This paper presents an experimental comparison of four different hierarchical self-tuning regulatory control procedures in enhancing the robustness of the under-actuated systems against bounded exogenous disturbances. The proposed hierarchical control procedure augments the ubiquitous Linear-Quadratic-Regulator (LQR) with an online reconfiguration block that acts as a superior regulator to dynamically adjust the critical weighting-factors of LQR’s quadratic-performance-index (QPI). The Algebraic-Riccati-Equation (ARE) uses these updated weighting-factors to re-compute the optimal control problem, after every sampling interval, to deliver time-varying state-feedback gains. This article experimentally compares four state-of-the-art rule-based online adaptation mechanisms that dynamically restructure the constituent blocks of the ARE. The proposed hierarchical control procedures are synthesized by self-adjusting the (i) controller’s degree-of-stability, (ii) the control-weighting-factor of QPI, (iii) the state-weighting-factors of QPI as a function of “state-error-phases”, and (iv) the state-weighting-factors of QPI as a function of “state-error-magnitudes”. Each adaptation mechanism is formulated via pre-calibrated hyperbolic scaling functions that are driven by state-error-variations. The implications of each mechanism on the controller’s behaviour are analyzed in real-time by conducting credible hardware-in-the-loop experiments on the QNET Rotary-Pendulum setup. The rotary pendulum is chosen as the benchmark platform owing to its under-actuated configuration and kinematic instability. The experimental outcomes indicate that the latter self-adaptive controller demonstrates superior adaptability and disturbances-rejection capability throughout the operating regime.

The scenario-based specifications are popularly used to capture user requirements. The state-based specifications are very appropriate to capture system design. Recently, there has been increased research interest in connecting these two kinds of specifications, called synthesis. Synthesis is a way to automatically construct the state-based specifications from the scenario-based specifications. There are two kinds of synthesis methods: global synthesis and local synthesis. Global synthesis means constructing a state-based specification for the whole system from the scenario-based specifications, while local synthesis means constructing a state-based specification for each object in the system. The two different synthesis methods have different uses and need to be systematically compared. The contributions of this paper are twofold. Firstly, we propose an improved method supporting the global and the local synthesis of state machines (a kind of state-based specifications) by using a novel algorithm for state machine execution and an algorithm similar to operator priority analysis method, which can fully automate the process of synthesis. Our synthesis method also satisfies two important properties: completeness and soundness. Secondly, to the best of our knowledge, our work does the first attempt to systematically compare global synthesis with local synthesis, and shows some insightful results of the experimental comparison between the two kinds of synthesis methods, which are valuable for the practitioners to choose an appropriate synthesis method for the analysis and verification of the system.

The implementation of customs control occupies a significant share of the activities of customs officers. Customs control procedures make it possible to identify customs violations in a timely manner, to ensure the content of measures aimed at preventing customs offenses, reveals the possibility of identifying shortcomings in the work of customs officials who are responsible for a particular area of work. In addition, the customs control procedure reveals not only the shortcomings in the work of certain parts of the customs, but above all, establishes the level of compliance with the principles of customs control and performance of its functions. This thesis is based on the fact that in case of violation of these segments there is a certain area of activity, which usually acts as a zone of customs violations. At the same time, customs control helps to improve the quality of document flow and provides an opportunity to form more realistic information flows for management decisions. At the same time, customs control procedures provide an opportunity to determine the relationship between the elements of the organizational mechanism, to establish at what stage is the duplication of functional responsibilities of responsible persons, and on this basis to decide on its improvement in the future. However, these advantages of customs control are partially offset by a number of negative factors that have some impact on the effectiveness of the procedure itself. There are professional and scientific discussions about the content of negative factors influencing customs control procedures, among which the leading role is given to the shortcomings in the law-making process. Existing problems indicate the feasibility of conducting research in this area. The article highlights the existing problematic factors influencing the customs control procedures, reveals the legal regulations for their implementation and determines the content of the principles and functions that customs officers are obliged to adapt during their adaptation. Attention is paid to the expediency of expanding the functions of the customs control procedure, the advantage of such changes is outlined. The author's position of content of conceptual categories «customs control», «customs control procedure», «organization of customs control» with the substantiation of the chosen approach is offered. The specific features of the organization of the customs control procedure are revealed, the main tasks are determined and the directions of its improvement are established. The author's position on the expediency of choosing both legal and human factors in the development of measures to improve the customs control procedure is given. The relationship between the qualification level of the executors of control actions and the effectiveness of the customs control procedure is substantiated.

The year 2021 was proclaimed the year of the Euro-Atlantic transformation at the Department of Defense of Ukraine. The result of such transformational processes in the DoD of Ukraine and the Armed Forces of Ukraine will be the creation of the integrated Euro-Atlantic type defense institution that will ensure their obligatory transformation, together with the other subjects of the security and defense sector of Ukraine to the new standards functioning and the command and control procedure. In particular, the introduction of legal regulation of the use of the polygraph. Military security is one of the fundamental requirements to implement the right of the people of Ukraine on self-identification, preserve Ukraine as a state and secure its sustainable development. The protection of the sovereignty and territorial integrity of Ukraine is the utmost valuable function of the State. The fulfillment of this norm of the Constitution of Ukraine in terms of existential military threat to national security requires applying a number of measures and defensive actions that adhere to the principles and norms of international law. The main purpose of the Strategy of the military security of Ukraine is a preliminary prepared and comprehensively maintained all-encompassing defense of Ukraine based on the principles of deterrence, sustainability, and cooperation that ensures military security, sovereignty, and territorial integrity of the state by introducing innovative tools to detect hidden information. In the course of the Euro-Atlantic integration process, there is a critical moment to start carrying out specific, complex, and relevant tasks in the sphere of external political activity that facilitate the implementation of relevant directions in developing innovative systems aimed at identifying concealed and false information. Particularly, the linguistic support of events of defense and military cooperation in order to systematically implement the reforms of the security and defense sector that are directed to meet the international NATO-members' standards. It is also relevant to urgently implement the legal and ethical norms on the activity of the polygraph examiner's when performing a psychophysiological detection of deception using a polygraph.

The study aimed to recognize the extent of Sudan government interest with increasing its public revenues through its quest to join world trade organization, to study the relationship between join world trade organization and increasing the tax and customs revenues for the state. The study adopted descriptive approach to analyze study’s data and hypotheses testing. The study found several results, among which is that, join world trade organization impacts on tax and customs revenues through tax facilities and customs’ reductions which provided by joining the organization, implementing principles of cancels customs tariff according to world trade organization requirements impacts public revenues of the state. The study recommended many recommendations, among which is that, Sudanese government should do more efforts towards complete obligation of implementing World trade organization’s guidance, increasing custom’s control procedures to ensure correct implementation for world trade organization’s articles that concern customs performance.

Natural Gas is the cleanest source of fossil energy, resulting in lower carbon emissions from coal and oil. In gas processing, the process done to separate the product composition is the fractionation process. In the gas industry, facilities/parts that are specifically to perform the process are called liquefied petroleum gas Facility plant (LPGF). Process Control is the key to a safe and profitable process industry. The Plantwide control is a structural design and control strategy for the factory as a whole. The preferred control method on this final task is the PID for regulatory control as well as the decentralized supervisory control for supervisory control and the real time optimizer for its optimization. The new plantwide control procedure can increase the profit in the process liquefied petroleum gas facility plant up to USD 643 h–1 (3 %) and decreased energy use by USD 5 h–1 (5.16 %). The application of the Plantwide control on the liquefied petroleum gas facility is also able to produce a stable system response when the interruption of the feed flow rate changes. This is demonstrated by decreasing slurries time and maximum overshoot as well as eliminating steady-state errors.

In the process of the mechatronic system functioning respective effective output parameters and parameters of its internal system state are generated. Preliminary selection of composition of the indicated parameters is a rather complicated task due to objective complexity of systems, availability of evident and latent interrelations between parameters. This task is complicated due to the necessity of simultaneous reduction of dimension and variation of control procedures and management in the mechatronic system. Solution of this problem may be attained with the aid of preliminary expert and empirical studies of complex models and mock-up specimens of designed mechatronic systems. In this regard, this work contains presentation of methodological aspects of adequately supported formation of composition of controlled parameters, their tolerance limits and other system features required for intellectual management. Rational sequence is described for performance of focused researches in order to reveal most important effective output parameters and parameters of internal system states. In accordance with the proposed algorithm the initial information and parameter picture of the intelligent mechatronic system is formed, studied and revised, its group expert evaluation and subsequent "thinning-out" of lists of its constituent parameters. A regression model is developed, which determines the form of interrelation between the parameters, as well as of the correlation model, which allows assessment of the volume of statistical interrelation between the system parameters. In the process of model analysis extremely weak dependences are detected between parameters, negative collinearity of factor variables is eliminated.

In recent years, the idea that constitutional modes of government are exclusive to states has become the subject both of sustained challenge and of strong defence. This is due to the development at new regional and global sites of decision-making capacities of a scale and intensity often associated with the demand for constitutional governance at state level, to the supply at these same new sites of certain regulatory institutions and practices of a type capable of being viewed as meeting the demand for constitutional governance, as well as to a growing debate over whether and in what ways these developments in decision-making capacity and regulatory control should be coded and can be constructively engaged with in explicitly constitutional terms. The aim of the article is threefold. It asks why taking the idea and associated ethos and methods of constitutionalism ‘beyond the state’ might be viewed as a significant and controversial innovation, and so in need of explanation and justification – a question that requires us to engage with the definition of constitutionalism and with the contestation surrounding that definition. Secondly, taking account of the various arguments that lie behind these definitional concerns, it attempts to develop a scheme for understanding certain key features of constitutionalism and of its post-state development that is able to command broad agreement. Thirdly, and joining the concerns of the first two sections, it seeks to identify the key current tensions – or antinomies – surrounding the growth of post-state constitutionalism with a view to indicating what is at stake in the future career of that concept.

United territorial communities in the context of decentralization are authorized to carry out public procurement at their own discretion. However, additional responsibility reinforces the need to involve the institution of audit as a guarantor of the economic and social feasibility of the process. The purpose of the article is to determine the place of public procurement as one of the objects of the national audit system in order to increase the efficiency of management of united territorial communities. It was found that, despite the improvement of legislative regulation in the sphere of public procurement, the illegal, often “lobbied” use of budgetary funds requires increased control, both from the state and the public, and from the actual administration of the united territorial communities. The theoretical and methodological foundations of the state audit of public procurement were revealed. The directions of improving the state audit of the public procurement process in united rural territorial communities were proposed, while observing the priority of sustainable development goals. The capabilities of the electronic public procurement platform Prozorro were critically assessed. The reasons and prerequisites for the elimination of the corruption component of the public procurement process at the local (united territorial communities) and global (national economy) levels were identified. The need for IT-auditing in the field of legality and economic feasibility of using budget funds in rural territorial communities was proved. The impact of the audit on the general system of information and analytical support of management consists in assessing the effectiveness of activity processes, information processes and control procedures in order to improve the management model of activity and, accordingly, the decision-making system.
