assuredly into meeting the changing demands of the public in what is becoming an information oriented society. One of the ways in which the government of Ontario, Canada has determined it can better serve its public, was in the restructuring of the human resources management of the Public Service. A letter from the Premier of the province to the 80,000-member civil service, outlining some of the objectives of the government, and a summary of the March 1986 Report “Managing Human Resources in the Ontario Public Service” are cited. The call was for more clearly communicated goals and policy priorities, training and workplace enhancement, and regular feedback on employee performance. The author's personal view is that the time is ripe, in both the public and private sectors, for the traditional role of staff developer to likewise be strengthened through an enhanced form of personal professional development, professionalization, and the promotion of a new image of the profession by their professional associations. A key link in the process is found in the credentialling question. A model and a personal appeal to “trainers” is put forward to address this question.
