This article is dedicated to examination of public participation in the formation and development of extracurricular education of children in Eastern Siberia. The relevance of this research is substantiated by the importance of public sociocultural initiatives in modern Russia. The author highlights the key vectors of public innovation sociocultural activity, which included environmental education, organization of reading events and libraries for children, staging of performances, literary and musical mornings, physical education and play activities. Within the framework of these directions, the author determines their popularity, dynamics and interpretation of goals by the actors of sociocultural activity. Extracurricular education was intended for all population groups, and opened new dimensions for social interaction not only for children, but for parents as well. The research is based on the comparative methodology, and methodological ideas of V. A. Glazychev on the interpretation of city as a sociocultural phenomenon and the ability of urban community to create and maintain the conditions for its development through the efforts of all residents with the leading role of mobile innovation minority. In Eastern Siberia, the development of extracurricular educational work generally corresponded with the nationwide, but at a slower pace and smaller scale. The conclusion is made that in the provincial cities, the intelligentsia led moderate, although considerable activity on the development of applied problems of pedagogy, orienting towards the needs of a child. Overall, innovation social activity expanded the “geography of childhood” of the children involved. The public initiative filled the gap in the state system of extracurricular education and evolved to the creation of multifunctional recreation and educational centers for children.

The article notes that the theme of culture and cultural policy for modern Iran is not a marginal issue. Culture is seen by the country’s leadership as an important component of its state political and ideological doctrine. There is analyzed the role of the Islamic factor and cultural heritage in the cultural policy of the Islamic Republic of Iran over four decades of its existence. Particular attention is paid to the role of the theory of the dialogue of civilizations proposed by M. Khatami as well as to the changing attitude towards it in the public consciousness of Iranian society. It is emphasized that the theme of “Iran and the West” is becoming particularly acute in the country today, contributing to its politicization. An attempt is being made to show that Iranian culture is increasingly becoming an important factor in the foreign policy activities of the leadership of the Islamic Republic of Iran, contributing to the strengthening of the country’s position in the world arena as a whole and the country’s leading role in the region, the realization of the idea of exporting the Islamic Revolution and implementing Iranian cultural expansion outside the country.

The article is devoted to the history study of the formation and functioning of district societies «Prosvita»in Volyn between the two world wars. The formation of the public-educational organization in Volyn was in 1918 and functioned up to the end of the 30s of the twentieth century in the region, until it was banned by the Polish authorities. The article analyzes the main directions of the educational work of the society, national cultural work on the background of development and changes in socio-political relations. The role of the Ukrainian intellectuals in the preservation and development of culture and education in Volyn voivodeship between the two world wars was revealed. The author highlighted the achievements and untapped opportunities of the district Prosvita in Volyn, the difficulties and problems, which the society faced and followed the relationship between Prosvita and the Polish state administration in Volyn voivodeship. The article is devoted to the matters of public-and-private partnerships in the field of housing-and-communal services. The author recognizes, that sustainable urban development requires effective funding with the leading role of municipal finances. At the same time, financing of housing-and-communal sector through the municipal budget only would be too burdensome, while the use of the public-and-private partnership scheme has proved to be the good solution of this problem. However, there is no definite answer: whether the housing-and-communal sector is the most developed zone of public-and-private partnership or, on the contrary, it is an obscure and ineffective zone. The author analyzes the Russian experience of use of the public-and-private partnership scheme in the field of housing-and-communal services and reveals the main problems, which prevent the attraction of the private capital to this sphere. Such rather new trends as so called "box decisions" and "pool" securitization of infrastructure projects are considered in the article. According to the author, the use of these options could contribute to the development of housing-and-communal sector and the city infrastructure as well as the urban development as whole.

<span class="hps">Streets are one of important network that will connect between area<span lang="EN-AU">.</span> Streets are the stage for commerce and exchange of goods, even for doing work, especially in eastern countries (Jacobs in Kiang et al, 2010<span lang="EN-AU">:</span>160). Street of Asia have been and continue to evolve as distinct from those of the west, reflecting the unique Asian cultures (Dayaratne in Kiang et al, 2010<span lang="EN-AU">:</span>63). The unique can be looked from street that used for held community festival, held funeral, street market, and social activity space, etc.Residential street became public space that very useful for social interaction space (visible in daily activity and community festival). Activities that happen on the street eventually will add other functions on the street as a space of social interaction. <span lang="EN-AU">Residential streets</span> in the <span lang="EN-AU">Bungur Sub District, Central Jakarta</span> used by the public as a space for exchanging ideas, buying and selling, children's playground, and an annual festival.The aim of this research is to analyze influence residential street and alley function as social interaction space on neighborhood environment<span lang="EN-AU">.</span> However, research method that used in this final project is quantitative with survey research strategy and statistic descriptive as analysis method. The results showed that the <span lang="EN-AU">residential streets</span> in <span lang="EN-AU">Bungur Sub District</span> has become a public space that allows people to interact with each other<span lang="EN-AU"> (</span>shown by a variety of activities<span lang="EN-AU">)</span>. Social interaction has strengthened the social ties <span lang="EN-AU">and realized a</span> strong kinship<span lang="EN-AU"> in these neighborhood</span>.<em><span> </span></em></span>

The purpose of this article is to define the functions of the teacher as the organizer of chat communication, which has become one of the foundations of Internet communication. The leading method for the study of this problem is the method of situational modeling, which allows considering chat-communication as a process of new social interaction, requiring the leading role of the teacher-organizer, ensuring the maximum involvement of all participants-communicators in this process in order to assimilate new knowledge by the perceiver (learners). This article presents new methodological methods of teacher's work within the framework of chat-communication, defines the important functions of a teacher, who communicates knowledge in the changed socio-cultural environment. The presented methodological material is designed to help teachers of higher education to use chat-communication as a new channel of knowledge transfer from a teacher to a student to adapt to the new communicative realities, to give awareness of the continuity of the educational process, even in a situation of significant changes in conditions of its implementation.   Keywords: distance learning, higher education, internet communication, chatting, teacher functions

The article studies the specificity of formation of the concept of the information and communication sphere of international relations related to public legitimation of the use of military force. The relations between military and political subjects and the civil society, emerging in this process, are defined by the author as international military and civil relations. The research object is the international military and civil relations discourse formed by the participants for the purpose of organization, preparation and use of military force. The research subject is the peculiarity of its formation at the present stage. The author gives special attention to the issues of information activities of the military policy subjects on the Internet, noting the leading role of electronic media and social networks. The scientific novelty of the research consists in the application of the discourse approach to the analysis of the information activities of military and political subjects. Based on the current understanding of a discourse, the author considers it in terms of the reproduction of ideas in the public conscience. Being a component of the military and political discourse, the international military and civil relations discourse has some peculiarities determined by its purpose, the subjects, producing it, and the specificity of its formation at the present stage. The author suggests considering the international military and civil relations discourse as a developing in time communicative event with different levels of representation which are in constant conceptual connection. The textual level is represented by official documents and statements of heads of states and their coalitions. The contextual level - by discussions, debates and negotiations in Mass Media. The pre-contextual level is represented by feelings, emotions and conditions contained in the public mind and manifested in social networks users&rsquo; posts. The author arrives at the conclusion that the international military and civil relations discourse is used as a means of political influence reflecting the ideology and worldview of the subjects producing it.&nbsp; &nbsp;

The article touches upon the concept of manipulation, its basic characteristics, and its role in the modern informational society. The authors point out that alongside the informational function, media texts carry out the pragmatic function, namely, they manipulate the public opinion. According to the authors, manipulation is a more negative than positive phenomenon. Besides, there is a definition of radiotext and some considerations concerning its specific features as compared to other types of mediatexts, namely, wide audience, no video, but only audio, etcetera. British Broadcasting Corporation radiotexts have been chosen by the authors as the object of analysis. The authors have considered some historical aspects that determine the manipulative character of radio news. Also, special attention is paid to their structural and linguistic (grammatical, lexical, prosodic) features which are aimed at forming listeners’ opinion about current events. A number of examples from radiotexts are given and their analysis is conducted. The authors state that alongside the text structure and the choice of material itself much attention should be paid to linguistic means, among which prosody is of the greatest importance. Such elements of prosody as tempo, loudness, the use of various tones in final and non-final prosodic groups and the speaker’s timber influence the audience view of the world and draw the listeners’ attention to particular aspects. At the end of the article the authors make a conclusion that taking into consideration the specific features of radiotexts, linguistic, mainly prosodic means play the leading role in the process of manipulation.

The study of history of cultural and educational society’s activity, as well as the way they influence the socio-cultural space of provincial towns, contributes to holistic perception of cultural development of Siberia as well as Russia in general. Some  issues  relating  to  creation  and  development  of  Barnaul  Society  of  Care for Elementary Education and its educational activity through libraries are considered in the article. The society was founded due to the selfless work of such an outstanding public person as V. K. Shtilke. Shtilke’s initiative as well as the initiative of other members of the society contributed to the opening of schools for children and weekend schools for adults, strengthening of public education through library organization, public readings, lectures, accessible performances. The main directions, methods, forms and results of educational work identified in the course of the study have led to the conclusion about the leading role of the Society in extracurricular education in Barnaul in 1880s – the beginning of 20th century. The conclusion about the significant influence of libraries of the Society on the dissemination of book culture among the broad masses of the population is justified.

The article describes the main areas of scientific and administrative activities of professor P.V. Ramzaev during his work in the Research Institute of Radiation Hygiene. In particular, the results of a study of global radioactive fallout in the Far North of the USSR, as well as a study of the radiation situation and an assessment of the doses to the public after the accident at the Chernobyl NPP, are presented in a systematic way. The leading role of P.V. Ramzaev in the development of hygienic regulation and in the development of the theory of health is shown. The activities of P.V. Ramzaev in the International Commission on Radiological Protection are discussed in detail. The role of P.V. Ramzaev in the development of the law «On Radiation Safety of the Population» is shown.
