The Ministry of Education and Science of the Russian Federation has established a score-rating system to assess the achievement quality within academic disciplines. The word "rating" is a foreign-language term, literal translation into Russian means "assessment". The second meaning of the word "rating" is a numerical measure; it characterizes performance of a student, pupil, etc., during a certain period of training, usually by the 20-point scale, or 100-point scale. This article highlights the history of formation and implementation of a score-rating system into the curriculum. Due to development of advanced technologies, there is a need for training highly qualified personnel to solve increasingly complex problems in professional activities. In our opinion, pedagogical assessment of student's knowledge in the form of score-rating system is a key role for preparing highly qualified personnel. The authors study processes of training skilled professionals in the course of academic education in technical universities of our country. In legal documents of the Ministry of Education and Science of Ukraine, there is emphasized the need to find ways to improve the level of professional knowledge, skills, abilities and new forms of training in educational establishments, which, in its turn, necessitates the transformation of training strategy. The need to respond to dangerous natural, human-made, anthropogenic, epidemiological and social factors requires highly qualified professionals ready to work in extreme conditions. Therefore, the importance of filling existing gaps in the theory and practice of vocational education determines the need for conceptual justification, development and testing of an improved pedagogical system of civil security professionals’ advanced training. The paper considers the theoretical foundations of the organization of advanced training of specialists in civil security, summarizes the main problems of professional development within the institutions and educational establishments. The content and features of their professional training in order to ensure the safety of people in emergencies is analyzed as well. It is found out that the readiness of civil security specialists to carry out their professional activities is an individual feature that includes professional motives, a set of special knowledge, skills and abilities of civil security professionals, which in integration ensure their ability to perform professional tasks and provide their further professional development. The author outlines the conceptual provisions for improving the advanced training of civil security professionals in institutions and educational establishments for the formation of positive motives for educational activities, the appropriate level of professional competence and approaching the ultimate goals of education. The content of the concept of specialists in civil security advanced training is determined (relevant methodological approaches, didactic principles, goals, objectives, pedagogical conditions are outlined as well). The purpose of forming the concept of advanced training of civil security specialists in postgraduate education should be directed towards the individual needs for personal and professional growth, as well as to meet the needs of the state in highly qualified and professional specialists capable of responsible performing of the job functions related to solving problems in order to ensure the safety of life and activities of people. The proposed conceptual framework helps identify the main components of the advanced training system for civil security professionals, resolving a number of contradictions, the main of which is the contradiction between the public demand for highly qualified professionals prepared for the challenges of modern society and the current training system which at present does not fully meet these requirements.

The vocational training in agricultural and technical High School should be provided and organized in a systematic, rational, effective ways. The integration of Ukrainian High School in European education considers the training of a universal specialist competent both in theoretical study and practical application of farming and engineering. The first attempts have already been done: dual education projects are encouraged by the Ministry of Education of Ukraine. The paper reports on teaching Physics through the implementation of profession based elements. Therefore, the aims of this paper are threefold: (1) to characterize the scientific knowledge in connecting theoretical and practical areas of study, to determine the basic characteristics according to standardized training programme future specialists in agriculture and engineering should have, (2) to develop the strategies for integrating the profession-based approach to teaching academic disciplines on the basis of the pedagogical experiment that involved 176 student-respondents and 41 teacher-respondents and (3) to create integrated curriculum, profession-based lecture samples and problem book in Physics for students majoring in Power Engineering in Agricultural Complex. The survey was carried out on the basis of the State Agrarian and Engineering University in Podillia, Lviv National Agrarian University and Nizhyn Agricultural University. To gain evidence about the effectiveness of implementation of profession-based material in Physics course in vocational training of future power engineers we used specially designed questionnaires, interviews and observation of behaviour. The results of the study proved that the use of profession-based material promotes the formation of student natural knowledge, as well as a wide range of practical skills and abilities. Providing the professional competence in training stimulates cognitive interest in t studying Physics as a science, helps to absorb material from other science disciplines, to develop their cognitive and creative abilities and to influence on the formation of persistent motifs to obtain knowledge from special disciplines.

The reasons for the need for training highly qualified personnel in the world are identified. The role of science and pedagogy in the preparation of highly qualified specialists implementing technological processes. The main issues and suggestions for their solution are proposed in the article. Skilled professionals with skills of the 21st century and their training in the modern conditions of existence of some countries. Skills of the XXI century: digital, communicative competence, creativity and high productivity of activity and their formation in the modern educational process. STEMeducation is one of the approaches that allows you to prepare children for the actively progressing development of technology and not only. The introduction of the main directions of STEM-education in Malaysia, Indonesia, the United States of America, and Ukraine is highlighted. Countries have different levels of economic development and different potentials for the development of education. But each of the certain states embodies approaches consistent with the principle of STEM-education. Examples of the implementation of STEM-education in the form of the implementation of STEM-projects in the above states are given. In Malaysia, the stage of introducing STEM-education through the implementation of integrated learning in educational institutions of the country. Indonesia introduces STEMeducation through the implementation of STEM-projects in which the integration of individual branches of science and technology is implemented. The United States is introducing targeted STEM-projects that attract professionals, teachers, and children. Ukraine introduces STEM-education through the implementation of STEM training projects or research projects that integrate several academic disciplines. The article presents, as an example, an educational STEM-project for sixth graders “Mini Weather Station”. The purpose of which is to impoverish knowledge from several academic disciplines than to show the integration of knowledge as a whole. This STEM-project allows us to identify in children a tendency to design, invent, protect nature, organizational abilities and others.

One of the main educational problems in the Russian Federation in the past ten years is to organise a practice-oriented approach. This article substantiates this problem and provides possible ways to solve it. To establish important elements of the educational program to prepare highly qualified specialists, a model of practice-oriented educational programs is developed. It represents the educational process as a set of professional objectives for professional activities development. At the same time, a strong link is established between several academic disciplines represented by interdisciplinary courses. The professional task model is described in details to form an unambiguous understanding of the algorithm of actions performed, methods and tools used, potential risks and the final result. The results obtained can be used to unify the legal documentation that accompanies the educational process, and to compile practice-oriented educational courses or study guides.

The article describes the problem of qualitative training of highly qualified specialists for the tourism industry. It presents the model of formation of professional competence of specialists. There are also the basic problems of the domestic system of training personnel for the tourism industry on programs of additional professional education. The author provides information about foreign experience of personnel training organization in tourism sphere of activity. The article is devoted to the methodology of stepwise solution of existing problems of personnel training for tourist industry in Russia. The study uses the methodology of theory of constraints system (TOC) by E. Goldratt, which is built on logical reasoning and providing answers to three main questions to the management of improving transformations: 1) what limits the development (improvement); 2) what needs to be sent to change limits, its complete elimination, expansion limiting boundaries and so on; 3) how to implement this change. The article shows the algorithm of building of logical circuits called E. Goldratt’s «current reality tree» (CRT) and «future reality tree» (FRT). Analyzing the dendrogram, the author comes to the conclusion that the greatest factor of the local tourism development is the mismatch of curricula to the needs of tourism organizations that can be solved by joint work of the educational organizations of secondary professional and higher education and additional professional education with professional unions, associations and other unions of organizations in the tourism sphere. This conclusion is reinforced by findings based on the analysis and generalization of training professionals experience in tourism business abroad. The necessity of cluster approach to the organization of training, including the cooperation of organizations of higher and additional professional education with professional tourism community is proved.

The transformation of educational space has led to the renewal of requirements for students training. The modern goal of professional education is the formation of students ' competence. In this regard, there is a need to find the most effective ways to develop students’ competence. The purpose of the article is to analyze the experience of implementing social and educational technologies as an important component of the process of professional competence development. The article is devoted to the role of social and educational technologies employed to train students of higher professional educational institutions. The authors reveal the essence of educational technologies, their capabilities and significance for potential of future graduates. Social and educational technologies in the process of professional training of students perform the following functions: corrective, diagnostic and organizational. Against the background of professional competence development, these technologies perform such tasks as the development of moral qualities, orientation to universal values, the formation of humanistic views, skills of working with a team, leadership qualities, the formation of ideas about the importance of future professional activities, planning skills, management of a group of people.Focusing on the fact that highly qualified specialists’ training, according to the requirements of the state and society, should be versatile and include not only formation of professional skills, but also high moral and personal qualities that help in effective interaction provision, the authors of the article cite a study that allows to highlight the importance of social and educational technologies. The authors reveal process of social project implementation by students which is carried out in the framework of social project technologies. The possibilities of the social project allow introducing it into the activities of students of all courses of study to develop professional competence.

The problem of staffing in innovation management is one of the main resources of the modern Russian economy. Based on the data of the Ministry of Education and Science of Russia, in-depth interviews with representatives of large companies, and government authorities, the authors attempted to identify the most relevant and popular approaches to solving the problem of staffing the venture capital industry in the corporate sector. The article defines the general vector of development of the corporate venture capital sector in Russia, analyzes the contribution of universities and large companies to the creation of a talent pool. It is concluded that universities do not cover the need for training highly qualified personnel for innovation management, while large companies are building up competencies in the field, using and using effective training tools for working with venture projects.

Introduction. Training highly qualified personnel has long been in the focus of attention of research and teaching communities. Building methodological culture among postgraduate students, or future researching teachers, is one of their important tasks. The purpose of this study is to identify the presence of methodological culture among first-year postgraduates. Methodological culture is the ability to identify problems of higher education science. Materials and methods. Didactic testing and observation were used to perform the research. Problem ranking in higher education science made it possible to identify the priority areas for postgraduate students to solve professional and educational problems. Results. A range of problems, which are, in the opinion of postgraduate students, relevant to higher education science, was identified. Problem ranking was performed, and preferences of postgraduate students (choices that underlie solutions) were revealed: teacher’s professional skills, quality of education, career guidance, choosing a career, and personal development of students. The analysis of problems can serve as the basis for enhancing the system of training highly qualified personnel. Conclusions. Some of the problems represented organizational difficulties which were subjective by nature. The problems were relevant for postgraduate students only, they had nothing to do with research. However, the emphasis on the above-mentioned difficulties revealed insufficient psychological and pedagogical training of future researching teachers, and it can be explained by their professional focus on civil engineering. Their training can be improved by updating the content of academic disciplines, included into principal professional education programs, and launching special courses compiled at the request of postgraduate students to satisfy their educational needs. It is noteworthy that individualization of training and tutoring, which are relevant both for postgraduate students and the education science, needs the efforts of the faculty, the university management team, and researchers in charge of new education practices.

In recent years, there has been an active revival of the movement of Student detachments. The authors, using the example of the Chelyabinsk Institute of Railway Transport — branch of the Ural State University of Railway Transport, share their experience in organizing student teams. Questions are raised about the potential of student detachments in solving modern problems related to the training of future specialists. By organizing student detachments in an educational institution, it is possible to carry out real practical training of students for future professional activities. Student detachments helps to establish mutually beneficial cooperation between the university and the future employer interested in obtaining highly qualified personnel for the industry. The role of construction detachments in the formation of personality and worldview of modern students, motivation of their behavior is described. The tendencies of the development of detachment life during the period of academic semesters are shown: creative festivals, sports days, intellectual contests, charity events. The work of students in the construction detachments makes it possible to prepare not only a highly qualified specialist, but also to bring up a harmonious personality. Prospects for the development of the student detachments in Russia are considered. The development and support of the student detachment movement is one of the most important vectors in modern life, it is strategically important, it educates student youth in the right direction, it is the popularization of labor as a means to ensure a reliable future for oneself, the education of patriotism.
