Ghana’s industrial sector has evolved with the various stages of political and economic reforms since independence in 1957. Efforts to decentralize its key institutions to enhance economic growth has seen very little success especially in the area of linking industries to local institutions. Recently, the economy has been dampened by worsening macroeconomic environment, huge regional disparities and power crises. A number of policy and programme initiatives by the government have been undertaken especially in the area of revamping the local economies through the existing decentralized systems. This paper presents a critical review of the role of decentralized institutions in industrialisation in Ghana. The paper utilises annual data from the Ministry of Finance and Ghana Statistical Service from 1981 to date to show trends in growth patterns in the selected indicators.Despite key interventions, some regions in Ghana have failed to develop. The envisioned industrial geographical dispersion has not been realised as we find many Ghanaian industries concentrated in a few regions. The paper highlights the challenges facing Ghana’s decentralized institutions and identifies the opportunities that can catalyse the growth of Ghana’s industrial sector if key policy strategic reforms are undertaken. An industrial-led growth will ensure that the manufacturing sub-sector will be boosted to improve production and provide jobs. Industrialisation has been projected at the forefront of government’s development agenda. The paper provides a review that highlights the need to support decentralised institutions to enable them stimulate investment in industrial sector.

PurposeThe study aims to analyse the role of finance in the agro-industrialisation nexus in Nigeria using annual data on manufacturing value added, agricultural value added and volume of finance availed to the agricultural sector from 1981 to 2015.Design/methodology/approachTo establish the presence of a long-run relationship, the error correction model and bounds cointegration techniques are employed. Likewise, the model is augmented to test whether the associated relationship between industrial output and agricultural output depends on access to finance by farmers with the inclusion of an interaction term.FindingsSome salient contributions to the literature are as follows: agriculture and finance are strong and positive predictors of industrialisation in the long run; in the short run, past realisations of industrial output and finance have significant asymmetric effects on industrial output; the explanatory power of agriculture decreases with the growth of the financial system; and the long-run results validate the role of finance in the agro-industrialisation nexus.Originality/valueGiven these findings, achieving growth in the agricultural sector that will induce desired industrialisation should be prioritised by the government through agencies such as the central bank, financial intermediaries and other stakeholders with a view to making agricultural financing a major concern for sustainable domestic consumption and industrial growth.

This study focuses on the role of Government Financial Statistics Systems in developing the efficiency of Internal Control System. The statement of the problem presented that, Government Financial Statistics Systems have not been applied in the center and states. The researcher raised the following questions: Dose application of Government Financial Statistics Systems has an impact on the efficiency of Internal Control System. Is there any administrative constrains in the Ministry of Finance affecting the G.F.S, Do Internal Control System regulations established in the Ministry have an impact on the application of the Government Financial Statistics System? The importance of study is derived from the absence of scientific studies on the role of significance of Government Financial Statistics. The efficiency of organization is based on the strength and weakness of internal control system on the public institution. The study concluded with very important results that, centre and states accountants training on the Government Financial Statistics System will increase the efficiency of internal control system, and introducing the G.F.S as a syllabus in the universities will increase students’ capabilities when joining the employment, and the provision of computers will help the application of the Government Financial Statistics System. The Study recommended that, Government Financial Statistics System should be studied at Universities so that; students who are joining the service can easy understand their function. And application of F.F.S will help in transparency and wealth and wealth distribution.

The article considers the role of national budget in Russian socio-economic development. The author analyzes the Russian budget of the last decade and comes to the conclusion that it is not efficient because there is no long term planning, the allocation of responsibilities between the Ministry of Economic Development and the Ministry of Finance is not optimal, and because the government is trying to stimulate economic growth without resorting to deficit budget.

Climate change has severely affected water resources (WRs) today, highlighting the importance of promoting education on WR adaptation (WRA). The goal of WRA education is to cultivate learners’ cross-oriented system knowledge (COSK), responsibility for WR environment (RWRE), value of public benefits (VPB), and empathy and negotiating thinking (EaNT). This study developed an issue-situation-based board game, namely Water Ark, to enhance participants’ WR knowledge. In this study, participants were divided into four groups with each playing the role of a WR-related organization: the government, agricultural sector, industrial sector and public guild. Scales and interviews were used to assess participants’ performance. The findings revealed that during the game, participants gradually changed from profit-oriented self-interest strategies to altruistic strategies based on social public benefit. Furthermore, after playing Water Ark, participants’ COSK, RWRE, VPB, and EaNT were found to have improved substantially. Thus, Water Ark is believed to be a useful tool for assisting WRA education.

Purpose: This study aims to highlight the concept of public budget to become acquainted with the notion of participation. We also try to clarify the role of social organizations in the general budget and Shed light on the role of the State in the disclosure and transparency of public funds. Methodology: Practically, the study depends on a questionnaire prepared statistically to analyze Financial Statements of the General Budget for three frequent years (2015, 2016, and 2017). Main Findings: The aftereffects of the monetary and measurable examination show that there is no straightforwardness and exposure by the legislature during its distribution of the general financial plan of the last and last records. In addition, incomprehensiveness of the financial plan by a proper measure of straightforwardness and divulgence, the Ministry of Finance reports incorporate information and disaggregated information on government consumption, open obligation, and how to cover inability. Application of Study: The best application of this research is to regulate and manage the government's economic resources and public budget, and how to spend and deal with them in appropriate ways in accordance with the regulations and instructions for providing services to the people. Novelty/Originality: The significance of the exploration exists in keeping up the job of individual and the general public and their degree of cooperation in the strategy-making process. In other words, the issue of the examination lies without the cooperation of residents and social associations in the arrangement and execution of the general financial plan.

Unemployment and inflation, the main components of the misery index, continue to be vital macroeconomic problems, which draw researchers’ attention both in developed and developing countries. The study investigates the interaction among economic growth and misery index in the selected transition countries using Panel ARDL. In the study, annual data for the period of 1996-2017 of selected 16 transition countries are used. The findings of the study show that there is a long-run relationship between the misery index and economic growth. In other words, it can be concluded that economic misery deteriorates economic growth. If the economy is to be sustainably improved, the misery index should be taken into account. The government needs a policy of decreasing inflation and unemployment, which is one of the fundamental macroeconomic policy priorities. This study may provide policy-makers with new insights to evaluate the role of economic misery in enhancing economic growth in transition countries.

The interdependence between the corporate world and the society is evidently visible in the economic, social, ecological and inclusive development of the region where a corporate has evolved. This evolution of the private business houses has laid the foundations of sustainable relationships with the community at large. But yet given the resources, reach and impact of this sector, its imprecise relation with the human development of the population can be referred to as that of the ‘Anonymous Benefactor’. There are numerous examples of corporates adopting villages, running hospitals and training centres, conducting awareness workshops, bringing about a positive change at the community level, providing employment to masses. It’s time to acknowledge the role of the corporate sector as a change agent in social development and welcome such developmental activities through the creation of win-win partnerships. Human development is also at the core of the government’s development agenda, it is for the government to establish incentives and encourage industry to come up with new developmental models that address issues like manpower shortages, infrastructural deficiencies in hitherto remote areas and civil society concerns relating to costs and quality of services. Uttar Pradesh not only has a large spread of industry but is also the source of captive workforce. This must be seen as an endowment for reaching out to the masses, thus instead of imposing financial contributions on corporates its capacity, reach and expertise should be leveraged through effective partnerships. There is a need for mechanisms that can streamline the public funds in the social sector through partnerships that align the multi-dimensional impact and social behaviour of the corporates, and together endorse a constructive role in the pursuit of the goals of human development. In order to push the development agenda in a mission mode, it is recommended that realistic and operational models of engagement between the Government and the corporate sector are jointly explored and addressed. The era of globalization where India transformed itself to ‘India Inc’, also saw a multi-faceted development in the presence and impact of corporates. Today, the role of corporates doesn’t only involve provision of goods and services but has grown to become the source of livelihood, empowerment and community development. This research paper focuses on how the private business houses have established deep rooted relations with the community and how this may be seen as a potential partner for using the public funds in an effective way.

Policy understanding toward energy conservation is fundamental for voluntary energy-saving activities in the industrial sector. To increase policy understanding, government communication has been regarded as a means of helping enterprises to recognize, learn, and interpret energy conservation policies. This article builds up a conceptual framework for government communication and policy understanding. In the conceptual framework, the authors distinguish three dimensions (prior consultation, policy marketing, and policy training) of government communication, and make a distinction between subjective and objective policy understanding. The role of government communication in facilitating policy understanding is empirically tested in the field of energy-saving in China. The article finds that prior consultation and policy training have significant positive influence on policy understanding, and the effect of policy training is slightly larger than that of prior consultation. However, policy marketing does not show any significant impact on policy understanding. In particular, the role of prior consultation lies in promoting subjective policy understanding, while the function of policy training is to improve objective policy understanding. These findings have important implications for the government to carry out energy conservation. The article ends up with some practical policy recommendations.

The subject. The article deals with the problem of legal status of the state budget appropriation managers in the process of budget planning in the Republic of Lithuania.The purpose of the article is evaluation of state budget appropriation managers’ role in the process of budget planning in the Republic of Lithuania.The methodology of research is the analysis of the budgetary legislation of the Republic of Lithuania and the scientific literature, using the methods of logical and systematic analysis and other methods of scientific researchMain results, and scope of it’s application. The legal definition and the system of state budget appropriation managers is analyzed in the article. Particular attention is given to the question of role of state budget appropriation managers in the process of budget framework. The role of the Government and Parliament, as well as a special body of management of public finances (in the Republic of Lithuania, the Ministry of Finance) – legislative and executive authorities – is emphasized in the scientific literature. But it is often not mentioned what an important place in this process other participants of budgetary relations – state budget appropriation managers – takes. The main participation of state budget appropriation managers in the budget planning process related to the planning of the budget expenditures.Preparation of strategic plans and programmes of budgetary funds by state budget appropriation managers can be considered part of governance activities in general. For budget planning drawn up draft budgets of the programs by state budget appropriation managers is particularly important.Conclusions. The efficiency of the use of state funds depends on the spending of funds, the quality and validity of the developed programmes of activities led by their agencies. State budget appropriation managers are involved, along with other entities, on each stage of the budget planning. They provide the Ministry of Finance the data necessary for the compilation and clarification of the macroeconomic and fiscal forecast; they constitute the programmes, which are funded by the state; finally, state budget appropriation managers are prepare programs, which later becomes the basis of the entire draft state budget.

This study aims to to know and to analyze influence ( 1 ) the number of labor in the industrial sector in indonesia on wage levels in indonesia .( 2 ) working hours in the industrial sector in indonesia on wage levels in indonesia .( 3 ) together the amount of labor and working hours in the industrial sector in indonesia on wage levels in indonesia .Type research, this research is descriptive where data used is secondary data in cross section or of the year 2017 and related institutions.In this research using a technique of analysis a linear regression berganda to find how free variable influence on variables bound.The research results obtained show that: ( 1 ) the number of workers on the industrial sector in indonesia influential positive and insignificant on wage levels in indonesia.( 2 ) working hours on the industrial sector in indonesia positive and significant influence on wage levels in indonesia.In bersama-sama numbers of workers and working hours on the industrial sector in indonesia significant impact on wage rates in indonesia with the level of influence 41 %.So it can from the research suggested that the importance of the role of manpower and the government to cooperate in improving the wage rates in indonesia.
