The author offers a conceptual foundations for modernization of the civil protection service professionals’ train-ing in higher education institutions of State Emergency Service of Ukraine through the creation of innovative information and educational environment based on the active use of new pedagogical and information and communication technologies, facilitate the formation of positive motivation of educational activities, professional orientation, emotional intensity and the importance of training in higher education institutions, updating and understanding of cadets and students of the near and final goals with th training. The developed conceptual foundations reveal the scientific and pedagogical bases of modernization of the system of professional training of future specialists of the civil protection service at the four levels: methodological, scientific-pedagogical, technological-designing and methodical. In his opinion, this will enable the formation of the appropriate level of professional competence of specialists in the civil protection service and, as a result, the high results of their professional activities.

Purpose of the study. Information and communication technologies are becoming a powerful tool for the development of electronic business. Today, the leaders in the global economic and political space are precisely those countries that have learned to determine the vector of development of information technologies and use new opportunities for their application. The development of innovative digital technologies in Russia and in the world is widely discussed in the framework of various discussion platforms. In particular, at the International Forum “The Digital Future of the Global Economy” (January 31, 2020 Almaty), digitalization of trade processes between the EAEU membercountries became one of the main topics. The annual Tech Week conference (Moscow) is becoming a traditional place for discussing the implementation of innovative technologies in business, as well as for the exchange of experience of leading Russian and world corporations in the field of electronic business. In this regard, there is a need for a comprehensive statistical assessment of the development level of electronic business of the territory.Materials and methods. The research was based on the data of the Federal State Statistics Service for 2018 for the regions of the Volga federal district, and the results of monitoring the development of the information society in the Russian Federation. As a tool for assessing the degree of digitalization of business in the regions of the Volga federal district, the graphic polygon (radar) method is used.Results. The article provides a retrospective analysis of the stages of development of electronic business in Russia. Among the characteristic features of the modern stage of its development are the mass introduction of Internet technologies and the transformation of traditional business methods. The introduction of advanced information and communication technologies contributes to greater involvement of the business sector in electronic business. In terms of the level of development of information and communication technologies (ICT Development Index), Russia ranks 45th among the countries of the world. For the period 2010 - 2018 the development of electronic business in Russia has a positive trend. According to the results of 2018, the volume of the Russian e-commerce market amounted to 1280 billion rubles, or 4.1% of the total trade turnover. According to forecast estimates, by 2023 the volume of Russian e-commerce market will grow to 8.5% of the total turnover and amount to 2780 billion rubles. An integrated assessment of the development level of electronic business was carried out according to sixteen local criteria. As a result of calculating the private and local ranks of the values of the relevant criteria, fourteen polygons of the level of development of electronic business were constructed by the number of regions of the Volga federal district. The results obtained allow us to state the existence of a high degree of heterogeneity of the regions of the Volga federal district according to the integral indicator under study. Among the leading regions in terms of electronic business development are the Republic of Tatarstan, Perm krai and Nizhny Novgorod region. Outsider regions – the Mari El Republic, the Republic of Mordovia, and the Kirov region – are characterized by a low percentage of organizations that used the capabilities of the Intranet and Extranet, the absence of special software for managing sales of goods (works, services), and limited use of software, in particular ERP, CRM and SCM systems.Conclusion. The widespread use of information and communication technologies entails the expansion of opportunities and improving the quality of coordination of business activities. We should remember that if modern business cannot quickly adapt to the new requirements of the digital economy, then it risks becoming uncompetitive. The results of the study revealed a differentiation in the development of electronic business in the regions of the Volga federal district. A similar situation is observed in most constituent entities of the Russian Federation and is due in many respects to specific reasons for each region. The timely fulfillment of the goals and objectives of digital transformations in the Russian Federation reflected in the Digital Economy of the Russian Federation Program and other regulatory documents will help to smooth out the existing imbalances.

Training teachers is an important task of modern pedagogy and requires new approaches to the organization of the educational process. The use of information and communication technologies for the purpose of forming the information competence of the future vocational teacher is an important element of the formation of his professional competence. The article describes the stages of conducting a pedagogical experiment to develop the information competence of a future teacher of vocational training in domestic higher education institutions. The organization and methodology of the experimental study are described in detail, its results are given, the methods of diagnostics are described and so on.

The article describes the creation of pedagogical conditions for the formation of professional competence of the future specialists majoring in information and communication technologies. The purpose of this article is to investigate the conditions facilitating the formation of professional competence of future specialists majoring in information and communication technologies, to create and use application software aimed at increasing the efficiency as well as the degree of automation for providing educational services. According to the purpose, the following tasks have been assigned: pedagogical conditions for the formation of the professional competence of future specialists majoring in information and communication technologies have been proposed; the complex of circumstances necessary for ensuring positive dynamics in the formation of the professional competence of future specialists majoring in information and communication technologies has been studied; some ways of improving the formation of the professional competence of future specialists majoring in information and communication technologies have been considered; the ways of raising the professional skills level (proficiency level) of higher education applicants through the development of software applications for educational purposes have been analysed; the project alongside with the software that automates and optimizes the tasks of the subjects of the educational process as well as provides an opportunity to receive relevant and timely information concerning the organization of the educational process have been elaborated; a client-centred education schedule for students of higher education institutions has been developed, taking into account the specificities of the optimal online route. The project includes the following stages: preparatory (cognitive-information), selection of days, time, audience (issues), hierarchyzation of these issues, selection of starting and ending points of the route, after which the route scheme and its optimization are developed. The development of the route scheme and the elaboration of its software are inextricably linked parallel processes. The article is devoted to the problem of improvement of methodological competence of music teachers in general secondary educational institutions through a well-thought-out system of school methodical work. The definition ofsuchconceptsas“professionalcompetenceofamusicteacher” and“methodicalcompetenceofamusicteacher” is proposed. Under the professional competence of a music teacher we understand the holistic characteristics of the personality of the specialist with the already-formed set of competencies that allow him to perform his professional functions effectively, to update and enrich his knowledge constantly, to develop new skills according to the level of science and technology, to be ready for social changes, to enjoy his professional activities. In its turn, the methodical competence of the teacher-musician is interpreted as an integral characteristic of personality, which determines the ability to solve professional problems in situations of real practical musical-educational activities, corresponds to the main types of methodical activities of music teachers and is a set of components such as orientational (professional orientation), cognitive (methodical knowledge), operational-active (methodical skills), personal (professionally significant personal qualities) and social-behavioral (experience). The functions of methodical work in the institution of general secondary education (planning, organizational, diagnostic, prognostic, modeling, corrective functions) and criteria of optimality of results of teacher’s methodical work (criterion of efficiency, criterion of rational spending time and economy, satisfaction of the teacher with the work, criterion of effective methodical work) are studied out. The characteristics of traditional and innovative methods, forms and technologies of improving the methodological competence of music teachers in general secondary education are given, which include concilium, round table, methodical ring, auction of pedagogical ideas, business game, week of pedagogical sciences, pedagogical workshop, master classes , pedagogical mosaic, creative laboratory, discussion-aquarium, debates, information and communication technologies, etc.

The article is devoted to an overview of the development and state of the digital economy of the Republic of Uzbekistan and the world as a whole. In particular, the role of information and communication technologies in enhancing the economic growth of countries and facilitating access to public services is being examined. The main components that stimulate the development of the country’s digital economy (investments in information and communication technologies and their development, digital infrastructure, e-government) are revealed. When studying the material, the methods of analysis, observation, grouping, comparison of world experience in the development of information and communication technologies, and the digitization of the economy were used. A review of the main world ratings that are significant in the development of the digital economy is carried out and the place of the Republic of Uzbekistan in the ratings is revealed, a growth trend is noted. The analysis of the prospects of digital technologies in the Republic of Uzbekistan is carried out, the special role of the documents issued by the government on the development of the digital economy, as well as the organizations created that allow making innovative proposals, is noted. Based on the results of the study of the material, recommendations were made for improving the state of the digital economy in the country and in the world as a whole. These recommendations are also reflected in the regulatory documents on regulating the digitalization of the economy of the Republic of Uzbekistan.

This article focuses on the formation of future pre-school teachers’ readiness to use the information and communication technologies (ICT) in the conditions of inclusive education and their training at universities. Authors justify the necessary of formation students’ capability in modern ICT area. In the article, using of the ICT in the conditions of inclusive education for the eldest pre-school children is identified based on the theoretical analysis of scientific literature. The article shows survey results about identifying the main reasons of the obstacles of implemention ICTs in the educational process of pre-school organizations in the Republic of Kazakhstan. The structural and content model “Formation students’ professional competence of ICT using in inclusive environment” was presented. The publication analyzes the peculiar and dynamic educational work on the discipline ‘Around the world’, studied in the first and second grades of the initial educational degree in the Republic of Bulgaria. It is a continuation of the educational field ‘Around the world’ in the kindergarten. It takes into consideration the unique conditions in the personal development of the students with their specific experience and the degree of perception and understanding of the information about the objective reality, and their orientation in natural and social phenomena. Through its pedagogical impact on the subject, the teacher takes the life experiences of the children from his state of preschool and pre-theoretical fragmentation and unsystematisation to cognitive and intellectual readiness to master the social sciences at the middle course. The teacher motivates his activity to implement IT not only for teaching, but also for consolidation as well as for reverse connection-test.Keywords: Around the world, teacher, competencies, high technologies, trained.
