The problem of state protection of the individual, its protection and security has a very urgent status. Ensuring personal safety in the Russian Federation is implemented by the adopted federal laws, special state programs, and other regulatory documents, which are subsequently implemented in practice by special units to ensure the safety of persons subject to state protection. When implementing the duties assigned to the security divisions of persons subject to state protection, the question of the need for psychological support in relation to the protected persons arises quite sharply. In the course of the theoretical analysis, it was concluded that the scientific problem has not been sufficiently studied as a psychological support for persons subject to state protection. The article attempts to consider a topical scientific problem in the aspect of social and psychological support. In the article, psychological support is considered as one of the basic components of social and psychological support, taking into account the peculiarities of law enforcement practice. The article analyzes the need for psychological support in relation to protected persons, highlights the main components of this area, and analyzes the psychological characteristics of the impact of psychological support on the entire process of applying state protection measures.

The article analyzes the structure of state programs financing, provides actual data on federal budget expenditures for several years. On the basis of actual data, the predominant role of state programs in forming the budget system expenditures in the Russian Federation is shown. On average, in 2014-2019, the share of expenditures on state programs was 51.5%. In 2019, the share of expenditures for implementing the state programs in the structure of federal budget expenditures was about 61%. The relevance of the topic showing the impact of state programs on the federal budget expenditures is caused by the fact that in modern conditions, implementation of state programs contributes to harmonious developing certain life spheres in the Russian society and helps the state to direct budget funds more specifically for certain purposes within the areas of state programs implementation. The predominance of state programs gives the state the opportunity to allocate federal budget funds purposefully, as well as it provides an opportunity for the state to finance the main policy directions. Using the methods of comparison, calculation of the specific weight and others, the results are obtained that enable us to draw the following conclusions: the change in the amount of federal budget expenditures and the amount of expenditures on state programs is not proportional, that is why the share of expenditures on implementing the state programs in each period under study is different, but still makes about half of the total amount of expenditures.

The article reveals the peculiarities of playback theater as a psychodramatic technique, analyzes the current practice of using playback theater in the system of socialization and re-socialization. The author found that socialization, as a necessary process for interaction with the outside world, is manifested in the assimilation and appropriation of social experience for the purpose of productive functioning in it and to construct an image of the common and own world (as a part of the common), which allows a person to live a life while preserving individuality. and creatively influence the world. Within this provision, playback theater should be regarded as a technology of the paratheater system of dramatherapy, which is relevant at any stage of the socialization of the individual or as a means in the mechanisms of socialization. Playback theater contributes to the development of tolerance for social differences, the acceptance of another with all its features, values. Thanks to him, we learn to listen to understand others, because in the performance the main thing is the story of the viewer, the realization of which is impossible in reality without careful perception. The author has found that playback theater as a paratheater system of drama is a rather interesting and important means of socialization and re-socialization of the personality, it can be used in any group of people to solve problems of a wide range. The article describes in detail the content of the playback theater application, namely: social integration of individual subgroups into society; social and psychological adaptation of personality; social-psychological and therapeutic support for people who are in emotional and psychological state; creation of a more favorable social and psychological climate for the team; social and psychological support in complex events; development of personal qualities of children in educational institutions; social and psychological support of people in recreational activities; playback theater as a means of creating space for social networking. Prospects for further research on the topic of the article are to study the attitude of the audience to the performances of the playback theater, the search for the means of expression of the actors, the impact of playback on the children's audience.

International law is a powerful generator of factors for the creation of criminal procedure security system. However, the mechanism of implementation of international law in national, Russian legislation causes certain difficulties. The problem is the imperfection of regulating the implementation process of international law within a particular state. The institute of public protection and safety of participants in the Russian criminal proceedings is now sufficiently developed. However, it is no longer possible to investigate effectively the problems in law enforcement within the same branch of jurisprudence, such as criminal proceedings. It is absolutely necessary to obtain knowledge from related areas of law, as well as from other disciplines (e.g., psychology, conflict resolution). Also positive examples of implementation of the state protection and ensure the safety of persons, used by some foreign countries are highly required in the Russian legislation and law enforcement practice. At present, the accumulation of a sufficient number of laws and legal acts can be observed which regulate the state protection of participants of the Russian criminal process. Improved security of the individual in criminal proceedings is directly related to the cross-sectoral research; generalization of positive examples of law enforcement practices; sufficient methodological support for law enforcers (investigators, prosecutors and judges); adequate funding of state protection measures.

Human capital becomes the most competitive and unique resource in the modern context of development of high-tech industries and formation of the digital economy. The ongoing digitalization processes have an impact on the formation and development of human capital. The aim of this work is to analyze the influence of digitalization factors on human capital in the regions of the Russian Federation. Based on statistical data from the State statistics service of the Russian Federation, the authors collected data for calculating the Index of conditions for the formation and development of human capital (CFDHC Index) for 82 regions and 34 factors that characterize the development of digitalization in Russia for the period from 2014 to 2018. The authors construct a multivariate regression using the ordinary least squares (OLS) estimation for describing the relationship between the Index and digitalization factors. With allowance for the individual effects of the regions of the Russian Federation, models with random and fixed effects were built. The results of the regression analysis confirmed the hypothesis that to form and develop human capital in the regions, measures should be taken aiming at developing digital infrastructure, reducing digital inequality, supporting higher education and research institutes, developing electronic services to provide public and municipal services.

Уголовно-исполнительные правоотношения представляют собой комплекс отношений различной направленности с существенными особенностями, которые обосновываются условиями изоляции. При отсутствии эффективного механизма обеспечения безопасности осужденных все остальные отношения существенно нарушаются. В данной статье рассмотрены вопросы реализации Федерального закона от 31.07.2004 № 119-ФЗ «О государственной защите потерпевших, свидетелей и иных участников уголовного судопроизводства» в отношении осужденных лиц, отбывающих наказание в исправительных центрах уголовно-исполнительной системы Российской Федерации. Criminal-executive legal relations are a complex of relations of various kinds with significant features, which are justified by the conditions of isolation. In the absence of an effective mechanism to ensure the safety of prisoners, all other relations are substantially violated. This article discusses the implementation of Federal Law of July 31, 2004 No. 119-ФЗ “On State Protection of Victims, Witnesses and Other Participants in Criminal Proceedings” in relation to convicted persons serving sentences in correctional centers of the penal system of the Russian Federation.

Purpose of the research: based on theoretical analysis, to develop a classification and structure of human capital, allowing for its development most optimally. The structure of human capital, proposed by the authors and considered in this article, consists of 5 main components, namely, demographic capital, educational capital, labour capital, research capital, socio-cultural capital. Along with the proposed structure of human capital, 8 third-party human capital structures by various authors were analyzed. To confirm the uniqueness of the human capital structure proposed by the authors, 25 state programs implemented in the Sverdlovsk region were analyzed. In this study, the authors propose their own classification of human capital, which meets modern realities and can be digitized for each item, which makes it possible to directly influence labour productivity in several aspects. Also, an important conclusion of this article is the need to develop educational and research capital, since these components of the proposed structure play an important role in innovative and economic development. The study's theoretical significance consists of proposing a new classification of human capital, which fully reflects its essence from different angles. Based on this, it allows formulating new hypotheses for the development and improvement of human capital. The practical significance lies in the relevance of the proposed structure for the next 10-15 years and specific recommendations for the development of educational and research capital in the Sverdlovsk region and other regions of the Russian Federation.

Today on the territory of Ukraine there are 40 national nature parks which include the NNP “Bug Gard”. One of the main tasks of the NNP is to preserve the valuable natural objects and to develop the scientific recommendations for protecting the environment and using the natural resources efficiently. Modern poaching, with its mass, technical armament, impunity and constant rapid growth, poses a serious threat to the national security of Ukraine. Significant damage to fishing and fish farming on the territory of the NNP “Bug Gard” is caused by the actions of poachers. During the functioning of the NNP “Bug Gard” the State Protection Service constantly conducts inspections and patrols the territory of the park to identify and to stop violations of the environmental legislation. The evaluation of the effectiveness of the fish protection measures carrying out in the Bug National Nature Park by the State Protection Service has been assessed. Annually the State Protection Service of the NNP “Bug Gard” conducts on average of 120 activities to identify environmental offenses, practices the explanatory talks, on average, 600 conversations per year, which are aimed at clarifying the environmental legislation in the field of fauna and flora protection, as well as it constantly informs the public through the media about the individual cases of poaching in order to further preventing the environmental offenses. Annually, an average of 1.000 leaflets with the fire safety rules on the territory of the NNP and with the environmental issues were produced and distributed among the population and the visitors of the park. It is established that, according to the analysis, the State Protection Service of the NNP “Bug Gard” carries out the effective measures in the field of fish resources conserving and rational using in the area of its responsibility, carries out a widespread waste water pollution control in the water bodies, creates the conditions for normal fish reproduction and keeps a track of environmental and fishing offenses, which not only preserves the flora and fauna, but also compensates the damage caused by the actions of poachers and other violators.

Using the method of selecting the main components associated with the correlation coefficients of the Pearson matrix, a possible relationship between the incidence of type 1 diabetes mellitus and various factors of urbanization in the Russian Federation has been identified. A hypothetical physical model of the impact of urbanization factors on incidence has been created. The problem of revealing the hidden causes of the incidence of type 1 diabetes mellitus in various regions of the Russian Federation and the contribution of factors of urbanization to the incidence is solved. The analysis uses a variety of statistical data on such factors of urbanization as the automobile road complex, emissions to surface wastewater and to the atmosphere.

The recent emergence of such new previously unknown threats to the state, the society and the individual that are not provided for in the key documents on strategic development of the Russian Federation as the pandemic of COVID-19 will lead to long-term unpredictable consequences and make a considerable impact on all spheres of activity. In the future, other previously unknown and equally dangerous infectious diseases may emerge and crisis situations may develop. The goal of this study is to identify the problem areas of criminal proceedings in crisis situations and to develop research-based and practically relevant recommendations aimed at ensuring the constitutional rights and freedoms of criminal proceedings participants in an emergency situation, a lockdown introduced to protect the life and health of these participants as well as people they contact with, regardless of their procedural legal status. Specific tasks of the study: 1) to identify the special features of Russian legislation that regulate the procedure of the preliminary investigation and the court inquiry of a criminal case that permit distance participation of any criminal case participants; 2) to analyze the results of the work of the Supreme Court of the Russian Federation that took into account the threats that the pandemic poses to the state, the individual and the society; 3) to present the views of Russian and foreign researchers of court proceedings on the analyzed sphere of activities; 4) to study the international experience connected with the impact of infectious diseases on criminal justice; 5) to present recommendations regarding the future development of legislation and improvement of the practice of law enforcement aimed at ensuring the constitutional rights and freedoms of the participants of criminal proceedings in the conditions of emergency. The methodological basis of research is the dialectical method of cognition, the general research methods of abstracting, analysis and synthesis, as well as specific legal methods: comparative-legal, logical-legal, etc. The authors have come to the conclusion that COVID-19 pandemic had a considerable influence on the introduction of new information and communication technologies into the criminal court proceedings. The existing situation convincingly demonstrates that it is necessary to search for new conceptual ideas and technologies, to use them in the doctrine of criminal procedure law and to develop research-based suggestions on improving legislation and the practice of law enforcement, which will effectively ensure the constitutional rights and freedoms of the subjects of criminal procedure relations in the conditions of isolation, including a right to a fair trial and access to justice. The authors argue for the expediency of modernizing legislation, for the transition of court proceedings from a simple written form to the electronic one, as well as to the paper-free interaction of all criminal proceedings participants.

The article deals with aspects of the interconnection of the phenomena of social trauma and social conflict, especially in the context of modern Ukrainian society, as well as in the context of the problems of Ukrainian studies discourse. The authors note the extreme importance of the phenomenon of social trauma in the state of health, in the vital program of the individual, in the collective self-identification of social groups, in particular of nations, and the problems and specifics of the manifestation of social trauma in philosophical and sociological sciences. Social trauma is capable to influence the personality's understanding of the meaning of its existence, the interpretation of the direction of development of social processes, the content of interpersonal and intergroup relations in the society. As a result of the defeat of one of the parties of a social conflict, the trauma itself can turn into a conflict factor in the social organism. The authors emphasize the diverse impact of social trauma on the emergence and course of social conflicts in interpersonal and intergroup spheres in the history and contemporary realities of Ukrainian society. It is emphasized that social trauma can be caused not only by real but also by fictional events, which can also cause social conflicts. The article emphasizes the extremely important role of the value positions of the subjects of social conflict in the ranking of traumatic events in the Convention of Ukrainian Studies, shows the influence of these positions on the interethnic and interclass relations in Ukraine. The peculiarities of the connection of social trauma with social conflicts in the life of the modern Ukrainian society in the post-truth situation are also analyzed. The authors emphasize that provoking social conflict by means of creating a post-truth situation if post-truth speculates on real or imagined social trauma is especially dangerous for the society. An ongoing social conflict will be deep and lasting. The manipulation of historical facts by placing them in a post-truth situation is illustrated in the article by facts from the sphere of hybrid warfare conducted by the Russian Federation in the eastern territories of Ukraine. The article explores several aspects of the impact of social trauma on social conflicts in the context of anomie in the spiritual life of the Ukrainian society.
