In this article the author seeks to answer, within the context of the Indonesia state organizational system, why and how Indonesia should establish a single government authority entrusted with supervising the making of ministerial policy regulations or regional government regulations. To that purpose a comparison with other countries is conducted.  It is a fact in Indonesia that regulatory powers or function is shared by and among different ministries and by regional governments. The result of which is the problem of sectoral approach and the existence of numerous overlapping and conflicting regulations. To overcome this problem, in consideration of best practices in other countries, the author suggests the establishment of a single government agency entrusted with, inter alia, previewing ministerial or regional government draft regulations.

One of the authorities possessed by the regional government is in terms of tax collection, one of which is the Land Title Acquisition Fees (BPHTB) carried out by the Regional Revenue Agency. The legal basis is Law Number 28 of 2009. The proceeds of the revenue which constitute state revenue are handed over to the regional government to finance development in the regions and realize regional autonomy. This study aims to identify and describe the basis for local government regulations to determine the value of an object of land rights as a tax object and to regulate the authority to collect BPHTB in relation to local regulations. Researchers used an empirical method, namely an approach with legal aspects from the results of research in the field through data collected through interviews and observations. The results of research which are based on BPHTB which are the final results of BPHTB are the results of the Acquisition of Tax Objects (NPOP). NPOP is stipulated in Article 87 of Law No.28 of 2009 concerning Regional Taxes and Regional Levies. Fees for acquisition of land rights that were not previously imposed in the case of transfer, with the issuance of Law Number 21 of 1997 which was later bound by Law Number 21 of 2000 which gave regional government authority to impose it.

This paper, which is focused on evaluating the policies and institutional control of the Brantas River Basin, East Java, Indonesia, aims to review government regulations on watershed governance in Indonesia. A qualitative approach to content analysis is used to explain and layout government regulations regarding planning, implementation, coordination, monitoring, evaluation, and accountability of the central and local governments in managing the Brantas watershed, East Java, Indonesia. Nvivo 12 Plus software is used to map, analyze, and create data visualization to answer research questions. This study reveals that the management regulations of the Brantas watershed, East Java, Indonesia, are based on a centralized system, which places the central government as an actor who plays an essential role in the formulation, implementation, and accountability of the Brantas watershed management. In contrast, East Java Province’s regional government only plays a role in implementing and evaluating policies. The central government previously formulated the Brantas watershed. This research contributes to strengthening the management and institutional arrangement of the central government and local governments that support the realization of good governance of the Brantas watershed. Future research needs to apply a survey research approach that focuses on evaluating the capacity of the central government and local governments in supporting good management of the Brantas watershed.

This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007. Artikel ini berisi tentang struktur organisasi kelem-bagaan penanaman modal di Kota Bandung.

<p><strong>English</strong><br />Regional autonomy gives more authority to the regional governments, namely those regencies and municipalities, to take the initiative in designing and developing a locally specific policy. It includes in conducting agricultural development in each region. The regional authorities in policy implementation have both positive and the negative impacts on agricultural development. Most of the regional governments’ regulations are designed to improve regional government revenues. Most regional government officials think that agricultural development is costly, but it takes a long time to return the investment. This is why issues of importance of agriculture are less attractive to the regional policymakers, especially in supporting agricultural business and extension. The positive impacts of regional autonomy can be observed in some regional governments successfully develop regional agricultural policy but not supported through the regional regulations.</p><p> </p><p><strong>Indonesian</strong><br />Kebijakan otonomi daerah memberi kebebasan kepada daerah untuk mengambil inisiatif dalam mendesain dan mengembangkan kebijakan lokal secara spesifik. Kewenangan di bidang pertanian merupakan kewenangan yang dilimpahkan pada kabupaten/kota. Besarnya kewenangan dalam pelaksana kebijakan daerah memberikan dampak positif dan negatif terhadap pengembangan pertanian. Sebagian besar Perda dibuat dengan tujuan untuk meningkatkan pendapatan Pemerintah Daerah. Pembangunan pertanian dianggap oleh sebagian birokrasi dan legislator lokal sebagai bidang yang cost-center yang membutuhkan investasi besar namun return-nya cukup lama. Hal ini yang menyebabkan mengapa isu pentingnya pembangunan pertanian kurang menarik perhatian bagi sebagian besar pembuat kebijakan daerah. Kecenderungan umum menunjukkan bahwa kebijakan pemerintah daerah kurang berpihak pada kegiatan yang terkait dengan pembangunan pertanian terutama dalam perbaikan iklim usaha dan penyuluhan. Hal ini  merupakan dampak negatif kebijakan otonomi daerah terhadap sektor pertanian. Namun dampak positif dari kebijakan otda terlihat dari beberapa Pemerintah Daerah yang telah berhasil mengembangkan pertanian daerah dan mengimplementasikan beberapa kebijakan daerah yang tidak diterbitkan dalam Peraturan Daerah.</p>

Nature tourism is one of the very large types of tourism in the territory of Indonesia because of the wealth and beauty of the unlimited natural atmosphere and the high number of enthusiasts of these types of tours. One of the places that have the potential of natural tourism wealth around the foot of Mount Salak, Sukabumi is a curug or commonly known as a waterfall. Curug Luhur is one of the waterfalls that has the potential to be the object of sustainability tourism studies. But it is unfortunate because there are still problems in the area. One problem is the poor management strategy that threatens the preservation of nature and the balance of the ecosystem. To improve management strategies, it is necessary to know a number of problems and potentials in the region so that they can create better management strategies and increase visitor numbers without destroying the ecosystem balance and becoming sustainable tourism. Some aspects that must be considered are the organizational system, accessibility, facilities and infrastructure, human resources, attractiveness, and promotion. While from the perspective of the aspects of sustainable tourism are conservation, community participation, economy, and infrastructure. To get the results of evaluating the management strategy, namely by conducting quantitative and qualitative research and using research methods in the form of interviews, data collection, and field surveys in analyzing locations, physical conditions, carrying capacity of the area, best practices, visitor preferences, and management strategies. Keywords: management; sustainable tourism; waterfall AbstrakWisata alam adalah salah satu jenis wisata yang sangat besar di wilayah Indonesia karena kekayaan dan keindahan suasana alamnya yang tidak terhingga dan jumlah peminat jenis wisata tersebut juga memiliki angka yang tinggi. Salah satu tempat yang memiliki potensi kekayaan wisata alam di sekitar kaki Gunung Salak, Sukabumi adalah berjenis curug atau biasa dikenal sebagai air terjun. Curug Luhur adalah salah satu air terjun yang berpotensi menjadi objek studi pariwisata keberlanjutan. Tetapi sangat disayangkan karena masih terdapat permasalahan pada kawasan tersebut. Salah satu masalahnya adalah strategi pengelolaan yang tidak baik sehingga mengancam kelestarian alam dan keseimbangan ekosistem. Untuk memperbaiki strategi pengelolaan, perlu diketahui beberapa masalah dan potensi pada kawasan tersebut sehingga dapat membuat strategi pengelolaan yang lebih baik dan dapat meningkatkan angka pengunjung tanpa merusak keseimbangan ekosistem di dalamnya dan menjadi pariwisata berkelanjutan. Beberapa aspek yang harus diperhatikan adalah sistem organisasi, aksesibilitas, sarana dan prasarana, sumber daya manusia, daya tarik, dan promosi. Sedangkan dari sudut pandang aspek pariwisata berkelanjutan adalah konservasi, partisipasi masyarakat, ekonomi, dan infrastruktur. Untuk mendapatkan hasil evaluasi strategi pengelolaan, yaitu dengan melakukan penelitian kuantitatif dan kualitatif serta menggunakan metode penelitian berupa wawancara, pengumpulan data, dan survey lapangan dalam melakukan analisis lokasi, kondisi fisik, daya dukung kawasan, best practices, preferensi pengunjung, dan strategi pengelolaan.

In order to improve and develop the priority sector, namely the tourism sector, 10 (ten) priority destinations are determined in Indonesia, one of them is Tanjung Kelayang Destination in Bangka Belitung. The development of this priority destination, being the domain of authority of the central government and regional governments, it is necessary for Government Cooperation. The results of the study found that the model of cooperation between the central and regional governments in the development of Tanjung Kelayang Destinations was not only developed through government cooperation in the status of KSPN (National Tourism Strategic Area) which was deconcentrated, but also developed through government cooperation in the status of KEK (Creative Economic Zone) in the concept ABCGM (Academics, Business, Community, Government, Media). In each model of cooperation in its implementation there are still some problems, namely the local government is less able to take advantage of the opportunities in proposing activities to the central government through the Deconcentration Fund and DAK (Special Allocation Funds) in the KSPN status, and there are some activities that are not focused and not suitable for the development of KEK Tanjung Kelayang. There are several inhibiting and supporting factors identified and influencing government cooperation, inhibiting factors in the development of Tanjung Kelayang Priority Destinations namely lack of accessibility especially transportation, lack of awareness of community tourism, lack of community creativity while supporting factors are many foreign tourists and there are famous tourist attractions (Laskar Pelangi Island). Thus, the Central and Regional Government Cooperation can conclude that it is still not enough to make the Tanjung Kelayang destination a priority destination in Indonesia.Keywords :Government Cooperation, Tourism Development, Priority Destinations

Government Regulation No. 60 of 2014 on Village Fund sourced from the State Budget that is the commitment of the current government to build Indonesia from the periphery to strengthen the regions and villages. But it is not easy in terms of implementation, which qualified regulations, the ability and readiness of the village administration has not been up to make the Village Fund as a dilemma in dealing with financial issues the village to the regression or independence in the village itself in financial terms. The purpose of this research that using a qualitative approach is to approach the budget cycle theory according to Mullins is as follows; (1) To describe the implementation of the program of the Village Fund in Fiscal Year 2015 (2) To determine the progress in implementation of the Village Fund in Fiscal Year 2015 (3) To determine the readiness of regional government regulations and the document is the village planning in the implementation of the Village Fund, (4) To determine the impact of the Village Fund in overcoming the financial problems the village, (5) To know the considerations made by the village government in determining spending priorities aspect penggunanaan village of Village Fund, and (6) To determine the best model of financial planning villages in rural development. The results obtained are the Village Fund is a solution in overcoming the financial constraints the current village. However, there are still shortcomings in optimizing the utilization of the Village Funds, such as the lack of regulations that should be issued by the district / city governments and the late planning documents, the conflicting priority policies of village use that are sometimes different from the needs of the village community, so the choice and pragmatic way becomes dominant. So,it still needs an effective village’s planning model in the optimization of the various sources of income to the next village.

Decentralization is a policy for regions to maximize the functions of a regional government authority. Proportional and optimal power in mobilizing every resource in the area will make the region have independence in developing the part. The method used is a literature study; besides, the authors also use media such as newspapers, magazines, bulletins, and other sources relating to the discussion as reference material in reviewing the debate, analysis using descriptive-analytic methods. Decentralization implemented in the city of Makassar has made a very positive contribution to the people of Makassar, because, with devolution, the Makassar city government can plan its development independently for the sake of a sustainable city. The implementation of decentralization in the town of Makassar has implications for the progress of regional development; this can see in the physical event in the city and the level of economic growth.

The problems in this research are: First, how is legal protection, legal compliance and overcoming problems regarding the management of ports in the regions according to Law Number 23 of 2014 concerning Regional Government and its relation to Law Number 17 of 2008 concerning Shipping. The method used in this research is normative legal research, namely research that refers to legal norms and principles contained in statutory regulations and government regulations. The result of the research is that Law Number 17 of 2008 concerning Shipping contains articles that regulate ports which require further regulation in the form of a Government Regulation. The law establishes a system of port authority that will carry out a regulatory role, end state-owned monopoly control over port services, and require the development of national and regional port master plans. Legal protection in implementing regional autonomy is in accordance with the enactment of Law Number 23 of 2014 concerning Regional Government, legal protection for the implementation of various government affairs in the framework of serving the community and managing natural resources. The problems that have arisen in the management of ports in the regions so far are conflicts of use and power. It is hoped that the efforts to deal with these problems can be carried out reactively, meaning that local governments can carry out conflict resolution, mediation or deliberation in dealing with these problems.
