Russia's economic development over the past two decades has low rates. This situation is due to technological many systems, which complicates the timely reallocation of resources for the development of new techniques and technologies. Technological backwardness of Russian production entailed finding ways to update the scientific and technical potential, active transition to an innovative economy, methods of redistribution of resources to the development of new techniques and technologies. In the article the practice of implementing different directions out of the situation of scientific and technical gaps and create an innovative economy. As one of the most effective ways of saving the author considered scientific-industrial complex in the nuclear and aviation industries. The problem is to create a macroeconomic environment for the development of new technology industries, a further expansion that would generate intellectual rent worldwide. To resolve this issue on a priority basis to overcome a decline in innovation potential through the sharp increase investment in science and education.

The article discusses various aspects of the crisis in Russia. It is specified that in Russia there is management, financial and economic crisis, deepened by aggressive policies of the USA and its satellites, the obvious one is the next stage of new geopolitical repartition of the world. The main reasons that led to the current state of the domestic economy are given. To improve the situation the most important aspect is innovative government policy, and knowledge management, in which special place is occupied by information resources and education of labor resources. It is determined that the new ideas that are being developed by highly qualified personnel, possessing deep knowledge in modern conditions, become a source of economic development of the region. The necessity of integration of educational institutions with research institutions on the basis of industrial complex and business structures in the form of a scheme "education – science – personnel – investment – firm - region – business", representing a set of interrelated and interconnected processes that form the overall innovation potential of any economic system, is proved. In the Russian economy, which is based on knowledge, the structure of employment is changing; an increasing share is for workers of intellectual labor in the structure of the working population, the proportion of employees with higher education increases, which is a natural result of development of productive forces in the course of scientific and technical progress. One of the modern requirements to the employees is their ability to train and re-train. A special role in the formation of highly qualified personnel for the Russian economy is designated to information resources, the value increases significantly, they are easily replicated, have increasing marginal utility, they are characterized by positive externalities and discriminatory prices.

The functioning of enterprises in the conditions of economic uncertainty and high risks associated with it, dependence on external economic conjuncture, low competitiveness of domestic goods and services of Russia give determine a range of problems that can be solved only through modernization reforms in industry. They are determined by the formation of a competitive type of industrial production in Russia and high-tech industries that are able to generate high technology and modernize the sectoral system of national reproduction. Modernization of the Russian industry is based on internal growth factors using modern technologies and business methods with a gradual increase of the innovation potential. The purpose of the study is to identify the main directions of modernization for the formation of a modern competitive industry as the basis for ensuring economic growth and improving the quality of life of the population. To achieve this goal, the authors used dialectical, system-functional, economic-statistical, and formal-logical methods. In this contribution, the authors summarized the main directions of the implementation of industrial policy, presented statistical data on the creation of industrial parks. To strengthen the industrial potential of the Russian economy, it is necessary to provide conditions for the development of modern production, increasing production and energy efficiency, and increasing investment in fixed assets. The authors developed measures for the modernization of the industrial complex and predicted results of this program. Among key activities there are the development of affordable investment and innovation infrastructure, the creation of industrial parks and the development of the institutional environment.

One of the key priorities of the modern Russian domestic policy lies in gaining competitive advantages in solution of the tasks of global scientific and technological frontiers as the basis for sustainable economic development. Russian economy is oriented towards seeking new growth drivers through technological changes in both traditional and new technology, products and services markets. A breakthrough in the sphere of innovations is possible in the conditions if the applied science would create the system of advanced scientific-technological platform, which is human centered and more resilient for the future. Thus, in the context of drastic technological and structural shifts in the global economic system, Russia’s task of transition towards the new stage of scientific revolution acquires particular relevance. The goal of this article consists in the analysis of scientific and innovation development of the Russian Federation and its regions under the new conditions. Analysis is conducted on the fundamental trends within the framework of transition to a new technological structure, scientometric indicators worldwide, Russia and the Republic of Tatarstan in the context of the prospects for the country’s accomplishment of the new objectives of global scientific and technological agenda. The author determines the central problems in building the integral domestic innovation system in the conditions of external factors; develops the original approach towards assessment of scientific capacity of the universities and academic institutions in the technological paradigms of the Industries 4.0 and 5.0.

The article analyzes the conceptual framework of public procurement system as an integral part of public regulation to ensure effective management of public resources. The authors consider the problems of transition to a new "quality" of the procurement system, increasing its innovative activity. They put forward proposals for institutional framework and mechanisms of regulating procurement, meeting the needs in innovative upgrading and modernization of the Russian economy.

In light of a growing research interest in the innovation potential that lies at the inter­section of design, technology, and science, this paper offers a literature review of design initiatives centered on scientific discovery and invention. The focus of this paper is on evidence of design capabilities in the academic research environment. The results are structured along the Four Orders of Design, with examples of design-in-science initiatives ranging from (1) the design of scientific figures and (2) laboratory devices using new technology to (3) interactions in design workshops for scientists and (4) inter­disciplinary design labs. While design capabilities have appeared in all four orders of design, there are barriers and cultural constraints that have to be taken into account for working at or researching these creative intersections. Modes of design integration and potentially necessary adaptations of design practice are therefore also highlighted.

The current state and problems of agricultural advisory organization in Ukraine on the basis of historical analysis of the evolution of the formation and development of agricultural knowledge and information in the world and in modern Ukraine, the involvement of peasants in the active use of innovative solutions in agricultural production, storage and processing of agricultural products was highlighted. The basic principles of the organization of agricultural advisory activity, features of interaction of advisory services with agrarian business, the government, a science and education were formulated. Forms of scientific-consulting and information support of the processes of transfer of innovative technologies in agro-industrial production were given. Ways to improve the organization of agricultural advisory activities in Ukraine using the potential of the National Academy of Agrarian Sciences of Ukraine were proposed. The edition is recommended for specialists of agricultural advisory services, scientists, teachers and students of agricultural education institutions, participants of the system of training and retraining of personnel of the agro-industrial complex of Ukraine.

The study is aimed at determining the oscillators of crisis manifestations when the Russian economy tries to make transition to the path for accelerating technological development and forming an innovative economy. Short-term cycles were determined in the development of the Russian economy from 1995 to the first half of 2020 through the Fourier spectral analysis. Using the Granger test, causal relationships between the leading indicators of the economic crisis and the real GDP index in Russia were identified and substantiated. They reflect the influence of the key rate dynamics on the volume of lending, savings, investments, the yield on securities and the exchange rate; volumes of bank loans per the share of non-performing and bad loans and innovative development of the economy. Based on the constructed neural models of the oscillator influence on the level of real GDP in Russia, it was determined that the rapid growth of bank and mortgage lending, the devaluation of the ruble, a decreased volume of gross foreign investment and the level of innovative development predetermine crisis manifestations in the national economy. The lags of the influence of changes in the leading indicators of the economic crisis on the development of the economy were calculated. The results obtained can contribute to the effectiveness of the anti-crisis regulation strategy in Russia. They can serve as a basis for increasing the efficiency of long-term innovative development and creating appropriate conditions for increasing the scientific and technological potential of the country.

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

Abstract Agriculture continues to move forward confidently. Before our eyes, the agrarian industry is reviving, becoming stronger, taking a strong position at the forefront of the Russian economy. The most important achievement of 2017 was a record grain harvest of 130 million tons. This result was achieved not only by increasing the cultivated areas, which increased by 620 thousand hectares in 2017, but also thanks to the record yield, which amounted to 28 kg / ha, which is 80% higher than in 2000. The maximum harvest in the history of new and Soviet Russia, which will ensure our country a strong leadership in the world wheat market. Russian agriculture remains a driver of the country’s economic development. For the second year in a row, we get a record harvest of not only grain, but also sugar beets and sunflowers, the production of soybeans, rapeseed and greenhouse vegetables is growing. In the new season, grain exports will reach 45 million tons, including more than 35 million tons of wheat. Russia is expanding the geography of its presence, having mastered new directions for the supply of agricultural products. At the end of 10 months of 2017, grain exports increased by 22% compared to the same period in 2016 and amounted to 32 million tons. During the same time, the export of Russian wheat exceeded 24 million tons, which is 23% more than a year earlier. … In Russia, over 17 years, the volume of grain production increased 2 times, sugar beet and sunflower - 2-3 times, soybeans and rapeseed - 10, greenhouse vegetables - 1.8, poultry meat - 6, pork - 2. Fish - 2 times. Greenhouse vegetable growing and horticulture are developing intensively. Progress is being made in the development of animal husbandry and aquaculture. The dairy industry is undergoing a significant transformation, and production volumes on farms are growing. These are new growth points for the agro-industrial complex. Thanks to the achievements of domestic scientists, grain production of agricultural crops can be increased due to many factors. One of the factors is foliar dressing with liquid micro- and macro-fertilizers. Therefore, we studied various combinations of liquid micro-, macrofertilizers, as well as the bio-logical product Albit, in order to identify the best option and recommend it for produc-tion.

The problems of accelerating the transition of Russian enterprises to innovative economy are considered. The structure of new factors constraining the transition of the Russian economy to innovative development is revealed, and their analysis is carried out. A number of significant shortcomings of the scientific base of innovative investment management have been identified. New categories of innovative investments and pseudo-investments based on a strategic approach and classification of investments are proposed. The way and recommendations for resolving one of the most important contradiction between business and the state on the choice of ways and of sources of innovative investment are proposed.
