The subject of research in the article is the transformation of labor and labor relations in modern insurance. This transformation is due to the transition to a new technological structure based on digitalization, as well as comprehensive informatization of all aspects of public life. The hypothesis that served as the impetus for writing this article is the provision that modern digitalization, unlike its previous automation and informatization, does not aim at increasing the productivity of human labor, but at completely eliminating a person from the production process. In the course of work on the article, the authors used materials from the largest recruiting agency HeadHunter, and also conducted their own research in the form of a survey of insurance market specialists on the issues of transforming labor relations and the demand for new competencies. As a result, it is shown that significant transformations occur both in the content of labor processes and in the competencies that employees should possess. The changes that are taking place impose new requirements on the quality of human capital, a new paradigm of human capital management is being approved, in which the employee is considered not only as an object, but also as an independent subject of management. The transformation of the basic factors (economic, technological, social) of labor relations in insurance is considered.

Current technological development amid the fourth industrial revolution inevitably changes the nature and conditions of work. The quality of human capital constitutes a significant contribution not only to labor productivity growth, but also contributes to the growth of social connections, loyalty and trust by employees. It increases the market share and the competitiveness of products. Consequently, the problem associated with improving the quality of human capital as the most important productive resource of a company is relevant, timely, socially and economically significant. The aim of the study is to develop a technology for human capital management based on a new methodology for assessing human capital and a scheme for the formation of individual trajectories of professional development, ensuring an increase in the quality of human capital and an increase in the company's efficiency. The proposed method for assessing human capital is designed to identify the digital twin of an employee and takes into account such traditional characteristics as age, education, professional experience and competencies, as well as additional characteristics - social status, health quality, inter-professional competencies, motivation and involvement, and provides a comprehensive assessment of human capital in enterprises in the course of digital transformation. Based on the results of the assessment of human capital, management decisions are developed for the individual trajectories of professional development design, aimed at increasing labor productivity and contributing to the companies’ operational efficiency growth. Experimental studies have been carried out on the use of the proposed technology for human capital management based on the data of a large oil-producing enterprise in the Republic of Bashkortostan. It is shown that the introduction of individual trajectories of professional development makes it possible to increase labor productivity by 6–7 % in the next 2–3 years, the company's revenue by 5–7 % and profit by 2 %. The theoretical significance of the results is concerned with the identified features of the human capital of a company associated with the health quality, the development of interdisciplinary knowledge, skills and abilities, motivation and involvement which should be taken into account during the process of assessment. The developed technology provides support for making managerial decisions for working out individual trajectories of employees’ development. The practical outcome of the study is the methods for human capital assessment and its development, which ensure the labor productivity growth, companies’ revenue and profit increase with minimal cost.

The study analyzes the modern youth policy of the Russian Federation using the methodological foundations of the theory of human capital. In this context, the criteria for the efficiency of youth policy are defined. The authors argue that youth policy is one of the priority areas of activity that determines the improvement of the country’s human capital. Moreover, it is possible to designate the formation and development of well-rounded young people who demonstrate initiative, are responsible and patriotic, have an active civic position, beliefs and a system of values, and take an active part in political and public life.

What factors determine the adequacy between education and occupation? A study among Flemish graduates from higher education What factors determine the adequacy between education and occupation? A study among Flemish graduates from higher education The literature on mismatch considers the so-called ‘overeducated’ mostly as a homogeneous category and does not consider the match between subject and job content. In this article we distinguish between the overeducated with a horizontal match and those without a horizontal match. Our starting hypothesis is that being overeducated without realizing a horizontal match is especially problematic. Our results, based on data for higher education graduates in Flanders, are consistent with this. We find that the negative effect of being overeducated is stronger for youngsters without a horizontal match. We also find that both types of overeducation are connected to different mechanisms. The regional unemployment rate, for instance, mainly explains overeducation with horizontal match. Both types of overeducation, even if not in the same way, are also influenced by the quality of human capital as well as the subject of study.

The features of the modern world community in its transition to a phase-risk existence represent a socio- economic study on developing a model of an innovative society that is adequate to the conditions of the global crisis. A key problem of long-term development is the development of man, his social and natural environment but the key subjects of long-term planning are an innovative development and new quality of human capital since the quality of human capital is one of our competitive advantages. The economy must be innovative and the innovative economy must be created by “the innovative” person. Consequently such a person has to be available but for the moment there is no such massive phenomenon on a national scale. In terms of social and economic bases of social development the necessity of administration is determined by division of labor on the one hand and by the need for its cooperation on the other. The modern new paradigm of public administration is more likely based on the idea of more and more complete inclusion of a creative person into the structure of the subject of management connected with collective intelligence that transforms the society, as described in this chapter.

. Human capital theory serves as the scientific basis for development of innovative economics. It is human capital that determines the maintenance of quality parameters of economic growth providing for efficient development of economics of modern states. The purpose of the authors is to justify theoretical and methodological expositions of human capital management in the innovative economics. The latter is regarded as an economic system based on the innovative activity of the business entities and individuals, on the permanent technological enhancement. Such an economic system is developing due to on-going generation of new knowledge. The authors present the results of their copyright study of genesis of system human capital paradigm of innovative economics as a research concept which implements and concretizes a holistic approach to revealing the patterns and causal relationships within the system of human capital of innovative development. The method of the study is based on using monographic method, statistical methods, charts, tables, graphs and other means to visualize the findings. As a result, the authors ascertain the shift in the economic science from classical understanding of how economic growth is impacted by education in innovative economics to considering economic growth as the main driver for development of education. The authors adduce the results of statistical analysis of interrelation between the volumes of technological innovation expenditures, the aggregate level of organizations’ innovative activity and the index of human development on the international level. By means of nonparametric methods the authors discover that the development of human capital, educational potential and the level of innovation development in the regions of Russia are moderately interrelated. The authors come to the conclusion that Russian economics is unique in comparison with other countries due to the combination of the high level of human capital development and low pace of economic and innovative development. As a result, they have found out that, considered as part of human capital management providing for innovative development, investments in education can be more efficient only if science, education and business integrate to train their employees within the context of the new paradigm of interrelation between human capital and economic growth in innovative economics in which investment in innovation and technology is regarded as the main driver of development of education.

The subject under study is characterized by the fact that they belong to problem regions and have exhausted the potential that was the driver of previous years and the main source of development. The current situation requires the elimination of the discrepancy that has developed between the existing development model and the need to move to a new paradigm. One of the options for implementing such a model could be reindustrialization. The reindustrialization process is focused on changing the technological structure. Before embarking on the implementation of this process, it is necessary to find out the state of the basis of the economy of the region under study. In this case, the most reliable scientific results can be obtained if the economy of a given region is studied on the basis of the theory of technological structures. The article uses aspects of the theory of the technological structure in the interpretation of domestic and foreign researchers, the methodology for determining the integral indicator of the state of the technological structure in the subjects of the region was applied, which (methodology) made it possible to establish that the third technological structure dominates in the economy of the studied region. It is substantiated that in order to transfer the economy to a new technological structure with the help of reindustrialization, it is necessary to use certain mechanisms that can ensure the progressive development of the economy. The study offers a list of different ways (mechanisms) of reindustrialization. It is concluded that the implementation of the proposed mechanisms will allow the region to move to a higher level of development.

Human capital management (HCM) inside large systems is very complex and demanding, to achieve successful accomplishment high quality information support is necessary. There are many cases where human capital management process is not conducted in a satisfactory way. Key decisions usually come late, very often because of impossibility to consider a problem in its entirety. The cause of it usually lies in weakness and understatement of the human capital management itself and in this connection data management is not given adequate consideration. Data originating from inside and outside sources within information system (IS) are not integrated in a way which will provide an optimal use. In this connection, this paper examines possibilities to innovate the entire human capital management process through the integration of respective data. Data warehousing (DW) possibilities and position within the integral business intelligence (BI) concept are noted as a first step towards its realization. In this paper the necessity to innovate and promote permanently the quality of human capital management process is considered; the main features of the process are given as well. Business process innovation (BPI) as a systematic approach with a view to achieve significant business process change is presented; its connection with data aspect of IS is given too. According to the research of this paper, HCM BPI is achieved by the data integration within existing IS. DW model intended for HCM has been elaborated as a solution which will innovate the process itself. The position and the role of DW within entire BI organization concept have been established as well. Finally, the benefits achieved by the research are explained.

The results of the study found that the government internal supervisory performance was not yet optimal in supporting the achievement of the vision and mission as well as organizational goals. This study aims to provide an overview of human capital management practices of government internal supervisory at the Ministry of Defense by using a balanced scorecard perspective approach from a stakeholder perspective, a business internal process perspective, a learning and growth perspective and a financial perspective. This study used a qualitative method with a case study approach and used purposive and snowball sampling. There are 19 informants including a structural officer, the auditor, and personnel from the National Financial and Development Supervisory Board. It is noted that the quality of the auditors does not fulfill the required quality. The recommendations include the importance of improving aspects of human resource competence through education and training for certification of the Functional Auditor (JFA) according to the level of the position, improving the quality of the code of ethics, improving the recruitment system, and increasing the budget for providing the operational budget and enhancing the quality of the government internal supervisory.

The purpose of the article is to determine the content and features of public administration as one of the forms of realization of public authority. The subject of the research is social relations that arise, develop and terminate during public administration as one of the forms of realization of public authority. The following methods of scientific cognition were used during the writing of the article: dialectical, formal-legal and analytical. The article is devoted to the definition and analysis of the features of public administration as a form of realization of public authority. The level of impact of effective administration by spheres of public life on quality of functioning of the country as a whole is established during the research. The analysis of historical stages of development of the field of public administration is carried out. A well-known thesis in the scientific community that public administration should be defined as an integral part of both political science and management (management science) is analyzed in great detail. The importance to study the key issues related to public administration was emphasized. A comparative analysis of existing systems of public administration as a basis for the functioning of state power and local self-government is carried out. According to the results of the research, the important factors that impact the effectiveness of public administration are identified in the conclusions. The need to take into account the European experience of public administration and administration of State authority was also emphasized.
