A DISCUSSION ON THE PHYSICAL INTERPRETATION OF MEASUREMENTS OF TRIBOLOGICAL WEAR

Physical sense and practical significance of major measurements of tribological wear are analysed here. Definitions and methods of assessing these measurements are proposed on the basis of the laws of energy and mass conservation. Contributions of energy and displacement of particular friction forces corresponding to each element of a friction couple are addressed. Energy expenditure that causes wear is introduced into the definition of wear resistance. Planning and thermodynamic analysis of a tribological experiment and the application of thermodynamic concepts and quantities to the description and the interpretation of results are recommended. The author believes application of wear measures that have an unequivocal physical interpretation will limit problems with the incomparability and the irreproducibility of tribological results and issues with transferring them to real objects.

The subject of the study is the mechanism for determining the fiscal fee forthe main transportation of hydrocarbon goods as a resource concept. The purposeof this article is to justify the nature and prospects of using, instead of currentrent, hydrocarbon fiscal-main income as a fiscal payment, which is brought intothe state budget by operators of the main hydrocarbon-transport system as business entities for their transportation of hydrocarbons and products of their processing through main pipelines appropriate to the economic requirements. Theresearch methodology is determined by a combination of methods: a) cognition:legal analysis (study of the regulatory framework for the use of rent); b) justification: abstract logical analysis (definition of the concepts of hydrocarbon fiscalmain income); c) generalization (substantiation of conclusions and proposals).Results of work. In the process of analyzing the regulatory legal acts that regulate the use of current annuity as payment to the budget for the main transportation of hydrocarbons, it was established that it is not a tax in the interpretationof PKU, since the essence does not meet the official definition of tax, does notmeet the accepted definition of the concept of rent. The accepted nature andmechanism of paying rent for the transportation of hydrogen resources and associated revenues of the state and users of the main hydrogen transport systemand the unpromising nature of its use as a fiscal payment are analyzed. Conclusions.It is proposed that the state pay for the territorial pumping of hydrocarbon resources according to our triple principle as hydrocarbon fiscal-main income, whichcorresponds to its essence, and accordingly change the mechanism for calculatingand depositing funds to treasury accounts. Since the funds come to the revenueside of the state budget, that is, inherently belong to state revenue. The creationof such a mechanism needs certain studies, justifications and government decisions. The same applies to land use, since the quality indicators of soils, wherethe laid pipelines are territorially different. In addition, there is a process ofchanging land for its intended purpose, for the property. The fee for movinghydrocarbon resources should be calculated depending on the type of transport,including pipelines, for a set of indicators: quantity and quality of goods, time,main tariffs and distance of its movement. The amount may be adjusted usingfactors officially established by the CMU. Since the pipelines are located in territorial lands, part of this fee should be transferred to the territorial local budgets.Theoretically, the economic use of trunk pipelines should be considered as a typeof economic environmental management. Therefore, this type of government revenue should be determined by a set of indicators, as well as taking into account the economic interests of business entities authorized by the CMU. Thus, theimplementation of our proposed fiscal payment is relevant, has scientific noveltyand promising practical significance, therefore, for state recognition it is proposedto include it in the Tax Code of Ukraine.

The quantification for the invulnerability of complex network is a fundamental problem in which identifying influential nodes is of theoretical and practical significance. In this paper, we propose a novel definition of centrality named total information (TC) which derives from a local sub-graph being constructed by a node and its neighbors. The centrality is then defined as the sum of the self-information of the node and the mutual information of its neighbor nodes. We use the proposed centrality to identify the importance of nodes through the evaluation of the invulnerability of scale-free networks. It shows both the efficiency and the effectiveness of the proposed centrality are improved, compared with traditional centralities.

The development of digital technologies, coupled with progress in the development of self-learning programs based on AI (Artificial Intelligence), has obvious advantages in improving the effectiveness of information impact on people around the world. During the 2010s, researchers have documented trends in the use of artificial intelligence for the construction and distribution of media content to indirectly manipulate political discourse at the national and global levels. Special interest in the context of this issue is how the rapid development of AI technologies affects political communication. The object of consideration within the framework of this article is the deepfake technology. Based on this, as a subject, the authors define deepfake as a phenomenon of modern political communication. Accordingly, the purpose of the study is to describe and predict the impact of deepfake technology on political communication at the global and national levels. The paper presents the definition of deepfake, assesses its characteristics depending on the methods and purposes of its distribution, and analyzes the prospects for using this tool to influence political discourse in modern Russia. To study the subject field of the research, methods of systematizing theoretical data, classification, analysis of a set of factors and forecasting have been applied. The practical significance of the work is presented by the authors’ definition and typology of the phenomenon of deepfake and describes its significance as a factor of political communication on the example of a particular country. The results of the work will be useful for researchers studying the problems of digitalization of the media space and modern means of disinformation in politics, both at the local and global levels

The purpose of the article is to attempt to discover the conceptual basis of modern tourism, in particular, to justify scientific approaches. The basis of the method of work was the use of conventional methods: theoretical analysis of scientific sources on the specified topic, synthesis, description and comparison. The results are the separation of the following scientific approaches: axiological, cultural, multicultural, holistic, structural, functional, informational, synergistic, predictive, unity of quality and quantity, co-evolutionary (development), causality. The scientific novelty of the study was the interpretation of general methodological approaches in the field of tourism studies, a clear definition of their characteristics, which will help to improve its methodological basis. The practical significance of the article is to justify the expediency of using scientific approaches, which will make it possible to combine the efforts of tourism professionals under the current conditions of fundamental incompleteness and uncertainty of information on the methodology of tourism; in developing approaches that are, to some extent, capable of ensuring the effective interaction and synthesis of different science methods on a single conceptual basis.

The article is devoted to the practical implementation of auditing tasks in relation to non-financial information in Russia. The increased need to develop this area of auditing services is related to both the increased interest of users in the nonfinancial information in itself, and the need to improve its reliability. The methodological base of the research includes a set of scientific techniques and research methods such as theoretical analysis of the literature on the research problem, analysis of regulatory sources, a method of comparison, as well as the use of practical experience in providing auditing services in relation to non-financial information. The study of current trends in the publication and certification of nonfinancial statements in Russia and abroad, considers the main approaches to the definition of “non-financial audit” and the most widespread methodological approaches to its implementation, as well as reviews the practice of performing tasks to confirm non-financial information and identifies the main problems of their implementation. The theoretical and practical significance of the research is to justify the need to develop tools for providing auditing services in relation to non-financial information, as well as the proposed solutions to the identified problems of practical implementation of tasks.

In a knowledge-based economy, the most important issues of modernity areas development – event management become especially relevant. Current trends in the development of such socio-economic activity areas as event management is directly represented in the practice of event tourism, within which the creation, planning, conduction and event management. In order to manage a modern system of event tourism, event management is called to summarize the existing experience, give practical recommendations taking into account the specifics of various events, as well as improving this system of relations. Event management becomes an innovative tool for achieving the goals of the organization at its all operation stages. It is also worthily to note the importance of using event management technologies in the formation of a positive organization image, corporate culture and increase its competitiveness in the market. The article highlights the scientific approaches to the interpretation of the category "event management" according to certain criteria and characteristics. The author's definition of the categories essences "tourism industry" and "event management" is given. It is proved that event tourism is a fast-growing industry, which in recent years occupies a dominant position in the general classification of tourism. The potential of event management in the tourism industry is revealed. The system of organization and event-management carrying out in the world practice is investigated and recommendations concerning its application in Ukrainian realities are substantiated. The state of event management in Ukraine is analyzed and perspective directions of its development within the tourist business are outlined. The practical significance of the obtained results is manifested in their usefulness for optimizing the event managers’ work in the process of creating, planning, organizing and conducting events, as well as for improving and increasing the efficiency of existing technologies in the event organization field. In addition, they contribute to the clarification of "event management" concept in Ukrainian scientific community. Prospects for further research are to develop the basic processes of event management, which form its essence.

The relevance of the study of the relationship between professional competencies of the future teacher of technology and the formation of students' key subject competencies. The study aims to determine the system of preparation of future teachers of labor education and technology. A sociological survey among 700 students of specialty 014.10 Secondary education (Labor training and technology) based on Poltava V.G. Korolenko National Pedagogical University (Ukraine). The correlation of the subject competencies defined in the standard with the professional competencies of a teacher was determined: fluency in the state language - generalization of previously learned material, ability to communicate in the native (with a difference from the state) and foreign languages - consolidation of learned material, mathematical competence - development of the ability to self-learn, competence in natural sciences, engineering, and technology - development of active listening skills, innovation - storage of large amounts of information. The practical significance of the study was the provision of recommendations on the model of formation of subject student competence through the definition of its basic principles.

Goal. The purpose of the work is a comprehensive theoretical and methodological analysis of the definition of the concept and content of modern legal policy of the state. Method. The methodology of the study involves the use of a number of general and special methods of cognition, in particular: terminological analysis, synthesis, induction, deduction, structural-functional and comparative law. Results. In the course of the research it is proved that in modern conditions the legal policy of the state is determined in theoretical and practical aspects. Thus, in the theoretical aspect, the legal policy of the state is the legal ideology of the state, which includes ideas, theories, concepts, doctrines, strategies, programs, etc., enshrined mostly in the form of regulations. In the practical aspect, the legal policy of the state means the activities of the state to exercise effective legal influence on all spheres of public life. In all the considered approaches to the definition of the category of "legal policy" there is one common feature - the state-will character, which forms its power-imperative content. The features of legal policy include: based on law; implementation by legal methods; coverage mainly of the legal sphere of activity; reinforcement, when necessary, by force, coercion; publicity, formality; it has an external expression in the form of legal and organizational forms of its implementation. Scientific novelty. According to the results of the study, the legal policy of the state is designed primarily to manage the legal development of the state, to be aimed at improving legal means and mechanisms of legal tools to ensure the most optimal development of relations in various spheres of society. Practical significance. The results of the study can be useful in the process of formation and implementation of the general theoretical concept of legal policy of the modern state.

Purpose Marx’s monetary theory is an important part of Marxist economics and an irreplaceable milestone in the intellectual history of the monetary theory. The purpose of this paper is to summarize the main content of Marx’s monetary theory from three aspects: the source and nature of money, the function of money and the historical significance of money. Design/methodology/approach Moreover, this paper also gives an extended understanding of Marx’s monetary theory from four perspectives: the endogenous credit mechanism of money, the functions of money and demands for money, the financial function of money and the economic and social functions of money. Findings Lastly, the present paper discusses the practical significance of Marx’s monetary theory from three perspectives, namely, the inspection of “Bitcoin” from the nature and function of money, the definition of demands and the division of supplies at the monetary level, and the prevention of systemic financial risks and the focus of financial supervision. Originality/value Marx’s monetary theory is an important part of Marxist economics and an irreplaceable milestone in the intellectual history of the monetary theory. However, for a long time, the contribution of Marx has rarely been mentioned in the intellectual history of monetary theory. Even the book, Political Economy (On Capitalism), has been only summarily concerned with the source and function of money in Marx’s monetary theory, rather than revealing Marx’s outstanding contribution in the monetary theory and the financial connotation of Marx’s monetary theory, and expounding its practical significance.

The knowledge about the characteristics of deformability (deformation resistance and plasticity) has for the technologist, as well as for the designer and researcher, a great practical significance, because they are important elements in establishing a correct technological process. The change of deformation conditions existing in the industrial process, such as the temperature and rate of deformation, are difficult to consider for correcting the deformability determined by testing. The chemical composition of the material influences the plasticity and its deformation resistance both by the nature and distribution of the alloying elements and by the phase transformations they produce. In this paper, through "deformability", we cover all properties characterizing the deformation behaviour of alloys. In this sense, "deformation resistance" is expressed through the unit strain required to produce a certain degree of plastic deformation, under the conditions of a particular diagram of tensions, deformations and deformation rates, in the absence of external friction forces. Plasticity, being the ability of metallic materials to deform plastic under the action of external forces, is influenced by a number of material characteristics (chemical composition, structure) and other factors characteristic of the deformation (temperature, degree and speed of deformation, applied mechanical scheme). Plasticity is characterized, in the torsion test, by the number of rotations made by the specimen until breakage. A number of methods have already been used for the study of deformability. This study includes the results of hot torsion tests conducted to find the plasticity and deformability characteristics of ferritic stainless steel (non–hardenable stainless steel, grade X6Cr17), which is a flexible grade of the stainless steel family with properties closely matching those of the more popular and expensive austenitic grade.
