Prospects of Post-Crisis Development of the Passenger Air Transportation Market of the Republic of Azerbaijan

The purpose of the study is to present a model of the prospective development of the passenger air transportation market of the Republic of Azerbaijan in the conditions of overcoming the crisis caused by the negative impact of the COVID-19 pandemic. Based on the analysis of the activities of the national airlines «AZAL» and «Buta Airways», taking into account the statistical data of the passenger traffic growth of the Heydar Aliyev International Airport (Baku), as well as data on the development of the national tourism industry, a model of promising development of directions in the structure of the route network of the Heydar Aliyev International Airport is presented. The result of the research is the construction of a model for the prospective development of new directions in the structure of the route network of the Heydar Aliyev International Airport. The main principles of the post-crisis model of the development of the national market, according to the author, is the need to develop the segment of low-cost air transportation. The presented model of the route network development includes the development of the directions of the national budget airline «Buta Airways», as well as the expansion of cooperation with foreign budget airlines «Fly Arystan» (Republic of Kazakhstan), «Wizz Air» (Hungary), and in addition, the development of cooperation with Russian regional airlines, and first of all with the airline «Azimut» as one of the dynamically developing regional airlines of the Russian Federation.

The article presents an analysis of the activities of regional airports in France in 2019. The growth of passenger traffic was observed in those airports that actively developed cooperation with budget airlines, increasing the number of destinations in the route network. Regional airports in France, whose route network structure did not expand in 2019, showed a slight decrease in passenger traffic (from –0.1% to –3%). The first and only experimental regional airport in France (city of Beziers), handling flights of only one budget airline, Ryanair, showed an increase in passenger traffic by 14.5% in 2019. The share of routes of budget airlines in the structure of the route network of regional airports in France is quite high. The key problems of regional airports in Russia are the low passenger traffic and the underdeveloped route network. Due to the presence of the only national budget airline "Pobeda" on the market and the minimal impact on the segment of budget air transportation of foreign airlines, the share of budget air transportation destinations in the structure of regional airports of the Russian Federation continues to remain at an extremely low level. 2019 showed a record growth in passenger traffic at regional airports in the Central Federal District (an increase from +2.8% to +262%, with the exception of Tambov Airport, whose passenger traffic fell by 57.4%), which indicates an increase in demand and the need to expand the route network of regional airports. On the example of the Voronezh airport, a model for the development of low-cost airline destinations is presented.

The article analyzes the activities of the budget airline Fly Arystan of the Republic of Kazakhstan at the market of passenger air transportation in the low-cost segment. The pricing policies of Fly Arystan airline and the largest European low-cost airline EasyJet (Great Britain) are considered. The data of government support for the development of the budget passenger air transportation market are provided. Based on the Fly Arystan development concept and plans to expand the aircraft fleet there are presented the possible options for expanding the domestic and international route network. The experience of the Russian low-cost airline Pobeda (Aeroflot Group) related to the expansion of the route network is presented. The key factors of the development efficiency of the segment of budgetary passenger air transportation in the Republic of Kazakhstan are measures of state support for updating and expanding the aircraft fleet (subsidizing leasing), modernizing the ground air transport infrastructure, energy self-sufficiency due to the regional production and refining petroleum products, and a favorable geographical position. With the successful of the development of the national system of passenger air transportation the Republic of Kazakhstan may become a leading regional market player. The development priority direction should be the concept of connecting flights through the main hubs (Nur-Sultan, Almaty) in the following areas: the Russian Federation (Southern Federal District, Volga Federal District, Ural Federal District, Siberian Federal District) – the Kyrgyz Republic, the Republic of Uzbekistan , The Republic of Tajikistan. Developing the geography of the budget passenger air transportation, the Republic of Kazakhstan creates favorable conditions for the competition. The development of a network of regional and international destinations supports the system of national and international tourism, the participants of which are enterprises of the small and medium-sized business segment, which contributes to an increase in tax payments to the regional and republican budgets.

The year 2010 is Soccer World Cup year in South Africa. From watching the press and other media it quickly becomes apparent that this event is perceived as something of a cash cow to be used (and sometimes even abused) to generate maximum profit for certain industries and its businesses. Complaints have been made about airlines and accommodation establishments hiking prices excessively. The tourism industry has been warned about the negative impact such exorbitant prices may have on tourism in the future as South Africa may no longer be considered as a value-for-money destination. The hiking of prices is based on an anticipated increase in demand for certain services and products caused by the expected influx of soccer tourists. Businesses world-wide employ different pricing strategies to try and optimize revenue. One such pricing strategy that is employed is to differentiate between citizens and foreign nationals when charging for a service or product. This strategy in the context of the tourism industry is the focus of this note. Whilst the tourist is visiting South Africa s/he may want to visit some attractions and it is often at these places that an interestingsituation can be observed. International tourists have to pay one price whereas citizens pay a reduced price. For instance, a visit to the website of the Addo Elephant National Park reveals that SANParks asks different prices – for South African citizens and residents R30 per day visit, SADC nationals R60 per day visit, and foreign visitors R130 per day visit to the Addo Elephant National Park. Similar price differentiation is employed by private businesses as well. Other jurisdictions in Africa also make use of similar customer-segment pricing strategies. The Ugandan Wildlife Authority differentiates between admission fees for foreign non-residents and East-Africans to protected areas such as Lake Mburo and the Semuliki National Park. The Consumer Protection Act 68 of 2008 (hereinafter “the CPA”), once operational, will prohibit the charging of different prices for any goods or services to any persons or category of persons on the basis of one or more of the grounds of unfair discrimination contemplated in section 9 of the Constitution of the Republic of South Africa, 1996 (the Constitution) or Chapter 2 of the Promotion of Equality and the Prevention of Unfair Discrimination Act 4 of 2000 (hereinafter “the Equality Act”), amongst others. Does this mean that suppliers of services and products to tourists who differentiate in the prices asked between citizens and non-citizens will fall foul of this provision of the CPA? This is the question this note will endeavour to answer.

The article is devoted to the study and analysis of the current state of the animal husbandry industry in the Republic of Kazakhstan in the context of regions. The indicators of the dynamics of the number of livestock of farm animals for the period 2015-2019 by regions, indicators of productivity in the industry, indicators of the volume of production of meat products are analyzed. The dynamics and structure of costs in the country’s livestock industry are also considered.Today, one of the most pressing problems in the development of the agro-industrial complex is the low level of labor productivity due to low automation and digitalization of technological processes. The need to meet the demand for livestock products in the domestic market of the Republic of Kazakhstan, as well as to increase its export resources, poses a challenge for Kazakhstani science and practice to develop, scientifically substantiate and master modern technologies for the production of low-cost, environmentally friendly, competitive products of the industry. They should be resource-saving, aimed at maximizing the use and improvement of the genetic potential of farmed farm animals, adapted to the specific natural and economic conditions of the regions of the republic. The development and mastering of such technologies will make it possible to weaken the negative impact of the industry on the environment, reduce the cost of material resources, and effectively use the available land and water resources [5].The main problems hindering the effective development of the country’s livestock industry are identified. The promising strategic directions for the development of this industry have been determined. From the point of view of experts of the financial organization, the country has good potential and opportunities to export its beef and pork to China, and the lamb of the Edilbay sheep breed to the countries of the Middle East.

There are several challenges on way to the forming modern international tourist center on the territory of Crimea meeting the criteria of a year-round, demand and competitiveness. The harmonization of tourism product’s prices and its quality is the main among them. Existing currently unbalanced price policy of tourist service enterprises in the territory of the peninsula could have a negative impact on the region’s image and lead to the loss of competitive position in the market of tourist services. This explains the relevance of this study and its purpose. The research aimed at evaluating the experience of successful development of tourism in foreign destinations and analyzing the factors influencing the pricing policy of tourist service enterprises in the Crimean destinations. To achieve the objectives of the study the authors analyze the approaches to the definition of "destination" and "image". There are a variety of definitions of these terms, but they are all focused on a consumer’s comprehensive perception of tourism product. The distinctive features of main consumer of tourist services in Crimea are established. The reasons for the success of tourism in the destinations in Turkey and Egypt are analyzed. The authors have revealed that the government's efforts to support enterprises in Crimean tourism industry create preconditions for improving the quality of tourism products and the introduction of pricing policies aimed at reducing prices. The article provides an analysis of the factors influencing the pricing policy of tourist service enterprises in Crimean destinations through the method of PEST-analysis. The authors concluded that the current pricing policy of the majority of tourist service companies on the territory of the Republic of Crimea, is apart from the pricing policy of its nearest competitors, does not meet the quality of service and, therefore, does not meet the expectations of the consumers.

The liberalization of the aviation market has enabled low-cost airlines to take over a significant share in the aviation market. Benefits of low-cost models are multiple, both for passengers and for secondary and regional airports, which were neglected in the past and which record significant inflow of passengers with the arrival of low-cost airlines. In the structure of the air traffic in the Republic of Croatia in the last ten years, there has been a progressive growth of foreign low-cost airline operations, which suggests a potential for the operation of a Croatian low-cost airline. This paper defines the criteria applicable to modelling of a low-cost airline in the Republic of Croatia in the relevant context of fleet management, route networking and operator’s processes in traffic technology. It analyzes the dynamics of low-cost airlines operations in the structure of air traffic in Croatia and the impact of traffic on the status of airports and the national operator. The article discusses new directions in the development of the architecture of recreational facilities in South-east Asia, which need to be implemented to form a modern recreational and tourist cluster in Bangladesh. The author reveals compositional, spatial-planning, decorative-stylistic, functional and design features in the architecture of recreational objects made of bamboo. It is proposed to build the main accommodation facilities (hotels, hotels, motels, arrival houses and houses with the status of "second homes") and food facilities (cafes, bars, canteens, restaurants) using traditional ecological materials. Modern methods of energy saving, their implementation in the practice of design and construction in countries with hot and humid climates are listed. When designing recreational and tourist complexes, innovative technologies, materials and structures are introduced that increase the comfort of recreational facilities. The government relies on the development of the recreational tourism industry in the country, creating economic advantages in the development of this business in the Republic of Bangladesh, increasing the investment attractiveness for domestic and foreign investors, offering preferential tax and customs regimes for the construction and operation of recreational and tourist facilities. Many facilities of the recreational and tourist industry, built in the period 1980-2010 do not meet modern requirements for energy efficiency, environmental friendliness and aesthetic appeal, which definitely has a negative impact on the recreational attractiveness of some regions of the country, this is especially important for remote and difficult to access areas where created objects.

As one of the largest and most important industries in the world, the air industry’s impact on economic development, living standard and productivity in the Republic of Croatia has been significant. Air transport is of high significance for the economic development of the Republic of Croatia because its tremendous importance in the development of one of the most important economic branches in Croatia – tourism. Due to the liberalization of the air transportation market in the European Union the growth of low-cost carriers has been noteworthy. The aforementioned liberalization has had a significant impact on the Croatian air transportation market, especially on the presence of low-cost carriers in the coastal Croatian airports. Based on the secondary data analysis, the purpose of this paper is to underline the characteristics of the Croatian air transportation market, and as well to analyse the importance and the role of low-cost carriers in the traffic of all Croatian airports. Due to this development, a significant increase has been noted in the passenger air traffic and as well in the number of low-cost carriers that are offering their services on the Croatian market.

The 2020 crisis caused by the negative impact of the COVID-19 pandemic had a positive influence on the development of regional air travel. Against the background of an overall drop in passenger traffic exceeding 40%, a number of airports in the Southern Federal District have demonstrated positive development dynamics. With the opening of regular flights to cities in the Southern Federal District and the Republic of Crimea, a number of airports in the Central Federal District and the Volga Federal District by the end of 2020 increased passenger traffic due to the development of the domestic route network. The Russian air passenger market demonstrated high growth and development rates during the period of 2009–2019. The underlying factors of growth and development were the implementation of the subsidizing regional air routes program, the development of competition and the increase in the growth rate of production of the regional jet “SSJ-100”. According to the results of activities at the end of 2020, the Russian regional airline (a mono-operator of the “SSJ-100” jet) demonstrated the lowest rate of passenger traffic reduction. The airline also increased its aircraft fleet by 2 units and expanded its regional route network. The Republic of Crimea is a strategically important region of the Russian Federation. Modernization of the regional logistics complex, which includes the development of regular flights to the regions of the Russian Federation, is a priority task of domestic policy. Based on the structural analysis of the air passenger market and the regional logistics system, a model for creating a regional budget airline for the Republic of Crimea is proposed. The result of overcoming the 2008 crisis on the European air passenger market was the strengthening of the role and influence of the budget airlines (increase in market share from 15% to 50% from 2009 to 2019). The low-cost air transportation segment of the Russian market demonstrates high potential for development due to growing demand. The development of regional air transportation is one of the key factors in the development of the national aircraft construction system. The results of the study can be used in developing a strategy for the aviation logistics system of the Republic of Crimea, as well as in developing strategies for the development of regional airports on the island and peninsular territories.
