The textbook is developed on the basis of competence-based and interdisciplinary approaches, contains theoretical foundations for the formation, change, development and improvement of organization management systems in a dynamic environment, as well as methodological aspects of the development and practical implementation of strategic changes. The publication examines the features of strategic changes, the technology of change management, reflects the models and principles of organizational changes, defines the prerequisites for the development of scenarios for the development of the organization, factors, conditions and mechanisms for the implementation of the change management strategy in the organization. Due to the release of new educational standards regulating the activities of educational structures of the Russian Federation the requirements for the results of professional training of a competent specialist with a developed set of competencies have increased. According to the requirements of the Federal State Educational Standards of Higher Education in 31.05.01 “Medical Care” and 31.05.02 “Pediatrics”, the future doctor must have a whole range of skills and abilities that determines his professionalism. These include the qualitative analysis of information, the identification of cause-and-effect relationships, the structuring of source data, and the reflection of one's own activities, which ultimately lead to the formation of analytical and reflexive activities. The formation of analytical and reflexive competence of a future doctor in the course of professional training is defined as a continuous and holistic psychological and pedagogical process aimed at strengthening motivation, ability and readiness to effectively carry out analytical and reflexive activities within the framework of professional activity. This has determined the need for the development of new didactic tools that contribute to its improvement in the process of professional training: models, pedagogical conditions, technology of formation, criteria apparatus and diagnostic tools.

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

The article is devoted to the methodological problem of the use of information and communication technologies in the system of higher education. The formation of new models of educational activities with the wide use of information and communication technologies is the main component of the modernization of education. In addition, modern higher education is faced with the task of training students in accordance with federal state educational standards. The task requires the search for new technologies for the organization of educational activities. One of these technologies is the WebQuest technology, which can be aimed at solving the problem of effective professional training of students. As a solution to this problem, didactic possibilities and conditions for using the WebQuest technology have been identified and described.

The necessity of updating of the content of education for a bachelor's degree in socio-cultural activities, taking into account the requirements of the federal state educational standard of higher education in the direction of preparation 51.03.03 "Socio-cultural activity" is substantiated. The concepts of the quality of life, cultural inclusion and indicators of socio-cultural inequality of people with disabilities included in the socially unprotected group of the population are considered. The article analyzes the statistical data presented by the Federal State Statistics Service concerning the costs of leisure services and the needs of people with disabilities in comparison with the healthy working-age population. The necessity of updating the content of professional training of bachelors of socio-cultural activity on the basis of identifying the needs of people with disabilities in various forms of cultural and leisure activities is proved. The question is raised about the relevance of further research of indicators of socio-cultural inequality in the cultural inclusion of people belonging to a socially vulnerable group of the population.

The textbook includes topics of modern econometrics, often used in economic research. Some aspects of multiple regression models related to the problem of multicollinearity and models with a discrete dependent variable are considered, including methods for their estimation, analysis, and application. A significant place is given to the analysis of models of one-dimensional and multidimensional time series. Modern ideas about the deterministic and stochastic nature of the trend are considered. Methods of statistical identification of the trend type are studied. Attention is paid to the evaluation, analysis, and practical implementation of Box — Jenkins stationary time series models, as well as multidimensional time series models: vector autoregressive models and vector error correction models. It includes basic econometric models for panel data that have been widely used in recent decades, as well as formal tests for selecting models based on their hierarchical structure. Each section provides examples of evaluating, analyzing, and testing models in the R software environment. The article considers different approaches to the formation of orthographical correctness of younger schoolchildren. The conditions of effective development of correct writing by younger schoolchildren and its transformation into orthographical correctness are analyzed. In terms of realization of the requirements of the Federal State Educational Standard of Primary Education the author proposed the working practices that allow the educator to achieve the high level of orthographical correctness of the primary school students in the process of systematic studying of Russian language.

Отрасль «Физическая культура и спорт» в настоящее время находится в стадии активного реформирования. Происходит модернизация системы, пересматриваются подходы к организации трудовой и учебно-тренировочной деятельности, а также физкультурно-массовой работе с различными группами населения. Специфика профессиональной деятельности в данной сфере становится все более очевидной и требует наличия у специалистов соответствующих особых профессиональных компетенций. В условиях реформирования особую актуальность имеет подготовка квалифицированных управленческих кадров, обладающих необходимыми знаниями и практическими умениями в области организации и управления деятельностью государственных (муниципальных) и общественных физкультурно-спортивных организаций. Действующие федеральные государственные образовательные стандарты по направлению подготовки (бакалавров, магистров) «Педагогическое образование» предусматривают необходимость формирования у выпускников готовности к решению задач профессиональной деятельности не только педагогического, но и организационно-управленческого типа. Рассмотрены результаты исследований, направленных совершенствование профессиональной подготовки студентов – будущих педагогов по физической культуре и спорту на основе повышения их компетентности в вопросах государственного и муниципального управления. На основе анкетирования государственных (муниципальных) гражданских служащих, осуществляющих управление в области физической культуры и спорта, выявлен перечень профессионально значимых знаний, умений и навыков, необходимых специалисту для эффективного выполнения организационно-управленческих функций в данной сфере с учетом современных социально-экономических условий. Приведены методические рекомендации по формированию у студентов профессионально значимых знаний, умений и навыков, необходимых для эффективного выполнения функций государственного (муниципального) управления в сфере физической культуры и спорта в современных условиях. The Physical culture and sport branch is currently in the stage of active reforming. The system is being modernized. Approaches to the organization of labor and educational-training activities, as well as physical-mass work with various population groups are being revised. The specifics of professional activity in this area is becoming more and more obvious and requires specialists to have appropriate special professional competencies. In the context of reforming, the training of qualified management personnel with the necessary knowledge and practical skills in organizing and managing the activities of state (municipal) and public physical and sport organizations is particularly relevant. The current federal state educational standards in the direction of (bachelors, masters) «pedagogical education» consider the need to form graduates’ readiness to solve problems of professional activity not only of pedagogical, but also of organizational and managerial type. The article gives the results of studies aimed at improving the professional education of students, that are future teachers in physical culture and sports on the basis of increasing their competence in matters of state and municipal administration. Based on a questionnaire survey of state (municipal) civil employees in charge of management in the field of physical culture and sports, there was made a list of professionally significant knowledge, skills and abilities necessary for a specialist to effectively perform organizational and managerial functions in this area, taking into account modern socio-economic conditions. The article represents methodological recommendations for the formation of professionally significant knowledge, skills and abilities necessary for the effective fulfillment of the state (municipal) management functions in the field of physical culture and sports under modern conditions.
