Since the government elevated the rural revitalization strategy to the national level in 2018, the rural revitalization work has been effectively promoted and developed across the country, but there is a “double-edge” rural type that deserves attention.They are on the edge of social attention and investment because they are not listed in the List of Traditional Villages or Beautiful Village, and they often have great potential for tourism development by virtue of geographical advantages, rich regional resources and unique cultural resources.This paper focuses on the tourism integration planning and development of this kind of “double-edge” villages. From the micro-scale of the village, combined with the rural revitalization, this paper takes the ancient village of Zhengjiawopo in Jinan as the specific foothold to carry out the planning pilot study. After nearly two years of theoretical research and practical exploration by a multidisciplinary planning team, with the beep nest village planning and development results of the initial slope.

The Government of Bojonegoro Regency was an Indonesia representative in Open Government Partnership (OGP) of Subnational Government Pilot Program. This achievement raised new energy to implement openness in rural government. This policy was also in line with Rural Law. Mean while, to implement government openness, the use of e-Government was highly prioritized. By e-Government, the governance would be effective and efficient. However, only one of 419 villages in Bojonegoro succesded in implementing government openness, that was Pejambon Village. This village won the best website in East Java in 2016 and 2017. There after, it took the first place as the most informative and transparant village in national level in 2018. This research uses qualitative descriptive research methods. The results show that in general the success of E-Government implementation in the open government in Pejambon village is influenced by three main factors. First governing factors that include vision, leadership, and funding. Second, organizational factors that include policy, human resources, and collaboration. Third, technical factors that include IT infrastructure and IT standars. However, there are some indicators that need to get attention and improved by the village government of Pejambon, namely Funding, human resources, and IT infrastructure. If not immediately handled seriously, the future will impede the implementation of open government in Pejambon village.Keywords: Open Government, Succes Factors, e-Government, Grassroots, Village

The success of the government is determined by essential aspects of the village and has increased every day and has changed into a town that has independence in carrying out activities and survival by each of its residents, to support and improve the quality of government villages which motivate for villages to compete to become the best village through a series of costs to improve the quality of the town. The process of determining the best village starts from the sub-district. The winner will be smart at the city district level up to the national level, in the process of determining the best town according to government regulations in sending villages with five aspects and each aspect that has specified specifications and through validation from the government In the process of the government in the form of a committee conducting visits and conducting assessments based on the completeness of the data with the team for each aspect and giving to the committee based on individual orders, the value submitted will do the calculation by determining the final cost of the process of finding an average value -average overall and do the division of the total aspects. To assist the procedure in choosing the best village, the researcher wants to develop an online decision support system application with features that will be equipped in the developed application by uploading documents according to conditions in the field and documentation carried out by the team towards the village, so that the order process is open. It can be witnessed by all concerned, while in the Calculation and analysis Process using the OWA (ORDERED WEIGHTED AVERAGE) combination operator to determine the average value calculation and the SAW (Simple Additive Weighting) Method as part of the ranking of several existing villages

Abstract Social, economic and ecological development in rural areas is currently the main concern of the Indonesian Government at the national level. This study aims to determine the extent to which village funds are used by the government and village communities for the development of the agricultural sector and the application of the development paradigm in the agricultural sector. The population in this study were all villages in South Sulawesi that received Village Fund assistance from 2015 to 2019. Sampling was based on village classifications according to the Developing Village Index (IDM). Based on the results of the analysis method, it shows that the Village Fund can only be used to fund two of the four activity sectors that can be financed from the Village Fund in the agricultural sector, namely the development sector and the rural empowerment sector. Public. Whereas the application of the development paradigm in each village is based on the village classification using the Village Fund in the agricultural sector, namely: 1) The village is very backward adopting the Post-Structuralist paradigm. 2) under developed villages adopt the Post-Structuralist paradigm. 3) Building the village by adopting the Liberal paradigm. 4) developed villages adopt a liberal a paradigm. 5) independent villages adopt a liberal paradigm.

Village rules are an important normative form of rural autonomy and play an important role in rural governance. In the construction of a country ruled by law, it is necessary to attach great importance to the value of the village rules and to further improve the status of the village rules. The full play of the role of the village rules is to make full use of the village rules in rural governance. The current village rules play a huge role in the revitalization of the countryside. The village rules can integrate rural economic, political, cultural and other resources. This article introduces the positive impact of the village rules on rural revitalization from many aspects. The rural revitalization under the guidance of the township has the functions of democratic participation, economic coordination, cultural inheritance, and social stability. The article lists examples of many rural villages in China. According to the requirements of the scientific development concept, we have analyzed in detail the positive impact of the village rules on ecological environment governance. The main reasons for the active role of the village rules are collective participation support, recognition of the legal system, support of the ecological environment, promotion of national cohesion, and changes in the rules of village rules. Finally, we propose suggestions for optimizing the role of village rules in rural revitalization and ecological governance from both the subjective and objective levels. First, the villagers should be highly involved, and then the grassroots government should focus on building platforms to participate in grassroots autonomy. While the government is helping to establish the village rules, it can also intervene in the formulation of village rules, so that the village rules are part of the grassroots informal legal system. Subjective and objective joint efforts can make the village rules develop continuously and contribute to building a harmonious society.

A number of new rural management models have emerged to solve the problems of economic backwardness, insufficient resource utilization, and technical shortages in rural areas in the context of poverty alleviation to the rural revitalization strategy in China. However, the influence of new rural management model under all countermeasures for rural sustainable development with a comprehensive perspective is lacking. Therefore, exploring whether the new rural management model meets the requirements of sustainable development is an urgent issue. From the theory of system metabolism and emergy accounting method, this study classified the government funds for poverty alleviation measures as import resources, and analyzed the metabolic structure, efficiency, and the rural development factors of Chehe Village before and after poverty alleviation measures are carried out (the year of 2012 and 2019) to verify whether the new model was sustainable. According to the results of this study, the new management model of Chehe Village declined the rural system sustainability with the emergy sustainability index decreasing from 1.96 in 2012 to 0.32 in 2019. With the development of economy, the system metabolic efficiency of Chehe Village promoted and the metabolic structure became more reasonable manifesting in the decline of emergy use per unit GDP and the increase of emergy exchange rate. Moreover, production and livelihood had been highly valued in Chehe Village. In conclusion, it is feasible to add countermeasures of poverty alleviation and rural revitalization into the village system metabolism. The new management model of Chehe Village needs to change exogenous force into endogenous force to meet the requirements of rural sustainable development.

The effort to put good governance in development in Indonesia is basically not new. Since the Reformation, the transformation of closed government into an open government (inclusive) has begun to be pursued. Highlighting the conflicts in the land sector that tend to strengthen lately, there are some issues that have intensified conflicts in the field, such as the lack of guaranteed land rights in various legal and policy products. In this paper, a descriptive method is considered important in identifying the applicable issue and methodological framework for addressing governance issues in Indonesia. To reduce such agrarian conflicts between farmers and the government, and as an effort to increase farmers' income, all farmers are incorporated into agricultural cooperatives. Agricultural cooperatives are structured down to the National Level. Thus, farmers participate in good access to the marketing of agricultural produce.Keywords:good governance, agrarian conflict, agricultural cooperative

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

This article aims to explore the relationship between the Ministry of Home Affairs (Kemendagri) and the Ministry of Villages (Kemendes) from theconstitutional law and state administrative law point of view.The second concerns of this research is the disharmony and problem between the two ministries.From the constitutional law point of view, it turns out that what the Ministry of Home Affairs is doing, is closer to the object of its discussion. The method used in this research is normative legal research bycomparingthe constitutional law and state administrative law to obtain clarity regarding the Ministry of Home Affairs and Ministry of Village. The result shows that the Ministry of Village approached the science of state administrative law, namely to revive or give spirits to the village. Disharmonization began to exist since the inception of the Ministry of Village. The root of disharmony itself was the improper application of constitutional foundations in the formation of the Village Law. It would be better if the government reassess the constitutional foundation for the village.

The public service administration system at the government offices of the Kemiri village office in the Kemiri District currently does not have a computerized and integrated system. Because the system runs, residents who submit letters for administrative completeness, still use the Ms.Word / Ms.Excel application. of course has many weaknesses including human error, not neat in file storage, resulting in the lengthy process of searching and making a cover letter and required reports. The analytical method used in this study is to use PIECES (Performance, Informance, Economy, Control, Efficiency, Service) analysis, the design of the model uses UML (Unified Modeling Language). The results of this study are web-based letter information systems at the Office of the Village Chief of Kemiri that can accessed using a local computer browser. Thus the information letter needed by the Kemiri Village community and more effective and efficient in making the letter.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts
