The social transformations that took place under the influence of globalization and neoliberalization at the turn of the 20th – 21st centuries led to the need for deep structural and functional changes in the system of domestic higher professional education. Despite the fact that over the past twenty years in domestic practice a lot of directive documents have been developed and a number of serious management decisions have been adopted that have a direct impact on the development of the Russian education system at all levels, the domestic higher school in many respects cannot reach a level that makes it possible to make a serious competition to the participants of the world scientific and educational space. A retrospective analysis of the main conceptual documents that determine the development of the domestic education system, carried out in the work, showed that reforms of the domestic higher education system often do not reach their logical conclusion, since they are predominantly declarative in nature, far from always supported by a legislative framework, which leads to inconsistency in practical actions on their implementation. The article reveals that the incompleteness of the reforms is largely due to the existing gaps in cooperation between the institutions of education, science and industrial production, which all conceptually significant documents declare, but in practice, close mutually beneficial cooperation between these actors does not sufficiently manifest itself. The author indicates that such interaction can be carried out through the development of university systems, which, being integrated into the economy of the regions and acting as a driver of innovative development, can contribute to increasing the competitiveness of Russian universities in the international scientific and educational space.

The issues of training librarians for modern libraries are discussed. Main problems of continuing professional education are defined, the need for secondary professional education further development and the interaction within the education system are proved. The author argues that librarians’ social status has to be increased.

: The presented paper deals with the mutual cooperation of secondary vocational schools and enterprises within the framework of the dual education system, respectively of the social partnership in the conditions of Czech Republic and Slovakia. It has a theoretically - empirical character. In the theoretical part we focused on defining the terms we work with and the empirical part focuses on the questionnaire survey, in which we find out the views of pupils, teachers and enterprise representatives on the real possibilities and possible benefits of cooperation between schools and business sector. In the framework of the questionnaire survey we focused on the Zlín region in the Czech Republic and the Žilina region in Slovakia, while the selection of the area was random. Using two self-designed questionnaires, we found out what pupils, teachers and enterprise representatives consider to be beneficial for the cooperation and what is necessary to be improved. Based on the findings, we have drawn conclusions and suggested measures to improve the current situation. We found that the social partnership in the Czech Republic is at a higher level and more secondary vocational schools are involved than the dual education system in Slovakia.

The subject of the study is the features of the system of professional training of social work specialists in SPE. The aim of the study is to analyze and generalize foreign and domestic experience of professional training of specialists in social work. The research methodology is based on the scientific concepts of well- known Russian scientists on designated problem. The article is analytical in nature. The research methods are socio-pedagogical analysis of existing approaches in the system of professional training of specialists in the social sphere. The result of the study is formulated provisions concerning the construction of more effective educational activities in the field of training specialists in social work in the system of secondary special education.

The article is devoted to the importance of network interaction «pedagogical university – school» within the conditions of low prestige of the teaching profession, lack of motivation of applicants, a low level of their basic training, as well as an insufficient resource base of schools responsible for the formation of a basic set of knowledge of future teachers. The impossibility of solving these two problems by schools independently determines the need to build cooperative ties between different levels of the education system. It has been established that not only schools, but also universities are interested in such systemic interaction. This interest is most clearly manifested in pedagogical universities, which experience an acute shortage of applicants charged for their future profession. The authors made an attempt to systematise the factors that determine the need for social interaction between a pedagogical university and a school. The article also defines the main directions of this interaction and benefits that schools and universities may get as a result of this very interaction.

На сегодняшний день в условиях низкого показателя правовой культуры российского общества проблема правовой социализации молодежи становится настолько актуальной, что затрагивает интересы многих специалистов в различных областях деятельности. Прежде всего такое повышенное внимание объясняется такими факторами, как социальная трансформация личности и модификация образовательной системы, которые в первую очередь способствуют определенным трудностям в процессе правовой адаптации подрастающего поколения к новым реалиям окружающего мира. В данной работе анализируются новейшие тенденции в развитии методики преподавания правовых дисциплин в высших учреждениях профессиональной системы образования. Кроме того, представлено влияние правовой культуры на поведение человека при реализации творческого потенциала в процессе правовой деятельности и социального взаимодействия. Today, in the conditions of a low indicator of the legal culture of Russian society, the problem of legal socialization of young people is becoming so urgent that it affects the interests of many specialists in various fields of activity. First, such increased attention is explained by certain factors such as the social transformation of the individual and the modification of the educational system, which, first of all, contribute to certain difficulties in the process of legal adaptation of the younger generation to the new realities of the surrounding world. This paper analyzes the latest trends in the development of methods of teaching legal disciplines in higher institutions of the professional education system. In addition, the influence of legal culture on human behavior in the implementation of creative potential in the process of legal activity and social interaction is presented.

The review article analyzes the features of the information society as a new stage in the evolution of the social system based on trends in the increasing role of information and knowledge, socio-economic and spiritual, cultural reality with the dominance of information and communication technologies operating globally. The conclusion is made about the strategic role of informatization as a leading factor in the modernization of education and science. Mankind’s transition to a social system based on the production of knowledge is associated with a sharp increase in the importance and accessibility of education, which leads to qualitative changes in the social structure. It puts forward new requirements for the education system, changing the paradigm of pedagogical science, the content and mechanisms of education, the center of which is the individual. The informatization of the educational process makes it possible to make the training of young people as close as possible to the realities of life in a global information society. It will contribute to more efficient use of information, energy, and labor resources to improve the quality of training. However, psychological and pedagogical science has laid only the foundation so far, the conceptual and methodological basis for the study of information resources and processes occurring within the educational system, the development, and implementation of effective computer-oriented educational technologies. In our opinion, the development and application of a holistic scientific apparatus will make it possible to identify the essential characteristics of the informatization process, the conditions of its course, ways of optimization, as well as to develop the tools for information flow monitoring in education. Informatization should be considered as a process of creating a unified information educational space ensuring the availability and efficiency of use, integration, and unification of the resources of the information and educational environment for all the institutions of the education system.
