Purpose of the research: based on theoretical analysis, to develop a classification and structure of human capital, allowing for its development most optimally. The structure of human capital, proposed by the authors and considered in this article, consists of 5 main components, namely, demographic capital, educational capital, labour capital, research capital, socio-cultural capital. Along with the proposed structure of human capital, 8 third-party human capital structures by various authors were analyzed. To confirm the uniqueness of the human capital structure proposed by the authors, 25 state programs implemented in the Sverdlovsk region were analyzed. In this study, the authors propose their own classification of human capital, which meets modern realities and can be digitized for each item, which makes it possible to directly influence labour productivity in several aspects. Also, an important conclusion of this article is the need to develop educational and research capital, since these components of the proposed structure play an important role in innovative and economic development. The study's theoretical significance consists of proposing a new classification of human capital, which fully reflects its essence from different angles. Based on this, it allows formulating new hypotheses for the development and improvement of human capital. The practical significance lies in the relevance of the proposed structure for the next 10-15 years and specific recommendations for the development of educational and research capital in the Sverdlovsk region and other regions of the Russian Federation.

В соответствии с законодательством Российской Федерации заказчики для осуществления закупки необходимо обосновать объект закупки, необходимость его закупки, план-график осуществления закупки, начальную (максимальную) цену контракта, а так же способ ее определения, что является актуальным вопросом, в контексте которого в статье изложены подходы и методы для обоснования (расчета) начальной (максимальной) цены контрактов на выполнение работ, оказание услуг и поставок товара, реализуемых в рамках федеральных и национальных проектов, государственных и целевых программ в сфере образования и науки. Практическая значимость материалов статьи заключается в том, что в них представлены классификация существующих подходов и методов, а также рекомендации по их применению для определения цены контракта в зависимости от предмета контракта. In accordance with the legislation of the Russian Federation, customers need to justify the object of purchase, the need for its purchase, the procurement schedule, the initial The (maximum) price of the contract, as well as the method of determining it, which is a relevant issue in the context of which the article sets out the approaches and methods to justify (calculating) the initial (maximum) price of contracts for the performance of work, the provision of services and supplies of goods implemented within the framework of federal and national projects, state and target programs in the field of education and science. The practical significance of the article is that it presents a classification of existing approaches and methods, as well as recommendations on their use to determine the price of a contract depending on the object of the contract.

Introduction. The issue of food security and the task of increasing Russia’s exports make it necessary to identify and monitor the threats to the economic security of agriculture in each region; therefore the topic is of particular relevance. The main goal of the study is to identify and analyze the threats to the economic security of the agricultural sector of the Republic of Mordovia and their sources. Materials and Methods. The agricultural sector of the Republic of Mordovia was considered as the object of the research. The study employed the methods of system analysis, economic statistics, and analytical, dynamic and graphical interpretation of information. Results. The authors have analyzed the development of the agricultural sector over the past ten years, identified and examined the threats to the economic security of the industry and their sources, presented a classification of the threats, substantiated the range of measures aimed at preventing and neutralizing the threats. It has been proved that the identified threats are not completely insurmountable but are systemic since they are formed at the macro level and require an identical comprehensive solution within the framework of the state regional policy. Discussion and Conclusion. It has been concluded that the present threats to the agriculture of the Republic of Mordovia resulted from the 1990s ignorant policies. Despite the measures taken, the situation still cannot be improved. Further research may be aimed at developing a methodology for analyzing threats to sectoral economic security at the regional level. The practical significance of the study lies in the possibility of applying the obtained information when establishing sectoral programs for the development of agriculture and the agro-industrial sector by the constituent entities of the Russian Federation facing similar threats.

Abstract The article sets the task of classifying various materials and determining their belonging to a specified group using a recurrent neural network. The practical significance of the article is to obtain the results of the neural network, confirming the possibility of classifying materials by the hardness parameter using a neural network. As part of the study, a number of experimental measurements were carried out. The structure of the neural network and its main components are described. The statistical parameters of the experimental data are estimated.

The article defines the meaning of the concept of "critical infrastructure". It is proposed to interpret it in the theoretical aspect (in terms of importance in the infrastructure as a whole and to ensure the development of the country), as well as for the use in regulation and management decisions. Particular attention is paid to determining the functional purpose of critical infrastructure, the characteristics of the criticality of its elements, as well as determining their effects on economic development and financial security. Issues related to the application of measures to support the development and protection of critical infrastructure by public administration are covered. Approaches to the classification of the main components of critical infrastructure, determining their criticality and functional purposes in foreign countries are identified. The issues of carrying out purposeful activities to determine and adopt national priorities for the development and protection of critical infrastructure, implementation of state programs and medium-term plans for their implementation are revealed. Attention is drawn to the need to clearly define the content and components of critical infrastructure in Ukraine, as well as the development and adoption of the necessary regulations that guide public administration bodies to apply them in practice. It is noted that the solution to such problems is intensified in connection with the fight against the spread of the COVID-19 pandemic, which requires changes in the components of critical infrastructure, the application of additional measures to maintain its functionality and at the same time strengthen financial security.

The article discusses the methodological foundations of the classification of investments in enterprises of the tourism industry of the Russian Federation. Considered the need for implementation and identified key factors of innovation in the tourism sector. The most important and significant factors directly influencing the intensity of innovation in the functioning of subjects of the tourism sector include the following: the increase in the level of competition in modern tourism is a direct consequence of the transition of subjects of the tourism sector from aggressive price competition to the principles of competition as part of increasing the quality level and optimal ratio quality and price indicators; The rapidly growing needs of modern society are forcing tourism enterprises to form more sophisticated, rich and diverse products and offer the most unified and, at the same time, extraordinary services; the active development of information, technical and communication technologies stimulate the subjects of the tourism sector to introduce and apply the latest achievements of science and technology to improve performance indicators and meet the needs of tourists; the intensification of globalization processes is the reason for the diversification of the production of tourism services and the unification of tourism enterprises at the national and international levels. It has been established that innovation in the field of tourism needs to be understood as a qualitatively new product that comprehensively allows to meet the existing and potential needs of tourists and get the maximum effect (socio-economic, financial, etc.). It is determined that the state and development of the industry determine the possibilities for implementing innovation and investment activities of a separate tourism enterprise, based on its internal needs and available resources. It was found that the generalization and complex systematization of classification elements and features, as well as the formation of a scientifically based list of innovations used in the operation of companies in the tourism sector, has significant practical significance, since it determines the potential ability to give a detailed idea of the characteristics of a particular innovation.

Human capital is the basis of economic growth in modern Russia. One of the results of the work of the Government of the Russian Federation to achieve the goals and objectives of sustainable development, fixed in the UN Agenda for Sustainable Development for the period up to 2030, was their inclusion in the main strategic and program documents. The basic concept of national goals and strategic objectives of the country is an orientation towards a post-industrial economy in which the main socio-economic advantages of Russia in the global economy lie in the area of human capital. The article discusses approaches to the definition of “human capital”. The authors consider the human capital of the region as a set of human resources concentrated in its territory and possessing professional skills and knowledge, as well as health status and labor motivation. It was revealed that such peculiarity of the region as its agro-industrial orientation provides a significant contribution of agriculture to its economy, but at the same time requires increased attention to the human capital. The three main components of the region’s potential (income, longevity and education) should be the priority areas for public investment. The article presents a comparative assessment of the human capital of the Krasnodar Territory and other constituent entities of the Russian Federation. The disadvantages of using the methodology for calculating the human development index are revealed, in particular the imbalance of individual components of the index when assessing regions. The authors found that the human capital of the country largely depends on the human capital of the industries that ensure the population’s life quality. An indicator of an effective connection between the economy and health care is the improvement in the quality of life of the population and, as a consequence, the potential of the region.

The problem of state protection of the individual, its protection and security has a very urgent status. Ensuring personal safety in the Russian Federation is implemented by the adopted federal laws, special state programs, and other regulatory documents, which are subsequently implemented in practice by special units to ensure the safety of persons subject to state protection. When implementing the duties assigned to the security divisions of persons subject to state protection, the question of the need for psychological support in relation to the protected persons arises quite sharply. In the course of the theoretical analysis, it was concluded that the scientific problem has not been sufficiently studied as a psychological support for persons subject to state protection. The article attempts to consider a topical scientific problem in the aspect of social and psychological support. In the article, psychological support is considered as one of the basic components of social and psychological support, taking into account the peculiarities of law enforcement practice. The article analyzes the need for psychological support in relation to protected persons, highlights the main components of this area, and analyzes the psychological characteristics of the impact of psychological support on the entire process of applying state protection measures.

The paper features the sanctions for abuse of the right to an unconscientious person (violator). The ongoing reforms of civil law in the Russian Federation allowed legislators to expand the list of sanctions that can be applied for the abuse of rights. The author introduces a classification of violators that can be punished for the abuse of the right can be applied. The current judicial practice shows that it both victim and mala fide party may assume the roles of plaintiff, defendant, and a third party in court, depending on how they use and exercise their subjective rights within the framework of civil rights. The rules of law governing the refusal to protect the right against a violator may not be applied by the court spontaneously. The author found some hidden forms of behavior of the plaintiff or defendant parties, the purpose of which is to harm the other party, to refuse to satisfy the claim of the bona fide party, i.e. illegal behavior of the defendant, or satisfaction of the claim of the unconscientious party, i.e. illegal behavior of the plaintiff. The civil-law approach to the study of actual problems of abuse of right makes it possible to clarify the essence of this legal phenomenon in the modern civil law.

Purpose. The aim of the work is to consider the novelties of the legislative work, which provide for the concept and classification of criminal offenses in accordance with the current edition of the Criminal Code of Ukraine and the draft of the new Code developed by the working group and put up for public discussion. Point out the gaps in the current legislation and the need to revise individual rules of the project in this aspect. The methodology. The methodology includes a comprehensive analysis and generalization of the available scientific and theoretical material and the formulation of appropriate conclusions and recommendations. During the research, the following methods of scientific knowledge were used: terminological, logical-semantic, system-structural, logical-normative, comparative-historical. Results In the course of the study, it was determined that despite the fact that the amendments to the Criminal Code of Ukraine came into force in July of this year, their perfection, in terms of legal technology, raises many objections. On the basis of a comparative study, it was determined that the Draft Criminal Code of Ukraine needs further revision taking into account the opinions of experts in the process of public discussion. Originality. In the course of the study, it was established that the classification of criminal offenses proposed in the new edition of the Criminal Code of Ukraine does not stand up to criticism, since other elements of the classification appear in subsequent articles, which are not covered by the existing one. The draft Code, using a qualitatively new approach to this issue, retains the elements of the previous classification and has no practical significance in law enforcement. Practical significance. The results of the study can be used in law-making activities to improve the norms of the current Criminal Code, to classify criminal offenses, as well as to further improve the draft Criminal Code of Ukraine.

The article gives an overview, performs analysis and classification of successful managerial practices applied at Russian industrial enterprises in the framework of the national project “Labour productivity and employment support”. The paper emphasizes the main factors of labour productivity growth as follows: investment policy, growth of human capital, and efficient use of managerial capital of enterprise. In order to determine the need of enterprises to increase labour productivity, the author proposes four universal criteria that signal the existing inefficiency even before the loss of competitiveness: 1) the dynamics of labour productivity in the company is not positive during a given period; 2) the company is behind competitors by labour productivity indicator; 3) the company is behind competitors by labour productivity growth rates indicator for a certain period; 4) unit production costs rise. These criteria allow you to take into account the situation both within the enterprise and in comparison with other enterprises. Each criteria can be considered separately or in combination with the others, applied to enterprises of different industries, specialization, and scale. Criteria indicate the direction of development in which the company is experiencing difficulties at the moment, or may experience them in the future.
