Abstract As of today, the problem of the lack of non-destructive methods for assessing the state and determining the residual life of the insulation of electrical cables is relevant for cable lines in operation, and especially for lines that have exhausted their service life. The research presented in the framework of this article is aimed at creating a non-destructive technique for assessing the state and residual life of electrical cables insulation. The study was carried out using computer simulation methods and using the basic theoretical laws of physics and electrical engineering. A method for assessing the condition and residual life of electrical cable insulation has been developed, which is based on the analysis of the discharge time of the cable capacity. The applicability of the method is determined, instructions are given on its applicability and the analysis of the output data. The obtained results can be used by power grid companies and industrial enterprises to analyze the state of the insulation of electrical cables.

The thermal impact of cable power lines and structural materials of cables on the environment has been considered. A quantitative evaluation of the thermal impact of electrical cables with cross-linked polyethylene insulation on the environment was carried out using the Elcut program. Analysis of the temperature field near the loaded cable line of 10 kV demonstrated high values of soil temperature that negatively affects its redox potential and living organisms. To evaluate the environmental impact of electrical cable materials, an approach has been developed that takes into account not only the toxicity of the materials but also their volumetric content in the cable. Cable lines with cables with traditional paper-oil insulation cause more damage to the environment than cable lines with cables, insulated with crosslinked polyethylene. The environment, in turn, also has an impact on the electrical cables: the values of long-term permissible load currents depend on the ambient temperature (when laying cables in the open air, in an earthen trench or in cable rooms). The impact of solar radiation on the thermal conditions of the electric cable is estimated. A comparative analysis of the complex environmental impact of electric cables with traditional insulation and insulation of crosslinked polyethylene demonstrated that unarmored cable with crosslinked polyethylene insulation at a voltage of 10 kV (regardless of the type of its shell) causes less damage to the environment than the same traditional cable throughout the considered temperature range on their surfaces.

The paper presents the analysis of the data received from the survey of heads of industrial enterprises and also experts-researchers in 2003-2004. The data describe the economic state of enterprises and their position in competitive, administrative, intermediary, financial etc. environment. The assumption of essential heterogeneity of the set of industrial enterprises, including enterprises of the same sector or the same territorial formation is confirmed. It is shown that Russian industrial enterprises as a rule do not feel influence of the stock market situation while the condition of the currency market influences the majority of enterprises. The sensitivity of enterprises depends on their economic situation: the better is the state, the stronger is the influence. Weak influence of the investment and administrative environment on the state of enterprises and negative influence of the activity of intermediary organizations are registered. More than 2/3 of the respondents consider important strengthening of the responsibility of large proprietors for inefficient activity of their enterprises. Lack of the strategic approach in the activity of authorities of all levels is ascertained and the necessity of development and realization of industrial policy at all administrative levels, including the municipal one, is shown.

Subject. The military-industrial complex is one of the core industries in any economy. It ensures both the economic and global security of the State. However, the economic security of MIC enterprises strongly depends on the State and other stakeholders. Objectives. We examine key factors of corporate culture in terms of theoretical and practical aspects. The article identifies the best implementation of corporate culture that has a positive effect on the corporate security in the MIC of the USA, the United Kingdom, the European Union, Japan ans China. Methods. The study employs dialectical method of research, combines the historical and logic unity, structural analysis, traditional techniques of economic analysis and synthesis. Results. We performed the comparative analysis of corporate culture models and examined how they are used by the MIC corporations with respect to international distinctions. Conclusions and Relevance. The State is the main stakeholder of the MIC corporations, since it acts as the core customer represented by the military department. It regulates and controls operations. The State is often a major shareholder of such corporations. Employees are also important stakeholders. Hence, trying to satisfy stakeholders' needs by developing the corporate culture, corporations mitigate their key risks and enhance their corporate security.

Subject. The article focuses on contemporary trends in the industrial and socio-economic development of Russia during the technological transformation of its sectors. Objectives. The study is an attempt to analyze what opportunities and difficulties may arise for the development of the industrial sectors in Russia. We also examine the dynamics of key development indicators of the industrial sectors, point out inhibitors of their competitiveness. Methods. The methodological framework comprises general methods of systems, structural-functional and comprehensive approaches to analyzing economic phenomena. We applied graphic, economic-statistical methods of research, conventional methods of grouping, comparison and generalization, and the logic, systems and statistical analysis. Results. We display how industrial sectors develop over time by type of economic activities. The article provides the rationale for structural rearrangements and further innovation-driven development of the industries. We display that the Russian industries technologically depend om imported production technologies. We substantiate the renewal of assets and technologies at industrial enterprises, and retain and develop human capital. Conclusions and Relevance. Primarily, the Russian economy should be digitalized as a source of the long-term economic growth. Notably, industrial enterprises should replace their linear production method with that of the circular economy and implement resource-saving innovative technologies. The State evidently acts as the leading driver of technological retrofitting of the industrial sector. If the State holds the reasonable and appropriate industrial policy at the federal and regional levels and configure its tools to ensure the modern approach to developing the industries in a competitive fashion, the industrial complex will successfully transform into the innovative economy.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."

Separation of the influence of various factors on the strength of the material and control parameters is the basis for increasing the diagnostic efficiency. The article describes methods for assessing the state of pressure vessels, features of their damage under conditions of hydrogen absorption, presents data from acoustic emission and ultrasonic testing, compares them, sets out an approach to non-destructive assessment of the strength state of technical objects, based on a multilevel model of time dependences of acoustic emission parameters (AE), the kinetic concept of strength, micromechanics of fracture of discrete media, their relationship with the resource, parameters of fatigue curves and characteristics of the material structure, the problems of the influence of strength and metrological heterogeneity on the information content of control, the sequence of assessing the indicators of the strength state and resource of vessels, the model of strength and metrological heterogeneity of the AE are presented control, explaining the maximum activity of AE during tests in the first periods of operation, a methodology for assessing the strength state of pressure vessels is presented. Demonstration of the effectiveness of the technique is shown as an example of AE testing of an absorber for purifying hydrogen sulfide with a monoethanolamine solution by predicting the resource of its components and comparing the prediction results with the coordinate-altitude level of the adsorber belt, which correlates with the average internal hydrostatic stresses. Approbation of the approach has shown its versatility on the example of effective application for objects with defects of both fatigue and chemical origin under conditions of hydrogenation. Using the example of assessing the state of the most damaged lower belt, it is shown that an increase in the AE activity during hydrogenation of the material occurs mainly due to the growth of the acoustically active volume of the controlled zone, which is not unambiguously associated with the resource, and therefore the activity and energy intensity of the AE should not be considered sufficient a sign of the danger of a defect formed under the influence of hydrogen-containing media.

Abstract The relevance of the study is conditioned by the need to determine the state and residual life duration of high-voltage cable lines to identify faulty and maintainable cables. The aim of the article is to determine a reliable scientifically grounded criterion for assessment of insulation characteristics of the cables in use and to perform a comparative analysis of the results obtained by the traditional method of diagnosing insulation with the results of a new method of assessment by the return voltage. In this regard, the article deals with the issues related to the testing of cables having oil-impregnated paper insulation, as well as with the issue of switching from planned replacement of cables to assessment of their actual state and period of residual life. The authors propose to use the method of examining the cables by the return voltage using the device for testing electrical insulation “UDEI-1” developed at the department of Electrification and Automation of the Nizhny Novgorod State University of Engineering and Economics. The article presents the results of measuring the return voltage of three cables that operated under different conditions. The cables had different technical state. The analysis of the estimation of the residual life of cables by the return voltage was carried out using such criteria as the PIRV polarization index, the LIRV electrical conductivity index, and the P-factor. The P-factor is the physical criterion demonstrating the aging of paper-oil insulation by the shape of the return voltage curve. It represents such characteristics of insulation aging as moistening. To compare the results of testing the cables by the return voltage with the conventional methods of diagnostics and to determine the actual technical condition of power cables, the authors applied the method of spatiotemporal reflectometry and the method of measuring insulation resistance with the determination of such indicators of state as insulation resistance normalized per one kilometer, absorption coefficient, and polarization index. The results of this article confirm that the return voltage gives a qualitative assessment of the state and degree of aging of cables with impregnated paper insulation. The authors proposed a new system for evaluation of cable condition by weighting coefficients. In this approach, the determination of residual life of cables with impregnated paper insulation is based on the values of the return voltage. Application of the new system gives opportunity to improve reliability of the power lines. Recommendations for the further operation of the studied cables are given. The materials of the article are of practical value for carrying out complex assessment of the technical condition of power cables by the return voltage and can be useful for drawing up a schedule for replacement or repair of cable lines depending on their actual state.

In this work, different mortars with different degrees of damage brought about by the action of the freeze-thawing cycles are evaluated. Analysis of its state is carried out by different usual evaluation methods. Results obtained through these methods are compared with the electrical impedance spectroscopy. Moreover, this non-destructive technique is employed to evaluate the state of mortars and the amount of internal damage.

The task of improving the system of accounting and analysis of accidents at industrial enterprises for many years has not lost its relevance both in Kazakhstan and abroad. Identification of the root causes of accidents is an important stage for the development and implementation of preventive and adaptive measures to reduce the risk of injuries to employees of enterprises. The article analyzes the characteristics of the indicators of industrial injuries, which are result — oriented (after the fact) — lagging and process-oriented (forecast) - leading. Lagging indicators are a retrospective description of the state of labor protection at a production facility, while advancing indicators characterize already completed or current actions and predict the result of the productivity of measures. The expediency of using leading indicators for predictive assessment of the state of industrial safety and, as a result, the development of a systematic approach to minimizing the number of incidents is justified.
