The purpose of the study is to determine the need to study the ethnocultural trend in national education, its place at the state level, especially as a national-regional component. The author of the article substantiates the reasons and patterns of development of the ethnocultural trend of education in Russia as a multinational country and substantiates its role in formation of national unity due to inclusion of the ethnopedagogical component of training the future school teachers and university teachers in the educational environment. The scientific novelty of the study lies in the contrastive analysis of modern statistics of demographic data, the national composition of the Russian Federation; legislative acts stimulating development of ethnocultural trends in Russia; description of the nationalregional component as a fundamental element in the education system of the Republic of Karelia, clarification of the similarities and differences between the terms “ethnocultural competence” and “ethnopedagogical competence”. As a result, the practical experience of the flagship university of Karelia - Petrozavodsk State University - is presented as an organization that forms the ethnopedagogical competence of students and a leading platform that implements the principles of ethnocultural education in the system of education and upbringing in the region, indicating examples of ways to develop the ethnocultural trend of education in Russia.

In the article, the authors consider the main reasons and value motivations of migrants from Moldova to the Russian Federation and European Union countries. It is noted that today in the world, countries are classified into two types: «peripheral states», with an undeveloped economy and culture, to which the Republic of Moldova belongs, and «leading states» or countries where migrants try to move. Among the main causes of migration, the authors highlight such problems in the country as poverty, lack of jobs in the country of origin of migrants, unstable political situation and corruption at the state level, the desire to improve the quality and standard of living, the will of migrants to move to their relatives or to study in another country. The values of people directly depend of the economy of the country in which they live. Only when they gain material wealth, migrants begin to think about spiritual values.

The article analyzes the practical experience of the participation of the authors of the article in the development and implementation of the republican program for the implementation of the state cultural policy in the Republic of Dagestan. In terms of methodology, the analysis is based on the concept of regional cultural policy previously developed for this program in this subject of the Russian Federation (RF). It takes into account the most important provisions of the approved presidential "Fundamentals of the State Cultural Policy" in 2014, the government "Strategies of the State Cultural Policy for the period until 2030" in 2016, as well as other documents of strategic planning and programming of culture in the Russian Federation. The study showed that these documents require a significant update of the main components of cultural development programs in the regions of the Russian Federation. In this connection, the greatest attention is paid to the authors of the new goals and objectives of the state cultural policy in the constituent entities of the Russian Federation, as well as indicators (indicators) of evaluating the effectiveness of implementing regional programs in general, the effectiveness of achieving goals and solving problems in its main areas (sub-programs), in particular.

This article discusses the features of international relations in Inner Asia through the prism of the Russian-Mongolian relationship. The specifics of contemporary bilateral relationships is determined by the nature of mutual influence in the economic, political and humanitarian spheres. The aim of this research is to analyze Mongolian implementation of the concept of ‘soft power’ in relation to the regions of Russia, which are culturally and historically defined as a ‘Mongolian world’. It was revealed that the foreign policy of Mongolia in relation to Russian regions such as the Republic of Buryatia, Republic of Tuva, Irkutsk and Trans-Baikal regions is being implemented in several directions. The first one is daily trade and economic contacts between Russian and Mongolian citizens. The second direction is represented by ethno-cultural holidays and festivals, within the framework of which the Mongolian language and traditions are promoted. The existing demand for the preservation and development of national cultures and languages of the indigenous peoples of Russia creates conditions for stimulating interest in all Mongolian language, literature, clothing, cuisine, cultural and sports events. Finally, Mongolia's success in fighting the pandemic during 2020 and its humanitarian assistance to the Russian regions affected by Coronavirus are also tools of ‘soft power’. The result of this policy is the spread of Mongolian influence in the border regions of the Russian Federation. In this regard, Moscow should also pay certain attention to these processes when building a strategy of bilateral relations at state level.

The article examines the origins and philosophy of the development of sociology at the Belarusian State University (BSU), which has accumulated the wisdom and socio-political thought of Belarusian thinkers of the past, absorbed the research experience of previous generations. Since the beginning of the work of BSU in 1921, the Department of Sociology and Primitive Culture was created (S.Z. Katzenbogen). The course in genetic sociology, which was taught by Professor S.Z. Katzenbogen, to a greater extent resembled a kind of fusion of philosophical and sociological thought and primitive history, was unlike modern ideas about sociological science. This period did not last long. Soon repressions broke out, the Great Patriotic War, and the post-war reconstruction took place, which significantly delayed the development of sociology as an independent science. All this time, sociology functioned in the bosom of philosophical knowledge, where the convergence of meanings and meaningful mutual enrichment took place, the difficult process of accumulating theoretical, methodological and practical experience was going on. The rticle highlights the key role of BSU in institutionalization, development of sociological science and education in Belarus. The leader of the revival of sociology at BSU was Professor G.P. Davidyuk (1923–2020). Following the example of the Belarusian State University, in the 1960s–1970s, sociological structures were created in all the leading universities of the republic; the work of the applied sociology sector of BSU contributed to the development of factory sociology. In 1989, a sociological department and a department of sociology were opened, at the end of 1996, the Center for Sociological and Political Research was established. Since 1997, the scientific and theoretical Journal of BSU. Sociology, and in 2000 the Belarusian Sociological Society began to function, a branch of the Department of Sociology of the Belarusian State University was opened at the Institute of Sociology of the National Academy of Sciences of Belarus. The traditions of previous generations, laid down by the leaders of the Belarusian sociological school, are gradually being transformed, taking into account the development of scientific, technological and informational and communicative progress, revising curricula and training programs for modern sociologists.

the research uses some methods for determining materials, strictly applying the current standards and requirements of the Russian Federation. The degree of scientific development of this research is that specialists of the Department of Engineering Physics and Materials Physics of Engineering Faculty of Bashkir State University and the laboratory of JSC "Ceramics" of the Republic of Bashkortostan conducted research in the field of ceramic materials science for construction purposes. The methodological basis of the research is based on well-known methods of studying the structure of clay raw materials suitable for the production of construction products, with the choice of a stable light range of products and eliminates cracking in the technological process of brick production. The correct composition leads to a reduction in energy consumption without compromising the physical and mechanical characteristics of products.

The article describes the main provisions of the report of the rector of Russian State University of Tourism and Service, A. A. Fedulin on the Fourth Russian-Armenian interregional forum. The article reveals the vision of prospects of development of tourist infrastructure as promising areas of cooperation between the Russian Federation and the Republic of Armenia. Tourism is a tool for exploring historical, cultural and spiritual heritage of the Republic of Armenia, which awaken high tourist interest. Tourism is an integral element of Russian-Armenian trade-economic and humanitarian cooperation. The author proposes solutions for the strengthening tourist exchanges between the countries and takes into account the current social and economic conditions and development trends of tourist flow. Also he makes the proposals to build a unified tourism space between the Russian Federation and the Republic of Armenia in the framework of the provisions of the strategy of development of cooperation of States-participants of CIS in the field of tourism for the period up to 2020. There are presented perspectives of expansion of the tourist flow of Russians in the Republic of Armenia in the result of the work on simplification of tourist formalities. The author gives the estimation of the factors limiting accessibility of the tourist product of the Republic of Armenia. As the result, there are proposals on integration in tourism information space of Russia and the promotion of tourism potential of the Republic of Armenia. In this regard, he makes the hypothesis about expediency of use of various channels and ways to increase awareness of tourism products and brands of the Republic of Armenia in Russia. Based on the experience of scientific-research developments of the University, the author shows the possible areas of cooperation, including conducting joint projects on development of tourist complex of the Republic of Armenia, as well as in the field of training and retraining of personnel for tourist industry and infrastructure.

The object of this research is the immovable cultural heritage. The subject of this research is the activity of the local self-government for the conservation, use, and popularization of cultural heritage sites owned by the municipalities, located in their territories, as well as state protection of cultural heritage sites of local (municipal) significance. Such authority is set in by the Federal Law “On Cultural Heritage Sites (Historical and Cultural Monuments) of the Peoples of the Russian Federation” and the Federal Law No.131-FZ “On General Principles of the Organization of Local Self-Government in the Russian Federation). Leaning on the experience of the colleagues and analysis of the activity of Ufa City Municipal District Administration  of the Republic of Bashkortostan, positive and negative results obtained in the course of exercising the authority granted by the legislation in this sphere, the author acknowledges the need for a more integrated approach towards conservation of immovable cultural heritage of the local (municipal) significance; it includes the stage of its identification, and registration (with the municipal authorities), as well as organization of their rational use, such as leasing, privatization, etc. The article provides a number of recommendations, which are based on the practical experience and comprehension of theoretical material.

The article describes the history of research on Baltic languages in Moscow from the second half of the 19th century, when the Lithuanian language began to be taught at Moscow University. At different times, the Moscow State University, the Institute of Slavic Studies of the Russian Academy of Sciences, the “Baltrušaitis House” at the Embassy of the Republic of Lithuania in the Russian Federation, and the Institute of Linguistics of the Russian Academy of Sciences were the centers of research on Baltic studies in Moscow. The article describes the main directions in development of Balto-Slavic studies in Moscow, gives the names of prominent scholars in this field and provides a bibliography of the major publications.

Corporations of attorneys-at-law (in Russian this term is a synonym to advocate and similar to lawyer; it means a legal professional who passed qualification exam and obtained special status of a lawyer) in the Russian Federation and the Republic of Korea passed complicated historical way and now have many common and even universal features, though circumstances of their forming were completely different. In both Russia and Korea lawyers are members of one of the most significant civil society institutions, which protect rights of their citizens, seeking legal advice or receiving such advice by other means (for example, when a lawyer was designated by investigator in the Russian Federation). Attorneys-at-law face challenges in their qualification and practical experience. Candidates for the status must pass a special test (the qualification exam), but there are some exceptions. One of the important differences is Korean law on the bar and lawyer activities regulated by the Russian legislation. If in Russia every candidate for lawyer's status must pass qualification exam without any exceptions in terms of experience and previous employment, in the Republic of Korea former prosecutors and judges have privileged position and are exempted from the examination as appropriate level of their qualification is presumed. At the same time, in the Russian Federation a candidate for lawyer's status is a priori jurist what means that he must have higher education in the field of law, while in the Republic of Korea access to the attorneys corporation in open to everyone regardless of the level and profile of education. However, non-jurist candidates must pass a bar exam. This article provides a comparativelegal analysis of the development and modern regulation of the legal status of a lawyer in the legislation of the Russian Federation and the Republic of Korea, examines both the differences of the legislation of the named countries, as well as common features. Besides this study is one of the first in the Russian legal science with reference to the Korean bar.

The article refers to such a document as the "Millennium Declaration", formulated by the UN and the Millennium development goals (MDGs) included in this document. The effectiveness of this document for 2000 to 2015 and developing countries UN Conference new programs - sdgs, included in the document "transformation of our world: an agenda for sustainable development in the years up to 2030". Creating own programs aimed at achieving the sdgs of all countries without exception. The significance of this document for the world and the planet as a whole, and the need to implement the SDG program for each country in the interests of the current and future generations. Adaptation of the SDG program in countries such as Germany, Switzerland, great Britain, and Norway. As well as the rating of countries for the implementation of the SDG program published in early 2018 by the world organization SDSN together with Bertelsmann Stiftung, in which the Russian Federation ranks 62nd, and the Republic of Belarus is the leader in the EEU, taking 21 places. Problematic aspects in Russia, as a result of which the sdgs are not achievable and the country does not have its own programs at the state level aimed at their implementation.
