This study aims to analyze, “Influence of Work’s Assessment on increasing employee performance. This Research is using a qualitative method, Total of respondency are 98 respondent employees of countries citizens in the Ministry of Youth and Sport. The result of the research state existence of positive impact and significance from Influence of Work’s Assessment for increasing employee performance Employee of Countries Citizens in Indonesia. Abstrak Penelitian ini bertujuan untuk menganalisis, “Pengaruh Penilaian Kerja Terhadap Peningkatan Kinerja Pegawai Negeri Sipil”. Penelitian ini menggunakan metode kualitatif, Jumlah Respondensi sebanyak 98 responden Pegawai Negeri Sipil di lingkungan Kementrian Pemuda dan Olahraga. Hasil penelitian menyatakan  adanya dampak yang positif dan signifikan dari pengaruh Penilaian kinerja untuk meningkatkan kinerja Pegawai Negeri Sipil pada wilayah Kementrian Pemuda dan Olahraga di Indonesia.

The article examines the regularity of maturation and formation of factors of sovereignty and declaration of independence of Ukraine through a retrospective approach. It is noted that due to external and internal factors the Ukrainian people repeatedly lost their national statehood, but the longevity of the state-building process was embodied in the highly developed early feudal Russian Empire centered in Kiev, the Russian kingdom of feudal fragmentation, forms of state-national life, the Ukrainian Cossack state of the 17th century, the Ukrainian and Western Ukrainian people’s republics of the early 20th century, the Ukrainian SSR and independent Carpathian Ukraine in 1939, which were the forerunners of the restoration of the Ukrainian independent state on August 24, 1991. The idea of sovereignty and the rights of Ukrainians to state existence within the framework of an independent sovereign conciliar Ukraine. The article analyzes the political, economic, social, administrative-organizational, and national-spiritual reasons and the maturation of the legal factors of Ukraine’s declaration of independence. Particular attention is paid to the stages of legal and practical sovereignty within the existence of the USSR from the adoption of the Declaration of State Sovereignty of Ukraine to the adoption of the Act of Independence of Ukraine on August 24, 1991.

The issue of citizenship is one part of the study of state studies or commonly referred to as State Administration Law. One element of state existence is citizenship (algemene staatslehre). In the context of citizenship, the issue of citizenship is critical because, in general, the state consists of three elements, namely the territory, people who are identical with citizens, and sovereign government as a constitutive element and the recognition of other countries as declarative elements. Every citizen must have citizenship because it is an essential thing. After all, citizenship has a close relationship between the citizen and the country in which the citizen lives. These matters relate to citizens related to identity, rights, obligations, participation or participation, and shared social ownership. In addition, with citizenship, citizens automatically have legal protection wherever they are. Having two citizenships is no longer a taboo for citizens and is likely to continue to develop in the future. The fact is that there are citizens aged 18 years or over who have dual citizenship, even though the ownership of dual citizenship should be limited. One of the rights of every citizen is the right to be elected and elected. However, there are still citizens who have dual citizenship. Because of dual citizenship, approaching the General Election confuses citizens of those who have dual citizenship but still wants to fulfill their rights in electing potential national leaders and also the right to lead Indonesia. The article is dedicated to the study of the psychological determination of the state’s image in the students’ perception. The results of empirical research of the infl uence of the students’ adaptation and orientation to their vision of the state are described in the article. The state image in the perception of student youth was analyzed according to the parameters of the state’s accomplishment assessment, the feeling of a sense of belonging to the state, thesense of vision of the state existence and the assessment of the state power as competent, effective, credible, and strong.

Within the framework of using digital technologies, this article substantiates mechanisms for examining scientific and technical potential of universities with introduction of methods of the active system management. Rigorous mathematical proofs are provided of the equilibrium state existence in expert examination procedures reflecting the experts’ subjectivity. In particular, experts’ interest in the examination results, as well as in their own personal ratings are demonstrated. It is concluded that digitalization of scientific and educational activities in modern universities possesses an important consequence in the form of elaborating programs for optimal management of their intellectual activity results. In addition, considered mechanisms of expert examination procedures make it possible with a high degree of correctness to evaluate complex projects connected to digitalization of scientific and technical products and optimization of resource management in executing programs at the universities.


The article deals with the methods of scientific researches in civil law such as dialectic, method of formal logic and method of structural system. The characteristics of these methods are also studied. The article supports thesis on dialectic being the most common method in legal researches, while other methods of scientific knowledge complete dialectic and logically derive from it. The method of formal logic allows us to understand the logic of legal norm and its construction. The method of structural system takes into account the nature of research and its value system and priorities. The article deals with some aspects of civil law methodology. The dialectical method is considered to be common, allowing to achieve progressive results in different fields of knowledge. The method of formal logic is traditionally important in the legal system, it helps us logically apply the regulations, rules, and forms of law to specific situations. Rule of law is the fundamental principle that allows applying the law as a form of justice by using the method of a structural system. Using dialectic we can solve scientific problems such as new knowledge development through comparing opposite scientific believes; denial of one scientific theory and formulation of others; deepening theory of researches that already exist. The method of formal logic allows us to create science classifications, it helps to highlight the features of specific legal action and its nature and it also makes it possible to periodize those actions. Moreover, this method allows formulating the meaning of legal categories according to its characteristics. The method of the structural system is based on the action matter, value system and priorities of the State. According to the Constitution of Ukraine (article. 3), the most important of them are human rights. The protection of those rights is the main orientation in State existence.

The article «Eurocentrism as the source of Y. Kosach’s outlook» investigates the problem of Occident and Ori- ent in Y. Kosach’s literary-critical legacy. The concepts of «Europe» and «West» in the writer’s apprehension are considered in details. The conceptualization of epochs and historical figures in the context of culture, politics and history is traced. The main attention is paid to the problem of the affinity of Ukrainian and Western European cultures, the basis of which is the common feature – the synthesis of experiment and tradition, what matches Ukrainian nation as a European nation with the millennial state past. The problem of eternal connection of Ukraine with the West’s tradition is seen as the main axis around which Kosach concentrated all other problems. At the same time, attention is also focused on the unifying features of the Ukrainian writ- ers’ style, which Kosach distinguishes for analysis, meaning not the «form of content», but the «style of content». Similarly, in the close connection with the problem of the occidentality of Ukrainian culture, the problem of the «Ukrainian mission of the defense of Western Civilization» and the painful problems connected not only with Ukrainian history but also with the Ukrainian character, the Ukrainian way of thinking are considered. The author emphasizes that as a result of a poetic research, the artist created the myth-poetic conception of Ukrainian state existence, imagining Ukraine as «Imperium Ucrainum», «Third Rome», convinced that empires do not die, continuing to live in myths, capturing the thoughts of contemporaries, becoming a ground on which the former might and glory of the state are reviving. Аccording to Kosach, just writers perform the function of development and dissemination of national myths in society – repeatedly in the history of mankind the works of literature played the role of a vector of direction of public tastes. Thus, «Aeneid» by Virgil became the cornerstone of the imperial ideological concept by Octavian Augustus, and «An- dromaque» by Racine led the political ground for the legitimate rule of Louis XIV from the rulers of Troy. Much attention is paid to Kosach’s criticism of «Polish mythology» by A. Mickiewicz and H. Sienkievicz; dependence between «Polish mythology» and creation of own Kosach’s mythology is established in the literary essay «On the guard of the nation». The article emphasizes the relevance and far-sightedness of Y. Kosach’s views through the conception of such an old-new concept as «information warfare».

This article places public diplomacy as an effort to preserve state’s existence in the international relations as well as to share identity in order to achieve mutual understanding by state and non-state actors. The conception of public diplomacy over the years has placed public diplomacy on the narrow framework of the state’s efforts to build a positive image. As a result, such efforts are ignorant of the important efforts of non-state actors in building a fundamental thing for the existence of a state, its identity. Through some historical facts, this article shows that public diplomacy is an effort not only held by the state but also non-state actors in communicating their identity. Both actions are within the public diplomacy of state design or done independently. State domination sometimes limits the movement of non-state actors, but on the contrary in the current era of openness provides wider opportunities for non-state actors to play a better and more independent role in preserving their existence as well as relations among citizen
