SPECIFICS OF THE IDEA OF PARTICIPATORY MANAGEMENT AS A THEORETICAL BASIS FOR IMPROVING THE NATIONAL SECURITY SYSTEM OF UKRAINE

Today the Ukrainian state is implementing the public administration reform according to European and international standards. This circumstance determines the need to study the problems of the theory and practice of public administration of national security. By the efforts of domestic scientists, namely: V. Abramov, O. Bortnikova, O. Zozula, H. Savranska, M. Shevchenko, the issue of implementing the participatory function of the national security system of Ukraine is being developed. Today, there are still few works that address the issues of improving the system of ensuring the national security of Ukraine based on the implementation of the idea of participatory management. The purpose of the article is to reveal the specifics of the conceptual idea of participatory management as a theoretical prerequisite for improving the national security system of Ukraine. The article analyzes the phenomenon of public administration, examines the structure and functions of the national security system, and defines the problems of organizing participatory management in the field of national security of Ukraine. Methods of analysis and synthesis, comparative analysis, and institutional approach were used to solve the research problems. The essence of the idea of participatory management, which consists of the integrity of the management process from the identification of the interests of the individual, community, society to the evaluation of the results of their solutions, is clarified. It is proved that the effective implementation of the participatory function of the national security system solves the problem of public participation in political decision-making and control over the actions of the government, as well as contributes to improving the effectiveness of the national security system.

The detachments of Territorial Defence Force (TDF, Polish: Wojska Obrony Terytorialnej) are an important element in the new structure of the Polish Army. The article presents the challenges the Territorial Defence Force, a new branch of the Armed Forces of the Republic of Poland, are currently facing. The author discusses the origin of TDF as well as the basic normative and legal documents that specify the role and tasks of TDF in the national security system. The principles of recruitment to TDF, the basic criteria laid down for candidates for service and a timeline of TDF development in 2016–2019 are described. Particular attention is paid to the cooperation between TDF and operational forces in case of an armed conflict, which poses a serious challenge to the new type of armed forces. Additionally, research suggests that the range of tasks assigned to TDF indicates their significant role within the crisis management system. This requires the TDF command to work closely with public administration and to gain trust and esteem in local communities in the regions of their operation.

Language equality is not public policy in Denmark or Germany, and neither country has adopted an official state language constitutionally. Both countries protect minority languages through regional and local statutes on culture and education and have signed relevant international standards on linguistic rights for minorities and protection of regional or minority languages. Neither system is very transparent, nor comprehensive. This has created consternation and dissatisfaction among the national minorities residing in the Danish-German border region resulting in recent tensions in the municipalities in Southern Denmark, whereas the government of Schleswig-Holstein decided in 2015 to address the issue with policy reforms for public administration. This article focuses on linguistic minority rights in the Danish-German border region with specific attention to minority languages in public administration and specifically to the on-going reforms in Schleswig-Holstein.

В работе систематизирован зарубежный опыт в направлении использования методов и инструментов государственного управления малым и средним предпринимательством. Статья основана на применении процессного подхода к изучению вопроса исследования, в рамках которого акцентируется воздействие субъекта на объект, то есть под управлением в данном исследовании будет пониматься процесс воздействия субъекта управления на управляемый объект для достижения определенной цели, при наличии обратной связи, осуществляемого с учетом воздействия внешней среды. Результаты представленного исследования вносят вклад в развитие и систематизацию теории и практики предпринимательства. Создание благоприятных условий, в частности благодаря изучению зарубежного опыта, будет способствовать развитию как малого и среднего предпринимательства, так и динамичному прогрессивному развитию территории, повышая тем самым благосостояние её населения. Будущими направлениями исследования станут анализ и оценка инфраструктуры поддержки и управления предпринимательской деятельности на локальной территории региона. The purpose of this paper is to systematize foreign experience in applying the public management methods and tools for small and medium-sized businesses. The main research methods were as follows: a group of general scientific methods within the framework of comparative, logical and statistical analysis, as well as the structure analysis; a group of empirical methods, including a review of the literature and performance. A combination of the following scientific methods was used to process the factual information: dialectical, logical, comparative, method of scientific generalizations, as well as the tabular analysis. The sources were the results of the scientific research in studying the concept of "public administration method" and more specialized methods of public administration - administrative-legal and economic, as well as the regulations of the executive authorities and the official published reports of the Government Banks. The research methodology is based on the works of domestic and foreign scientists in the field of public administration, based on administrative-legal and economic methods to stimulate the entrepreneurial activity in the small business sector. This paper is based on the application of the process approach to studying the research issue, which emphasizes the impact of the subject on the object, that is, management in this study will be understood as the process of the control subject impact on the controlled object to achieve a certain goal, with feedback, carried out in response to the impact of the external environment. The results of the research contribute to the development and systematization of the entrepreneurship theory and practice. The creation of favorable conditions, in particular due to the study of foreign experience, will contribute to the development of both small and medium- sized businesses and the area progressive and dynamic development, thereby improving the well-being of its population. Future areas of the research will include the analysis and evaluation of the business support and management infrastructure in the local area of the region.

Public administration represents operations and practice of the government through management, administration and implementation of government policies having in mind public interests and the society as a whole. However, analysis of the political system and public administration in Bosnia and Herzegovina (BIH) reveals that this definition is rather “modified” when it comes to the mentioned country. Even though public administration reform is one of the priorities for BIH, the reasons why it has not been more successful are post-conflict reconstruction and state building, unique political organisation as a result of a peace agreement, veto mechanisms and ethnic quotas which makes the consensus harder to achieve and delays adoption of important strategies. Even though political elite in BIH is committed to public administration reform and the key reform institutions have been established there is a lack of necessary knowledge and skills, competences and most importantly, political will. However, public administration reform definitely represents one of the key conditions for the future of BIH and its accession to the European Union (EU). Undoubtedly, public administration reform is a complex reform, and in this paper, the focus is on the case study of BIH by identifying its key issues on the way to the EU membership. This paper is based on analytical method with an explorative and descriptive purpose, comparative legal method, literature review method, and finally, synthesis of results, combined with professional insight and conclusions.

The notion of "military danger, military threats, military and non-military measures to Parry, and other definitions from the policy of the State to ensure the military security of the now widely used in journalism, conceptual, other documents and research. The attentive reader it is not difficult to notice the ambiguity in the interpretation of these concepts. This makes it difficult to not only the perception of the relevant topics for ensuring military security publications, but also the development of the theory and practice of ensuring the defence and security of the State. The author's view on the essence of the reasoning logic of non-military measures to counter military threats, as the ultimate goal of the article is the following.First the task of analyzing the concept of "national security", "object of national security" and understand the functions of the State, society and the individual to ensure national security. Decomposition of an object of national security, which is "national property" (the content of the concepts described in the article) has made it possible to substantiate the basis for classification of national security threats and with better understanding of the nature, variety, Genesis. This provided a rationale for the role and the place of the tasks ensuring military security in the common task of ensuring national security, the correlation of military and non-military threats.The final phase of the research, the results of which are set out in the article is devoted to analysis of military threats, which made it possible to identify their main structural elements: source, media, military-political and strategic nature, install the main factors defining the content of these elements and their interaction. Based on these results, the proposed definition of the essence of non-military measures for counteracting of military threats, as well as guidelines for developing these measures.

This article describes the information-psychological security system as a subsystem of national security, and provides a terminological and retrospective analysis of sociological approaches to this concept. In addition, approaches to the concept of information and psychological security are reflected in scientific views as the vital interests of theindividual, society and the state, as information, as the human psyche, as ideology and ideas. The term "information and psychological security" is interpreted as the need to ensure the vital interests of the individual, society and social groups.The article pays special attention to methods of information and psychological impact on social processes and their negative and positive characteristics.

Povzetek Varnost danes ni ogrožena le zaradi oboroženih konfliktov, temveč predvsem in vedno pogosteje zaradi kompleksnih kriz. Učinkovit odziv nanje zahteva od nacionalnovarnostnega sistema stalno prilagajanje in pripravljenost na nepredvidljivost varnostnih razmer s prožno strukturo, razvito koordinacijo in z zmogljivostmi, sposobnimi ukrepanja na podlagi sistemskih in jasnih pravil na področju kriznega upravljanja. Prispevek osvetljuje pomen kriznega upravljanja v sodobni družbi s poudarkom na obrambnem področju, na katerem na podlagi teoretičnih in praktičnih spoznanj daje predloge, ki bi lahko bili za Slovensko vojsko kakovosten izhodiščni okvir za razpravo pri oblikovanju nujnih odgovorov na sodobne izzive kriznega upravljanja. Slovenija, njen nacionalnovarnostni sistem kot tudi vse njegove sestavine, vključno s Slovensko vojsko, si ne smejo in ne morejo dovoliti, da krizo pričakajo nepripravljeni ter brez vnaprej izoblikovanega in delujočega celovitega koncepta na področju kriznega upravljanja. Ključne besede: kriza, krizno upravljanje, krizno odzivanje, vaje kriznega upravljanja. Abstract Today, security is not threatened only because of armed conflicts, but mostly and increasingly because of the complexity of crises. An effective response to those crises requires the national security system to constantly adapt and remain ready for the unpredictable nature of the security situation. This can be achieved with a flexible structure, well-developed coordination and capabilities apt to react on the basis of clear and system rules in the field of crisis management. The article highlights the importance of crisis management in the modern society with the emphasis on the field of defence. It provides theory- and practice-based suggestions, which could serve as a quality frame of reference for a discussion in the process of preparing crucial responses to the contemporary challenges of crisis management. Slovenia, its national security system along with its components, including the Slovenian Armed Forces, cannot and should not presume to enter a crisis unprepared and without a pre-framed, effective and comprehensive crisis-management concept. The purpose of the article is the identification, building, and theoretical and methodological justification of the structure of the state national security system. The methodology of the study was a retrospective approach that allowed studying the structure of the elements and links of the state national security system in dynamics, comparing the current situation in the theory and practice of national security with previous periods, starting from 1943. This made it possible not only to trace changes in the structure of the elements, goals, and objectives of the national security system but also to determine what measures were proposed by scholars and politicians to solve the problem under study. The novelty of the work and its results have been determined by the original innovative approach to the theoretical and methodological justification of the elements of the state national security system and its structure in the conditions of the 21st century, the description of the process of its functioning by a mathematical model.

This article aims to elucidate the tradition of Japan’s public administration emphasizing the civil service system. A number of studies explain the impact of the tradition (norms, values, and institutions), in shaping the process and result of public administration reform. By applying the historical institutionalism perspective, this study reveals how the legacy of the past, the tradition promoted by the Meiji Restoration, creates the new tradition of public administration. This study selects Japan as a typical case representing Asian developmentalists. The remarkable Meiji restoration marked the process of adoption and adjustment of the Germanic traditions in the bureaucracy modernization. Norm institutionalization has established the new norms and civil service system. The basic norms consist of legality, consensus, and seniority. It develops the "kyaria" denoting recruitment, selection, and promotion influenced by seniority, long term performance, and prestigious university recommendation and produces competent and dominant mandarins in the policy process. However, the parliament continuously initiates the reform to reduce the mandarin's domination and heighten political control over the bureaucracy. The reform has not yet changed the power balance of two institutions since the ”kyaria's” embeddedness in Japan's polity produces two consequences. First, it contributes to public administration modernization. The mandarin’s outstanding performance increases political legitimacy and social acceptance to the "kyaria"system. Second, the parliament cannot drastically reduce the mandarin’s role since the lifetime employment model enriches them with knowledge and experience of the government affairs. Conducting cautious reform and, at the same time, working closely with the mandarin are the primary reform strategy of the parliament.

The allocating revenue to the individual budgets of self-governments in the Slovak Republic is a highly sophisticated process. Redistribution of resources using fiscal decentralization is an effective instrument through which the government attempts to eliminate subsidizing of municipalities and self-governing regions from the state budget and thus achieve higher stability of the economy. The function of municipalities and higher territorial units is secured by so-called special purpose tax revenues, which do not go into the state budget but directly into the budgets of self-governments. This research contribution focuses on the revenue side of budgets of public administration institutions for the period of the last five concluding budget years. The analysis demonstrates the meaning and importance of tax revenues for the mentioned institutions as well as the expenditure side of the state budget. In this contribution, a comparative study identified the changes that occurred in the individual years of the presented range and subsequently, evaluated fiscal decentralization and its influence on the revenue side of budgets of municipalities.
