The article gives consideration to the main trends of development of the system of higher education under conditions of economics digitization. The influence of technological revolution on the social sphere of society (education, employment) and public services has been analyzed. Characteristics have been given to the state and basic problems of development of higher education under conditions of digital economics; the main tasks and the ways of solving them in the area of focus: human resources and education of the program “Digital economics” have been enumerated. Consideration has been given to the project of the new network University of National Technical Initiative for training in professions associated with the use of advanced production technologies, intellectualization and robotization of production; its basic goals, objectives and specific features: short life cycle and network principle of functioning have been described. A concept of open educational resources – a modern social technology of training has been disclosed.

On the way to higher education In recent years, under the leadership of the President Shavkat Miromonovich Mirziyoyev, great changes have taken place in the higher education system, as well as in all areas. Consequently, the confidence of our people in this field is strengthening, and the desire of youngsters for higher education is growing from year to year. The Presidential Decree "On approval of the Concept of development of the higher education system of the Republic of Uzbekistan until 2030" states important tasks such as ‘’raising the content of higher education to a qualitatively new level, the establishment of a system of training highly qualified personnel who can make a worthy contribution to the sustainable development of the social sphere and the economy, find their place in the labor market’’.

The article substantiates the purpose, stages, content, algorithm and methods of implementation. The entry of Ukrainian higher education into the European space determines the need for specialists with integrated specialties. The purpose of the article is to investigate the purposefulness of the formation of managerial competence in future professionals in the social sphere to ensure the educational and methodological process in higher education institutions. Methodology – general industry, research, information, diagnostic, subject methodical. Thus, there is a need to modernize professional and human resources. Therefore, the issue of scientific understanding of quality training of social workers in management, i.e., leadership of small and large groups of people, their ability to be highly qualified professionals with established managerial competence. Modern approaches to understanding the process of formation of managerial competence in future professionals in the social sphere, which is determined by the focus on the object of management, taking into account its specifics and the nature of development in the socio-educational environment. Based on the analysis of scientific sources, the essence and content of the concept of "managerial competence" are revealed. The understanding of professional training as an important component of managerial competence of future specialists in the field of management is highlighted, in particular, that professional training is a set of knowledge, skills and abilities, mastery of which allows a person to work as a specialist or a skilled worker qualifications. The main purpose of the formation of managerial competence in future professionals in the social sphere is to achieve a high level of its main components and ensure the manageability of the educational and methodological process. Based on the analysis of pedagogical, methodological, philosophical research of the essence, content and structure of managerial competence in social specialists, the founders revealed as a component of professional competence of a social specialist, a dynamic integrated systemic education, which is manifested in management. In turn, management activity is the result of managerial training of a social worker to evaluate his or her professional activity. Professional training of future social professionals for management is a necessary component that requires clarification of the concept of "professional training of social professionals" in order to form managerial competence for effective performance of professional duties and opportunities for successful work in the chosen profession.

The social capital gap in education in Kuwait's public vs. private schools, including early stages to higher education, is a serious phenomenon that requires intervention. This chapter uses a qualitative approach to explore the rationales behind disadvantaged boys in public schools compared to their peers in private schools. Differences in school visits indicated a need for interventions directed toward students with unqualified teachers and a primitive educational paradigm. The chapter concludes with an alteration to the culture of human resources as well as building capabilities for improved outcomes among boys in public schools in Kuwait. Achieving these goals will require a strong education system enriched with highly qualified human resources teams and an insight to cultural circumstances.

<p>In realizing the social demand in this turbulent environment and fulfilling the social needs of higher education, the management should consider the quality of education. Therefore, this study intends to adopt the theory of Total Quality Management (TQM), which has been developed and only understood by the managers of business institutions, to be applied in higher education institutions that are responsible for improving the quality of human resources. Although the TQM concept in higher education is still in controversy, this study is expected to give contribution to the creative thought. The realization of total quality, indeed, is easier to discuss than to implement. The implementation of TQM is interesting and binding as well because it insists fundamental change and reform of the culture of traditional organization. Besides, it also insists commitment and totality that must be realized seriously. Human resources as the vital components in higher education must be paid attention and treatment as insisted by TQM requirements, that is, cross-functional cooperation, empowerment and involvement of all staffs, participative management style, availability of effective media of communication and others.</p><p> </p><p>Dalam mewujudkan permintaan sosial di lingkungan yang penuh gejolak ini dan memenuhi kebutuhan sosial pendidikan tinggi, manajemen harus memperhatikan kualitas pendidikan. Oleh karena itu, penelitian ini bertujuan untuk mengadopsi teori Total Quality Management (TQM), yang telah dikembangkan dan hanya dipahami oleh para pengelola lembaga bisnis, untuk diterapkan di institusi pendidikan tinggi yang bertanggung jawab atas peningkatan kualitas sumber daya manusia. Meski konsep TQM di perguruan tinggi masih dalam kontroversi, penelitian ini diharapkan dapat memberikan kontribusi terhadap pemikiran kreatif. Realisasi kualitas total memang lebih mudah dibahas daripada diimplementasikan. Implementasi TQM juga menarik dan mengikat karena ini menegaskan perubahan mendasar dan reformasi budaya organisasi tradisional. Selain itu, ia juga menegaskan komitmen dan totalitas yang harus diwujudkan dengan serius. Sumber daya manusia sebagai komponen vital dalam pendidikan tinggi harus diperhatikan dan diperlakukan sesuai dengan persyaratan TQM, yaitu kerjasama lintas fungsi, pemberdayaan dan keterlibatan semua staf, gaya manajemen partisipatif, tersedianya media komunikasi yang efektif dan lainnya.</p>

The article presents theoretical and experimental analysis of pedagogical and socio-psychological conditions for the effective admission process. To create a positive impact on the career guidance of Ukrainian youth, to improve the professional awareness of modern youth and to consult high school students in determining their professional areas, departmental services from education, social protection and employment services decided to work together on the development of career guidance services. Services include the implementation of steps in the direction of: improving the career guidance of students; development and wide dissemination of methodological materials for career guidance and the increase of the scope of career guidance for all educational institutions, the creation of career centers in higher education institutions; creation of a monitoring system for the employment of graduates of higher education institutions together with the Pension Fund. The areas of education reform are theoretically generalized to ensure the conditions for the discovery and development of each person’s talent, change and modify programs, choose subjects for children, create and prepare for the introduction of a senior specialized school and reform of vocational education. Effective ways for career guidance of Ukrainian youth and their awareness of their career path should become the main condition for the effective work of these mechanisms. The conducted research allowed us to obtain information that allowed us to analyze how the prestige of individual professions is formed, and how, using various social and pedagogical conditions, it is possible to promote the effectiveness of career guidance, change public opinion about the prestige of a particular profession, and strengthen or weaken it. It is stated that for the effective guidance of future specialists in the social sphere it is important to have a correct and informative-interesting filling of the site of any institution of higher education. The sections offered by the site of the institution, in the “entrant” tab, in particular, should contain as accurate and motivational theses as possible, which are substantially defined by the pedagogical and socio-psychological conditions of effective career guidance, and are relevant for the future specialist of the social sphere.

The relevance of the topic studied is due to the fact that today requires a rapid response to external challenges and one of the main measures in the state economic development regulation are fiscal mechanisms. Choosing effective options to address this issue will help to stimulate entrepreneurial activity, increase the volume of revenues to budgets of all levels and will allow to use rationally funds for the social sphere needs. It was proposed an algorithm for constructing the concept of the state economy fiscal regulation, which envisages eleven positions. This made it possible to develop a concept in this direction. It was reviewed the fiscal metamorphoses related to the introduction of digital technologies and approaches to improving the directions of their effective use in the fiscal environment.Research results. The result of the study is a clear algorithm definition for constructing the concept of the state economy fiscal regulation and the development of this concept. It was studied the metamorphoses of the fiscal environment through the processes intensification of the digital economy expansion, which makes it possible to develop recommendations for improving the regulation of the state economy through the application of fiscal mechanisms using digital technologies, which will help to increase the revenue part of the budget and contribute to a more efficient allocation of the budget funds aimed to improve the level of country's residents' social needs.
