Study of the Characteristics of the Psychological Culture of the Heads of Territorial Internal Affairs Bodies of the Russian Federation

Psychological culture affects the productivity of personal development, communication of the personality, its social adaptation, is manifested in the characteristics of thinking and attitude to life. The study of the problems of psychological culture is a new direction in psychological science. Questions related to the study of the characteristics of the psychological culture of the leaders of the territorial internal affairs bodies of the Russian Federation have not been studied. The psychological culture of the head of the internal affairs bodies of the Russian Federation acts as a psychological characteristic of a person, which allows providing optimal conditions for the successful implementation of leadership functions. In the framework of empirical studies of psychological culture, one-sidedness of their orientation is ascertained. Empirical studies of the characteristics of the psychological culture of the heads of territorial internal affairs bodies of the Russian Federation have not been conducted. To study the characteristics of the psychological culture of the leaders of the territorial internal affairs bodies of the Russian Federation, the Methodology “Psychological Culture of Personality” was used by O.I. Motkova. The empirical study involved 100 respondents - heads of territorial internal affairs bodies of the Russian Federation. Based on the results of an empirical study, it was concluded that the leaders of the territorial internal affairs bodies of the Russian Federation need specially organized measures to develop a psychological culture on the part of departmental psychologists, especially at the beginning of their service as a leader, which will certainly contribute the success of their professional activities.

The article discusses the theoretical and practical foundations of breathing practice. As shown in scientific studies, respiratory psychotechnics contribute to the development of regulation of negative emotional states, mastery of the basics of psychophysical and psychoenergetic self-regulation, and also have a pronounced volitional aspect. The subject of research in this article are the features of using the breathing technique of Vision in order to study a reduced level of subjective vitality. The purpose of this work was in experimentally study of the effect of respiratory psychotechnics on the level of subjective vitality. To achieve this goal the Russian-language version of the methodology for determining subjective vitality developed in the framework of the theory of self-determination by R. Ryan and S. Frederick in the modification of L.A. Alexandrova. In order to study the effect of the breathing technique of Vival on the states and personality traits that are of paramount importance for the process of social adaptation and regulation of behavior, the Freiburg multifactor personality questionnaire FPI was used. The respondents were 48 persons who were employees of the internal affairs bodies of the Russian Federation. The obtained results allow us to optimize the work of providing psychological assistance to the employees of the internal affairs bodies of the Russian Federation in a situation of reducing the level of subjective vitality.

This article is dedicated to the influence of fiction literary works upon the moral, ethical and intellectual level of staff members, as well as increase of professionalism of the employees of law enforcement. It is noted that increase of professionalism is one of the multifaceted questions requiring integral approach in solution of the tasks of legal, ethical and psychological nature. Improvement of personal qualities of each employee is a determining factor of increasing efficiency and performance of the entire system of law enforcement agencies. It is claimed that personal development is the key to increasing professionalism. The article examines the content of educational aspect of fiction literature and its significant role in formation of personality of staff members of law enforcement agencies, namely moral qualities through a literary character. Analysis is conducted on the main aspects of the heritage of fiction literature as an essential condition for moral upbringing of the staff members, which is reflected in belonging to a noble actions, achievements and heroism of the previous generations. The author develops recommendations for the units on application of artistic means in the process of formation of personality of staff members of the Ministry of Internal Affairs of the Russian Federation.

Действующее уголовно-исполнительное законодательство Российской Федерации в качестве одной из своих целей предусматривает исправление осужденного. Достижение указанной цели предполагает успешную реализацию задач уголовно-исполнительного законодательства и, в частности, способствует социальной адаптации лиц, отбывших уголовное наказание, их возвращению в общество законопослушными гражданами. Также закрепление цели исправления осужденного предполагает определение в законодательстве средств, с помощью которых будет осуществляться данный процесс. В статье анализируется понятие и дается характеристика основным средствам исправления осужденных к лишению свободы. Рассмотрены различные подходы ученых-пенитенциаристов к дополнению действующей системы основных средств исправления осужденных новыми элементами. Проанализированы направления нормативного совершенствования системы основных средств исправления осужденных по дополнению ее новыми элементами. На основе выявления проблемных вопросов в исследуемой области вносятся соответствующие теоретические предложения по совершенствованию действующей системы основных средств исправления осужденных. The current criminal executive legislation of the Russian Federation provides for the correction of a convicted person as one of its objectives. Achievement of the specified purpose assumes successful implementation of tasks of the criminal executive legislation, and in particular promotes social adaptation, persons who have served criminal punishment, their return to society by law-abiding citizens. Also fixing the purpose of correction of the condemned assumes definition in the legislation of means by means of which this process will be carried out. In the presented scientific article the concept is analyzed and the characteristic of the main means of correction condemned to imprisonment is given. Various approaches of scientists-penitentiaries to supplement the existing system of basic means of correction of convicts with new elements are considered. The directions of normative improvement of the system of basic means of correction of convicts to supplement it with new elements are analyzed. By identifying problematic issues in the study area introduces relevant theoretical proposals to improve the existing system fixed assets of correction condemned.

The relevance of the examination is due to the fact that the study of the characteristics of the personal and professional formation of civil employees in the system of the internal affairs of the Russian Federation will solve a number of urgent questions about the methods and possibilities for optimizing professional and personal development, about the psychological mechanisms for increasing labor efficiency. The object of research is the process of personal and professional formation of civil employees in the system of internal affairs of the Russian Federation. The subject of the study is the psychological mechanisms, factors, determinants of the personal and professional formation of civil employees in the system of internal affairs bodies of the Russian Federation and the possibilities of its optimization. Research methods: analysis and systematization of scientific and psychological literature on the research topic; general scientific methods of cognition (theoretical analysis, generalization, synthesis); questioning of civil servants of the system of internal affairs of the Russian Federation; statistical methods for processing the obtained data. The respondents were 120 persons, state civil employees (40 persons) and employees of the internal affairs bodies of the Altai Republic (40 persons), as well as students of the Academy of Management of the Ministry of Internal Affairs of Russia, who were heads of ATS units from various regions of the Russian Federation (40 persons. ) The scientific novelty of the study consists in expanding, supplementing and refining scientific views on the personal and professional formation of civil employees in the system of internal affairs of the Russian Federation and the possibilities for optimizing this process. The practical significance of the results consists in substantiating, firstly, the characteristics of the personal and professional formation of civil employees in the system of the internal affairs bodies of the Russian Federation; secondly, the main directions of optimizing the personal and professional formation of civil servants in the system of internal affairs bodies of the Russian Federation.

The authors reveal the psychological determinants of the constructive behavior of police officers in interpersonal conflicts with various categories of citizens, as well as the development of algorithms for psychologically competent actions of an employee in typical emotionally intense interpersonal situations. In order to study the peculiarities of conflicts and their manifestations in the activities of the heads of the internal affairs bodies of the Russian Federation, an empirical study was carried out, in which 104 respondents took part - the heads of the territorial bodies of the internal affairs of the Russian Federation, both acting and temporarily undergoing training in various educational programs of the Academy. Department of the Ministry of Internal Affairs of Russia. The study showed that modern chiefs of internal affairs bodies are focused on the implementation in everyday practice of interaction with subordinates of the subject-cooperating approach, since it is close to the national mentality and contributes to effective prevention and settlement of conflicts. The most important task of the head of the internal affairs bodies in the process of managing socio-psychological conflicts is their objective complex analysis in order to use the positive experience of resolving conflicts and preventing the development of destructive socio-psychological conflicts. The process of managing socio-psychological conflicts involves the implementation of modern psychotechnologies. To effectively solve emerging problems, each police officer must master the necessary minimum of theoretical knowledge and practical skills of behavior in a conflict, i.e. get conflictological training.

The article discusses the organizational principles of the construction of psychological work in the Department of Internal Affairs, as a desirable and promising practical field. As you know, psychological work is one of the demanded and dynamically developing types of moral and psychological support for the activities of the internal affairs bodies of the Russian Federation. The successful implementation in the process of working with personnel of the functions of organizing and carrying out psychological work is inextricably linked with the development of criteria for evaluating the activities of psychologists. In this regard, the proposed article analyzes the criteria and indicators for assessing the effectiveness of psychological work, identifies their main groups. It should be understood that the assessment of psychological work is closely related to accounting. Well-organized accounting largely ensures the objectivity of the assessment, and the presence of a reasonably chosen assessment criterion allows you to determine the necessary accounting indicators. Not being able to correctly assess the real results of psychological work units in the formation and development of professionally important personal qualities of employees, psychological stability and readiness to effectively perform operational and service tasks, being content with estimates reflecting only the external indicators of this activity, it is impossible to fully judge the effectiveness of functioning psychologists. The authors emphasize the importance of taking into account the objects of assessment, which implies the obligatory differentiation of criteria for assessing the development of professionally important personal qualities and the effectiveness of specific areas and types of activities of psychologists. Through the prism of the results of psychological work in 2020, the previously identified criteria and indicators are analyzed. The impact of the psychological tools used is discussed. The most important scientific research in the field of work psychology, conducted in 2020, is highlighted.

Psychotechnologies for preventing destructive coping strategies are important not only for employees of the moral and psychological support unit of the Ministry of Internal Affairs of Russia, but also for the leaders and employees of internal affairs bodies of the Russian Federation who are interested in their psychological health and in effectively solving the tasks facing the Ministry of Internal Affairs of Russia. Despite the fact that a significant amount of research by both foreign and domestic scientists is devoted to the study of personality coping, comprehensively preventive work to prevent and correct destructive coping strategies is not carried out. The formation of destruction in coping behavior is characteristic of the professional activities of law enforcement officers, the most prone to this psychological phenomenon, are leaders. Destructions in the coping behavior of employees of the internal affairs bodies are a consequence of the state of emotional, mental and psychophysical exhaustion, determined by the conditions of professional activity, excessive workload and emotional interpersonal communication. Coping behavior is of a destructive nature and adversely affects the professional activities of the policeman and his personality. To prevent and correct the destruction in coping behavior, the heads and employees of the internal affairs bodies offer an algorithm of psychotechnological actions in the article.

The article is devoted to the formulation of the problem of studying of the level and characteristics of the subjective vitality of employees and heads of internal affairs agencies of the Russian Federation, as well as the need to increase the overall potential of vital energy. The object of the research is the degree of severity of subjective vitality among employees and heads of internal affairs agencies of the Russian Federation. The subject is the level of subjective vitality among representatives of various professional communities. The article focuses on the results of studying the level of subjective vitality as a consciously experienced life energy. The author connects low indicators of the phenomenon being studied with excessive stress, stress, conflict of professional activities of employees and heads of internal affairs agencies of the Russian Federation, unsatisfactory psychological self-awareness and negative emotional states. Subjective vitality as a constituent of professional activity in the law enforcement area, on the one hand, is an energy component and an important element in the performance of official tasks by employees of the internal affairs bodies of the Russian Federation, on the other hand, increased requirements are imposed on the subjective vitality of specialists (which is manifested in the prevalence of this phenomenon in this professional community). Such problems require the organization of constructive psychological assistance.

The article deals with optimization of activities for the education of personnel of the internal affairs bodies of the Russian Federation. In the internal affairs bodies of the Russian Federation, special attention is traditionally paid to the education of employees. At the same time, the process of education is distinguished by its special content, forms and methods, and its main meaning is to improve the performance of personnel in solving professional problems. The purpose of this work is to consider the features of the implementation of a personality-oriented approach in the process of educating employees of the RF Internal Affairs Department. Subject of the research: features of the application of an individual, personality-oriented approach in the education of employees of the RF Internal Affairs Directorate. The object of the research is the directions of optimization of activities for the education of the personnel of the internal affairs bodies. The article discusses the results of an expert survey of managers and employees of various levels of educational work units (Moscow region, Smolensk region, Lipetsk region, Republic of Sakha). 36 people were respondents. It should be emphasized that a personality-oriented educational impact should have the ultimate goal of a comprehensive and holistic personal development of employees of internal affairs bodies, preparing them for better and more efficient performance of official and official duties.

Introduction.The process of adaptation and integration of foreign citizens in the host country is of high importance to ensure the balance of interests of community members. Representatives of various branches of knowledge (philosophy, sociology, psychology, law, pedagogy, etc.) are engaged in its study. Today social adaptation and integration of migrants are in the zone of special attention of the Russian state since steady development of our society is dependent on successful implementation of such policies. In this article the author analyses certain provisions of the draft Federal Law “On Social and Cultural Adaptation and Integration of Foreign Citizens in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation” prepared by the Federal Agency for Nationalities Affairs and submitted for public discussion.Materials and methods.The main research methods used hereinafter are theoretical analysis of the text of a regulatory act, analysis and synthesis of scientifc literature, methods of abstraction and induction, comparison and analogy as well as a formal logical method.The results of the study.An analysis of the content of the Draft Law made it possible to identify a number of provisions that seem to require adjustment. In particular, there is a need: - to clarify the defnition of the concepts of “social adaptation” and “social integration”; - to defne the concepts of “cultural adaptation” and “cultural integration” matching them with the concepts of “social adaptation” and social integration”; - to fnalise and systematise the list of measures set forth in the Draft Law as the conditions necessary for the success of the adaptation process and the integration of foreign citizens in the host country; - to adjust the terminology used by the legislator in relation to the activities carried out by the state. The author makes certain conclusions and provides due reasoning in the course of the analysis of the Draft Law provisions.Discussion and conclusion.Given the complexity of the process of adaptation and integration of migrants, its legal regulation is an extremely diffcult task for the legislator. At the same time such effor ts are vital as the lack of clarity of the legal norm, the ambiguity of the concepts used in the law often lead to a distorted interpretation and perception of the social phenomena.
