What brings contracting back in-house? A synthesis of international evidence

Contracting back-in has received growing scholarly attention, but there is little empirical consensus in the literature as to what drives governments to bring previously contracted work back in-house and to what extent. This study performs a meta-analysis to synthesize 332 effect sizes from 16 existing studies concerning the antecedents of contracting back-in across different countries. The analysis indicates that contracting back-in is a market management strategy driven by low levels of market competition, high proportions of for-profit contractors, insufficient cost savings, and inadequate contract management. Meanwhile, contracting back-in is a political move shaped by left-wing political ideology and employee opposition to outsourcing. Environmental factors including unemployment rate, population size, and population density also play a role. This study provides empirical generalizations of previous results and contributes a more coherent knowledge base for future studies. Points for practitioners Our analysis indicates that contracting back-in is driven by a mix of both pragmatic and political factors, but pragmatic factors related to contracting management complexity shape contracting back-in in a more forceful way. Our findings also suggest that factors pushing governments to contract out do not necessarily have an impact on contracting back-in. Government decisions to contract out and contract back-in may be based on different considerations.

Frankfurt defined persuasive communication that has no regard for truth, knowledge, or evidence as bullshit. Although there has been a lot of psychological research on pseudo-profound bullshit, no study examined this type of communication in politics. In the present research, we operationalize political bullshit receptivity as endorsing vague political statements, slogans, and political bullshit programs. We investigated the relationship of these three measures with pseudo-profound bullshit, ideology (political ideology, support for neoliberalism), populism, and voting behavior. Three pre-registered studies in different cultural settings (the United States, Serbia, The Netherlands; total N = 534) yielded medium to high intercorrelations between political bullshit measures and pseudo-profound bullshit, and good construct validity (hypothesized one-factor solution). A Bayesian meta-analysis showed that all political bullshit measures positively correlated with support for the free market, while only some positively correlated with social (political statements and programs) and economic conservatism (programs), and populism (programs). In the U.S., higher receptivity to political bullshit was associated with a higher probability that one voted for Trump (vs Clinton) in the past and higher intentions to vote for Trump (vs Biden and Sanders). In the Netherlands, higher receptivity to political bullshit predicted the intention to vote for the conservative-liberal People's Party for Freedom and Democracy. Exploratory analyses on merged datasets showed that higher receptivity to political bullshit was associated with a higher probability to vote for right-wing candidates/parties and lower probability for the left-wing ones. Overall, political bullshit endorsement showed good validity, opening avenues for research in political communication, especially when this communication is broad and meaningless.

This article analyses the effect of political factors on the use of Public Private Partnerships in developing countries. According to a sample of 80 low- and middle-income countries over the period 1995–2017, our findings suggest that Public Private Partnership projects are affected by political ideology, the strength of the government and electoral cycles. Concretely, they tend to be used by left-wing governments to a greater extent than governments with other ideologies. Public Private Partnerships also tend to be more frequently used by fragmented governments and when there is greater political competition. There is also some evidence (although slight) on the relevance of the proximity of elections in explaining Public Private Partnerships in developing countries.

We analyzed the relationship between modern forms of populism and citizen support for exclusive welfare policies and proposals, and we focused on support for left-wing- and right-wing-oriented welfare policies enacted or proposed during the Lega Nord (LN)–Five Star Movement (FSM) government in Italy (2018–2019). In light of the theoretical perspective of political ideology as motivated by social cognition, we examined citizens’ support for the two policies considering adherence to populist attitudes, agreement on the criteria useful to define ingroup membership, and personal values. We also took into account the role of cognitive sophistication in populism avoidance. A total of 785 Italian adults (F = 56.6; mean age = 35.8) completed an online survey in the summer of 2019 based on the following: support for populist policies and proposals, political ideologies and positioning, personal values, and ingroup boundaries. We used correlation and regression analyses. The results highlight the relationships between populism and political conservatism. Populism was related to the vertical and horizontal borders defining the “people”; cognitive sophistication was not a relevant driver. We identified some facilitating factors that could promote adherence to and support for public policies inspired by the values of the right or of the left, without a true ideological connotation.

Due to globalization and increased market competition, forwarding companies must focus on the optimization of their international transport activities and on cost reduction. The minimization of the amount and cost of fuel results in increased competition and profitability of the companies as well as the reduction of environmental damage. Nowadays, these aspects are particularly important. This research aims to develop a new optimization method for road freight transport costs in order to reduce the fuel costs and determine optimal fueling stations and to calculate the optimal quantity of fuel to refill. The mathematical method developed in this research has two phases. In the first phase the optimal, most cost-effective fuel station is determined based on the potential fuel stations. The specific fuel prices differ per fuel station, and the stations are located at different distances from the main transport way. The method developed in this study supports drivers’ decision-making regarding whether to refuel at a farther but cheaper fuel station or at a nearer but more expensive fuel station based on the more economical choice. Thereafter, it is necessary to determine the optimal fuel volume, i.e., the exact volume required including a safe amount to cover stochastic incidents (e.g., road closures). This aspect of the optimization method supports drivers’ optimal decision-making regarding optimal fuel stations and how much fuel to obtain in order to reduce the fuel cost. Therefore, the application of this new method instead of the recently applied ad-hoc individual decision-making of the drivers results in significant fuel cost savings. A case study confirmed the efficiency of the proposed method.

Objectives: Our goal was to optimize infection control of paired environmental control interventions within hospitals to reduce methicillin-resistant Staphylococcus aureus (MRSA), carbapenem-resistant Enterobacteriaceae (CRE), and vancomycin-resistant Enterococci (VRE). Background: The most widely used infection control interventions are deployment of handwashing (HW) stations, control of relative humidity (RH), and negative pressure (NP) treatment rooms. Direct costs of multidrug-resistant organism (MDRO) infections are typically not included in the design of such interventions. Methods: We examined the effectiveness of pairing HW with RH and HW with NP. We used the following three data sets: A meta-analysis of progression rates from uncolonized to colonized to infected, 6 years of MDRO treatment costs from 400 hospitals, and 8 years of MDRO incidence rates at nine army hospitals. We used these data as inputs into an Infection De-Escalation Model with varying budgets to obtain optimal intervention designs. We then computed the infection and prevention rates and cost savings resulting from these designs. Results: The average direct cost of an MDRO infection was $3,289, $1,535, and $1,067 for MRSA, CRE, and VRE. The mean annual incidence rates per facility were 0.39%, 0.034%, and 0.011% for MRSA, CRE, and VRE. After applying the cost-minimizing intervention pair to each scenario, the percentage reductions in infections (and annual direct cost savings) in large, community, and small acute care hospitals were 69% ($1.5 million), 73% ($631K), 60% ($118K) for MRSA, 52% ($460.5K), 58% ($203K), 50% ($37K) for CRE, and 0%, 0%, and 50% ($12.8K) for VRE. Conclusion: The application of this Infection De-Escalation Model can guide cost-effective decision making in hospital built environment design to improve control of MDRO infections.

An ongoing concern about medical malpractice litigation is that it may induce provider exit, potentially affecting consumer welfare. The nursing home sector is subject to substantial litigation activity but remains generally understudied in terms of the effects of litigation, due perhaps to a paucity of readily available data. In this article, we estimate the association between litigation and nursing home exit (closure or change in ownership), separating the impact of malpractice environment from direct litigation. We use 2 main data sources for this study: Westlaw’s Adverse Filings database (1997-2005) and Online Survey, Certification and Reporting data sets (1997-2005). We use probit models with state and year fixed effects to examine the relationship between litigation and the probability of nursing home closure or change in ownership with and without adjustment for malpractice environment. We examine the relationship on average and also stratify by profit status, chain membership, and market competition. We find that direct litigation against a nursing home has a nonsignificant effect on the probability of closure or change in ownership within the subsequent 2 years. In contrast, the broader malpractice environment has a significant effect on change in ownership, even for nursing homes that have not been sued, but not on closure. Effects are stronger among for-profit and chain facilities and those in more competitive markets. A high-risk malpractice environment is associated with change of ownership of nursing homes regardless of whether they have been directly sued, indicating that it is too blunt an instrument for weeding out low-quality nursing homes.

This chapter talks about country music star Dolly Parton, who is also a poet at heart. She is an avid reader, with an extensive book collection. As a child growing up in Appalachia, however, Dolly experienced book hunger first-hand. It explains how Dolly's own childhood experience motivated her to found the Imagination Library as a way to ensure that all children could experience the joy of book ownership. The chapter also discusses other organizations like First Book that reinvents the traditional book supply chain. Rather than relying on for-profit bookstores as an intermediary, First Book and Imagination Library have innovated alternative, more cost-effective systems to deliver books to children from low-income backgrounds. Through a combination of charitable dollars and cost savings, innovative nonprofits are bringing books to millions of American children who otherwise could not afford them.

‘Red Army Fraction’ is a youth extremist left-wing terror group that was active in the 1970–1980s on the territory of the Federal Republic of Germany. The terror group and its ideology originated mostly in Western German university circles. Most representatives of the group were descendants from wealthy families of high social standing. The ideology of the group included a mix of concepts related to social equity, preventing autocratic tendencies in the government machinery and interventions of Western countries against developing ‘third world’ countries and peoples. State security system of West Germany was unable to suppress the terror group for over two decades. The group finally announced its voluntary dissolution in 1998 due to a dramatic change in socio-political climate and general crisis of the left-wing political ideology. The growth of oppositional sentiments among present-day Russian young people is partially similar to the students’ unrest that had place in Western Europe in the 1960s and gave rise to terrorist groups. This makes the study of West Germany’s experience in countering the threat important.

The impact of market share on financial firm performance is one of the most widely studied relationships in marketing strategy research. However, since the meta-analysis by Szymanski, Bharadwaj, and Varadarajan (1993) , substantial environmental (e.g., digitization) and methodological (e.g., accounting for endogeneity) developments have occurred. The current work presents an updated and extended meta-analysis based on all available 863 elasticities drawn from 89 studies and provides the following new empirical generalizations: (1) The average raw market share–financial performance elasticity is .132, which is substantially lower than the effectiveness of other intermediate marketing metrics. This result challenges a widely used strategy that solely focuses on increasing market share. (2) Elasticities differ significantly between contextual settings. For example, they are lower for business-to-business firms than for business-to-consumer firms, for service firms than for manufacturing firms, and for U.S. markets than for emerging and Western European markets. The authors also observe differences between countries with respect to a general time trend (e.g., lower elasticities in recent times for Western European markets) and recessionary periods (e.g., lower elasticities in the United States, higher elasticities in non-Western economies).
