Since Slovakia's accession to the EU, European funds have become an important source of financing for regional development, which are provided on the basis of elaborated regional development programs at various hierarchical levels. The Environment area has become an inevitable priority area of each such document responding to the current state and quality of environmental components in accordance with sustainable development. The aim of the paper is to evaluate the allocation of funds for the Environment priority area in the Nitra Self-governing Region during 2014 – 2018. The funds were identified for individual measures according to the districts of the region while the focus of projects and sources of their financing were also evaluated. Several methods were used, such as system analysis (grouping and evaluation of information), comparative analysis in creating own databases, mathematical-statistical methods, etc. During the individual years, an average of more than 50 million euros were addressed to the Nitra Self-governing Region. The largest districts of the region (Nitra, Levice and Komárno) received the most funds (59.7 %). In 2018, more than half (52.9 %) of funds came from the European Structural and Investment Funds from the Operational Program Research and Innovation and 37.8 % from the Operational Program Quality of Environment.

The article discusses the current state of professional training of engineers, in particular, electronics engineers in Ukrainian higher education institutions (HEIs) and explores best practices from US HEIs. The research outlines the features of professional training of electronics engineers and recent changes in Ukrainian HEIs. Such challenges for Ukrainian HEIs as lack of collaboration between higher education and science with industry, R&D cost reduction for HEIs, and downsizing the research and academic staff, the disparity between the available quality of human capital training and the demanded are addressed. The study attempts to identify successful practices of US HEIs professional training of engineers in order to suggest potential improvements in education, research, and innovation for training electronics engineers in Ukraine.

The effectiveness of support directed to less developed regions is a timely question more than halfway through the 2014–2020 programming period. We present an analysis of the impact of rural development support on the well-being of Hungarian LAU1 regions between 2008 and 2013. The aim was to measure the overall impact of all of the Rural Development Funds, covering all measures within the program. Two indices of local well-being were used: the multi-dimensional, local-variables-based Regional Development Index that measures the overall level of regional development and a simple, migration-based index as a proxy for perceived quality of life. Generalized propensity score matching, and difference-in-differences estimation techniques were employed to evaluate the impact of subsidies. Irrespective of how the amount of support was calculated, the measure of local well-being, or the methodology employed, the impact was not significant, and was sometimes even negative. This casts doubt on the effectiveness of Rural Development Policy in Hungary.

Rock disintegration is one of the most important technological operations in the production of crushed stone, which is widely used in the construction of roads and railways, buildings, structures, hydraulic engineering facilities, bridges, tunnels, the production of concrete, asphalt, dry building mixes, and other objects and products. In recent years, research has been actively conducted to improve the processes of rock disintegration by reducing energy intensity and improving the quality of disintegrating technologies and equipment. Moreover, developers and inventors are actively patenting the results of their intellectual activities in the field of promising types of new intellectual property for high-potential technologies and equipment for producing high-quality crushed stone. This fact indicates that the problems of improving the quality and efficiency of technologies and disintegrating equipment, in particular crushers for obtaining crushed stone, have not been solved yet. All this necessitates the synthesis and patenting of new market-competitive technologies and equipment for obtaining crushed stone by disintegrating rocks. In this regard, the authors of this work carried out research aimed at building a knowledge base in the field of patenting technologies and crushers that ensure the production of crushed stone for the construction of roads and railways, buildings, structures, hydraulic engineering facilities, bridges, tunnels, the production of concrete, asphalt, dry mixes, and other objects and products. The research also included the categorization of the main areas of patenting in this field. This involved using the method of system analysis performed based on the results of patent information search, collecting and systematizing the information. The current state and trends of patenting in the field of rock disintegration are identified, the main goals (effects) of patented intellectual property are defined. The article presents the most noteworthy patents collected during the building the knowledge base.

In today’s world, human capital is one of the key indicators of a country’s sustainable socio-economic development. We have used neurocomputing tools to study the current state of physical education, sports and active tourism in the context of ensuring the quality of human capital, in order to preserve the population’s health and increase life expectancy. The relevance of research in this field is determined by the importance of physical activity for the development of human capital, which is one of the central internal factors of countries’ economic potential. Human capital also plays an important role in ensuring national security and sustainable regional development. We have performed a cluster analysis of physical culture and sports data in Russian regions using the tools of neural networks, one of the branches of artificial intelligence. The proposed approach based on neurocomputing and neural network modeling can be helpful in informing strategy proposals and measures aimed at enhancing the sustainable development and the role of physical culture, sports and tourism to ensure the quality of human capital.

The article examines the modern realities of the functioning of the State Regional Development Fund as a budget program within the State Budget of Ukraine. The purpose of the study is to reveal the key features of the Fund functioning in modern conditions, to assess the current state of financial support of regional development projects, to identify the main problems in this field, and to develop possible solutions. The article substantiates the importance of sustainable development of territories as a mode of functioning of the region, characterized by harmonious positive changes in the most important spheres of life of the individual, society, and state, considering the interests of present and future generations. The change of the tendency of the gap between the declared and approved volumes of financing of regional development projects in 2015-2021 is estimated and the possible consequences of such gap are outlined. The volume and number of development projects in the regional and district dimension, funded by the Ukrainian State Regional Development Fund in 2020, are marked on the map of Ukraine. The need for uniform distribution of project financing based on the new zoning and elimination of "white spots" on the project map is emphasized. The ratio of the number of regional development projects in terms of settlements of implementation by their status was studied. Structural analysis of the use of funds of the Ukrainian State Regional Development Fund by purpose and type of work is performed; the average cost of regional development projects by category and in general are calculated and compared. Based on the analysis, the "bottlenecks" of the Ukrainian State Regional Development Fund functioning at the present stage are identified and the ways to solve them are proposed.

The essence and importance of the transport component of the economy to ensure the sustainable development of the region is reveled within the article. Features of the transport component of the economy as a factor contributing to the stabilization of regional development are identified. Based on the current state diagnostics of the transport component of the economy, fundamental changes in the needs for its services, which appeared as a result of its reforming, are proved. The process of forming a system of quality of transport services, which is a prerequisite for improving the competitiveness of the region, is analyzed. In addition, the assessment of consumer properties of services of the transport component of the regional economy, as well as their essence and specificity, is carried out.

This review presents seven national asthma programmes to support the European Asthma Research and Innovation Partnership in developing strategies to reduce asthma mortality and morbidity across Europe. From published data it appears that in order to influence asthma care, national/regional asthma programmes are more effective than conventional treatment guidelines. An asthma programme should start with the universal commitments of stakeholders at all levels and the programme has to be endorsed by political and governmental bodies. When the national problems have been identified, the goals of the programme have to be clearly defined with measures to evaluate progress. An action plan has to be developed, including defined re-allocation of patients and existing resources, if necessary, between primary care and specialised healthcare units or hospital centres. Patients should be involved in guided self-management education and structured follow-up in relation to disease severity. The three evaluated programmes show that, thanks to rigorous efforts, it is possible to improve patients' quality of life and reduce hospitalisation, asthma mortality, sick leave and disability pensions. The direct and indirect costs, both for the individual patient and for society, can be significantly reduced. The results can form the basis for development of further programme activities in Europe.

The aim of the study is to develop technologies for operational management of processes and projects that increase the efficiency of medical organizations by replicating automated systems of “hyperresonant solutions” and monitoring achievements to improve activities aimed at improving the quality and availability of medical care. The object of researching the control mechanism is represented by 104 medical organizations of primary care, introducing lean technologies. The study of the current state of accessibility, satisfaction and quality of medical care was carried out by the method of direct observation and timing of receiving medical services by patients. To ensure the optimization of management on the basis of materials characterizing the current state of accessibility, satisfaction and quality of medical care, it was supposed to form a process model of the organization, including a classifier of activities. The use of a system analysis matrix, MS Excel tables and hyperlinks contributed to the definition of priorities and the development of improvement projects, which ensured the formation of management algorithm for the organization development.

Measuring the subjective quality of life at the local level — a case studyThe paper concerns a project which was carried out in 2015. The main aim of the project was to develop a method, and then to measure the subjective quality of life of the inhabitants of 12 municipalities of the province of Lower Silesia. The questionnaires provided responses from 671 respondents who rated their satisfaction with life and the importance and satisfaction with various components of quality of life. On this basis the possibility of using measurement of subjective quality of life in the creation and evaluation of local and regional development programs was specified.

Introduction. Upbringing issues are traditionally related to the actual and difficult to study areas of psychological and pedagogical practice. Upbringing is a social phenomenon that reflects the characteristics of modern social ties and the specifics of social communication. The most difficult issue is the search for a psychological basis for modeling, planning and implementing an effective upbringing process that provides a personally and socially significant result. The purpose of this article was to study models of municipal and local education systems in a megalopolis based on the study of the relationship between the qualitative characteristics of psychosocial development of subjects of three groups of teachers and pupils with the presence or absence of differences in the understanding of the goals of education by the participants of these groups. Materials and methods. The methodological basis of the carried out was the conceptual provisions of the epigenetic theory of E. Erickson, developed in the studies of V.A. Ilyin and the provisions of the theory of social education by A.V. Mudrik. The principal research techniques were “Psychosocial development differential” (V. А. Ilyin, D. V. Sipyagin) and scaling method. The participants of the research were divided into several groups: 120 teachers and supplementary education teachers from Moscow schools of different types and 1080 their students. Total amount of empirical study participants is 1200 persons. Research results. In the course of empirical research, the relationship between the ideas of educators and their pupils about the goal of the educational process with the quality of psychosocial development of the individual was revealed, which allows predicting the success of the educational system and can serve as the basis for creating development programs for all participants in the educational process. Conclusions. The results of the study performed suggest that the effectiveness of the educational process is based on the qualitative characteristics of the psychosocial development of participants in the educational process, considered in the aggregate of a separate group, for example, a school class. In groups where psychosocial development is not harmonious, with a predominance of the tendency for a lower-quality resolution of each crisis in a positive direction, there is also a large distance between the ideas about the goal of education among educators and pupils. The application of the theory of psychosocial development and the diagnostic tools developed in its concept allow us to investigate the key, system-forming element of the upbringing model - the quality of psychosocial development of the individual, which can serve as the basis for the development of potentially effective upbringing strategies, as well as the creation of development programs for all participants in the upbringing process.
