AbstractIn this interview, Werner Dorfmeister, a Vice President at DasLab and a former Global Sales Director at Karl Storz, reports on the current developments of digital technologies in the field of medical instruments and services. It is a sector where digitalization affects all processes within hospitals as well as pre- and post-surgical activities. Due to the many actors involved, who use different information systems, and the strong regulation of the entire healthcare sector, crafting digital solutions is complex, but nevertheless promising and necessary. Among the key areas mentioned in the interview are telemedicine, hospital and patient management and a sector-wide digital infrastructure. platforms are described as important enablers to address current inefficiencies and to leverage future potentials towards patient-orientation, such as digital patient pathways.

When digital technologies become a part of everyday life in most parts of society, it changes the way we work, organize, communicate, and make relations. It also changes the relationship between the state and its citizens – a relationship usually conceptualized as citizenship. To capture this transformation, a new concept of digital citizenship has emerged. The overall purpose of this paper is to overcome the fragmentation of knowledge about how citizenship is transformed into digital citizenship through a systematic review of the academic literature on the concept of digital citizenship. The literature review identifies four streams of literature in the academic landscape of digital citizenship, and by a content analysis, it outlines the many dimensions and facets of digital citizenship. In this way, the literature review offers a comprehensive picture of both the impacts of the digital transformation on citizenship and the concept within the academic debate.

The approaches to understanding the concept of ‘economic security of a region’ have been systemized in the article; the terms have been extended due to the introduction of the concept of ‘economic security of a digital infrastructure of a region’, and the modern innovative mechanisms for ensuring the economic security of a region in the context of digital transformation have also been summarized. The most typical threats to economic security for the regions of the Volga Federal District of the Russian Federation in the context of digitalization have been highlighted in the article. The conclusion has been made about the economic security goals of the region, which directly depend on the regional characteristics of the use of digital technologies and the long-term needs of society.

Введение. В настоящее время развитие социально-экономических систем немыслимо без цифровой трансформации, которая является не только драйвером такого развития, но и его обязательным условием. В последние десятилетия информационно-коммуникационные технологии существенно упростили ряд организационных и операционных процессов компаний всех без исключения секторов экономики. В здравоохранении ИКТ нашли свое применение в части совершенствования коммуникационных решений. Однако в целом цифровая трансформация данной сферы гораздо шире, а современные тенденции, проблемы и перспективы ее активизации нуждаются в дополнительных научных изысканиях. Данные и методы. Методология исследования основана на существующих теоретических разработках в области управления развитием сферы здравоохранения в условиях цифровизации экономики. В ходе работы над статьей были применены диалектический, абстрактно-логический и другие общенаучные методы познания, а также табличные и графические приемы визуализации статистических данных и результатов опросов, что обеспечивает высокую степень обоснованности и достоверности полученных результатов и выводов. В исследовании обозначены перспективные направления развития сферы здравоохранения, базирующиеся на внедрении искусственного интеллекта, робототехники, 3D-принтинга и других сквозных цифровых технологий. Произведен анализ мировой и российской практики в данном направлении. Результаты. Рассмотренные в ходе исследования тенденции позволили говорить не только о перспективных направлениях внедрения ключевых цифровых технологий в сфере здравоохранения, но и о наличии ряда ограничений. В частности, активизации этих процессов препятствуют пробелы в патентном праве и лицензировании. Заключение. В статье обозначены возможные управленческие и регуляторные решения для преодоления сложившихся ограничений. Результаты исследования могут быть использованы в качестве теоретической основы для управления развитием сферы здравоохранения в условиях цифровой экономики. Introduction. Currently, the development of socio-economic systems is unthinkable without digital transformation, which is not only a driver of such development, but also a prerequisite for it. In recent decades, information and communication technologies have significantly simplified a number of organizational and operational processes of companies in all sectors of the economy. In healthcare, ICTs have found their application in terms of improving communication solutions. However, in General, the digital transformation of this sphere is much broader, and current trends, problems and prospects for its activation need additional scientific research. Data and methods. The research methodology is based on existing theoretical developments in the field of health care development management in the context of digitalization of the economy. In the course of the article, dialectical, abstract-logical and other General scientific methods of cognition were used, as well as tabular and graphical methods for visualizing statistical data and survey results, which provides a high degree of validity and reliability of the results and conclusions. The study identifies promising areas for the development of the healthcare sector based on the introduction of artificial intelligence, robotics, 3D printing and other end-to-end digital technologies. The analysis of world and Russian practice in this direction is made. Results. The trends considered in the course of the study allowed us to speak not only about promising areas for the introduction of key digital technologies in the healthcare sector, but also about the presence of a number of limitations. In particular, gaps in patent law and licensing hinder the activation of these processes. Conclusion. The article outlines possible management and regulatory solutions to overcome the existing restrictions. The results of the research can be used as a theoretical basis for managing the development of the healthcare sector in the digital economy.

The analysis shows that the degree of implementation of digital technologies differs in different countries, with Russia significantly lagging behind the leading countries. The purpose of the research is to analyze the current state of digitalization of agriculture, identify problems of its development in the process of digital transformation of the agricultural economy and ways to solve them. The factors that hinder the digitalization of agriculture are highlighted. These are limiting grain production and difficult to predict, psychological barriers and insufficient training (including IT specialists), the availability of investment, the multidimensional component of production, and the availability of digital infrastructure. The solutions of selected problems are proposed: installation of local weather stations; training of IT specialists in the agriculture and learning agricultural workers the skills to work with modern technology; creating a single portal for farmers, with the possibility of exchanging information; improving the information infrastructure; creating strategies to implementing digital technologies.

The study outlines promising directions for the development of the healthcare sector, based on the introduction of artificial intelligence, robotics, 3D printing and other end-to-end digital technologies. The trends examined in the course of the study made it possible to speak not only about promising directions for the introduction of key digital technologies in the healthcare sector, but also about the presence of a number of limitations. In particular, the activation of these processes in Russia is hindered by gaps in patent law and licensing. The article identifies possible management and regulatory decisions to overcome the existing limitations. The research results can be used as a theoretical basis for managing the development of the healthcare sector in the digital economy.

Purpose. The aim of the article is substantiation of the role of digital infrastructure in the process of digital transformation of Ukraine and analysis of the possibilities of using blockchain technologies. Methodology of research. General and special methods of economic research are used in the course of scientific research, in particular: analysis and synthesis to reveal the economic essence of digital infrastructure; statistical and graphic methods ‑ in the analysis of world trends in the development of information and communication technologies, methods of induction and deduction, abstract and logical method ‑ in drawing conclusions from the results of the study. Finding. Definitions of digital economy, suggested in domestic economic literature, are considered. The author’s definition of this concept is substantiated. Areas of activity have been identified in which the introduction of digital technologies will play a decisive role in the context of digital transformation. The Concept of the development of the digital economy and society of Ukraine and the directions of digital development defined by this Concept are considered. The types of digital infrastructures and the main digital technologies that ensure their formation are given. The essence of the concept of blockchain and the scope of its possible application in Ukraine in order to protect data and ensure cybersecurity is revealed. Originality. The author's definition of digital economy is offered, in which special value is given to introduction and real use of digital technologies in various spheres of human activity. The role of digital infrastructure and main technologies that ensure its formation is substantiated. The directions of using blockchain technologies and measures that need to be implemented for further digital transformation of Ukraine are proposed. Practical value. The results of the study will contribute to the formation of the institutional basis for further development of information technologies in Ukraine, their introduction into the real sector of the economy, and in the future ‑ building an effective digital economy focused on innovation in production and services. As digital technology development continues to expand, both its positive and negative applications have also grown. As such, it is essential to continue gathering data on the many types of digital technologies, their overall effects, and their impact on public health. The World Health Organization’s inclusion of Gaming Disorder in the eleventh edition of the International Classification of Disease (ICD-11) indicates that some of the problematic effects of gaming are similar to those of substance-use disorders and gambling. Certain behaviors easily engaged in via the internet may also lead to compulsive levels of use in certain users, such as shopping or pornography use. In contrast, digital technologies can also lead to improvements in and wider accessibility to mental health treatments. Furthermore, various types of digital technologies can also lead to benefits such as increased productivity or social functioning. By more effectively understanding the impacts of all types of digital technologies, we can aim to maximize their benefits while minimizing or preventing their negative impacts.

The increasingly stellar attraction of the digital technologies and the growing, though not universal, consensus of the need to build a sustainable future, are two powerful trends within society. The aim of this article is to offer an exploratory review of how the leading companies within the digital transformation market have addressed sustainable development. As such, the article’s originality and value lie in offering a review of current corporate thinking within that market. The study adopts an inductive, qualitative approach based on an examination of published company reports, and identifies six major sustainability themes being actively promoted and supported. The article concludes that the current sustainability objectives of the technology companies are driven as much by commercial reality as any altruistic motives, and that support and promotion of the circular economy may offer the best opportunity for digital technologies to meaningfully impact sustainable development.

Subject. As digital technologies spread across all industries, active processes of digital transformation need to be managed both nationally and regionally. Assessing the extent of digitalization across types of economic activities is the key issue for setting up the socio-economic development strategy of the region and evaluating its efficiency. Objectives. The study is aimed to formulate and test methodological approaches to assessing the digitalization in types of economic activities and the potential of digital technologies for the real economy. Methods. The study relies upon the dialectical method, systems approach, questionnaires, expert approach, interpretation of empirical facts through tables, etc. Results. We devised a methodological approaches to assessing the extent of digitalization in types of economic activities across regions. The approach combines the quantification and evaluation of the process and helps determine the extent of local digital transformation at the regional level. We devised and tested the methodological approach to rating digital technologies, which have the high potential for raising the competitiveness and resilience to competition of the industrial sector in the Russian regions. As opposed to the existing approaches, the approach accounts for the current scale of digital technologies in the national economy, the potential for growth in the demand and supply in the domestic and foreign markets, and the potential for import substitution with respect to foreign technologies and products. Conclusions and Relevance. What makes the proposed methodological approaches more preferable is that they help assess not only the extent of digitalization in types of economic activities and the predominance of certain types in industrial enterprises, but also determine their potential for import substitution in terms of digital security.

The digital transformation is permanently changing the government, administration, and society . This process is being intensified by the much-discussed technologies of artificial intelligence, and poses a variety of challenges for parliaments and indirectly for parliamen­tary studies . Their different dimensions have not been discussed comprehensively so far, although the technological developments affect all parliamentary functions and their prem­ises . This article systematizes and structures the various effects of the age of artificial intel­ligence on parliamentary democracy . Namely, the conditions of democratic representation change, the innovation-friendly regulation of digital technologies becomes a parliamentary task, parliamentary control has to be adjusted to the use of algorithms and artificial intelli­gence in government and administration, and possibly, the epistemological and organiza­tional structures of parliamentary work might have to be adapted . This provides starting points for future detailed analyses to adequately capture these processes of change and to accompany them from different disciplinary perspectives .
