Rapeseed has a multifunctional agricultural and environmental value. According to statistics, the growth of acreage occupied by rapeseed in the Russian Federation for 10 years reached 126.8 % or 872.9 thousand ha. The article provides an assessment of spring rapeseed production for oilseeds in the Clearfield system at different levels of mineral nutrition in combination with Ecorost bio-fertilizer in conditions of the Non-Chernozem Zone of Russia. The studies were carried out in 2018–2019 at an experimental agrotechnological station of Ryazan State Agrotechnological University Named after P.A. Kostychev (FSBEI HE RSATU) on gray forest soils. High efficiency of the Clearfield production system has been established. The introduction of N180P120K60 complex for pre-sowing cultivation contributed to the formation of maximum indicators of the rapeseed yield formula and size. The highest yields were shown by Ecorost variants: Kultus KL N180P120K60 (27.8 dt/ha), Cultus KL N180 (27.3 dt/ha), Cebra KL N180P120K60, N180 (24.4 dt/ha), Cyclus KL N180, N90P60K60 (26.6 dt/ha). The maximum profitability of rapeseed oilseeds production was obtained on N180 variant Kultus KL (133.5 %).

the article deals with the management activities of the head of the internal affairs bodies of the Russian Federation. The main professionally important qualities of the head influencing his professional activity are highlighted. An ideal model of the pedagogically cultural personality of the head of the internal affairs body of the Russian Federation is proposed, which is a set of those properties that must be formed by the head. This model consists of a number of subsystems that are the main dialectically interconnected and interdependent structural elements; pedagogical skills, active life position, knowledge and understanding of pedagogical phenomena, pedagogical conviction. The article discusses the views of a number of scientists regarding the pedagogical culture of the leader. The pedagogical culture is considered as an integral element of the set of professionally important qualities of the head of the internal affairs body of the Russian Federation. The authors conclude that the mere presence of professionally important qualities in a person cannot ensure the high efficiency of managerial activity if, in the process of training and preparation for managerial activity, they were not developed to the highest level - professionalism.

The article discusses the effective resolution of family conflicts using mediation. The conditions providing high efficiency of this procedure are determined. The data of psychologists are given that the divorce of parents is a factor that has a negative impact on relationships with adolescents. The empirical data of domestic and foreign studies devoted to the study of divorce processes of couples with adolescent children are considered. It is assumed that it would be expedient to introduce into legal practice in the Russian Federation the suspension of the trial and the direction of the dissolving spouses for a preliminary meeting with the mediator. The advantages and goals of mediation are listed. It is emphasized that due to the obligatory preliminary meeting with the mediator, the attention of the parties will be drawn not only to their own needs, but also to the needs of minors.

The article provides a comparative analysis of the adversarial principle of the parties in the procedural legislation of the Russian Federation and the Republic of Armenia. The author comes to the conclusion that this principle in Russia and Armenia is normatively fixed at different levels and occupies a different place in the system of principles of national law. From the standpoint of dividing the principles of law into sectoral, inter-sectoral and general legal in the Russian Federation, the adversarial principle is inter-sectoral, and in the Republic of Armenia it is a principle of criminal procedural law. From the position of division the principles of law according to the source of consolidation in Russia, the adversarial principle is one of the constitutional principles duplicated in sectoral legislation, and in Armenia this principle is simply sectoral.

The article discusses some aspects of the import of foreign goods into the territory of the Russian Federation. In particular, the main focus is on documenting information about the quantity of goods. Based on the results of the analysis, practical problems of customs clearance of foreign goods were revealed in case of discrepancy in information about the number of goods in the documents, the need to solve which determined the relevance of the article. The article presents the author's algorithm of the importer's actions in case of discrepancy of information about the quantity of goods in documents, the implementation of which in practice will ensure high efficiency of customs clearance of foreign goods.

The purpose of the research is to conduct a comparative analysis of rapeseed production in the territory of the Russian Federation and the Kemerovo region. During 2011-2019, on the territory of the Russian Federation (RF) and the Kemerovo region, a comparative analysis of the sown area, yield, gross harvest of spring rape was carried out. The research results showed that over the past 9 years, from 2011 to 2019, the sown area, both in the Russian Federation and in the Kemerovo Region, has doubled. At the same time, there is a strong variation in this indicator. The variation coefficient ranged from 43.3% to 54.1%. On the territory of the Russian Federation and in the Kemerovo region, an increase in the yield of spring rape is observed by 1.13 times and 1.04 times, respectively. It was revealed that an increase in the gross harvest of spring rape seeds occurs on the basis of an extensive development of production due to an increase in the sowing area and yield.

This paper contains three scenarios for expansion the production of agricultural raw materials and food in the Russian Federation. Special attention is paid to the Non-Chernozem region, where the country has the largest amount of land not used for agricultural production anymore. In order to determine the influence of state support on the efficiency of resource use, including land, a comprehensive indicator for evaluating the effectiveness of state subsidies is introducing in the regions of Russia. The subjects of the Russian Federation were calculated and classified by the efficiency of the use of subsidies. The hypothesis of the reasons for different levels of use of subsidies in the regions is presented in the article. The identification of these reasons makes it possible to substantiate wise management decisions, and adjust agricultural policy and target programs for the development of agricultural production and rural areas.

Subject. The article considers a methodology for assessing the level of financial and economic security as an integral indicator of particular types of security, which include budget and tax security, investment security, banking and credit security, and price security. Objectives. The purpose is to test the methodology for assessing the level of financial and economic security of the subjects of the Russian Federation, which makes it possible to rank the regions and distribute them into appropriate groups that characterize different levels of security. Methods. The study draws on general scientific methods of cognition and statistical methods of research. Results. The results of calculations enabled to rank the regions according to the level of financial and economic security. The analysis shows that there have been no drastic qualitative changes in the level of security over the past decade. The regions demonstrate a relatively stable state of security. Conclusions. The study reveals significant differentiation of regions in terms of financial and economic security, reflecting the uneven socio-economic development of the subjects of the Russian Federation and significant territorial disparities. It is crucial to develop a new management approach that takes into account the new environmental conditions characterized by ongoing transformational processes in the society and the State. A methodology enabling to assess the subjects of the Russian Federation by the level of financial and economic security will determine the place of each region in the overall security system and facilitate informed management decisions.

The efficacy of using the calculated doses of fertilizers for upcoming harvests potatoes was studied. As a result of studies of the potato leaf area formation dynamics on gray forest soils of the Middle Volga steppe, its dependence on mineral nutrition level was revealed. Their impact on productivity and quality of potato tubers was identified. The efficacy of calculated doses of fertilizers for upcoming potato harvests were studied. Fertilizing crops by scheduled doses, counted by cash- balance method for upcoming yields of 25-40 tons per hectare, provided the formation of 90,5-98,0% of the target yield. The nitrate content in all versions of the experiment was below the maximum admissible concentration. However, with increasing fertilizers amount, their content was increased in 1,24-1,73 times (without fertilizers - 41 mg / kg of wet weight). As a result of studies of the dynamics of potato leaf area formation on gray forest soils of the Middle Volga steppe, we revealed its dependence on mineral nutrition level. The photosynthetic potential (PP) during the growing season of potato Udacha, was in the first version without fertilizers 2.173, the second 2.520, in the third 2.910, fourth 3.196 and fifth 3.575 million square meter per hectare * days, i.e. with an increase in fertilization rates, the photosynthetic potential increased accordingly to 0.347-1.402 million units, for every thousand units of photosynthetic potential we obtained from 7.2 to 10.8 kg potato tubers. A starch content varied from a few of fertilizers. The maximum starch content (14 %) was obtained in the second way, calculated on the tuber yield of 25 tons per hectare. A further increase in the background was led to some of its decline.
