Contemporary Russian social policy is marked by intensive development of state-public partnership as an important instrument for identifying and responding to social issues, improving quality of social services, protecting rights and freedoms of the Russian citizens. Shouldering some of the state functions on the provision of social services, organization of socially significant events and activities, NPOs are often more efficient and effective, they react faster on social needs and provide population with opportunities to participate in resolution of their problems and change their lives for the better way. The analysis of dynamic characteristics of civil society, fulfilled by the authors on the base of expert evaluations in the three border regions of the Siberian federal district (the Altai region, the Novosibirsk oblast, the Republic of Altai, n = 180), allowed to reveal their structure and relationships with peculiarities of the functioning and interaction with other NPOs and governmental bodies at different levels. Our findings suggest that processes in civil society are strongly interconnected, and that the assessment of their actual state and dynamics is very subjective, affected by professional experience and peculiarities of expert organization.

This article is a case study on the Farm of Hope, a non-profit filantropic entity that aims at recovering drug addicts, based on 3 fundamental elements: sharing common space, work and practice of spirituality, and whose actions in the areas of Social Assistance, Health and Education have promoted a social transformation of the actors involved. The article presents a study on the contribution of networks in the solution of social issues, since these occupy the void created by the withdrawal of the State on this issue. The Farm of Hope was created out of individual actions and consolidated itself in the structure of a hierarchical network, based on established trust relationships between the various actors who shared an interest in responding to the drug problem in the community, allowing the creation of joint between the various organizations: public, private and non-profit in a way to contribute to the management of social politics. As results of this study, we have: the identification of internal and external relationships of Farm of Hope with the community and partners and the formation of strong and weak ties, revealing an important element of innovation in meeting social needs. Finally it was pointed out new possibilities of topics for research by viewing the relationships in the network and its consequences.

AbstractThe study focuses on the Russian practice of institutionalizing non-governmental social-service providers. The paper discusses the arrangements for the transfer of governmental social services under the terms of budget financing to commercial and non-profit organizations. The authors proceed from the fact that although there are uniform institutional conditions for the formation of the non-governmental sector in the field of social services, established by the federal center, most of the rules and procedures which determine the implementation of this process are defined on the level of the constituent subjects of the Russian Federation. The paper explores the practices of three regions: Perm, the Republic of Bashkortostan and Khanty-Mansiysk Autonomous Okrug-Ugra. These regions are recognized as the leaders in the process of diversification of social services. The analysis made it possible to identify the general and the particular in the regional processes of the transfer of social services to the non-governmental sector.

The cooperation of local public institutions with non-governmental organisations and citizens can increase chances for the effective implementation of social policy, understood as a set of activities on behalf of satisfying social needs and resolving social issues. The aim of this article is to present a tool that would enable us to determine the level of cooperation between entities in the scope of co-creation and co-production of social services that satisfy the needs of residents of rural municipalities (gmina). The article contains an overview of analyses conducted in 2018 on a sample of public institutions responsible for satisfying social needs and resolving social issues representative of rural municipalities. In light of these analyses the scale is a three-factor construct and includes the following factors: 1. Seeking entities for cooperation and cooperating with them, 2. Including residents of municipalities in undertakings on their own behalf, 3. Evaluation of cooperation and working towards future cooperation.

A key competitive advantage of a contemporary economy, knowledge, is distributed unevenly, tending to concentrate in cities and urban agglomerations. A border position translates into distinctive features of regional innovative development. In a favourable institutional context, proximity to a border strengthens transboundary cooperation and interaction between neighbouring regions. Although frequent social contacts across borders are well documented in the literature, the effect that the border has on intensive knowledge transfer is yet to be investigated. This article analyses models of knowledge integration taking place between Russia’s northwestern regions and the countries that their border. The study covers six territories of the Northwestern federal district (the Republic of Karelia, St Petersburg, and the Kaliningrad, Leningrad, Murmansk, and Pskov regions); five regions of the Central federal district (Belgorod, Bryansk, Voronezh, Kursk, and Smolensk); and one region of the Southern federal district (Rostov). The methodology of the study consists of using information from the Scopus abstract and citation database to assess the intensity of research cooperation. The findings suggest that the degree of involvement in transboundary research cooperation varies widely across Russia’s border regions.

Abstract Background Addressing social risks in the clinical setting can increase patient confidence in the availability of community resources and may contribute to the development of a therapeutic alliance which has been correlated with treatment adherence and improved quality of life in mental health contexts. It is not well understood what barriers patients face when trying to connect to community resources that help address social risks. This paper aims to describe patient-reported barriers to accessing and using social needs-related resources to which they are referred by a program embedded in a safety net primary care clinic. Methods This is a qualitative assessment of patient-reported barriers to accessing and using social needs assistance programs. We conducted over 100 in-depth interviews with individuals in Northern California who participated in a navigation and referral program to help address their social needs and describe a unique framework for understanding how policies and systems intersect with an individual’s personal life circumstances. Results Individuals described two distinct domains of barriers: 1) systems-level barriers that were linked to the inequitable distribution of and access to resources, and 2) personal-level barriers that focused on unique limitations experienced by each patient and impacted the way that they accessed services in their communities. While these barriers often overlapped or manifested in similar outcomes, this distinction was key because the systems barriers were not things that individuals could control or overcome through their own initiative or by increasing individual capacity. Conclusions Respondents describe intersecting systemic and personal barriers that compound patients’ challenges to getting their social needs met; this includes both a picture of the inequitable distribution of and access to social services and a profile of the limitations created by individual life histories. These results speak to the need for structural changes to improve adequacy, availability, and accessibility of social needs resources. These findings highlight the need for advocacy to address systems barriers, especially the stigma that is faced by people who struggle with a variety of health and social issues, and investment in incentives to strengthen relationships between health care settings and social service agencies.

The article presents the results of a study on determining the relationship between the parameters of socio-economic development and changes in the labor potential of the border regions of the North Caucasus, in particular the Republic of Dagestan. The study is based on the methodology for assessing the actual state of the labor potential of the Russian regions of the southern Federal University, developed by T. Y. Kryshtaleva. A composite index was calculated for each of the components of labor potential.

На основе статистической, нормативно-правовой и социологической информации проведен анализ основных условий развития НКО в Хабаровском крае и Республике Саха (Якутия), относящихся к группе регионов, лидирующих в России по показателям вовлечения некоммерческого сектора в сферу социального обслуживания населения. Результаты исследования дают основание утверждать, что наряду с правовыми, организационными, управленческими, иными факторами, определяющими развитие социально ориентированных НКО, решающее значение приобретают собственные инициативы СОНКО, способность к инновациям, сотрудничеству с основными акторами формирующегося рынка социальных услуг, гибкому реагированию на запросы населения. On the basis of statistical and sociological information, the analysis of the main conditions for the development of non-profit organizations in the Khabarovsk Territory and the Republic of Sakha (Yakutia), which belong to the group of regions leading in Russia in terms of the formation of the non-profit sector in the field of social services to the population, is carried out. The study showed that along with the legal, organizational, managerial, and other factors that determine the development of socially oriented NGOs, SONGO’s own initiatives, the ability to innovate, cooperation with the main actors of the emerging market of social services, flexible response to population requests are of decisive importance.

The relevance of the research topic is due to the denationalization of the social services market and, as a result, the growing importance of the third sector in their provision; the development of civil society, the construction of social problems, in the solution of which non- profit organizations play an important role. A comparative analysis of assessments of the emerging model of interaction between civil society and the state will allow us to determine its current state, show strengths and weaknesses, the most pressing problems and development trends. A large role in the study of the issues raised belongs to the study and critical understanding of the leading practices of building interaction between the state and civil society, which will not only adapt the most appropriate practices, but also avoid possible problems. The proposed research will help to establish feedback between the state, business and supported NPOs and develop recommendations for optimizing this interaction. The aim of the study is to comprehensively evaluate the effectiveness of the emerging model of interaction between the state and NPOs as new actors in the country’s economic and socio-cultural policy and forecast the prospects for its development. The study is based on the study of the perceptions of leaders and key actors of NPOs about the prospects for the development of their organizations in the context of the emerging model of interaction with business and the state. The authors put forward a hypothesis about the need to study the assessments of the existing model of interaction between the state and NPOs by representatives of executive authorities responsible for the implementation of relevant programs, direct managers and key actors of NPOs, as well as representatives of target groups of their activities in the regions to determine the problems and prospects of interaction between the state, business and NPOs.

Az adatrobbanásból nem egyedül a kereskedelmi szektor profitál, mivel növekvőben van azoknak a nonprofit kezdeményezéseknek, illetve kormányzati intézkedéseknek a száma, melyeknek középpontjában a civilektől jövő adatok begyűjtése áll. Publikációmban szeretném szemléltetni az adattudatosság különböző kontextusait: az adatvédelem és a magánszféra értelmezésével kezdem, majd bemutatom, hogy milyen kutatások vizsgálták a magánszféra kérdéseit. Ahhoz, hogy megértsük, milyen skálán mozog az adattudatosság, a két végletet kell megismerni, vagyis egyfelől azokat a nemzetközi kezdeményezéseket, melyek arra irányulnak, hogy civilek járuljanak hozzá személyes adataikkal egy társadalmi ügy vagy probléma megoldásához, másfelől ugyanígy fontos azoknak a negatív implikációknak a vizsgálata, melyek a fogyasztókat elriasztják a személyes adataik kiadásától. A viselkedésalapú adatok megosztását a földrajzi, kulturális, gazdasági, történelmi tényezők mellett befolyásolhatja, hogy egy adott ország vállalati, kormányzati, szakmai szervezetei mennyire készítik fel az állampolgárokat a digitális forradalomra. Írásomban ezért áttekintést adok arról is, hogy Magyarországon a hatóságok, a civil szféra és a szakmai szervezetek milyen mértékben foglalkoznak a változó világ kihívásaival. --- The levels and ways of data literacy It is not only the commercial sector that benefits from the data boom since there is an increasing number of non-profit initiatives and governmental measures that focus on data collected from civil society. In my publication I intend to illustrate the different contexts of data awareness: I will start by analysing data protection and privacy, then I will review research that has been exploring issues of privacy. For us to understand the scale that data awareness is measured on, we need to acquaint ourselves with the two extremes: namely, international initiatives aimed at triggering the engagement of civil society in solving social issues or problems by providing their personal data, and researching the negative implications that deter consumers from providing their personal data. Both are important. Besides geographical, cultural, economic and historical factors, sharing behavioural information can be influenced by the extent to which companies, governmental and professional organisations in a given country prepare their citizens for the digital revolution. So I will also provide an overview of how much authorities, civil society and professional organisations in Hungary deal with the challenges of a changing world.

This paper emphasizes the economic importance of the civil society sector in the national socio-economic context. There is a systematic neglect of the economic and financial components of civil society organizations and non-profit sector in Croatia even though a significant volume of civil society organizations’ activities is funded from public sources and there is a high possibility of exploitation of their relatively privileged tax position. The purpose of this paper is to present research results of the funding sources, the financial potential and the elements of economic performance of citizens’ associations in the Republic of Croatia. The survey sample includes over 20,000 citizens’ associations which have submitted financial reports to the Registry of Non-profit Organizations in accordance with the statutory obligation. The research is based on aggregated data reported in the Balance Sheet and Performance Report for 2015 and 2016. The scientific contribution of the paper is reflected in the assessment of the financial performance and financial transparency of the activities of civil society organizations in the Republic of Croatia and their sustainability in comparison with Serbia and Slovenia.
