The debate over the relationship of population and development is now more than 200 years old, starting with the treatise on population by Malthus, in 1798. The increase in population, ever since, has remained a matter of concern for economists and development planners. The most recent high point of the issue was witnessed at Cairo in September, 1994. The conference which was attended by more than 10,000 persons from all over the world ended with an agreement on the issues involved in the growth of population and the economy. The outcome was a Plan of Action for the next twenty years, which would concentrate on Reproductive Health in order to obtain, “a state of complete physical, mental and social wellbeing, and not merely the absence of disease or infirmity in all matters relating to the reproductive system and its functions and process”. This can be a turn-around in global efforts for human health and welfare, if properly implemented.

Abstract This article discusses the development of a rabbinic tradition that draws on verses from Samuel’s speech dealing with the authority of leaders (1 Sam 12:6–11) against the backdrop of rabbinic political circumstances. In its earliest manifestations, this tradition is integrated into a story describing one of the confrontations concerning the determination of the Jewish calendar. These confrontations occurred in the Beit Midrash in Yavne under the leadership of Rabban Gamliel. The article traces the changes the confrontation underwent during the transitions between the different literary genres and suggests that these changes were influenced by the character of the social tension that existed when each genre was redacted. This article deals with the question of authority, power, and leadership in Palestine in the period of the Sages.

The article examines the state and current trends in the social development of the village as a determinant of the mechanism for managing its economic development. His main problems were identified, including those related to demographic processes, migration, availability of jobs, welfare, accessibility to social infrastructure services. The necessity of elaboration and implementation of an innovative model of social development of the village is proved, which implies application of an integrated approach to the solution of existing problems and demands the implementation of transformations in the system and structure of the mechanisms of state regulation by this process both at the central and local levels. Strategic directions concerning overcoming of negative tendencies of social development of village in the context of formation of innovative economy are systematized. In our opinion, strategic directions of further social development of the village should be as following: Not only the creation of new jobs, but places that are especially attractive to young people. Among the latter, there may be rural green, ecological and agro-tourism, the development of which contributes to the creation of new jobs, the preservation of ecological balance, and the restoration of natural and social resources. After all, in order to provide these types of tourism, it is necessary to build a boarding house, a micro-hotel for tourists in a village, which means to activate the construction industry, retail trade, and service life. The formation of the public opinion on the importance and prestige of agrarian labour by guaranteeing an effective system of its social motivation and protection. The comprehensive assistance to the restoration and further development of the social infrastructure of the village, in particular such important areas as: cultural and domestic services, medical care, construction of well-organized and equipped housing. The overcoming of disproportions at the level of service of rural residents. It should be promoted by increasing the solvent demand of the population for social humanitarian services, which necessitates the expansion of the industrial segment of the economy in the village. The enhancement of authorities’ power and the capacity of communities to carry out the process of controlling and stimulating rational resource use in agricultural enterprises of all forms of ownership, attracting investment in the industrial, social and environmental spheres of rural territories. That is, new technologies, new non-standard forms of management, new approaches to the organization of local income distribution and social services must come from the city to the village. The observance of the minimum funding for rural development (at least 1% of GDP). The creation of the fund for support of the social development of the village at the expense of deductions of economic entities of all forms of the ownership in the amount of 1.5% of their income. The introduction of preferential taxation for newly created enterprises in the village in the case of the innovative nature of their production activities, provision of socially necessary services or the implementation of infrastructural provision of these territories, etc.

Ian Morris,

A tanulmányt Z. Karvalics László bevezetésével közöljük. --- The civilization path of information technology: measurement and classification Ian Morris defines social development as “social groups’ abilities to master their physical and intellectual environments and get things done in the world”. From this approach, “social development is - in principle - something we can measure and compare through time and space”. The Social Development Index of Morris is based on the quantifiable attributes of four pillars: energy capture, social organization, information technology, war-making capacity, comparing the numbers of the West and the East. We have translated and published the information technology chapter of his book with Laszlo Z. Karvalics’ introduction to support the re-evaluation of the role and mission of information technology throughout the ages from a special point of view: to facilitate the ability to act effectively.

If Pandemic has had an impact on any business it’s primarily a tourism business. Other businesses have a very close relation with this business and therefore they have been affected as well. As you know, the world travel and tourism market is expected to have lost more than 75.2 million jobs by 2020. According to the UNWTO, small and medium-sized enterprises were most affected. Their share in the tourism sector is 80%. Coronavirus will have a special impact on the countries whose economy accounts for a large share of tourism and whose economic growth is largely due to the tourism sector, and Georgia is also among them. According to the Georgian government, Georgia will develop the tourism sector in the near future, of course, in compliance with the safety standard and taking into account the recommendations. Tourism is the sector that has received the hardest and first blow due to the crisis and which, in addition to being one of the most important driving forces of the country's economy in recent years, the sector has a competitive advantage that can contribute to the economic development of Georgia in the post-crisis pandemic economy. Tourism is one of the largest spheres in the world, and its development is conditioned by the safe environment of the country, economic and political stability. It creates jobs and helps increase incomes for the population. International tourism contributes to the inflow of foreign currency into the country and affects the social and cultural environment of the country. That is why it is important to bring the tourism business out of the crisis.

To overcome the manifestations of structural imbalance and incomparable disparities between accumulation and consumption, between income and expenditure at the macro and micro levels, etc. the rise of public administration should focus on the restoration of economy’s indicators to pre-crisis levels as soon as possible. In the period of strengthening the resilience and recovery of the world economy after the crisis of COVID-19, coordination at the supranational level of management, organization and entrepreneurship efforts aimed at counteracting the destabilization threats will be extremely important. To this end, we have identified the recognized factors of destabilization of the world economy, substantiated the priority areas for counteracting the threats to equilibrium in the modern space of business activity, which are becoming critical for the recovery of Ukraine's economy. The following methods were used for this: space-time situational analysis and synthesis; comparison of the dynamics of statistical macroeconomic indicators; abstract-logical, systematic approach in the implementation of theoretical generalizations, substantiation of determinants and laying down of research conclusions. In order to implement the tasks of sustainable expanded reproduction of the national reproductive production potential, counteraction to the factors of market equilibrium disturbance should be carried out mostly in a preventive regime against the phenomena of stagnation, depression, etc. It is necessary to adhere to the rules of compliance with the principles of sustainable development in accordance with the social and humanitarian goals of humanity approved by the world community and ways to achieve them. When developing certain levels of strength and the degree of adaptability of quarantine restrictions in Ukraine, it is necessary to focus on the best world practices. The long-term priorities of the national economy are: ensuring the security of the country; stimulating the development of innovation and foreign trade, which requires an increase in tax revenues to the budget; investment attraction; creation of new jobs and maximum support for all forms of entrepreneurship.
