The modernization of the penal system of the Russian Federation places high demands on the training of highly qualified personnel in order to optimize the penal system and its quality functioning. The exceptional complexity of employees’ activities dictates high requirements for the development of their moral and will qualities. We suggested that one of the ways to solve this problem will be to develop and implement a psychological model for the development of moral and will qualities of employees at the stage of their university training. The model is aimed at formation of professional self-awareness of employees through formation and development of spiritual and moral values, awareness of own personal and professionally important qualities, as well as motivation to improve them. The model presents step-by-step the movement from the set goal to the intended result, describes mechanisms of psychological support of the educational process: goal and tasks; principles; criteria of formation of moral and will qualities; content of activities on development of moral and will qualities; tools: forms, methods, means of development of moral and will qualities of cadets; result.

The author emphasizes that the world integration processes put forward qualitatively new require-ments to professionals. In this regard, one of the tasks of an educational process is training highly qualified personnel able to conduct business and professional communication in a foreign language. The present study substantiates the importance of foreign language skills for internal affairs officers. It is noted that possessing these skills will allow inter-nal affairs officers to solve problems in the sphere of law enforcement at an international level. The study focuses on the fact that the pedagogical efficiency of teaching foreign language professional commu-nication to police office candidates and postgradu-ate students at the Academy of Management of the Ministry of Internal Affairs of the Russian Federation is achieved due to the application of the communi-cative method and consideration of andragogical principles of foreign language education of adults.

Current affairs of modern art education are considered in this paper. Methodological approaches and possibilities for educational process updating taking into account new pedagogical technologies, and also educational process design with preservation of national traditions are analyzed. The critical task of education, integration of ethno and art culture into the contents and technology of expertdesigner training in a higher educational institution is considered. A problem related to formation of bases of the graphic competence relying on experience related to art’s historical development, as well as on academic education system preservation is discussed. Modern society needs the expert capable to professional self-development. It is this in a great measure trains a young man for life and work in the modern fast-changing society. Certainly, the search of innovative conceptual approaches providing the efficiency of educational programs assimilation on the basis of national traditions is urgent. The training of highly qualified personnel is possible on the basis of the science latest developments by means of innovative pedagogical technologies, when strengthening competitiveness, successful activity, need for graduates in the labor market.

Introduction to the problem. The relevance of the analysis of the environment of a graduate student from the position of searching for a pedagogical means of managing his formation as a highly qualified specialist is due to the multidimensional goals and objectives of postgraduate training, which are based on the conditions of real life. The purpose of the article is to identify and justify the functional and predictive model of the environment of students in graduate school as a means of scientific and scientific-pedagogical training of highly qualified personnel. The methodology of the study. Theoretical bases of the description of a model of students in graduate school made presentation on environmental design, as part of a technology of the environmental approach in education, as well as theoretical and practical experience of understanding the way of life as a condition of personality during the educational process. An important role was played by the results of the study of the use of information and communication technologies as a system-forming factor in the training of highly qualified personnel in graduate school, conducted by the author since 2017. Results and conclusion. The environment of students in graduate school is presented as an integral tool that includes the parameters of the possibility, probability and reliability of achieving an educational goal in the environment and with the help of the environment. These parameters are revealed in the course of a sequential solution of nine tasks to describe the environment of students in graduate school, based on the rules of combining parts of the environmental approach in order to realize the educational potential inherent in it. The way of life of a graduate student is considered as a condition for becoming a highly qualified specialist with scientific and scientific-pedagogical training as a result of the interaction of the student with the environment.

This article examines the evolution of priorities, main directions and conditions of the Russian Federation’s cooperation with Syria and Vietnam in the sphere of education, and it analyzes the historical experience of the cooperation between these states. The authors analyze the main tasks and areas of research for the cooperation of the Russian Federation with other states, the contextual priorities of their development, the needs of the labor market and the characteristics of the higher education systems. Particular attention is paid to a comparative study of the institutional and regulatory resources for the development of higher education systems of the countries under consideration. The authors emphasize the relationship between higher education and the national economy. The novelty of the research lies in rethinking the conceptual framework, objectives and key areas of interaction between countries that can together form the necessary basis for understanding the basic essence of cooperation between the Russian Federation and Syria and Vietnam in the field of educational policy, its state and development prospects. The authors identified features of the cooperation of the Russian Federation with Syria and Vietnam in the field of educational policy in the 2000s, which are expressed in their orientation to common priorities as expressed in international higher education documents, and the development of a consensus on the need to increase the volume of cooperation in the field of training highly qualified personnel in accordance with the requirements of the modern labor market.

The article presents the students‘ entrepreneurial competence formation approaches of higher education. The importance of students acquiring health-preserving competence in the process of education at V. N. Karazin Kharkiv National University. Educational and professional programs –―Secondary education (Biology and human health)‖ and ―Secondary education (Human health)‖ were analyzed in order to identify the specifics of the formation of health competence. The value of the foundations of the students‘ entrepreneurial competence formation who master the knowledge, skills and abilities in the basics of health for their implementation in professional activities, taking into account the requirements of Ukraine as a European state. According to the results of the study of scientific research, it has been revealed that the students‘ entrepreneurial competence formation is paid attention only in the process of education of future specialists in international economic relations, business, etc. It has been established that the study of the basics of entrepreneurial activity of students is aimed at the formation of their competencies for work in positions of managers, employees in government agencies and institutions, and so on. It was also investigated that the students‘ entrepreneurial competence formation who study the basics of health is possible if they study interdisciplinary disciplines on relevant topics, due to their own choice in this area and even in a distance format. It has been noted that the Center for e-learning of V. N. Karazin Kharkiv National University provides distance education for students and anyone wishing to gain knowledge in various fields. It was also revealed that teachers under the guidance of employees of this center create distance e-courses in the Moodle system, pass the appropriate certification of their intellectual work and manage the student education via the Internet in a comfortable environment for all participants in the educational process. As a result, it is noted that the preparation of highly qualified specialists, possessing the health and entrepreneurial competencies will ensure the preservation and strengthening the health of the population of Ukraine, promote the best realization of acquired knowledge, skills and abilities of students even in difficult conditions of future professional self-realization.

The article is devoted to the analysis of the possibilities of operative (audial and visual) memory among cadets of military educational organizations. As a result of an empirical study of the mnemonic abilities of 56 cadets of the Military University of the Ministry of Defense of the Russian Federation, it was found that the perception of information in a visual form has a greater impact on the volume and quality of the stored material than the presentation of information in an auditory form. A technique was used to present 10 words in various forms and memorize. The revealed originality of the representative mnemonic systems of operative memory of servicemen (military cadets) serves as a basis for improving the educational process, combat training and personnel management.

The article analyzes the current problems of monitoring the activities of institutions and bodies that execute criminal sentences. In accordance with the Conception of the penal system of the Russian Federation development until 2020 one of the most important activities of the penal system is to create the necessary conditions for monitoring the activities of institutions and bodies that execute sentences. For this purpose it is required to ensure transparency in the activities of the penal system on the basis of wide involvement of civil society institutions in the process of execution of criminal sentences. The need for public control is also indicated by international regulations on the treatment of prisoners, primarily the Standard Minimum Rules for the Treatment of Prisoners and the European Prison Rules. At the same time at present the problems of public control are not sufficiently developed, in particular, the limits of the controlling influence on the penitentiary system by the public are not defined, there is no specific list of subjects of public control in this area, their powers are not defined. Based on the analysis of international regulatory legal acts Russian legislation, the activities of correctional institutions in the field of public control over the activities of institutions and bodies that execute sentences, the authors have prepared a number of recommendations to improve the current legislation and practice of its application. The article focuses on the need to carry out inspections by organizations that are not dependent on the prison system. For this purpose it is proposed to involve various public organizations, including non-governmental, as well as ombudsmen for human rights, for the rights of the child. It is important to expand cooperation with the media. The results of the article can be used in the educational process in the study of legal disciplines as well as for further researches in this area.

The article analyzes the current problems of legal regulation and the application of incentives and penalties for convicts serving sentences of imprisonment. The scientific work contains a historical content analysis of the current systems of measures of incentives and penalties in different periods of the historical development of society and the penal system of the Russian Federation. Based on the conducted empirical research among 20 employees - detachment commanders from 13 regions of Russia, undergoing advanced training the program «Organization of educational work» in the Vologda Institute of Law and Economics of the Federal Penal Service of Russia, the authors of the article prepared a number of recommendations and suggestions for improving the current legislation and its application in this area. The article draws attention to the exclusion of ineffective incentives from the penal legislation of the Russian Federation, in particular, the award of a gift and a cash prize. Proposals were made to expand the list of incentive measures to ensure the differentiation and individualization of the sentence of imprisonment. The authors made proposals to improve the penalties applied to those sentenced to imprisonment: to increase the size of the disciplinary penalty, taking into account inflation, not to include the convicted person in a punishment cell and a single chamber type in the general term of serving a sentence, to add the list of penalties. In addition, the article deals with the problems of recognizing a convict as a malicious violator of the established order of punishment. The results of the study can be used in the educational process in the study of legal disciplines, in the law enforcement practice of employees of the penal system of the Russian Federation, as well as for further research in this area.

The article describes the targeted admission in the system of higher agricultural education in Russia as an institutional mechanism for the reproduction of the personnel potential of the country’s agro-industrial complex. The problem of reproduction of specialists in the agrarian sector has a deep contradiction and is characteristic not only for Russia or its individual regions, but at the global level. The empirical part of the study was carried out by the method of statistical analysis of data on the quality of targeted admission in the system of higher agricultural education in Russia in 2020. The article contains the characteristic of targeted admission in the system of agricultural education as an institutional mechanism for the reproduction of the personnel potential of the industry: all agricultural universities comply with the requirements of the legislation of the Russian Federation, carrying out the admission of applicants for targeted training; customers are local authorities, state authorities of the regions, state enterprises; employers are mainly business entities of the agro-industrial complex; for the period 2018-2020 the admission of applicants to targeted training in agricultural universities decreased by 37.4% due to the reduction in the targeted figures for general admission and low interest of applicants; for training programs for highly qualified personnel, the quotas for the study period were filled from 12.5% to 22.5%. Conclusion: the targeted method in the system of higher agricultural education of the Russian Federation as an institutional mechanism does not fulfil the assigned tasks and requires improvement.
