Indonesia has a huge population over 270 million people. The Republic of Indonesia is the largest Muslim state in the world. Its steady economic growth faces a deep challenge due to the COVID-19 pandemic. Indonesian education and medicine systems are insufficient whereas the country nowadays has no high-tech or knowledge-intensive technologies. Indonesia looks a bit marginal facing current challenges, especially in comparison with the developed countries. The poverty rate is high in Indonesia. The country also faces a rise of radical Muslim communities. The COVID-19 pandemic does help the Indonesian military to strengthen again. Many challenges — demographic, economic, social, political and cultural — imply that any Indonesian government has to maneuver between the Armed Forces, Muslim groups, and the poor.

The active globalization of the modern world is causing ever more severe challenges to national economies. Economies that adequately and timely respond to these challenges form the core of the world economic system. The only real opportunity to overcome the prevailing negative trend is the creation of an innovative economy with powerful internal sources of development that allow maintaining (at least) and strengthening (as a norm) the competitiveness of the Russian economy in the context of the rapid development of the rest of the world. The key manifestation of the formation of a new type of economy was the acceleration of the rate of investment in intangible assets and the creation of conditions for the constant reproduction of knowledge and its implementation in new high-tech products and services.

Globalization and the integration of the world economy have further exacerbated competition in the market for high-tech products. The article reveals the concepts of innovative development and digital economy and defines their categorical correlation. The main modern trends in the development of the world economy in the context of globalization are highlighted, which implies that the digital transformation of national economies is becoming a key factor for sustainable economic growth, allowing to ensure strong competitive positions in the global space. Expert assessments of cross-country ratings in terms of the global competitiveness and innovativeness of the national economy demonstrate that the leading role in the development of the world economy belongs to the developed and rapidly developing countries at the top of these ratings. However, the leading positions some countries in the ratings are not the result of simple evolution of economic development, but a purposeful strategy of innovative development implemented through a set of public policy measures. The analysis of the state innovation policy of the USA, EU countries, Sweden and Norway, which occupy leading positions in the Digital Economy and Society Index (I-DESI) rating, made it possible to identify the main directions of economic growth that are important to consider in the Russian state policy of digitalization. As part of the study of the current state of the Russian digital transformation, the achieved success is highlighted and the constraints are identified, the elimination of which will determine the success of the development of digital technologies and their implementation in government bodies, public organizations and business structures. The successful result of Russian digitalization is the adoption of a strategic document (National Program "Digital Economy of the Russian Federation"), which defines the goals and institutional conditions for its implementation for all subjects of the national economy. Critical analysis of national programs helped to highlight some of the contained flaws, including the lack of: - economic objectives that concern system development of national industry 4.0 and the withdrawal of Russian digital technologies on global markets;- the indicative indicators of the pace of development of e-Commerce, the share of high-tech jobs in the total employment structure, growth of high-tech exports, and others; incentive mechanism for businesses to transition on the numbers; - ways to increase investment in research and development. In addition, the need for its adjustment is due to the selected seven limiting factors of Russian digitalization, which demonstrate the low efficiency of the national program in the transition from the stage of formation to the stage of development of the digital economy in Russia.

The issue of the correlation of local and global is one of the main problem in comprehending the development prospects of modern society. The directions of development of the world economy are quite controversial and combine two components that reflect its glocalization, that is, the result of the transformation of economic relations of various types, levels and forms. The subject of this research is the evolution of the innovative development of entrepreneurship in the context of globalization and localization. The purpose of the article is to study and clarify the essential understanding of the concept of “glocalization” and the development of the theoretical foundations of the formation of a new scenario of economic development, taking into account the trends of the digital economy. Objective: to study the etymology of the concept of glocalization and to carry out a historical excursion into the process of its diffusion; to form an idea of the complementarity of the globalization of competition and the localization of sources of competitive advantage; identify the main criteria for the formation of an effective innovation environment; argumentation of the need to create a new scenario of economic development, taking into account the trends of glocalization in the digital economy. General scientific methods of analysis and synthesis are used. The following results were obtained: it was proved that the imposition of technological and integration processes taking place in modern society require clarification of the features of innovative development. Integration of the Ukrainian economy into the global economic space requires the creation of conditions for high-tech production and innovation. Conclusions: economic and political events of recent years have substantiated the increasing relevance of glocalization and fragmentation studies. It is necessary to create a new scenario of economic development, namely, an innovative type of development. Updating the technological base of production, digitalizing the economy and building up intellectual capital is the basis of the innovative development of the economy.

The article analyses the main trends in the world economy through the prism of the current global financial and credit system. Various forecasts for the development of the world economy were assessed and noted that they do not correspond to real trends and patterns. These forecasts cannot assess the conceptual principles of the structure of the financial and credit base of the economy. Such forecasting is carried out on the principles of the achieved indicators and the developed methods of estimation of disturbances in the financial markets. The specificity of the state of the debt market is indicated, which allows to develop the economy only by increasing the total debt obligations, which leads to a complete loss of profitability of debt securities. It is proved that no defaults and debt write-offs do not renew the economy; these instruments only restart the mechanism of holding the debt market. Such development is a direct consequence of liberal regulation and a departure from the full functions of money, which leads to a conceptual change in the paradigm of the financial system. The limitations of the dominant concept of the financial and credit system, which was based on the basic foundations of the Bretton Woods Conference, were revealed. Criteria for financial regulation of a market economy have been identified and substantiated, which have exhausted their effectiveness and do not guarantee an early effect, but are only immediate. It is noted that the global pandemic and financial infusions to overcome it are a tool for accumulating total debt in the long run. The primary measures for debt restructuring are indicated, namely the support of low-debt fundamental companies that will meet the objective basic needs of innovative companies. Factors of economic development are explained: growth of economic productivity, short-term and long-term credit cycles and political component. It is indicated that productivity determines the priority of society's development in the long run, and the element of its implementation is knowledge in the absence of political dictate, which will form a new financial and credit mechanism. High-tech knowledge is needed to ensure productivity development, so investing in education and knowledge without different dogmas can bring the world economy to a new level of efficiency.
