The actual problems of municipal law in Russia are considered taking into account the peculiarities of master's degree training at the university, which provides for both the presence of a system of students with certain knowledge in the field of jurisprudence, including the main institutions of municipal law, and their significant focus on research work. Special attention is paid to the consideration of the main amendments and additions to the current legislation on local self-government, discussions that accompany the improvement of legislation and law enforcement practice. The article substantiates the organization of the educational process of physical education of students of higher education institutions in the conditions of quarantine restrictions. The need for urgent adaptation of the process of physical education to the new challenges that accompany the "quarantine" training, requires solving the problems of pedagogical, methodological and organizational content of the educational process of higher education. The purpose of the study is to identify the main aspects of the organization of the educational process of physical education of students by means of remote technologies. The research is based on the use of a set of general scientific theoretical methods: analysis, synthesis, systematization, generalization. The views of researchers on this issue, set out in the latest scientific literature. The didactic potential of distance learning technologies in the formation of information educational environment of physical education of students is determined. It is established that the transition from traditionally used to multidimensional distance learning expands the use of vector information technology, opens new prospects for the development of physical education of students in higher education. The factors of organization of the educational process in the conditions of distance learning are singled out and ranked. The influence of the latter is multi-vector, which necessitates timely detection and prompt response to them to avoid them if possible. Among the advantages of organizing the educational process of physical education of students by means of distance technologies: the possibility of using leading educational technologies; increasing the efficiency of the educational process by intensifying the process of cognition and interpersonal interactive communication; development of a conscious and motivated approach to classes; the possibility of diversifying the educational process; increasing the efficiency of students' independent work; realization of the educational function of physical culture; development of the need for self-education through the mobility of knowledge and ideas; expanding and updating the role of the teacher, who must coordinate the process of physical development and improvement of students. It is proved that the introduction of new pedagogical technologies of distance learning will change the paradigm of physical education and creates the conditions for the most effective implementation of the opportunities inherent in such forms of physical education.

The article deals with the implementation of the national-patriotic education of student and cadet youth that is especially important in the sociopolitical conditions of development of modern society. Due to this the purpose of the article is the disclosure of the objectives, purpose, principles, content, forms and methods of national-patriotic education, features of its implementation and improvement path in the system of higher education. In the article such research methods were used: theoretical – analysis, systematization, comparison of scientific approaches and definitions, generalization of the main characteristics of concept (to study the theoretical issues of the nature and structure of national-patriotic education, its implementation, the selection of criteria, indicators and levels of the studied education); empirical – observation, testing, questioning, experiment (to determine the level of national-patriotic education of students/cadets, the formulation of recommendations for its improvement); statistical – methods of statistical processing of results. The system of national-patriotic education of students/cadets development by the authors was experimentally verified and its effectiveness was proved. The main tasks that should be solved by higher education institutions with the aim of raising to a qualitatively new level the system of national-patriotic education of student and cadet youth, namely: development and planning of the concept of national-patriotic education for the entire period of study; preparation of methodological recommendation and didactic materials for the teaching staff, aimed at the national-patriotic education of students/cadets; unity of class and out-of-class work on national-patriotic education.

The following paper deals with the independent work of students as an important factor of modern higher education. The author describes specifics and features of students independent work accomplishment in the conditions of electronic training, distant education forms expansion and educational process transfer to the Internet. The essence of students independent work and influence of educational risks of different nature on it is determined. Taking into account the international standards ISO determining the main task of quality assurance as management of risks arising during its achievement, students independent work quality can be provided with pedagogical controls. Search of pedagogical controls quality of students independent work was performed in Tolyatti Academy of Management where they have been applying the open information and education environment for more than 10 years. The research results showed that effective management of students independent work quality in new conditions of its accomplishment requires implementation of three different types of management - mediated pedagogical, self-government and co-managing, as well as different pedagogical means. The received materials can form a basis for quality improvement of students independent work as well as of the higher education in general.

Содержание освещает основные вопросы определения риска венозных тромбоэмболических осложнений и методы их профилактики и лечения у больных с местно-распространенными и метастатическими злокачественными новообразованиями. Учебное пособие предназначено для обучающихся в системе высшего образования (аспиранты, ординаторы, интерны, студенты) и дополнительного профессионального образования (слушатели циклов повышения квалификации). Учебное пособие утверждено в качестве учебно-методического пособия Ученым советом ФГБУ «НМИЦ онкологии им. Н. Н. Петрова» МЗ РФ (протокол № 10 от 27.09.2016). The textbook is used for classroom studies and independent work of students in the study of prevention and treatment of venous thromboembolic complications in patients with malignant tumors. The content covers the main issues of determining the risk of venous thromboembolic complications and methods of their prevention and treatment in patients with locally advanced and metastatic malignant tumors. The textbook is intended for students in higher education (graduate students, residents, interns, students) and in additional professional education (students of advanced training cycles). The textbook was approved as educating manual by the Scientifi c Council of NMRC of Oncology n. a. N. N. Petrov HM of RF (protocol № 10 from 09.27.2016).

The concept of forming the foundations of professionalism is given. Funds for professional development, as well as the formation of readiness of students-future economists for analytical activities and a number of approaches are listed and allocated. The profession of economist is in demand in almost all enterprises, but employers do not choose yesterday's graduates, but specialists with experience. Given the concept, to achieve professionalism, it will not be enough just to get the appropriate education at a University, pass an internship and have certain properties that determine the quality of a specialist in the economic field. Training and economic education of students should be carried out continuously, comprehensively, systematically, purposefully and should cover all stages: from pre-school to higher professional education.

The article pays attention to the fact that in scientific literature practice-oriented approaches to education are generally restricted to the research of only practice-oriented training and to the reflection of different aspects of development of professional knowledge, skills, experience and competences. At the same time gaining knowledge, skills and experience doesn’t guarantee the impeccable formation of person`s professional and moral sphere as there are a lot of fixed data of serious qualified crimes committing by people with higher education. On the basis of the analysis of scientific approaches to the term «education» and the research of normative legal acts in the sphere of education the author differs the concept of terms «professional training» and «professional education» and determines that professional training is just a part of professional education which has wider and higher goals that can be achieved through the strong linkage of professional training and professional upbringing. Besides, the author describes several levels of legislative background for the realization of practice-oriented higher education in the Ministry of Internal Affairs of Russia, defines the concept of the practice-oriented higher education realized in the Ministry of Internal Affairs of Russia, determines the place of this type of education in the general conception of staff training in the Ministry of Internal Affairs of Russia.

Statement of the problem. The relevance of the study is due to the need to search for new and effective approaches that contribute to the formation of professional competencies among bachelors studying at the KSPU named after V.P. Astafiev in the training program 44.03.05 Pedagogical education (with two specialty profiles in History and Law). The purpose of the article is to clarify the concept of professional competence and to present a methodology for studying historical and legal acts in the course of the General History of State and Law, contributing to the formation of professional competence among bachelors (History and Law specialty) according to the Federal State Educational Standard of Higher Education 3 ++. The research methodology is based on regulatory legal acts in the field of higher professional education (Federal State Educational Standard of Higher Education 3 ++, course curriculum in General History of State and Law); competence-based approach; analysis of literature and scientific publications in the field of the formulated problem. Research results. The definition of professional competence among bachelors in the pedagogical field of training has been clarified. From the standpoint of the competence-based approach, a method is proposed for studying historical and legal acts in the course on General History of State and Law using the following teaching methods within the framework of traditional teaching technology – conversation, independent work with a historical and legal source of the 16th century, dialogue (discussion) and solving practical problems. Conclusions. Development of professional competence among bachelors in the field of 44.03.05 Pedagogical education (with two specialty profiles in History and Law) in the course of studying the historical and legal topic is largely influenced by cognitive activity, self-improvement, ability to work in a team, ability to think critically that is achieved during seminars via enlarged conversation, independent work with a historical and legal document, dialogue (discussion) methods of active learning and solving practical problems. The use of these teaching methods contributes largely to the formation of professional competencies among bachelors in the context of the Federal State Educational Standard of Higher Education 3 ++.
