The modern functioning of the technical sphere of production is due to the development of post-industrial society. In the context of postindustrial development, the inevitable transition to free and responsible activity of individuals is predicted. In the concept of professional responsibility inherent in the post-industrial society, the moral and ethical sphere of engineering education of the motor transport profile is significantly highlighted. Based on the results of a multi-panel study conducted at the Department of Machine Service and Repair of Orel State University, a high level of actual significance of the competencies of university graduates, reflecting their readiness for professional responsibility, was established. In this regard, a scientific and pedagogical problem, little emphasized before, is formulated-the formation of a moral and ethical competence profile in the course of the educational process. The article presents a theoretical consideration of professional responsibility as a significant mechanism for regulating engineering activities in the aspect of the provisions of metaethics. The article analyzes the didactic characteristics of educational activities aimed at mastering the provisions of professional responsibility of engineering and technical workers of the motor transport complex by university students.

The textbook presents modern ideas about the development and formation of the economy of the information society. Scientific concepts of transformation of the modern post-industrial society into an information society based on information and communication technologies and knowledge are highlighted. The basic concepts of technological processes of the information society, as well as definitions and dynamics of development of information resources, products and services in the economy of the information society, and a number of other topical issues are presented. The structure of the manual helps to identify the main aspects of the studied socio-economic processes, organize and specify the educational process. Questions for self-control and tasks are offered to activate the assimilation of the material. Meets the requirements of the Federal state educational standards of higher education of the latest generation. It is intended for students of higher educational institutions studying in the field of training 38.03.05 "Business Informatics".

The chapter deals with trends of educational processes and learning environments in post-industrial society. A historicist approach is used for this purpose. This approach is based on two theoretical recourses: analysis of historical forms of acquiring knowledge and analysis of historical forms of educational processes. The authors show that the contemporary educational process is greatly affected by two innovative phenomena: social media and personal identity online (PIO). They consider socialization and personalization as two unique entities having opposite characteristics of the post-industrial educational process. Based on such a dialectic approach to the educational process, they define the concept “Personal Ubiquitous Educational Environment”. The authors report the preliminary results of research on a teachers’ training course conducted on the basis of such an environment. The research focuses on clarifying both innovative components of contemporary educational processes: social media and PIO.

Recently, the sphere of providing motor transport services has become more and more widespread and developed. The number of enterprises and sole proprietors in the market of motor transport services is constantly increasing. At the same time, the level of competition between motor transport service providers is growing, which makes it necessary to improve the quality of motor transport services. After all, a high level of quality allows us to occupy a leading position in this sector of the economy. There is an urgent need to assess the quality of motor services, and it is important to assess their quality from the standpoint of consumers of these services. Distinctive features of methodical bases of carrying out quality assessment at the enterprises of motor transport are defined. In the course of research both group, and individual indicators of quality assessment are established. Quality assessment is the result of the course of perception of quality, which is formed in the process of providing services to the user and is accompanied by a specific assessment of the quantitative degree of compliance of the received service with his expectations. Analysis of existing indicators revealed assessment of service quality. The stages of quality assessment, consistent provision of their implementation and the main basic provisions are determined, based on which a set of methodological approaches to assessing the quality of road transport services can be improved. The levels of evaluation of motor transport services and their content are established. An approach to assessing the quality of road transport service and the implementation of the course of providing services to users, which is based on its identified values in three stages: standardized, consolidated and expanded. The signs of the quality of the course of providing services to users on the basis of "points of conflict" with them are substantiated by two classes of signs: "effective" and "instrumental".

The article analyze the position of one of the most respected researchers of post-industrialism, Daniel Bell, on the impact of new information technologies on “politics-power” relations. The following two features of the influence of information and knowledge on the political sphere of public life are clarified: “Situs as Political Units» and «Rightful Meritocracy.” According to D. Bell, there are three analyzed current models of power: 1) the previous model of power, which is based on property, and besides it is inherited; 2) a model of government, the basis of which is knowledge acquired through education; and 3) a model of power, the source of which is a political office obtained through an organizational apparatus. The concept of the rightful meritocracy of D. Bell was analyzed, it’s meaning in the idea that the power belong to the most gifted. He believed that a capitalist society іs gradually transforming into a society in which gifted people will be promoted to senior positions, including political. He defined a certain “merit formula”: “Intelligence + Achievements = Merit”. D. Bell argued, that people with such merits should take up leadership positions in politics, business, science and other activities. In post-industrial society, the principle of “achievement” is relevant, there is a thought, that power is achieved through the personal virtues of the people, their high level of education and skills. In such society, there are almost no senior positions available to people without qualifications. In conclusion, we can say that the politician, from the point of view of D. Bell, is a highly skilled specialist which have the necessary management skills. Post-industrial society implies the emergence of a new intellectual class, whose representatives can at political level act as consultants, experts or technocrats.

The article is devoted to the search for effective methods of organizing the educational process within the training of future specialists in road transport, which ensures their professional and personal development. It is noted that the problem of formation of professional competence of future road transport specialists in higher education institutions is relevant now in pedagogical science, but scientists have not formed practical directions for implementing the developed theories in the whole process of their professional development. In order to ensure the effectiveness of the process of forming the professional competence of future road transport specialists, a system has been developed that includes the integration of knowledge from the disciplines of general technical and professional cycles, which is implemented in leading higher education institutions of Ukraine. The methodological basis for the implementation of the system of formation of professional competence of future road transport specialists are the conceptual provisions of the competence, system, acmeological and synergetic approaches. The developed system of formation of professional competence of future specialists of motor transport covers the basic scientific and theoretical approaches of modern pedagogical science, first of all on the basis of the competence approach as one of strategic directions of the state policy in the field of education.

Сегодня невозможно представить нашу жизнь без внедрения цифровых технологий в различные сферы жизнедеятельности человека. Современное общество стремительно входит в эпоху киберсоциализации, где меняется не только потребностно-мотивационная сфера человека, но и структура самосознания личности. Данная статья посвящена изучению вопроса цифровой социализации с опорой на принцип системности и учета многомерности данного процесса. В ходе сбора информации по структуре цифровой социализации не было найдено общего определения данного явления, однако в статье предпринимается попытка выделить структуру цифровой социализации в современном обществе, которая необходима для дальнейшего изучения процесса цифровизации как современного гражданского общества в целом, так и образовательного процесса в частности. Особенности постиндустриального общественного строя предполагают трансформацию взглядов на структуру социализации современного человека, в чем и заключается злободневность выделения структуры цифровой социализации. В заключение проведенного анализа литературных источников, касающихся вопроса цифровизации, выделяются основные компоненты процесса цифровой социализации, которые будут пригодны в современном образовательном процессе. Таким образом, результаты научной статьи могут быть полезны в процессе дальнейшего исследования явлений цифровизации современного постиндустриального общества во всех сферах жизнедеятельности человека. Today it is impossible to imagine our life without the introduction of digital technologies in various spheres of human activity. Modern society is rapidly entering the era of cybersocialization, where not only the need-motivational sphere of a person is changing, but also the structure of self-consciousness of the individual. This article is devoted to the study of the issue of digital socialization based on the principle of consistency and taking into account the multidimensionality of this process. In the process of collecting information on the structure of digital socialization, no definition of the structure of digital socialization was found, however, the article attempts to highlight the structure of digital socialization in modern society, which is necessary for further study of the digitalization process of both modern civil society in general and the educational process in particular. This paper pays attention to the analysis of scientific works devoted to the study of the digitalization process, in which researchers express their point of view on the phenomena of digital socialization in the modern information space. Thus, the results of the scientific article can be useful in the process of further research of the phenomena of digitalization of modern post-industrial society in all spheres of human activity.

Introduction. The existing methodology of personnel training determines the requirements for the competencies of future specialists, but the methods for determining the number of trained specialists are based either on the readiness of educational institutions for the quality management of the educational process, or are limited to the level of a motor transport enterprise, and do not take into account the regional needs of the labor market. The system of personnel training for the regional road transport complex is unbalanced in relation to the needs of this complex. This is due to the urgency of developing an enlarged methodology for determining the needs of the region’s motor transport complex (ATCR) in specialists with specialized education.Materials and methods. The paper uses the method of questioning economic entities engaged in road transport activities not only as the main focus, but also as an auxiliary one. The survey is aimed at determining the share of employees of motor transport enterprises and departments of various industries, taking into account the level of specialized education. The provisions of the theory of technical operation of cars and methods of mathematical statistics are used in the work.Results. The main result of the work is an enlarged methodology for determining the needs of the motor transport complex for specialists with specialized education, which differs from the known ones in that it takes into account the quantitative characteristics of personnel, taking into account the level of education in the economic entities of the region of various organizational and legal forms. These results represent the scientific novelty of the study. The structural characteristics of the personnel are determined, the corresponding algorithm is developed. The comparative values of labor productivity of specialists with specialized motor transport education are given.Discussion and conclusions. The methodological tools for determining the needs of the regional motor transport complex in specialists with specialized education have been developed, which allows overcoming the existing imbalance between the system of personnel training for the regional motor transport complex and the needs of this complex. The application of the results of the work will increase the validity of the state task for the training of specialists in the motor transport profile in the regions, increase the efficiency of using budget funds and public funds for educational activities.

The article analyzes the possibilities of transprofessionalism as a factor in the preadaptation of a personality to an uncertain professional future in a post-industrial society. The logical-semantic model of transprofessionalism and a heuristic model of an agent’s preadaptation to uncertain professional future are presented. The foresight technology system was chosen as a methodology for developing transprofessionalism and predicting the social and professional future. It was focused on the formation of readiness for changes and the preadaptation for unpredictable future. The result of this technology is the convergence of a post-industrial society characteristics and semantic qualities of the professional future. The generalization of the research results allowed the authors to justify the possibility of high school training of transprofessionals with meta-professional skills who are ready to meet the challenges of the digital economy. The purpose of the research was to determine effective technologies for the training of innovative specialists (transprofessionals) on the basis of the developed transprofessional models of pre-adaptation to the professional future. The methodological basis of the study was non-classical psychology and a convergent ap-proach. In the scientific substantiation of transprofessionalism as a predictor of preadaptation to the future, the concept of professional development, the multidimensional, transdiscipli-nary, competence and project approaches, as well as the modeling of the predictable future were used. The article presents the logical-semantic and heuristic models of convergence and transprofessionalism development, as well as foresight technologies for preparing agents for an uncertain professional future. The structure of transprofessionalism is revealed through a meaningful analysis and description of its components’ interaction, which include the trans-fessional orientation, as well as the regulatory, vocational and educational, information and communication, operational and technological components. The intercoordinate space in the proposed model forms the psychological potential of the personality, its resource capabilities. Based on the analysis of trends and challenges of the post-industrial society, it was concluded that it is necessary to introduce into the educational process the technology of problem-oriented learning (PBL) and foresight technologies aimed at developing students' readiness for change, proactive goal-setting and self-design in a variable educational space (high humanitarian technologies, minors, design methods involving digital didactic tools, game technologies, discussions and moderation, etc.). Concerning practical significance, the materials of the article can be used for the preparation of transprofessional specialists who are ready for pre-adaptation of an uncertain social and professional future.

Transition to a post-industrial society determines the development of an educational system through innovations. To address the related issues, we need a methodology lined up with the post-industrial society and capable of maintaining effective innovation management in education. Creation of much-in-demand, competitive, and economically attractive educational innovations is largely associated with combined efforts of several educational organizations. Once merged in a territorial educational cluster, they establish conditions for a complete innovation life cycle. A driving mechanism for innovations to move throughout the entire life cycle is logistics. So far, two scientific positions have been formed in relation to the use of logistics in education. The first position is represented by educational logistics aimed at sustainable functioning of the educational system infrastructure. The second one encompasses pedagogical logistics, which facilitates effectiveness and quality of the teaching and educational process. None of them aim at development of an educational organization or its pedagogical system being implemented. Boosting the situation already in place could be done through integration of the educational and pedagogical logistics’ achievements supplemented by the idea to develop an educational infrastructure with a pedagogical system already in place into pedagogical innovation logistics. This logistics serves as a methodological basis of pedagogical innovations management in education. The scope of such logistics is a territorial educational cluster; its subject is infrastructural, educational, integrative flows, a flow of obstacles, and a pedagogical innovation flow. As a matter of applicability, the efficiency of pedagogical innovation logistics has been tested with a regional educational holding being an example. Its performance has been analyzed by using six criteria that evaluate the changes in the pedagogical innovation flow: rate, capacity, reference quality assessment, density, content variability, and uniformity. The data obtained have provided the evidence of practical efficiency of pedagogical innovation logistics.
