TRANSPORT INVESTMENTS IN POLISH MUNICIPALITIES. INNOVATIVE APPROACH OR IMITATION

Creating competitive municipalities, as well as other entities, requires the ability of modern and innovative management, leading to the formation and transformation ofknowledge into new products, technologies or services. These skills decide today about the success of the market. Innovative transport solutions constitute a source of socio-economic development of not only municipalities but also the region and the country. This is particularly important during the intensive extension of an existing transport system and mounting congestion and increasingly growing environmental pollution. The author’s own research on Polish municipalities has shown how local authorities perceive the innovation and perform transport investments in this context.

The innovative approach reflects the current state of the education system in the country. Subjects of the innovative infrastructure of the educational process ensure the socio-economic development of the economy. The task of expanding the cooperation of the business environment with scientific and educational organizations in order to provide the economy with qualified specialists is being updated. An innovative approach to education involves the processes of improving pedagogical technologies, a set of methods, techniques and means of teaching. The paper uses analytical methods, including content analysis, and offers a comprehensive approach. It allows us to present the methodological support of the issue under consideration in the unity of a practical-integrated approach to the learning process, a project approach within the needs of the business environment and tools of the business incubator for the development of youth innovative entrepreneurship by creating an environment in which students receive additional competencies by directly participating in the development and creation of new products. Project training solves the most important task of integrating science and business, which will give a high-quality result of cooperation in the form of an intellectual product in which the business is interested. An innovative approach in the education system will ensure the competitiveness of educational institutions and the human potential of the economy. It is important for the education system how quickly it changes organizationally and instrumentally, and how it is able to create new institutions. Subjects of the innovative infrastructure of the education system ensure socio-economic development and transformation of the education system. Scientific and methodological support of educational organizations is represented in the unity of socio-economic, psychological and pedagogical components.

Subject. This article examines the transformations taking place during the modernization of the economy of the Amur Oblast. Objectives. The article aims to assess the changes taking place in the transport system of the Amur Oblast. Methods. For the study, we used the methods of comparative and statistical analyses. Results. We found that along with the implementation of major transport projects in the Amur Oblast, significant efforts were made in terms of the construction and reconstruction of regional highways and local roads, and the development of railway, air and water transport facilities. Conclusions. Systemic problems that persist in the transport complex and govern infrastructure constraints in the socio-economic development of the Oblast impede the implementation of transit functions in interregional and international transport.

Introduction. Increasing the profitability of local budgets is an important issue on the way to the plundering of territorial communities, because local budgets take the main place in the socio-economic development of the territories. Particular relevance of this issue comes in terms of decentralization reform, which gives new opportunities for increasing thefinancial base of local budgets. Purpose. The purpose of the paper is to identify the peculiarities of the formation of revenues of local budgets of Ukraine in the conditions of decentralization of financial resources. Results. The theoretical questions of formation of the revenue part of local budgets are considered. The structure of the distribution of tax and non-tax revenues between the levels of the budget system of Ukraine, the role of inter-governmental transfers in the system of budget revenues of the combined terri-torial communities are investigated. The influence of decentralization reform on formation of the revenue part of local budgets is determined. Conclusions. The changes that have been made to the budget legislation in the process of decentralization reform have affected the structure of distribu-tion and source of local budgets, and strengthened the financial base of local authorities. However, it is precisely from the efforts of local self-government, the adoption of quality management decisions depends on the rational and effi-cient use of budget funds and the successful development of the community.

The environment and environmental protection in Vietnam in general and in craft villages in particular are an issue that get concerned by the Party, the Government and the entire population in society. The development of craft villages has contributed significantly to socio-economic development, helping to raise incomes and improve the lives of local people. However, the environmental pollution in craft villages is at an alarming rate. According to the verification report of the National Assembly’s Committee on Science, Technology and Environment, only 26.7% of craft villages currently collect industrial wastewater and 20.9% of craft villages collect industrial solid waste. This is a big problem in dealing with environmental pollution in rural areas, especially in traditional craft villages. In this article, the author focuses on issues such as: Actual situation of environmental pollution in craft villages; causes of pollution and proposals of measures to reduce pollution and help sustainable development of craft villages.

The importance of transport for economic development results from its multilateral links with different forms of human activity. So far, the focus has been on the impact of investments in the transport infrastructure on economic growth, whereas the importance of other elements of the transport system has been overlooked. In this article the concept and components of the transport system have been analysed, indicating the important role of the soft transport infrastructure and innovation. The main objective of the article is to analyse the role played by transport in the modern economy and indicate the mechanisms affecting the socio-economic development.

The activity of the Ufa governor Lev Yegorovich Nord is considered. The scientific novelty of the study is that the activities of the governor are covered on the basis of an analysis of unpublished sources. The author shows that the efforts of the Ufa governor L. Ye. Nord and local authorities implemented a set of measures, most of which had a positive effect on the socio-economic development of the region. It is shown that much attention was paid to the land issue, the preservation of the natural wealth of the Southern Urals, the rights of Bashkir patriarchs to freely alienate their lands. The successful work of L. Ye. Nord in lean years of 1890-1891 is emphasized. The article describes social activities: providing an opportunity for the starving population to earn money for food, introducing quarantine in the province in connection with the cholera epidemic, in particular the isolation of patients in specially designated barracks. It is reported that with the assistance of the governor, a highway was laid, the construction of an elevator in Ufa and a grain barn in Davlekanovo was started. The author comes to the conclusion that the activity of the Ufa governor was aimed exclusively at the good of the Fatherland, brought great benefits to the region, which caused respect for his contemporaries.

Introduction. Under conditions of radical social change, a sensitive segment of the development of a modern civilized country is the social sphere, whose activities directly depend on the amount of funding, efficiency and speed of transformational change, which has an impact on the level and volume of local services. The study of experience gained abroad in the socio-economic development of municipal education as a segment of the social sphere, in the context of the budgetary mechanism for state and regional priorities is relevant in terms of organic integration of Ukraine’s economy into the European Union (EU) and rapid changes in geopolitical environment. The purpose of the study is to reveal the specifics of the functioning of the budgetary mechanism of socio-economic development of municipal education, based on lessons learned from foreign countries, and to apply them to the maximum benefit for the development of municipal education in Ukraine. Methods. During the study, methods of data collection and systematization, analysis, synthesis, grouping, comparison, generalization, as well as tabular-graphical method of budget regulation instruments in EU countries, foreign experience in forming sources of local budgets, etc. were used. Results. Under the current conditions, solving financial problems in the field of municipal education is an urgent task for Ukrainian and foreign practice of state and local government. Risky economic conditions, significant budget insecurity and low efficiency of local authorities in the management of financial resources often lead to the emergence and existence of local communities that are financially insolvent. The process of functioning of the budgetary mechanism of socio-economic development at the state and regional levels is accompanied by a number of such factors: the approved model of cooperation between state and local administrations, the current budgeting system, the level of decentralization of revenue and the distribution of responsibilities. Local taxes and fees are an important tool of the budgetary mechanism of socio-economic development of the social sphere at the regional level in foreign countries. Perspectives. Acquired foreign lessons are very useful for Ukraine due to the stimulation of socio-economic development of education in the context of decentralization in the direction of: redistribution of management functions and increase the level of responsibility in favor of local government representatives; granting local authorities and management the right to form budget funds through the regulation of local tax rates, as well as the right to distribute such funds; strengthening the level of diversification of the tax base of the regions, namely: by expanding the revenue base of local budgets.
