The review of findamental ideas based upon "Weapons of mass instruction" by John Getto is presented in this article. Attention is drawn to defects and troubles of contemporary school studying. The author's speculation is concentrated on repressive gist of teaching, which is considered as compulsory discipline and killer routine for pupils. Schools are genuine factories for the development of inflammation. Individuality of children, their dreams and thoughts, personal qualities remain unclaimed. Genius is suppressed in educational institutions because teachers do not know how to manage with it. The pedagogue comes up with the idea that up-to-date schools make children stupid instead of giving them the possibility to develop. John Gatto point out several tips for powerful progress of qualitative education. The cornerstone of his cogitation is considering  school as environment for child's development. Creating yourself is the most significant task for the pupil. The researcher suggests "education of accessible sources" instead of normative, universal, "controlled" schooling. Students get the ability to create new ideas, experiences, things, revealing the truth through evidence, and not remembering the thoughts of other people. In this way of teaching, teaching is a function, not a profession. Teachers can also act as students, provided them to have certain knowledge or experience of the problem. In such a study, they are active initiators and participants in the educational process, creating their own scenario of their education. To limit such training to any requirements or algorithms means to destroy its essence and purpose, to cling to the strong grip of an official position. Such education is based upon experience, individual ambitions and questions. It gives an opportunity to take control of studying process on pupil's own. The ideas presented in the book by J. Gatto are not radical, but rather fundamental to any process of cognition. They are aimed to encourage as many people as possible and to make changes in education. These ideas and thoughts are important for Ukrainian education, as they will promote the development of the individual freedom of those who want to learn, bring them to life in the situation of freedom and full responsibility for their decisions and deeds. The ideas of the teacher are valuable for us and for allowing the education to fulfill its special historical mission - to become a decisive factor in the transformation of society.

New Ukrainian and world realities set new tasks for the higher educational establishments, which are related to the search for new, modern methods that allow to increase the effectiveness of training. Currently, topical are the issues of not only professional but also the personal development of the student forming the priority in the implementation of educational activities in universities, preparation for future professional activities, as well as for successful interaction in society. The concept of «individual social competence» is an important factor in creating a system of educational process which takes into account aspects of professional development, and at the same time the peculiarities of the formation of the student personality. The author analyses the concept of «competence», considers the key competences for lifelong learning, identified by the European Parliament and the Council of the European Union, including social competence, studies the scientific achievements of Ukrainian and foreign scientists, including G. Gedviliene, H. S. Han, K. M. Kemple, U.P. Kanning, M. Horenburg, G.W. Ladd, H. K. Ma, K. Monahan, M. Monnier, O.V. Varetska, N.I. Hlebova, D.V. Hubareva, O.I. Hura, M.O. Doktorovych, I.B. Zarubinska, O.O. Subina, V.M. Shakhrai. They explored different aspects of social competence of different age categories. The author concludes that, despite different interpretations, all scientists agree that social competence is an acquired skill, it can be formed and developed throughout life. It was also determined that the developed social competence determines the status of the individual in society, it affects the success in professional activities. The high level of social competence allows a person not only to be realized in professional activities, but also to influence the processes in society, which in turn determines its stability. The author’s definition of the concept of «individual social competence» is given in the paper; the author concludes that social competence is an integrated ability that contains other competencies: spiritual, civic, communicative, linguistic; the concept of social competence is closely related to professional competence, without the successful interaction of the individual with society it is impossible to acquire the skills and abilities inherent in a qualified specialist. Thus, an important task for modern higher education is the formation and development of social competence of students, which is the key to successful implementation of the future specialist in professional activities. The educational process should be aimed at forming a system of knowledge about interaction in society, understanding the system of social values, ability to cooperate in society, the ability to communicate constructively, because only a socially competent person can.

The article deals with the history of the implementation of methods of competence approach in education for the development of personal qualities of the individual, a better understanding of the basic provisions of the approach and its realizing. Using of methods of a competence-oriented approach of education allows preparing of a comprehensively developed, capable for self-education, a competitive specialist who is able to apply his knowledge in practice and make decisions in various non-standard life professional situations and to be responsible. The analysis of articles about this problem, especially about the history of its becoming, shows complexity, multidimensionality and ambiguity of the interpretation of the concepts of "competency", "competence" and their approach to the process and results of education, as well as the necessity for a reasoned analytical review of the competence approach. The development of personality within the competence-activity approach is aimed at forming the interest and real activity of students in the educational process, the ability to choose the profile of learning, the method of assimilation, the way of overcoming learning difficulties, etc. The formation of students' personal qualities with the development of the ability to learn is inseparably linked. Teacher of the past viewed the learning process based on the students' individual abilities. In a report of the International Commission on Education for the 21st Century, "Education: The Hidden Treasure", J. Delors, told "the four pillars on which education is based: learning to learn, learning to do, learning to live together, learning to live," defined essentially the global competencies. Today, work in the field of education is aimed to integrate the competency model into the existing one: the standards of higher and vocational education are being revised; competency models are being developed within the models of state standards of new generation.
