In the modern realities of the development of the Armed Forces of Ukraine, the current issue is the search for ways to create new aerial and ground integrated reconnaissance-strike complexes that are capable of quick reconnaissance and attack of an enemy. However, a reasonable choice of such a system should not create an excessive burden for the state economy in terms of its development, maintenance, and application, and must also have the prospect of timely bringing it to combat readiness. Therefore, this study considers a methodology for substantiating the choice of an optimal option of the reconnaissance-strike complex or system for its use in operations when developing programmes and development plans of the AF of Ukraine. The proposed methodology has an integral criterion for choosing a rational option of a reconnaissance-strike complex, which combines indicators for assessing the efficiency of the combat use of these systems under various conditions, the sufficiency of the state economic capabilities for its creation, maintenance, and use, and assessing the timeliness of its creation and bringing it to combat readiness. The method is based on a mathematical model of game theory. The decision to choose a particular option of the reconnaissance-strike complex occurs in conditions of uncertainty of the combat situation and the volume of tasks that would rely on these systems when performing combat tasks.

The task of choosing the rational number of power structures is always one of the main priorities of any political leadership of the state. An insufficient number of armed forces is a threat to the national security of the state; an excess number creates pressures on the development of the country's national economy. Today, when the development programs of the Armed Forces of Ukraine are being formed in the context of the practical application of their units and subunits to carry out combat missions, questions of choosing a priority approach to the formation (justification) of the rational size of the Armed Forces of Ukraine is an urgent issue. The article proposes a structure for conducting research on the development and implementation of the methodology of military-economic substantiation of the rational strength of the Armed Forces of Ukraine in the system of defense planning of Ukraine in the formation of programs for their development for the medium and long term. The main objectives of this methodology are: scientific substantiation of the range of the necessary strength of the Armed Forces of Ukraine for the period of the program of their development; the choice of the indicator of the rational size of the Armed Forces of Ukraine according to the years of the program from a certain range of its changes; military-economic substantiation of this number under the influence of various limiting factors. The development and implementation of such a methodology will increase the efficiency of the formation and implementation of development programs of the Armed Forces of Ukraine, as well as the efficiency of using public funds for the development of power structures.

A small intelligence robot (SSR) is a special military intelligence means. It is used to obtain information about the enemy - the collection of intelligence, the search for targets and target indication, observation of the situation, etc. The use of a small intelligence robot is assumed in various natural and climatic conditions: in temperate terrain, on soils with low bearing capacity, at low temperatures, in the desert, on sandy and marshy soils, on rocky soils, in elevated temperature and dustiness of air, and also in conditions highlands In the article an overview of modern developments of remotely controlled robotic military complexes, principles of their construction and perspective directions of development in the armed forces are reviewed. The issues of robotization of existing weapons and military equipment are considered. Every sample of a SSR used in combat action must possess all combat characteristics at once in an optimal ratio between them, ensuring its maximum effectiveness. Ignoring any of the properties or enhancing one property at the expense of others will not enable the full realization of the small surveillance robot. It is reasonable to select the relevant properties at the design stage, using the possibilities of mathematical modeling. The set of tactical and technical characteristics of the SSR allowed forming this. Its characteristics determine the scope and possibilities of application. The mathematical model of the SSR motion is written in the Matlab Simulink environment. Recorded mathematical model of SSR motion, formed single test cycle and input data allowed to conduct computer simulation of motion in possible conditions of operation of small surveillance robot.The single trial cycle presented contains a set of individual sites and reproduces the testing test cycle of a real polygon. On the basis of the developed tactical and technical characteristics of the SSR, the experimental sample was made. An example of the use of SSR for the intelligence of the settlement and at keeping the node of barriers has been provided. The efficiency of performing intelligence units’ tasks and reducing the risk of human losses are shown.

Abstract Background At the moment we have more than 177 million cases and 3.8 million deaths (as of June 2021) around the world and vaccination represents the only hope to control the pandemic. Imperfections in planning vaccine acquisition and difficulties in implementing distribution among the population, however, have hampered the control of the virus so far. Methods We propose a new mathematical model to estimate the impact of vaccination delay against the 2019 coronavirus disease (COVID-19) on the number of cases and deaths due to the disease in Brazil. We apply the model to Brazil as a whole and to the State of Sao Paulo, the most affected by COVID-19 in Brazil. We simulated the model for the populations of the State of Sao Paulo and Brazil as a whole, varying the scenarios related to vaccine efficacy and compliance from the populations. Results The model projects that, in the absence of vaccination, almost 170 thousand deaths and more than 350 thousand deaths will occur by the end of 2021 for Sao Paulo and Brazil, respectively. If in contrast, Sao Paulo and Brazil had enough vaccine supply and so started a vaccination campaign in January with the maximum vaccination rate, compliance and efficacy, they could have averted more than 112 thousand deaths and 127 thousand deaths, respectively. In addition, for each month of delay the number of deaths increases monotonically in a logarithmic fashion, for both the State of Sao Paulo and Brazil as a whole. Conclusions Our model shows that the current delay in the vaccination schedules that is observed in many countries has serious consequences in terms of mortality by the disease and should serve as an alert to health authorities to speed the process up such that the highest number of people to be immunized is reached in the shortest period of time.

Abstract The origin of illicit economies has been understood as a consequence of ‘low stateness’ (i.e. low reach of the state). Given the limited stateness in many regions, however, this article seeks to explain how only some sub-national territories have become vulnerable to illegal drug trafficking. To make this case, the representative example of the Alto Huallaga valley, in the Peruvian Amazon, is analysed. This article argues that ineffective development and settlement efforts by the Peruvian state in the Alto Huallaga, rather than the absence of the state, produced socio-ecological conditions in the region, in the late 1970s, that made it more vulnerable to the illegal economy. At the same time as international demand for illegal cocaine was expanding, two conditions resulting from frustrated state development plans came together: an enclave of poor peasants who were not self-sufficient and a natural environment impoverished by soil degradation and intensive deforestation, paradoxically not suitable for any crop except coca.

This study assesses the significance of different types of tourists to Victoria, Australia, by their relative contribution to the economy. Differential impacts are calculated using an input–output model incorporating marginal household coefficients. The analysis demonstrates that the conventional input–output model can overestimate the flow-on effects to value added, income and employment by a significant amount. It finds that domestic tourists are the largest contributor to the State economy, with day-trippers spending the greatest amount. International tourists rank last in terms of economic impacts on the state.

The year 2021 was proclaimed the year of the Euro-Atlantic transformation at the Department of Defense of Ukraine. The result of such transformational processes in the DoD of Ukraine and the Armed Forces of Ukraine will be the creation of the integrated Euro-Atlantic type defense institution that will ensure their obligatory transformation, together with the other subjects of the security and defense sector of Ukraine to the new standards functioning and the command and control procedure. In particular, the introduction of legal regulation of the use of the polygraph. Military security is one of the fundamental requirements to implement the right of the people of Ukraine on self-identification, preserve Ukraine as a state and secure its sustainable development. The protection of the sovereignty and territorial integrity of Ukraine is the utmost valuable function of the State. The fulfillment of this norm of the Constitution of Ukraine in terms of existential military threat to national security requires applying a number of measures and defensive actions that adhere to the principles and norms of international law. The main purpose of the Strategy of the military security of Ukraine is a preliminary prepared and comprehensively maintained all-encompassing defense of Ukraine based on the principles of deterrence, sustainability, and cooperation that ensures military security, sovereignty, and territorial integrity of the state by introducing innovative tools to detect hidden information. In the course of the Euro-Atlantic integration process, there is a critical moment to start carrying out specific, complex, and relevant tasks in the sphere of external political activity that facilitate the implementation of relevant directions in developing innovative systems aimed at identifying concealed and false information. Particularly, the linguistic support of events of defense and military cooperation in order to systematically implement the reforms of the security and defense sector that are directed to meet the international NATO-members' standards. It is also relevant to urgently implement the legal and ethical norms on the activity of the polygraph examiner's when performing a psychophysiological detection of deception using a polygraph.

Introduction. The development of the tourism industry significantly affects the development of the country's economy as a whole. Its role is determined not only in the financial contribution, but also in stimulating other related industries that perform both ancillary and independent functions. The modern Ukrainian tourist market is undergoing many changes, so one of the current problems today is the use of effective tools for finding and systematizing the necessary information to forecast the development of the tourism industry. The purpose of the paper is to define the concept of monitoring the tourism industry as a means of improving the efficiency of state regulation of the economy, proving the importance of monitoring research, identifying problems of monitoring and ways to solve them. Results. The main purpose of tourism monitoring is to assess and forecast the state of tourism. Tourist services are localized and specialize in meeting the socio-economic needs of the population directly at the municipal level and are one of the main sources of funds coming to the state budget and ensure the reproduction of social infrastructure. In order to analyze trends in tourism and tourism in Ukraine, as well as assess the socio-economic effect of the implementation of measures of state support for domestic and inbound tourism, the central executive bodies of state regions of Ukraine, carrying out executive and administrative activities in tourism, the state of the tourism industry is being monitored. Given the large recreational and tourist potential in Ukraine, there is no full-fledged system of monitoring the market of tourist services by the state. This is due to the lack of an independent executive body in the field of tourism, endowed with certain powers, and a single system of statistical indicators of the market of tourist services. Modern statistics, both at the state and regional levels, do not give a complete picture of the state of tourism. Monitoring of tourist resources, objects of the tourist industry should give a clear picture of interaction of various branches of economy of the republic for the purposes of a complex estimation of directions of improvement and efficiency of functioning of the connected branches, exclusion of interbranch disproportions which negatively affect general development. Conclusion. To increase the growth rate of the tourism industry, the formation of a positive tourist image of the region, increase its visibility requires constant monitoring of the state and development of the tourism market. Monitoring will allow tracking the trends of the tourism market in the dynamics and promptly make changes to the developed programs and plans for the development of the tourism industry, develop recommendations for their adjustment, increase the effectiveness of tourism management.

The article considers the issue of creating cognitive information technology to support the implementation of NATO standards, which is also inherent in the means of communication of modern telecommunications systems in the Armed Forces of Ukraine and other components of the security and defense sector of Ukraine. It is noted that assessing the state of implementation of NATO standards is a rather complex and important process that requires the analysis of a large amount of poorly structured and unstructured information with varying degrees of restriction of access, which greatly complicates its analysis and processing. The effective use of information technology to solve these problems directly depends on the level of interaction between information processes. The nature of the interaction between them determines their network orientation, and in the environment of the system should be used tools that use information resources from different fields of knowledge. A number of problems have been identified, which are the redundancy, complexity and irrelevance of the regulatory framework in the field of defense; obsolescence of standards and their incompatibility with modern systems, etc. To eliminate them, it is proposed to use cognitive information technology with elements of artificial intelligence, and to assess the state of implementation of standards, it is proposed to use the method of recursive reduction. This method will be used both for structuring and for forming ontologies based on them. A further direction of research initiated in this article is the introduction of the proposed cognitive information technology in the activities of the governing bodies of the Armed Forces of Ukraine and other components of the security and defense sector.
