This chapter details how Chicago businessman Ferdinand Walther purchased Starved Rock from Daniel Hitt to turn it into a private park that included a “first class health and summer resort.” Walther's hotel opened in June of 1891. Despite the success of the venture, the improvement of the site, the satisfaction of the guests, and the positive impact on the local economy, the clamor for land to be set aside for public use continued to grow. Citizens of Illinois wanted public ownership of the site. Further, with an interest in safeguarding the natural beauty of the Rock, the public wanted to eliminate the risk of destruction that was inherent in private ownership of the land. On December 20, 1911, the property was officially transferred to the State of Illinois. The State of Illinois then used the next five months preparing to open the new state park. Starved Rock State Park was first opened under state management on May 1, 1912.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

Organizational culture plays a vital role in attaining organization?s economic objectives, with particular impact on the process of initiating and implementing organizational changes. Handy?s typology, that classifies culture into the power culture, the role culture, the task culture, and the person or support culture, was deployed to assess the type of organizational culture in a public and a private organization, mapping both the current culture and one desired by employees. The data were collected based on a questionnaire completed by 100 respondents employed in the private sector and another 100 respondents employed in the state administration. The results reveal statistically significant differences in the organizational culture between the public and the private organization, and that both need to make a positive impact on the state in achieving a more efficient responce to the challenges and difficulties of the transition process. The goal is to move away from the existing role culture dominated by strict rules, procedures and bureaucratization, and reinforce the task culture which values results, initiative and creativity. Considering that employees in the state administration strive to implement a model of organizational culture from the private sector, the public administration sector needs a change in the organizational culture to increase its administrative capacity and become more professional.

National yearly events that are publicly funded often turn into large events that are appealing to the public and therefore need to benefit the community and society at large. While the government’s role in organising or hosting public celebrations is to foster and enhance the spirit of patriotism, love for the country, strengthen unity and national integration among the people, others may argue that these celebrations are a waste of public funds which could be better spent on the economic development, repair and provision of infrastructure and improving social conditions in the state. This paper aims to examine public perceptions at the locality of the event and surroundings on the economic impact of these events. The study covered two major state events celebrated in Sarawak, the Governor’s birthday and Malaysia Day, organised and funded by the State Protocol and Public Relations Unit of the Sarawak Chief Minister’s Office. A self-administered questionnaire was developed to survey the attendees of two celebratory events via convenience sampling. The findings from the survey found that the public perceived these events could positively support the locality in gaining temporary employment, support local trade, revive the local economy, increase hotel occupancy, and provide opportunities for future employment. However, the study further found that such events failed to create permanent employment and extending shopping hours in the event locality. Overall, it was shown that while national celebrations are perceived as events that benefit the public economically, there are concerns regarding the funding of infrastructure, which could alter the public’s perception in gaining a higher overall positive perception score.

As digital technologies develop, a new form of relations between the state and the public is developing as well. Additional opportunities for the expression of public interests and the establishment of values preferred by the society arise, new mechanisms of political mobilization develop, new forms of public organization and self-organization emerge, the social media gain more power, and local and general public narrative develop on a number of online platforms. With the digitization of the public space, the state is forced to change its communication strategies and improve the dialogue between the government and the society based on deliberative democracy principles. After analysing the architecture of public communication emerging in new conditions the paper concludes that Russia is making certain efforts to adapt for the new digitized reality. However, current state priorities are shifting towards e-government and the digital economy. On the one hand, it seems justified, as it allows to bring the public services to a completely new level, reduce corruption risks, and simplify state management of economic processes. On the other hand, the lack of due attention to the issues of openness of public administration and involvement of citizens in making public decisions results in accumulation of contradictions in the public area of public administration, as well as increasing mutual misunderstanding and distrust between the state bodies and the civil society, which may entail bursts of social discontent and protests.

Corruption in the public administration of Ukraine, which is a socio-economic phenomenon, is investigated as a plurality of actions of public service officials, which is arising in the process of realization of their authorities and building relationships and connecting with abuse of political or public authority for the sake of personal gain. An analysis of the preconditions for formation and theoretical substantiation of the predictors of the state anti-corruption policy implementation is conducted. Corruption is manifested through such institutional deformations as institutional constraints, legal burdens, distortions of moral and ethical standards of officials, and tolerance of corruption by society.The main preconditions for the formation of anticorruption policy are as follows: the set of external and internal factors of the mechanisms of public and managerial activity, which is burdened by the historical legacy of the administrative-command system of the Soviet era; formation of the outlook of a civil servant, in which the common purpose of occupying a post is a phenomenon like sinecure; a feature of professional state-management activity, which is determined by the state-power authorities of individuals, which are the exclusive privilege and responsibility of officials; the existence of legal preferences that imply inequality of citizens in the access to socially useful benefits that distort understanding of the legal equality of citizens and are the basis of corruption; the presence of effective foreign experience in the implementation of anticorruption policy, based on the cooperation of government institutions with the private sector and the public, is long-term and complex.The main predictors that will become qualitative and quantitative benchmarks for changing the trend in the implementation of anti-corruption policies are reducing the proportion of actions committed to attract corruption leverage, reducing the share of the shadow economy, raising the index of perceived corruption in Ukraine for five years at least to an average of 60-65, the creation of prerequisites for absolute rejection of corruption, complete lack of tolerance to any, even minimal, manifestations of corruption.

Пандемия подстегнула развитие рынка розничной электронной коммерции в Казахстане. По данным исследования PwC Kazakhstan, за год этот сегмент вырос на 93%. Целью исследования является оценка государственного управления развития электронной коммерции в Республике Казахстан. Развитие электронной коммерции вызывает неизбежные структурные изменения в экономике. Сложность регулирования цифровой среды заключается, главным образом, в ее нестатичности, постоянном развитии и изменении. Впервые объектом регулирования становятся правоотношения, связанные с реализацией прав в цифровом пространстве, использованием цифровых данных и технологий. По мнению многих юристов, изучающих эту сферу, должны, соответственно, обновляться и методы правового регулирования. Научная значимость исследования обоснована анализом развития рынка электронной коммерции в РК. Практическая значимость исследования обоснована возможностью использования материалов исследования оценке государственного управления электронной коммерцией в РК. Исследование осуществлялось в рамках доступной информации международных, государственных и общественных организаций, а также научно-практических публикаций в ведущих изданиях периодической печати и интернете. Исследование проводилось с использованием аналитических, сравнительных и оценочных методов, на основе статистических данных, по которым были сделаны следующиевыводы и предложены рекомендации: развитие логистических центров и сортировочных центров; назначение налоговых преференций и введение моратория на налоги для интернет-компаний; интеграция процессов БВУ в межбанковскую систему платежных карт; снижение комиссий по имуществу, подлежащему использованию физическими лицами. The aim of the study is to assess the state administration of e-commerce development in the Republic of Kazakhstan. The development of e-commerce is causing inevitable structural changes in the economy. The complexity of regulating the digital environment lies mainly in its instability, constant development and change. For the first time, legal relations related to the exercise of rights in the digital space, the use of digital data and technologies are becoming the subject of regulation. In the opinion of many lawyers studying this area, the methods of legal regulation should be updated accordingly. The scientific significance of the study is substantiated by an analysis of the development of the e-commerce market in the Republic of Kazakhstan. The practical significance of the research is substantiated by the possibility of using research materials to assess the state management of e-commerce in the Republic of Kazakhstan. The study was carried out within the framework of available information from international, state and public organizations, as well as scientific and practical publications in leading periodicals and the Internet. The research was carried out using analytical, comparative and evaluative methods, based on statistical data, on which appropriate conclusions were made and recommendations were made.

The creation of legal incentives in the field of shipping is a prerequisite for improving the economic well-being of society and, as a consequence, a priority of Ukrainian domestic policy. The need for more effective control and supervision in the field of shipping, ensuring a higher level of safety, detection, termination and elimination of vi¬olations of the law, requires close attention to this problem by both the state and its authorized bodies in general. So, the development of Ukraine’s inland waterways requires the improvement and advancement of shipping and appropriate infrastructure. The article deals with the legal framework for navigation in inland waterways of Ukraine and it is defined the concept of organization of water transport activities. It is outlined the structured system of water transport management bodies of Ukraine which is oriented towards the goal defined by the public interest, with the help of both legal and material means, as well as it ensures the achievement of the desired result, the final goal re¬garding the safe and economically efficient functioning of the water transport industry. It is also discussed the legal framework for navigation in inland waterways of Ukraine in detail and defined the concept of water transport activ¬ities organization. The object of administrative regulation, modified in connection with the transition to market re¬lations by improvement of the structure and normative base of central executive bodies activities, has been studied.The author pays considerable attention to the state management and regulation of economic activity in inland waterway transport and responsibility for the rules violation of navigation in inland waterways of Ukraine. It is proposed to introduce new more improved levers and methods of managing the transport services markets and directly the participants of the transport process providing it, that is, shipping companies.

In the modern world, public councils (councils) exist in almost every legal state. They are created in various forms and spheres of public life to achieve the political goals of the state. In general, councils widely exercise their powers in monitoring the activities of state bodies, public control, developing regulatory documents, and expressing the opinion of the population. In implementing the concept of a “hearing state”, councils effectively respond to constructive requests from citizens and are the most important link between the state and society, since problems in the state apparatus are caused by the lack of feedback from the population between local government and citizens. The article highlights the realities from the moment of adoption of the Law of the Republic of Kazakhstan “On public councils” to the present day, indicating the presence of a number of problems that bureaucratize and devalue the ideological basis. At the same time, practice shows real results that have a positive impact on building a dialogue and mandatory regulatory procedures that have no impact on society. The problems that have accumulated today, such as duplication of functions, lack of motivation, imperfect legislation, and others, require certain measures to be taken. This was preceded by the lack of practical experience of Kazakhstan at the time of adoption of the law, insufficient analysis of foreign practice and gaps in legislation. Solving these and other problems, as well as building the work of councils on a new principle, promotes openness and responsibility of the state to the population.

The rapid development of the Internet technologies and the continuous increase in the usage area, increase the service quality and speed by utilizing the internet technologies in some of the public services provided. Most of the public services are now provided as electron in developed countries. The concept of state management through innovation methods, the importance of e-government structure in increasing the speed of the state provided by the state is increasing every day, Azerbaijan is also one of the fastest developing countries as it is an internet infrastructure and its population is highly effective on the internet and other innovative technologies. Particularly, some of the oil revenues coming to the country are spent on modernization of modern technologies. The aim of this study is to examine the effects of innovation and e-government applications in the field of public administration in Azerbaijan over the last decade and its impact on public service quality. Developments in recent years in terms of increasing the quality of public service in Azerbaijan, ASAN service, E Signature, ASAN Signature, Electronic tax system and other innovations in the field of public service have constituted the subject of the research and at the end of the study proposals have been made to increase the efficiency of the system.
