This article proposes a study of the SARS-CoV-2 virus spread and the efficacy of public policies in Brazil. Using both aggregated (from large Internet companies) and fine-grained (from Departments of Motor Vehicles) mobility data sources, our work sheds light on the effect of mobility on the pandemic situation in the Brazilian territory. Our main contribution is to show how mobility data, particularly fine-grained ones, can offer valuable insights into virus propagation. For this, we propose a modification in the SENUR model to add mobility information, evaluating different data availability scenarios (different information granularities), and finally, we carry out simulations to evaluate possible public policies. In particular, we conduct a case study that shows, through simulations of hypothetical scenarios, that the contagion curve in several Brazilian cities could have been milder if the government had imposed mobility restrictions soon after reporting the first case. Our results also show that if the government had not taken any action and the only safety measure taken was the population’s voluntary isolation (out of fear), the time until the contagion peak for the first wave would have been postponed, but its value would more than double.

BACKGROUND The availability of large-scale and fine-grained aggregated mobility data has allowed researchers to observe the dynamic of social distancing behaviors at high spatial and temporal resolutions. Despite the increasing attentions paid to this research agenda, limited studies have focused on the demographic factors related to mobility and the dynamics of social distancing behaviors has not been fully investigated. OBJECTIVE This study aims to assist in the design and implementation of public health policies by exploring the social distancing behaviors among various demographic groups over time. METHODS We combined several data sources, including mobile tracking data and geographical statistics, to estimate visiting population of entertainment venues across demographic groups, which can be considered as the proxy of social distancing behaviors. Then, we employed time series analyze methods to investigate how voluntary and policy-induced social distancing behaviors shift over time across demographic groups. RESULTS Our findings demonstrate distinct patterns of social distancing behaviors and their dynamics across age groups. The population in the entertainment venues comprised mainly of individuals aged 20–40 years, while according to the dynamics of the mobility index and the policy-induced behavior, among the age groups, the extent of reduction of the frequency of visiting entertainment venues during the pandemic was generally the highest among younger individuals. Also, our results indicate the importance of implementing the social distancing policy promptly to limit the spread of the COVID-19 infection. However, it should be noticed that although the policy intervention during the second wave in Japan appeared to increase the awareness of the severity of the pandemic and concerns regarding COVID-19, its direct impact has been largely decreased could only last for a short time. CONCLUSIONS At the time we wrote this paper, in Japan, the number of daily confirmed cases was continuously increasing. Thus, this study provides a timely reference for decision makers about the current situation of policy-induced compliance behaviors. On the one hand, age-dependent disparity requires target mitigation strategies to increase the intention of elderly individuals to adopt mobility restriction behaviors. On the other hand, considering the decreasing impact of self-restriction recommendations, the government should employ policy interventions that limit the resurgence of cases, especially by imposing stronger, stricter social distancing interventions, as they are necessary to promote social distancing behaviors and mitigate the transmission of COVID-19. AbstractGenomics, combined with population mobility data, used to map importation and spatial spread of SARS-CoV-2 in high-income countries has enabled the implementation of local control measures. Here, to track the spread of SARS-CoV-2 lineages in Bangladesh at the national level, we analysed outbreak trajectory and variant emergence using genomics, Facebook ‘Data for Good’ and data from three mobile phone operators. We sequenced the complete genomes of 67 SARS-CoV-2 samples (collected by the IEDCR in Bangladesh between March and July 2020) and combined these data with 324 publicly available Global Initiative on Sharing All Influenza Data (GISAID) SARS-CoV-2 genomes from Bangladesh at that time. We found that most (85%) of the sequenced isolates were Pango lineage B.1.1.25 (58%), B.1.1 (19%) or B.1.36 (8%) in early-mid 2020. Bayesian time-scaled phylogenetic analysis predicted that SARS-CoV-2 first emerged during mid-February in Bangladesh, from abroad, with the first case of coronavirus disease 2019 (COVID-19) reported on 8 March 2020. At the end of March 2020, three discrete lineages expanded and spread clonally across Bangladesh. The shifting pattern of viral diversity in Bangladesh, combined with the mobility data, revealed that the mass migration of people from cities to rural areas at the end of March, followed by frequent travel between Dhaka (the capital of Bangladesh) and the rest of the country, disseminated three dominant viral lineages. Further analysis of an additional 85 genomes (November 2020 to April 2021) found that importation of variant of concern Beta (B.1.351) had occurred and that Beta had become dominant in Dhaka. Our interpretation that population mobility out of Dhaka, and travel from urban hotspots to rural areas, disseminated lineages in Bangladesh in the first wave continues to inform government policies to control national case numbers by limiting within-country travel.

Firearm Silencers Are Legal For Civilian Ownership And Use In The Majority Of Us States, Though They Are Heavily Regulated. In States Where Silencers Are Legal Their Regulation Is Typically Accomplished At The Federal Level, Though Many States Do Have Their Own Laws. This Paper Focuses On Federal Legislation And Its Administration, Enforcement, And Litigation. Until 1934 There Were No Restrictions On Silencer Ownership And Use By Private Individuals. In 1934 Congress Passed The National Firearms Act (Nfa) Which Had The Net Effect Of Making Silencer Manufacture, And Possession By Private Citizens, A Prohibitively Costly And Administratively Burdensome Endeavor. The Nfa Legislation Is Articulated In Title 26 Of The United States Code, And The Federal Law Is Administered And Enforced By The Us Department Of Justice (Doj) Via The Bureau Of Alcohol, Tobacco, Firearms, And Explosives (Batfe). Commercially Available Silencers Reduce The Muzzle Report Of A Firearm By Reducing Peak Sound Pressure By 30 To 40 Decibels (Db). A 223 Remington (5.56mm Nato) Caliber Rifle Will Typically Generate Around 160 Db Without A Silencer, And Just 120 To 130 Db With A Typical Commercially Available Silencer Installed. Some Individuals Construct Homemade Silencers, With Varying Degrees Of Success. Federal Prosecutors, Possibly Prompted By An Overzealous Batfe, And Following The Letter Of The Law, Feel Justified In Prosecuting Cases Where The Alleged Silencer Reduces The Noise Generated By Just A Few Db. The Law Defines, In Part, A Silencer, Or Muffler, As Ny Device For Silencing, Muffling, Or Diminishing The Report Of A Portable Firearm This Is A Very Vague Definition, And In Strict Technical Terms It Could Include Legitimate Technologies, Such As A Lengthened Barrel, A Muzzle Brake, Or A Flash Hider, All Of Which Will Diminish, Or Redirect, The Noise Of A Gunshot. We Have Legislation That Seeks To Limit The Noise Produced By Motorcycles And Other Motor Vehicles While, Concurrently, We Have Legislation That Makes It Illegal (Or Prohibitively Burdensome & Expensive) To Attempt To Reduce The Dangerous Noise Produced By Firearms. The Injustices And Difficulties Resulting From Poorly Drafted Legislation Have Been Compounded By The Use Of Outdated Batfe Testing Protocols. To Their Credit, Batfe Appear To Have Been Receptive To The Use Of New Technology And Things Have Improved Somewhat In Recent Years. Sound Measuring Equipment With A Data Sample Time Interval Short Enough To Accurately Capture A Gunshot Is Expensive, And Interpretation Of Results Is Difficult For Those Not Well Versed In The Technical Intricacies Of Acoustics. This Paper Includes Two Case Studies. The First Case Study Demonstrates How Outdated Test Protocols And Inappropriate Equipment Lead To Potentially Misleading Results. The Second Case Study Demonstrates How An Overzealous Prosecution Expert Can Paint A Misleading Picture Of An Alleged Homemade Silencer. It Is Concluded That Current Legislation Relating To Silencers Provides Vague Technical Definitions, Leads To Unnecessary And Expensive Prosecutions, Has A Significant Adverse Affect On The Health Of The Nation, And Raises Significant Legal, Administrative, And Financial Barriers To Those Firearms Owners Who Wish To Maximize Safety And Minimize Environmental Impact.

AbstractAssessing the contribution of mobility restrictions to the control of Covid-19 diffusion is an urgent challenge of global import. We analyze the relation between transmission rates (estimated effective reproduction numbers) and societal mobility levels using fine-grained daily mobility data from Google and Apple in an international panel of 87 countries and a panel of all states in the United States. Reduced form regression estimates that flexibly control for time trends suggest that a 10 percentage point reduction in mobility is associated with a 0.04-0.09 reduction in the value of the effective reproduction number, R(t), depending on geographical region and modelling choice. According to these estimates, to avoid the critical value of R = 1, easing mobility restrictions may have to be limited to below pre-pandemic levels or delayed until other non-mobility related preventative measures reduce R to a level of 0.55–0.7 in Europe, a level of 0.64–0.76 in Asia, and a level of 0.8 in the United States. Given gaps in data availability and inference challenges, these estimates should be interpreted with caution.

In July of 2012, the President signed into law the bill, “Moving Ahead for Progress in the 21st Century” or MAP21, also known as the Surface Transportation Act. The Act instructs the Secretary of Transportation to promulgate regulations requiring the use of electronic on-board recording devices (EOBRs) to verify hours of service compliance by commercial motor vehicle drivers. The mandate has drawn opposition from many drivers and trade organizations, while simultaneously drawing support from government, union organizations and other trade organizations. Consequently, it appears that the EOBR mandate will continue to be a source of potential conflict for management and commercial motor vehicle drivers in some transportation organizations. This case study analyzes some of the factors involved and proposes recommendations for the mitigation of potential workplace conflict.

The auction process is regulated in Minister of Finance Regulation Number 27/PMK.06/2016 concerning instructions for conducting the auction. The existence of treatise on the law of auction is certainly essential for the seller and the buyer since it is related to the need for proof of legal ownership of the object being auctioned for both movable and immovable properties. A proof of transfer of ownership of motor-vehicles is in the form of treatise of auction made by auction officials. It serves as a valid sale and purchase deed and as the basis for the title transfer of the auction winner. However, in fact, in Pekanbaru there are still many non-execution auction winners who do not transfer the title based on the auction treatise but instead use receipts. Based on this fact, the researcher formulates the research problems: (1) How is the process of transferring the title of a motor-vehicle through a non-execution auction in Pekanbaru? (2) How is the position of a auction treatise deed  in the process of transferring the name of a motor-vehicle in Pekanbaru? The research method in this study is empirical juridical research. Based on the results of the study: 1) In Pekanbaru, the auction winner transfers the title with the help of the bureau or the used car showroom. The unit and the proof of motor-vehicle ownership are already in the hands of the auction winner, thus transferring the title does not require an auction treatise copy. 2) The auction treatise is the basis for transferring the title / the rights in accordance with the items stated in the auction treatise to the authorized institution. However, in fact, the winner of the motor-vehicle auction does not use the auction treatise in transferring the title. The auction treatises are only used to transfer the title of the government auction, while the terms for the title transfer of the private auction has the same terms as the ordinary trading.

Rice is a staple food and daily routine for Malaysians. Currently, the increasing population in Malaysia has led to the need to increase rice production with more quality. Therefore,the government established a scheme with national organic standards, MS 1259: 2015 which is myOrganic certification to recognize organic farms. Koperasi ABSB is the first rice farm that obtained this certification. Thus, the aims of this study are to explore the implementation of myOrganic in Koperasi ABSB and the barriers faced by this cooperative to implementing myOrganic certification. Qualitative method is used in this case study through interviews and observation. The finding showed that the implementation of myOrganic is as follows, by register myGAP, register myOrganic, Department of Agricultural Malaysia (DOA) will send a supervisor, prepare nine files or records, perform internal and external audit, and renew myOrganic. This study is expected to increase awareness of organic farming practices and promote the implementation of myOrganic in agriculture industry especially for the new farmer who wants to register and obtain myOrganic certification.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.
