The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. Effective development of domestic agricultural engineering ensures the achievement of high production volumes of agri-food products. To improve the national production of agricultural machinery, the leading countries of the world provide state support to their pro-ducers. At the same time, these countries stimulate the development of the industry in order to dominate their producers in the domestic market, and to expand into the markets of foreign countries. For a long time, Russia has been the object of widespread expansion by foreign manufacturers of agricultural equipment. At the same time, under the conditions of economic sanctions, dependence on im-ported agricultural equipment limits the development of the domes-tic agro-industrial complex. Significantly reduce dependence on foreign supplies of agricultural equipment and ensure the competi-tiveness of domes- tic products should be implemented in the indus-try's current policy of import substitution. The purpose of the article is to analyze the implementation of the policy of import substitution in domes-tic agricultural machinery and assess its impact on the development of the industry. Government sup-port has a significant impact on the development of the industry, which is confirmed by statistical data and materials of market participants. Analysis of the literature and regulatory acts showed that the state financial support for the industry is carried out in 4 areas: industrial, technological, marketing and personnel. The effectiveness of state support is determined by the state of the industry, the situation on the domestic market of agricultural equipment and the achievement of support goals. To date, govern-ment support measures for import substitution in the industry have not ensured its stable development and increased competitiveness of the products produced. The authors analyzed the implementation of the state policy of import substitution in the domestic agricultural machinery in the framework of the relevant sectoral plan. Based on the analysis, a conclusion was made about the need to improve measures of state support for the industry.

Abstract Nowadays agricultural production is experiencing certain difficulties that negatively affect the profitability of agricultural organizations. Despite all the efforts of the state and its attempts to support agricultural producers, one can observe a decrease in production volumes of some types of products, as well as a lack of high-tech equipment. These challenges can be solved by improving the tools and by methods of regulating the activities of agricultural organizations. The implementation of new state control scientific approaches, primarily financial and credit, informative consulting and personnel issues of agricultural sector, will help overcome negative trends. The priority task of strengthening the state stimulating role in control of inter-farm relations in the regional agricultural sector is state support for the development of peasant (farm) households and cooperation in agriculture, while maintaining the existing level of support for medium and large agricultural. The article presents an assessment of the effectiveness of public investments in the development of agriculture on the example of the Chuvash Republic, which indicates a decrease in the effectiveness of the selected forms of support for the agricultural sector. There is a growing need to develop new tools to stimulate the innovative development of the agro-industrial complex.

Abstract. Purpose of the study is improving the mechanism of state regulation of agricultural producers, due to the need to overcome the pandemic and prevent the recurrence of similar scenarios in the future. The object of research is an agricultural producer, belonging to the category of small business. The subject of the study is the relationship between the object of study and the state represented by government bodies and institutions involved in the provision of state support that may arise in the process of overcoming the consequences of the COVID-19 pandemic. Research Methods. A theoretical analysis was used to identify threats from the coronavirus pandemic to agriculture and the agro-industrial complex as a whole. Comparison as a method of cognition was used when comparing the requirements of small businesses for state support and measures actually taken by the government. A systematic approach and modeling were used to summarize the experience of the functioning of the economy in a pandemic and to create patterns of behavior of small agribusiness entities. The method of scientific abstraction made it possible to present the most probable state of small business in the agro-industrial complex, depending on the provision or refusal of state regulatory influence on the economy in order to eliminate the damage caused by the pandemic. The rule of combining historical and logical in their unity allowed us to look at the coronavirus pandemic not as a unique phenomenon in the history of modern economics, but as a negative phenomenon that will potentially be reproduced in the future and the logic of counteraction which requires active intervention at the state level, and in the future - generalization, analysis and improvement of the experience gained. The theoretical and methodological basis of the study is composed of statistical data on the state of the world economy, consumption, unemployment, publications of news agencies and government officials on measures taken to deal with the consequences of the pandemic, existing programs for the development of the digital economy, as well as publications of leading scientists in the agricultural sector on digital problems economics. Results. Within the scope of this study, there were characterized the most negative consequences of the pandemic for the agro-industrial complex, there was carried out the analysis of announced and already taken measures to support entrepreneurship and were described behavior models of small agribusiness entities in the current situation. Scientific novelty. The authors have developed a new method for the rapid diagnosis of a small agribusiness subject, claiming to receive state support for regional and industry programs.

The stable financial and economic state of agriculture largely determines the success of the implementation of the export-oriented strategy for the development of the agro-industrial complex of Russia chosen by the state. The authors analyzed and studied the main factors affecting the financial and economic condition of key agriculture sectors of the Russian Federation. The study identified the problems hindering the significant ramp-up of the crop and animal products output, the main of which are: the insufficient technical potential of agriculture, low level of investment activity, the imperfect mechanism for allocating preferential investment and short-term loans to agricultural producers, the disparity in prices for agricultural products and manufactured goods, the insufficient state support for the industry, the shortage of personnel potential in agriculture, etc. Despite the existing problems, the authors highlight the tendency of the growth in crop and animal products output and strengthening of the financial state of agricultural enterprises resulting from the implementation of the state policy of import substitution and the introduction of food embargo on basic foods. At the same time, the volatility of prices for crop and animal products negatively affects the financial results of agricultural producers, leads to the deficiency of own funds for technical reequipment of production, the introduction of technological innovations, the faster increase in production volumes and serves as an obstacle when implementing the targeted guidelines of the state concept of export-oriented development of the industry. The study noted the growth of debt under credits and loans and overdue accounts payable per one agriculture organization resulted from the pre-bankruptcy of several large-scale agricultural holdings. To strengthen the financial and economic state of agriculture, the authors recommended improving the mechanisms of state stimulation to attract financial resources of private investors, increasing the volume of state support for agricultural producers, providing preferential investment and short-term loans to agriculture, and expanding state support programs for small and medium-sized forms of agriculture in the countryside.

Defence industry may be defined as a system of factories and organisations developing, manufacturing and selling military equipment, weapons and ammunition. In the case of the Russian Federation the terminology of “defence industry” and “military industry” is often used as an equivalent to the Military-Industrial Complex (MIC). The Military-Industrial Complex is a segment of the state industry involved in manufacture of the military equipment and performance of research-development projects in the defence sector. Typical feature of the Military-Industrial Complex is that the state is always its customer. Level of development for the Russian MIC plays a crucial role for maintaining the safety of the state and beside the supplies for the army it is responsible in a great degree for technical equipment of main segments of economy (medicine, transport, education, fuelenergetic complex, etc.). The governing board of the MIC in-cludes 18 persons led by the President of Russian Federation - Vladimir Putin.
