The international world order has been changing rapidly since the turn of the twenty-first century. BRICS, as an economic association, that unites five countries, each of which is the leading state in its own region, is faced with a variety of modern-day challenges. The article examines the most important issues for BRICS, as well as the outcomes and potential future directions for deepening cooperation among the BRICS member states and in more extended formats. The main purpose of the article is to identify major trends and factors that influence the formation of the BRICS agenda and the future direction of development. Other important tasks that could be mentioned are determining the reasons for the intensification of political cooperation, obstacles and opportunities for BRICS institutionalization as an international organization and potential expansion. To become a stable international institution, BRICS needs to devise an effective strategy of development that includes key areas such as the economy, investment cooperation, digitalization, security, ecology, and the environment. The creation and strengthening of external relations of BRICS with leading developing countries and international organizations, as well as cooperation on the basis of equality, complementarity, and mutual benefit in the economic, scientific, and technical fields, taking into account the significant resource base of BRICS countries, the largest labor resources, capacious domestic markets, goals of economic modernization and high technologies, as well as food and energy safety will provide BRICS with the opportunity to form an effective development strategy to gain a foothold in the multipolar world order.

In the context of the formation of a new world order, there is a need to make changes to the development strategy of the Eurasian Economic Union and, even more broadly, integration processes in the post-Soviet space. These changes should take into account the changes taking place in the world, the emergence of new properties of world politics, which are often generically called turbulence. The components of turbulence are conflictness and uncertainty, but this is not the whole list, there are other components. On the example of the Transnistrian conflict settlement, it is shown that success in this process is possible if we are not confined to the conflict itself, but we act on the basis of Russias and the European Unions mutual desire to reduce conflictness in the world and in the European region. Uncertainties can be contrasted with the emergence of military-political factor as the leading one of Eurasian integration in the form of rapprochement and the gradual merger of the Eurasian Economic Union and the Collective Security Treaty Organization.

The subject of the research is the challenges of the digital economy for the employment sector in Russia. The need to reduce costs in the face of a deteriorating situation in the global economy is a factor in accelerating the digital transformation of employment in the country. The transformation is carried out through the automation of the main business processes, as well as through the development of platform employment formats. Specific features of the process of digital transformation of employment form the shape of the development of the Russian labor market in the post- Soviet period. Its main factor was the country’s entry into the global system of division of labor, which led to the formation of the modern structure of employment. The economy of Russia, recognized as raw material, turned out to be “commercial” in terms of employment, since it was this industry that created the bulk of jobs during that period. The commerce sector, which had high growth potential in the early 1990s in Russia, provided jobs for all those labor resources that were released from the industry. However, at the moment this source has been exhausted. Digitalization threatens the most labor-intensive sectors of the Russian economy. Commerce turns out to be the first industry to undergo automation and digitalization of jobs. At the same time, the most massive professions (accountants, bank employees, HR specialists, salesmen, cashiers, couriers, security guards, secretaries, packers, call center workers, drivers) are under the threat of “disappearance”, while new ones in demand by the market are more likely “unique” and they are mostly associated with robotization, digitalization and biotechnology. The unmet demand for these professions is a reflection of the complexities of training highly qualified interdisciplinary specialists and not a physical shortage of labor resources, and this is a serious challenge for the vocational education system. The study aims to gain a deeper understanding of the processes taking place in the social and labor sphere in Russia, to create a conceptual basis for the development of a socio-economic policy of the state that adequately responds to the challenges of the digitalization of the economy. Acknowledgements. The article was prepared within the project “Post-crisis world order: challenges and technologies, competition and cooperation” supported by the grant from Ministry of Science and Higher Education of the Russian Federation program for research projects in priority areas of scientific and technological development (Agreement № 075-15-2020-783).

The article determines that the machine-building enterprises of the Kharkiv region, which in recent years have undergone structural changes, have been affected by the development of information technology at enterprises, dramatically changing the conditions of enterprises. This forces enterprises to look for effective development strategies aimed not only at implementing their social functions, but also at increasing the degree of their independence and economic independence. Despite the significant scientific achievements of strategy theory and modeling of management processes, it should be noted that some of their important aspects remain underdeveloped. Thus, most theories of strategy go beyond its understanding as a means of maintaining competitive advantage, leaving uncertain questions about the activities of the monopolist. Accordingly, there is no holistic scientific concept of the strategy of development of machine-building enterprises. Kharkiv region is one of the leaders in domestic machine building, Kharkiv region enterprises account for 11.5% of the volume of machine building products of Ukraine, which brought the region to the 2nd position among the regions (after Zaporizhia region). In January-November 2020, machine-building enterprises sold products worth UAH 17.4 billion, which is 11.2% of industrial sales. With this in mind, state-owned machine-building enterprises will have to build their own management strategy taking into account the modern requirements of socio-economic development. It is believed that the underdeveloped system of corporate governance is one of the main reasons for the low efficiency of public entities. Defects in corporate governance lead to: - distortion of information due to the low level of transparency of business entities; - the emergence of a conflict of interest of management and the subjects of management of state property, due to the non-transparent process of appointment of management and inefficient remuneration system; - Lack of corporate governance structures such as supervisory boards and independent directors, who should effectively supervise the activities of business entities; - inconsistencies between the goals set for business entities and the lack of a clear distinction between commercial and non-commercial (socio-political) functions of business entities. This fully applies to state-owned machine-building enterprises. After all, in modern conditions, these enterprises function as government units. In the conditions of transformation of the domestic market of the machine-building enterprises the use of resources uniting the software of foreign manufacturers with domestic becomes important. Therefore, the formation of enterprise development strategy is inextricably linked with modeling the behavior of certain models with specified parameters for further effective operation of the system as a whole.

The article presents a model of a strategy for the development of human resources in a knowledge-intensive enterprise, based on the use of qualitative and quantitative parameters, taking into account individual and collective characteristics. For a quantitative assessment of the organizational level of labor, the authors propose the use of a coefficient, with the help of which, within the framework of the strategy model, the criteria for the development of personality in labor activity are determined. To implement the proposed development strategy, a model for developing the skills of employees and managers of a high-tech enterprise and a model for developing professional competencies of personnel are presented.

In the global arena, the cooperation between the BRICS countries – Brazil, Russia, India, China and South Africa – covers around 42% of the world’s population and some of the world’s most dynamic emerging economies. Initially, the BRICS cooperation was suggested as an idea, and it was later welcomed as a new addition to the global governance debate about the future. The BRICS countries have already held ten consecutive summits of heads of state plus a large number of meetings at the ministerial level. The cooperation describes itself as a “cooperation and dialogue” platform, but it has nonetheless signed a number of binding treaties and, notably, established the New Development Bank (NDB) as a permanent institution headquartered in Shanghai (China). The cooperation has also met with resistance, criticism and problems caused by the overall complexity of global affairs in a rapidly changing world. The diversity and remote locations of the BRICS countries have also been thought of as an obstacle to their successful cooperation and their ability to play an active part in global governance in the twentyfirst century. The main challenge thus lies in their ability to overcome their differences and to make a difference in designing the future global political and economic world order. Against the backdrop of the global governance debate, the present paper therefore asks whether the BRICS cooperation constitutes a novel model of regionalism with multilateral aspirations, and what role law and, notably, the “rule of law” can play in this important task. The paper includes a discussion of the extent to which the BRICS cooperation needs to be upgraded in legal and institutional terms, and possibly to proceed from cooperation via consolidation to the codification of its most important sources of global law.

The role of the marketplace in a city changes from decade to decade. They lose their significance or followings clients’ demands they expand their range of services, creating a unique character and brand. These are places of culture-creating potential, not only of fulfilling basic shopping needs. Six marketplaces of distinct character and impact on the community have been analyzed in order to present their development potential as well as occurring problems. The challenge for many marketplaces, especially smaller ones and those in small towns is the effective development strategy, taking into account current social expectations and consumer trends. When left without a clear vision of the future they often succumb to the competition. On the other hand, when properly developed and transformed they influence the identity of a district or city increasing its multi-functionality. Marketplaces may play a significant role in social integration processes and revitalization of the urban environment in the post-Covid-19 city of tomorrow.
