The local government centre is an area that accommodates various local government activities, both administrative activities and services that meet the needs of the community. In Indonesia, form of the area is usually an office complex of executive institutions which is led by the head of the local government along with the local government apparatus, and the local legislative assembly. Besides having office facilities, the area is equipped with various public service facilities, such as commercials; trade and services; as well as education and health facilities. As a result, the area is not only a local government centre but also centres of service and local development growth. At this time, the government centre of the Brebes Regency has been able to become an important growth centre for the regency. Unfortunately, the area is only able to support development growth of the northern region of the regency, but it has not been able to encourage equitable development throughout all of the regency area. This study aims to determine a new location for the government centre of Brebes Regency. In contrast to other relocating of the local government centre aiming to resolve existing problems of the centre, the relocating centre of the Brebes Regency aims to increase the equitable distribution of local development. Taking into account the criteria of geographical conditions; conformity with spatial planning; land availability; social, cultural, and historical conditions; politics and security; facilities and infrastructure; and accessibility, as well as using the Analytical Hierarchy Process (AHP) method, the selected area is in the Bulakamba District, out of the 6 alternative districts assessed. This district has some advantages of its location in the middle region of the Brebes Regency, adequate spacious area, proper land ownership status and accessibility.

The emergence of decentralization throughout the world has provoked question whether decentralization has played several important roles in fostering accountable and responsible governance. As the concept of governance expanded, so did thinking about the rationale, objectives, and forms of decentralization. Decentralization now encompasses not only the transfer of power, authority, and responsibility within the government but also the sharing of authority and resources for shaping public policy within society. One of the important reasons that drives Indonesian government to deliver a democratic decentralization is political motivation. This relates to the growing intention to local development throughout the country posed the need for political and administrative arrangement to meet the country’s diversity. This study describes and explores the nature and the process of political devolution in the context of local government in Indonesia, in particular assessing the political devolution performance in the regency of Jember. This article employs a model that combines Boex and Yilmaz and the Local Governance Barometer framework for assessing political devolution performances. The article focuses on those issues and on the opportunities for the local government to improve the most important basic needs of the people—education and health sectors in Indonesia.

This article describes the local government system established in the 2001 Devolution Plan and its evolution over the period 2002-07, with a focus on two essential public services, education and health. We believe that the devolution of service delivery functions, delegation of financial powers, decentralization of authority, and deconcentration of executive powers, can, together, lead to better accountability of results and, hence, to improved public service delivery to the poor and marginalized. The Devolution Plan made inroads toward these goals, particularly in education, but their achievement was incomplete due to a number of factors, among those incomplete fiscal decentralization, limited targeting of backward areas, and centralizing tendencies of the provincial departments and civil service. Recommendations are offered on how to further develop the local government system more generally, with an eye towards increasing accountability and improving coordination both across local governments and between tiers. For this, complementary reforms to simplify business processes and revamp human resource management policies are needed; introducing a district level civil service is among the suggested changes. The article concludes with detailed recommendations on improving the decentralized delivery of education and health services.

Natuna regency is a rich area of natural resource products, but still includes underdeveloped areas in Riau Islands Province. Local governments have to make fundamental changes in building the infrastructure aspects, economic, and human resources to eliminate underdevelopment and reduce dependency on central government. The aims of this research are: (1). to evaluate the effectiveness and stakeholders’ perception of the CD program, in terms of participation and partnership; and (2) to formulate a strategy for synergizing the CD Program of Star Energy with the local government’s development program. The analytical methods that are used in this research are descriptive analysis and SWOT analysis. This research was undertaken in Palmatak Sub District and Siantan Sub District of Natuna District of Kepulauan Riau Province, from June until October, 2008. The results indicated that the government stakeholders perceived that the participation of the CD program’s beneficiaries was adequate, and that the partnership between Star Energy and the local government was inadequate. The result of SWOT analysis suggested that Star Energy needs to focus its CD program on sustainable activities, such as economic development and education programs. The strategy for increasing synergy with the local development programs is to intensify communication between the company and the local government through the formation of community development partnership forum.Keywords: Community Development (CD), Effectiveness, Policy Strategy

The stagnant development of MSE clusters might be a priority concern of the government. It has been expected that such clusters need proper policies and regulations to well develop. In East Java, for instance, policies to improve inter-firm linkages within MSE cluster has been perceived as a vital effort to activate the dormant cluster. An effective inter-firm linkages will support the clustered MSEs to overcome their isolation problems so as to augment their productive capacity and enlarge output distribution. By taking the cluster of “Wisata Panci” in Pasuruan, East Java” as research object, this research revealed that inter-firm linkages are very beneficial for the advance development of the cluster. After suffering from financial crisis in 1998, the cluster succeeded to grow and develop to be active cluster.Methodologically, this research examined factors strengthening inter-firm linkages within the cluster by employing Analytical Hierarchy Process (AHP). In doing so, local government and cluster entrepreneurs were deeply interviewed to formulate policy choices related the strategies of inter-firm linkage improvement.The results of this research revealed that entrepreneurs within the cluster give more stressing on forward linkage improvement. Accordingly, horizontal linkage was ranked in second place. And finally, backward linkage was ranked in third place. This study concluded that both local government and entrepreneurs have same perception to more develop the cluster to be active MSEs cluster. It seems that forward linkage, especially consumptiom linkage, plays a vital role for this purpose as clustered MSEs commonly need an effective market channel to distribute their outputs widely. However, backward and horizontal linkages are also important as the linkages support further contribution to forward linkage and spur local business

Changes in the role of local government as stipulated in Law No. 23/2014 on Local Government, demanding the role of public services for quality local government to the community. In addition, the demand for public services as the rights of citizens who have direct access to the Government brings impacts on climate change in the Local Government, especially as a state servant and community service. Especially when associated with one of the factors that affect the success of an organization, which is oriented to the public service, namely its success in performing the service function to the public (public service) either in the form of goods or services in accordance with the desired needs. The phenomenon that occurs in the fishing community shows that, the level of welfare of life is low. Difficulties in overcoming the problems of daily living and poverty have made people in fishing villages have to bear the burden of life that can not be ascertained when the end. As a result of poverty, there is a difficulty in accessing services in the field of basic social services from the Government which includes food, education and health. Keywords: People's Appreciation, Poverty, Government

<p class="MsoNormal" style="margin: 0cm 21.25pt 6pt 21.3pt; text-align: justify; text-indent: 1cm;"><span style="font-size: 10pt;">Until the year of 2008, Indonesia’s food consumption quality has not met its ideal pattern yet as shown by DDP (Desirable Dietary Pattern) Score 81.9 and the domination of rice consumption up to 64.1%. The government of Indonesia’s effort to accelerate food consumption diversification requires coordination and good preparation of all related stakeholders. Therefore the aims of this study were to assess the perceptions of the key persons at the local government regarding the food consumption diversification program and to analyze the strategy priority in achieving the acceleration program</span><span style="font-size: 10pt;">. This research was carried out in March to December 2008 and used a cross sectional study. Survey was done in three provinces which represent the differences of food consumption pattern. In each province, twenty head officers at the local government purpos</span><span style="font-size: 10pt;" lang="en-us" xml:lang="en-us">iv</span><span style="font-size: 10pt;">ely selected were assessed about their perception. The perception data was measured by Likert scale and analyzed by the trends using percents and mode score. The strategy priority was measured by AHP (Analytical Hierarchy Process) method. This research shows that there are variations among stakeholders in the three provinces ranging “</span><span style="font-size: 10pt;" lang="en-us" xml:lang="en-us">from </span><span style="font-size: 10pt;">poor to good” in perceiving the concept and application of food consumption diversification program. Nevertheless, local food is mainly defined as should be locally produced. </span><span style="font-size: 10pt;">Increasing the commitment and participation within all stakeholders (29. 3%) are the strategy priority besides promoting local food business through capital and marketing support (25.1%).</span></p>

One of the most important steps in the transition from the so-called “real socialism” to democracy was the process of administrative decentralization. In less than ten years, after the “round table” agreements, Polish parliament was able to introduce reforms that changed the structure of local governments. It created three tiers of self-governments and provided redistribution of authority, responsibility, tasks and competences between the government (and their institutions) and local governments. The first aim of the article is to present this process and indicate crucial decisions and actions made by Polish parliament. The second part of the article is mainly based on the results of a research made by CBOS and non-governmental organizations. The data shows how the local government has been perceived during the last two decades by Poles, it brings the information about a sense of influence on local affairs, the importance of local elections, trust in local authorities, belief in the influence of local authorities on local development, perception of the role and autonomy of local authorities. The second part of the article also contains secondary analysis of data on voting turnout in Polish local elections.

Local government systems are considered the primary governance level in terms of democracies, though, their contribution to governance is well-established. Concerning this, the present study aims to assess the local government concerning the province of Sindh Pakistan. The focus of this study is to highlight the efficacy as well as the efficiency of the restructuring of the government office. For conducting this study, an experimental research design based on the qualitative research approach is used. The findings of the study conclude that the empowerment of the local government is closely related to the enhanced work practices and better attainment of the economic goals. It also shows that this assists in better management as well as reduction of conflict, since they are more aware of the problems. Therefore, more authority should be provided to these local governments for ensuring the welfare of the people, and Pakistan as a whole.

 ABSTRACTThe implementation of public services is still going on with the old public administration practices. Therefore, it is time for the bureaucracy to change its mindset. The development of the paradigm of public administration can bring enlightenment to the bureaucracy. Public Service innovation and creativity is one of the right solutions in the era of regional autonomy in achieving the welfare of modern regional government. The Indonesian state in running the government, the relationship between the central government and local governments must be well and harmoniously established. The intertwined goal is for the prosperity of the people. Regional autonomy can provide flexibility for regions to innovate and create local community creativity as material for local government policies. Law 32/2004, changing the face of local government, from centralization to decentralization. Decentralization is not only related to administrative stuff but also politics. The law gift rights to society to participate in local governance. It means, hopefully, that democracy values which become the spirit of decentralization, can be applied by local peoples. Through participating in governance, peoples can maximize local development. After one decade, decentralization presenting various achievements. Some cities or regencies, such as Surabaya City, can develop quickly, but others slowly. Different achievement and similar opportunity among them produced questions about how local peoples understand decentralization. Generally, this article will talk about two big questions: how do local peoples think about democracy? and, how do local peoples see political instruments in local level?. This article is based on a survey in Surabaya City during May 2016. Survey have conducted by questionnaire to 1023 respondents The result showed that local people limit the meaning of decentralization. 50,7% respondents were not interested in general political issues, and only 7.5% who were interested. The numbers explained that Surabaya peoples tend to be apathetic to politics. Even, the survey also found only 21.3% respondents who believe that democracy is a way to welfare. But, when respondents were asked question about the priority of meaning of democracy, 25.8% respondents (high percentage) see democracy as an opportunity to change the government. They seen local election (Pilkada) is the opportunity, choose people who will be local government leader. We can conclude that Surabaya peoples did not apply democracy values (all kind of political participations) completely, in local governance, but they were interested in having a good leader. That why Surabaya peoples see political decentralization is a local election (Pilkada)
