Updating of the Content of Bachelor's Degree Students’ Education in Socio-Cultural Activities Based on Indicators of Socio-Cultural Inequality in the Inclusive Culture of Russian Society

The necessity of updating of the content of education for a bachelor's degree in socio-cultural activities, taking into account the requirements of the federal state educational standard of higher education in the direction of preparation 51.03.03 "Socio-cultural activity" is substantiated. The concepts of the quality of life, cultural inclusion and indicators of socio-cultural inequality of people with disabilities included in the socially unprotected group of the population are considered. The article analyzes the statistical data presented by the Federal State Statistics Service concerning the costs of leisure services and the needs of people with disabilities in comparison with the healthy working-age population. The necessity of updating the content of professional training of bachelors of socio-cultural activity on the basis of identifying the needs of people with disabilities in various forms of cultural and leisure activities is proved. The question is raised about the relevance of further research of indicators of socio-cultural inequality in the cultural inclusion of people belonging to a socially vulnerable group of the population.

The current problems of the modern social and cultural activity specialty are considered, which is a promising direction of training personnel for cultural and leisure establishments and becomes the environment for the formation of personal qualities and properties that provide modeling of the multi-level process of the young people’s life prospects. Based on the analysis of the Federal State Educational Standard of Higher Professional Education on the specialty “Social and Cultural Activity”, difficulties are revealed in the fulfillment of their requirements, among them the definition of the boundaries of the specialty and objects of professional activity of graduates, the problem of the need to implement the concept of intensive and integrated education on the basis of a competence approach, the problem of lagging the content of higher education institutions from the needs of practice. The objects of professional activity are singled out, taking into account the profile of training specialists (various institutions of the state and non-state sector in the field of culture, arts, leisure, social funds, movements and organizations in the field of social and cultural activities, objects of the leisure, tourism and recreation industry, cultural institutions engaged in artistic and creative and productive activities, leisure and production centers). Particular attention is paid to designing as a basis for the formation of professional competencies of students specializing in social and cultural activities. The goals and tasks of social and cultural design are disclosed, methods and innovative approaches used in teaching students are analyzed. It is proved that social and cultural design is an effective means of forming independence and responsibility for one’s ideas, actions, thoughts, feelings, and also the basis for forming the professional competencies of students.

Fundamental government documents set the priority of the educational system in public policy, declaring the need for successful scientific and professional training and innovative educational activities of future specialists. The article is aimed to propose a solution to the formation of professional competence of future specialists of technical universities at the stage of modernization of education in modern Russian society. The work reveals the essence of the leading methodological approaches to solving the problem under study: competency, creative, personality-oriented, system-activity, technological, task-based approaches. A retrospective analysis made it possible to reveal the pedagogical conditions, simulating the real professional activity of students of a technical college. The ways of successful development of professional competence of future specialists are described (establishing innovative-creative environment; developing the subject position of a personality; strengthening practice-oriented activities; organizing reflection and self-reflection; using computing, information and telecommunication technologies, and systems; effective management of students' academic, scientific, and professional activities). Based on the leading principles, the methodological approaches, the requirements of the Federal State Educational Standard of Higher Education for the preparation of future specialists in the Russian Federation, the article presents the innovative experience of the organization of educational process, which is aimed to form a professional competence among graduate students of Ryazan Institute of Moscow Polytechnic University, as well as Ryazan State Agrotechological University named after P.A. Kostychev. This study made it possible to develop and implement a block-modular structure and content of engineering and construction training of students, which includes design, organizational and managerial, information-applied, creative competencies corresponding to the types of professional activity.

Due to the release of new educational standards regulating the activities of educational structures of the Russian Federation the requirements for the results of professional training of a competent specialist with a developed set of competencies have increased. According to the requirements of the Federal State Educational Standards of Higher Education in 31.05.01 “Medical Care” and 31.05.02 “Pediatrics”, the future doctor must have a whole range of skills and abilities that determines his professionalism. These include the qualitative analysis of information, the identification of cause-and-effect relationships, the structuring of source data, and the reflection of one's own activities, which ultimately lead to the formation of analytical and reflexive activities. The formation of analytical and reflexive competence of a future doctor in the course of professional training is defined as a continuous and holistic psychological and pedagogical process aimed at strengthening motivation, ability and readiness to effectively carry out analytical and reflexive activities within the framework of professional activity. This has determined the need for the development of new didactic tools that contribute to its improvement in the process of professional training: models, pedagogical conditions, technology of formation, criteria apparatus and diagnostic tools.

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

The formation of new models of educational activities with the wide use of information and communication technologies is the main component of the modernization of education. In addition, modern higher education is faced with the task of training students in accordance with federal state educational standards. The task requires the search for new technologies for the organization of educational activities. One of these technologies is the WebQuest technology, which can be aimed at solving the problem of effective professional training of students. As a solution to this problem, didactic possibilities and conditions for using the WebQuest technology have been identified and described.

The article describes the content of the discipline "Kinesiology", developed for the training direction 49.03.02 "Physical culture for persons with disabilities in health (adaptive physical culture)", training profile "Adaptive sports". The urgency of the discipline is substantiated, its features are noted, and kinesiological methods of diagnostics and rehabilitation of persons with health disorders are given. The discipline ensures the formation of professional competencies among bachelors of the specified direction, knowledge, abilities, skills that meet the requirements of the Federal State Educational Standard 3 ++. It instills labor functions that meet the professional standards "Trainer for adaptive physical culture and adaptive sports", "Instructor-methodologist for adaptive physical culture and adaptive sports" and "Specialist for rehabilitation work in the social sphere". The peculiarities of the issues studied, the depth of the study of the material are reflected in the indicators of achievement, indicating the labor ac-tions that students must demonstrate when completing the study of the discipline.
