Terrorist trauma will prove turning point for France

Significance Paris is on the highest terrorist alert after men armed with assault rifles killed twelve people at the office of satirical magazine Charlie Hebdo -- eight journalists, a caretaker, a visitor and two police officers -- and wounded eleven others. Extra police officers and troops are guarding media offices, places of worship, transport and the writer Michel Houellebecq, who featured on the cover of the latest edition of Charlie Hebdo and whose new novel imagines a Muslim president of the Republic in 2022. It is unclear whether the murder this morning of a policewoman and injury of a second person by a gunman in the Paris suburb of Montrouge is connected to yesterday's massacre or a separate incident. Impacts Further attacks are likely and will be difficult for police and security services to prevent. The media will maintain a commitment to free speech and solidarity. The National Front (FN) will likely continue its performance of faring well at the regional elections in March.

Purpose The purpose of this paper is to problematise the application of hegemonic masculinity to police practice and culture. Design/methodology/approach This paper offers a viewpoint and is a discussion paper critiquing the application of hegemonic masculinity to police officers, their practice and culture. Findings The paper suggests that a broader conceptualisation of masculinity, offered by scholars such as Demetriou (2001), is required when considering policing and its culture, in order to more accurately reflect the activity and those involved in it. Research limitations/implications Writings concerning police practice and culture, both in the media and academic discourse, are questionable due to the application of hegemonic masculinity. The application of hegemonic masculinity can create a biased perception of policing and police officers. Practical implications The paper helps to engender a more accurate and balanced examination of the police, their culture and practice when writing about policing institutions and encourage social institutions such as academia to address bias in their examination of policing institutions and police officers. Originality/value There has been limited consideration in regards to multiple masculinities, police practice and culture.


Significance Jordan is surrounded by conflict and struggling to accommodate over a million Syrian refugees. The economy is faltering and the country’s security services are fully occupied with potential salafi-jihadist threats from without and within. Regional crises in Syria and Israel-Palestine exacerbate rising domestic discontent. Impacts Domestic security measures, including surveillance of online activism and curbs on the media, will be ramped up. Tourism is unlikely to recover in the short term. Efforts will intensify to secure international financial aid, already at record levels. Lack of progress on Israeli-Palestinian peace could alienate Jordan's majority-Palestinian population.

The article describes the progress of the investigation and the main mistakes of the preliminary investigation bodies in the well-known criminal case of the rape of an interrogator by three high-ranking police officers of the Republic of Bashkortostan in October 2018. The article considers the main investigative actions in a criminal case, such as interrogations, confrontations, and identifications, which were carried out with clear violations of the criminal procedure code of the Russian Federation and tactical techniques of criminology. The preliminary investigation authorities initially took the direction of the accusatory bias in the criminal case, not recognizing the arguments of the defense, which should have been checked. A certain significance in the case was played by the hype raised in the media, when the preliminary investigation bodies became hostages of constant public attention to this case. The court of first instance issued a guilty verdict in the case, because it did not analyze all the contradictions in the evidence, and even sent exculpatory evidence exclusively to the accusatory bias. The court of appeal issued an acquittal against the two defendants.

The Police play a key role in maintaining law and order and safeguarding the security of the nation and its citizens. To enable them to discharge their constitutional mandate, they are entrusted with powers such as the power to arrest, detain, search, and to use force. However, police officers have often abused these powers with serious consequences on the image and operations of the organisation. The media is often inundated with news on unlawful arrests, arbitrary search and seizure, unlawful methods of investigations, and the excessive use of force. It is without a doubt that these incidences of abuse of powers and functions by the police come at a price. This study, a survey conducted with 91 respondents (83 members of public and 8 police officers) in 2 policing districts in Zimbabwe reveals wanton violation of human rights, police brutality, and the abuse of power which have resulted in both social and economic costs to the Police service and government of Zimbabwe through Civil suits against the police. Among other issues, training and decisiveness in dealing with the implicated police officers were viewed as the most effective ways for dealing with police abuse of power.

The article highlights the problem of the need to strengthen the legal protection of employees of the National Police of Ukraine, who are subjected to illegal encroachments on their honor and dignity while performing their official duties. It is proved that there are acts concerning insults of police officers and insults or slanders committed against ordinary people in the normative legal acts of the countries of Europe and the former CIS. As a rule, insulting or slandering a law enforcement officer is a crime, while other actions are administrative offenses. Such actions have a qualified composition, which is manifested in the public dissemination of such insults or slander. It is argued that punishment for insulting a police officer is applied only in cases related to the performance of their official duties. Otherwise, the case will be considered in the usual way; the corpus delicti of such a crime may be recognized as qualified if such slander or insult is disseminated through the media or through the Internet. The current state of legal regulation of legal liability for insult and defamation of police officers in the Republic of Belarus, Kazakhstan, Poland, Germany, France and Spain is analyzed. Based on the study, the propositions to the Law of Ukraine «On the National Police» are formulated that are aimed at regulating the professional guarantees of police activities. It is emphasized that interfering in the activities of a police officer, failure to comply with his legal requirements, obstruction of the exercise of his respective powers, insult or slander against a police officer related to his official activities, insult to the police, as well as any other illegal actions they must be held legally liable for the police officer. The position that the profile law should enshrine in law the state protection of life, health, honor, dignity of a police officer, his professional reputation, members of his family, as well as property belonging to him and his family members from illegal encroachments in connection with the performance of official duties.


Significance The new force consolidates security units across the country under a single command led by Putin loyalist Viktor Zolotov and is directly answerable to the president rather than a security-sector minister. The creation of a 'presidential army' suggests that Putin is concerned about the risk of mass protests amid an economic downturn, about the potential for elite conspiracies and about the trustworthiness of existing security agencies. Impacts The consolidation of security forces under Putin creates a more intimidating environment ahead of parliamentary polls in September. The lack of consultation on this major change underlines the disconnect between Putin's inner circle and the wider technocratic elite. The National Guard is likely to draw funding away from rival security services. MVD police officers who used to earn extra money via the Okhrana security company will drift back to extortion.


Subject Russian parties' prospects for Duma elections. Significance Russia's Central Electoral Commission has completed the registration process for the September 18 elections to the State Duma. Despite its decline in support this year, the dominant United Russia party is well placed to strengthen its position in parliament, in part thanks to changes to the voting system. Impacts The leadership will take steps to pre-empt protests, including by curbing the media. The president is seeking to consolidate his hold ahead of regional elections next year and his re-election in 2018. The minor parliamentary parties will offer little opposition to government decision-making.

Despite of the popularity of interactive movie trailers, rigorous research on one of the most apparent features of these interfaces – the level of user control – has been scarce. This study explored the effects of user control on users’ immersion and enjoyment of the movie trailers, moderated by the content type. We conducted a 2 (high user control versus low user control) × 2 (drama film trailer versus documentary film trailer) mixed-design factorial experiment. The results showed that the level of user control over movie trailer interfaces decreased users’ immersion when the trailer had an element of traditional story structure, such as a drama film trailer. Participants in the high user control condition answered that they were less fascinated with, absorbed in, focused on, mentally involved with, and emotionally affected by the movie trailer than participants in the low user control condition only with the drama movie trailer. The negative effects of user control on the level of immersion for the drama trailer translated into users’ enjoyment. The impact of user control over interfaces on immersion and enjoyment varies depending on the nature of the media content, which suggests a possible trade-off between the level of user control and entertainment outcomes.

The territorial image is formed both purposefully by the subjects of image-making, and spontaneously-based on the influence of information content published in various media. The purpose of the research is to analyze the image of the Republic of Mordovia in the information space of the Volga Federal district. The image of the territory formed by external target audiences by means of news materials is studied using the method of case study and content analysis of publications: “Volga news”, “Federal Press” news of the PFD, “Pravda PFD”. The authors conclude that modern reality is perceived through the prism of the information field created by mass media. The media creates images filled with certain data, facts, colored by emotions, on the basis of which representations, opinions, judgments, and assessments are subsequently formed. The media play a significant role in shaping the territorial image, especially for external target audiences who are not familiar with the region and do not have their own assessment knowledge and experience. Most of the information content about the Republic in the studied media is related to the main thematic blocks: politics, economy, social sphere, culture (art, sports). Moreover, if in the publications “Volga news” and “Pravda PFD” mention of the region prevails in the economic block, then in the publications “Federal Press” and “Nezavisimaya Gazeta” - in the political one. The Volga news publication significantly dominates the rest in terms of the number of publications about Mordovia. The content of publications is mostly positive and neutral related to the issues of economic development of the territory and the preparation and holding of the world football championship. Pravda PFD mentions the Republic in the context of news from neighboring territories, most of the publications date back to 2018, but here the context is related to the Republic's positions among the regions of the PFD in various ratings. The publication “Federal-Press” forms a generally reflective image of the territory, focusing on the negative aspects of regional life. “Nezavisimaya Gazeta”, giving priority to political news, maintains a neutral and reflective context of publications, paying attention to the key problems of the territory. Thus, the desired image of the region is counter-dictated to the image broadcast by the media through various information channels, so it is necessary to constantly monitor the information space and timely correction of the broadcast materials.

The process of globalization, which many times is considered as new world order is affecting all spheres of modern society but also the media. In this paper specifically we will see the impact of globalization because we see changing the media access to global problems in general being listed on these processes. We will see that the greatest difficulties will have small media as such because the process is moving in the direction of creating mega media which thanks to new technology are reaching to deliver news and information at the time of their occurrence through choked the small media. So it is fair to conclude that the rapid economic development and especially the technology have made the world seem "too small" to the human eyes, because for real-time we will communicate with the world with the only one Internet connection, and also all the information are take for the development of events in the four corners of the world and direct from the places when the events happen. Even Albanian space has not left out of this process because the media in the Republic of Albania and the Republic of Kosovo are adapted to the new conditions under the influence of the globalization process. This fact is proven powerful through creating new television packages, written the websites and newspapers in their possession.
