The paper defines methodological approaches to the assessment of investment risks in the social and economic system of the region. Based on the analysis of the conducted studies, a new model for assessing investment risk at the regional level in the conditions of certainty, uncertainty, and risk is proposed, which will allow assessing the probability of losing funds from investing financial resources. As a part of this model, a methodology for developing and making decisions under different conditions depending on the determinism or randomness based on the availability of information is presented. The calculations made allow choosing the optimal strategy of investment in the regional economy with different risk indicators, which are determined as the average annual rate of inflation.

One of the main internal challenges that hinder the sustainable development of Russia's regions and the transition of its economy to a new technological order is territorial social and economic differentiation. The article analyzes methodological approaches to assessing the territorial differentiation of the social and economic system of regions and municipalities. The main approaches presented in the social and economic literature have been revealed. The assessment methods used by domestic and foreign scientists are presented and critically analyzed. It is revealed that among the authors of scientific works there is still no consensus not only on the theoretical aspects, but also on the methodological issues of the procedure for assessing territorial differentiation. The systematization of the approaches and tools used by scientists from different countries has been carried out. The advantages, disadvantages and limitations for the practical application of the selected methodological approaches have been indicated. It is shown that each of the presented approaches is a basic principle when conducting territorial differentiation. Depending on the tasks set, the choice of methodological assessment approaches may vary. Clarification of existing and development of new methods for assessing sustainable socio-economic development of municipalities is the first step in creating targeted programmes to equalize territorial disparities of development in Russia.

The mechanism aims to provide the relevant evaluation of the social and economic policy efficiency at the local and national levels, as well as the efficiency of the development and implementation of the regional economic tools. The author emphasizes the necessity to not only improve, but also differentiate the mechanism to manage the regional economy in order to differentiate the social and economic development. Considering constantly changing market conditions, the article determines the necessity to review the functions of regional social and economic systems within the system of the economic environment functioning, where the decisions of their stable development take place. Purpose. The purpose of the article is to determine the main strategic directions of modernization of the mechanism for managing the regional economy and the main issues of the managerial regional economic system improvement. Results. The main strategic directions of modernization of the mechanism to manage the regional economy have been researched. The main issues of the managerial regional economic system improvement have been determined. Taking into account the structured process approach, the mechanism for managing the regional economy has been developed. The development of the managerial regional economic system during the USSR period has been assessed, the main issues have been determined. The main factors to transform the regional economic mechanism in current reality have been studied. The enlarged scheme to assess the efficiency of social and economic regional development has been designed. The research findings reveal that the development of key parameters of modernization of the managerial mechanism based on the differentiation approach is important in conditions of independent functioning of territories and their decentralization. Conclusions. The author concludes that the improvement of the managerial regional economic system in conditions of their independence considers its permanent monitoring of the efficiency to manage the development of social and economic regions. The choice of differentiated managerial mechanism relevant for the regional development should be based on the data provided by the monitoring. Such approach will allow to decrease in the differentiation level and foster the increase in responsibility of regional authorities related to functioning of the territories managed.

The article classifies social risks into traditional and non-traditional and their impact on the regulation of the social protection system in Ukraine. The modern problems of financing the sphere of social protection of the population in Ukraine are revealed and the ways of their overcoming are outlined. The dynamics of arrears of wages in Ukraine and the dynamics of real disposable income of the population of Ukraine for 2005-2018 are presented. It is proved that one of the significant obstacles to the effective implementation of social policy in our country is the insufficient level of its financial support in combination with irrational planning, distribution and inefficient use of available financial resources. Respondents’ assessment of the degree of impact of traditional and non-traditional social risks on the social protection of citizens is presented. It is determined that the progressive and dynamic development of Ukraine today can focus on the socialization of the economic system with full consideration of the needs, interests of the population, its incentives for productive work to realize their own professional potential, comprehensive development, receiving a decent reward for work.

The article basing upon estimation of the social and economic potential of Russian Federation subjects shows that the resource model of economic development is suitable for nearly half of them. The advantages of this model are described using the example of the Far Eastern Federal District subjects that could be the proof of the necessity of "resource correction" of regional economic policy in Russia.

AbstractData platforms represent a new paradigm for carrying out health research. In the platform model, datasets are pooled for remote access and analysis, so novel insights for developing better stratified and/or personalised medicine approaches can be derived from their integration. If the integration of diverse datasets enables development of more accurate risk indicators, prognostic factors, or better treatments and interventions, this obviates the need for the sharing and reuse of data; and a platform-based approach is an appropriate model for facilitating this. Platform-based approaches thus require new thinking about consent. Here we defend an approach to meeting this challenge within the data platform model, grounded in: the notion of ‘reasonable expectations’ for the reuse of data; Waldron’s account of ‘integrity’ as a heuristic for managing disagreement about the ethical permissibility of the approach; and the element of the social contract that emphasises the importance of public engagement in embedding new norms of research consistent with changing technological realities. While a social contract approach may sound appealing, however, it is incoherent in the context at hand. We defend a way forward guided by that part of the social contract which requires public approval for the proposal and argue that we have moral reasons to endorse a wider presumption of data reuse. However, we show that the relationship in question is not recognisably contractual and that the social contract approach is therefore misleading in this context. We conclude stating four requirements on which the legitimacy of our proposal rests.

Does civic participation lead to a large social network? This study claims that high levels of civic participation may obstruct individual social embeddedness. Using survey data from the German Survey on Volunteering (Deutscher Freiwilligensurvey; 1999–2009), this study conducts macro- as well as multi-level regressions to examine the link between civic participation and social embeddedness. Findings reveal that civic participation on the sub-national regional level is not generally associated with social embeddedness, but it affects the participants’ and non-participants’ possibilities for friendships differently. This holds especially true in urban areas, but the effect cannot be found in rural areas. The analysis has implications for further research to enhance the social embeddedness of the excluded.

Social entrepreneurship plays an important role in local development in emerging economies, but scholars have paid little attention to this emerging phenomenon. Under the theory of moral sentiments, we posit that some entrepreneurs are altruistically motivated to promote a morally effective economic system by engaging in social entrepreneurial activities. Focusing on China's Guangcai (Glorious) Program, a social entrepreneurship program initiated by China's private entrepreneurs to combat poverty and contribute to regional development, we find that private entrepreneurs are motivated to participate in such programs if they have more past distressing experiences, including limited educational opportunities, unemployment experience, rural poverty experience, and startup location hardship. Their perceived social status further strengthens these relationships. Our study contributes to the social entrepreneurship literature by offering a moral sentiment perspective that explains why some entrepreneurs voluntarily join a social entrepreneurship program to mitigate poverty in society.

This special issue composed of essays that brainstorm the triadic relationship between Covid-19, Race and the Markets, addresses the fundamentals of a world economic system that embeds market values within social and cultural lifeways. It penetrates deep into the insecurities and inequalities that have endured for several centuries, through liberalism for sure, and compounded ineluctably into these contemporary times. Market fundamentalism is thoroughly complicit with biopolitical sovereignty-its racializing socioeconomic projects, cheapens life given its obsessive focus on high growth, by any means necessary. If such precarity seemed normal even opaque to those privileged enough to reap the largess of capitalism and its political correlates, the onset of the Covid-19 pandemic with its infliction of sickness and death has exposed the social and economic dehiscence undergirding wealth in the U.S. especially, and the world at large. The essays remind us of these fissures, offering ways to unthink this devastating spiral of growth, and embrace an unadulterated care centered system; one that offers a more open and relational approach to life with the planet. Care, then becomes the pursuit of a re-existence without domination, and the general toxicity that has accompanied a regimen of high growth. The contributors to this volume, join the growing global appeal to turn back from this disaster, and rethink how we relate to ourselves, to our neighbors here and abroad, and to the non-humans in order to dwell harmoniously within socionature.

AbstractRapid growth in structural and functional brain research has led to increasing ethical discussion of what to do about incidental findings within the brains of healthy neuroimaging research participants that have potential health importance, but which are beyond the original aims of the study. This dilemma has been widely debated with respect to general neuroimaging research but has attracted little attention in the context of neuromarketing studies. In this paper, I argue that neuromarketing researchers owe participants the same ethical obligations as other neuroimaging researchers. The financial resources available to neuromarketing firms and the social value of neuromarketing studies should command greater attention to the elucidation and management of incidental findings. However, this needs to be balanced against finite resources available within most public health systems.
