The inclusion of the ’physically healthy’ requirement in recruiting job vacancies has led to various interpretations. This practice has been going on for a long time and often violates persons with disabilities' rights to obtain equal employment opportunities. This study aims to analyze the interpretation of physical health requirements in the recruitment of job vacancies. Sources of research data are employers, disabled workers, and the Yogyakarta Provincial Government. Researchers analyzed legal norms and qualitative data, then presented descriptively. The study concluded that there had not been one interpretation from the employer, disabled workers, and the government about ‘being physically healthy.’ The term is often interpreted as ‘being physically complete.’ This biased interpretation discriminates against disabled workers entering the workforce.[Keberadaan syarat ‘sehat jasmani’ dalam rekrutmen lowongan kerja menimbulkan berbagai penafsiran, khususnya bagi tenaga kerja difabel. Praktik ini sudah berlangsung lama dan melanggar hak difabel untuk memperoleh kesempatan yang setara dalam lapangan pekerjaan. Penelitian ini bertujuan menganalisis penafsiran syarat sehat jasmani dalam rekrutmen lowongan kerja. Sumber data penelitian adalah pihak pemberi kerja, tenaga kerja difabel, dan Pemerintah Provinsi Yogyakarta. Penelitian dilakukan dengan menganalisis norma hukum dan data kualitatif, kemudian disajikan secara deskriptif. Penelitian menyimpulkan bahwa belum ada kesatuan penafsiran dari pihak pemberi kerja, tenaga kerja difabel, dan pemerintah tentang kriteria sehat jasmani. Syarat sehat jasmani sering diartikan sebagai fisik yang lengkap. Hal mendiskriminasi tenaga kerja difabel dalam memasuki lapangan pekerjaan.]

The employment opportunity policy for persons with disabilities is a policy established by the Government which aims to provide employment opportunities and create employment opportunities for persons with disabilities in order to create equal employment rights between persons with disabilities and normal society so that discrimination against persons with disabilities is eliminated. This study aims to look at the implementation of employment opportunities policies for persons with disabilities in Pekanbaru City and the factors that influence the implementation of these policies. The research method used is descriptive qualitative, data collection techniques using interviews, observation, and documentation. This study uses the theory of policy implementation according to Merilee S. Grindle which consists of two indicators that affect the performance of public policy implementation, namely indicators of policy content which include the interests of the target group, types of benefits, degree of desired change, location of decision making, program implementers, resources involved, and indicators of the implementation environment consisting of the powers, interests, and strategies of the actors involved; characteristics of institutions and authorities; compliance and responsiveness. The results of this study are the finding of deficiencies that must be considered to be improved, namely in the aspect of implementing responsiveness (lack of socialization) so that policy implementation has not run optimally in Pekanbaru City. Researchers also found several factors that influence the implementation of this policy in Pekanbaru City, namely the objectives of the policy, human resources, economic conditions, as well as the response and participation of the target group.

This study aims to determine the role and efforts of the ILO in promoting the rights of persons with disabilities employment opportunities in Indonesia in 2012-2014. This study used qualitative methods, with the data collection technique literature (online searches, interviews, documentation). As for analyzing the data, researchers used data reduction techniques. The results showed that the role carried out by the ILO through PROPEL project-Indonesia in promoting the rights of persons with disabilities employment opportunities in Indonesia serves as a platform and means. ILO helps, socialize, approach, providing technical assistance and recommend solutions or policies in dealing with disability issues against the government, employers and labor unions in Indonesia. The conclusion from this study is the ILO has contributed to promoting the rights of persons with disabilities employment opportunities in Indonesia, is viewed from many policy makers began raising the issue of disability in providing employment opportunities to Indonesian people with disabilities and priorities Disability Bill for the Government of Indonesia today.

Sebagai penyelenggara pemenuhan fasilitas publik pada warga negara, pemerintah memiliki peran menjadi pelindung atas terpenuhinya kemudahan aksesbilitas warga negara, salah satunya penyandang disabilitas. Sudah adanya UU No. 8 Tahun 2016 Tentang penyandang Disabilitas yang menjamin posisi mereka sebagai warga negara karena penyandang disabilitas memiliki kedudukan, hak, dan kewajiban yang sama tanpa membeda – bedakan. Penelitian ini menggunakan teori Implementasi Kebijakan dari Thomas B. Smith dalam Akib (2010). Metode yang digunakan ialah kualitatif deskripstif. Teknik pengumpulan data yang digunakan ialah wawancara, observasi, dan studi dokumentasi. Hasil dari penelitian menunjukan bahwa Kota Serang belum optimal dalam memenuhi hak aksesbilitas bagi disabilitas netra. Rekomendasi dari penelitian ini adalah Pemerintah Kota Serang harus mendorong Perda Kota Serang untuk segera terbit karena dengan adanya Perda dapat memperkuat hak- hak penyandang disabilitas yang ada si Kota Serang.  As an organizer of fulfilling public facilities for citizens, the government has a role to be a protector of the fulfillment of the accessibility of citizens, one of them with a disability. Law No. 8 of 2016 concerning persons with disabilities that guarantees their position as citizens because persons with disabilities have the same position, rights and obligations without distinction. This study uses the theory of Policy Implementation from Thomas B. Smith in Akib (2010). The method used is descriptive qualitative. Data collection techniques used are interviews, observation, and documentation studies. The results of the study show that Serang City has not been optimal in fulfilling the right of accessibility for person with disability. The recommendation of this study is that the Serang City Government must encourage the Serang City Regional Regulation to be published soon because with the Regional Regulation can strengthen the rights of persons with disabilities in the Serang City.

Implementasi kebijakan pengendalian Kawasan Bandung Utara disingkat (KBU) dalam pembuatan Izin Mendirikan Bangunan disingkat (IMB) belum terlaksana secara menyeluruh. Masih banyak warga belum mempunyai IMB di Kecamatan Cimenyan. Tujuan dari penelitian adalah untuk mengetahui, mengkaji, menganalisis dan memahami secara mendalam tentang  implementasi kebijakan Pemerintah Provinsi Jawa Barat Nomor 2 Tahun 2016 yaitu tentang Pedoman  Pengendalian KBU. Metode implementasi kebijakan menggunakan pendekatan kualitatif melalui wawancara, dokumetasi dan observasi. Bagaimana implementasi kebijakan pengendalian KBU dalam pembuatan IMB di Kecamatan Cimenyan. Pemerintah Kabupaten perlu melaksanakan beberapa tindakan dalam pengendalian pembuatan IMB di Kecamatan Cimenyan. Adapun langkah-langkah yang dapat dilakukan adalah mengoptimalkan kinerja sumber daya manusia, penyediaan anggaran dan kerjasama antar pihak pemerintah, swasta dan masyarakat. Implementasi kebijakan akan terlaksana apabila sosialisasi tentang IMB secara menyeluruh. Faktor penyebab kesulitan warga karena perizinan harus melalui Pemerintah Provinsi sehingga mengakibatkan waktu yang cukup lama dalam pembuatan IMB. Akan lebih baik jika aturan pembuatan IMB dipermudah khusus pemohon IMB yang luas lahannya terbatas, melalui aturan yang dikeluarkan oleh Pemerintah Kabupaten atau Pemerintah Provinsi.  The implementation of the control policy for the abbreviated North Bandung Area (KBU) in making the abbreviated Building Permit (IMB) has not been implemented comprehensively. There are still many residents who do not have an IMB in Cimenyan District. The purpose of the research is to find out, examine, analyze and understand in depth about the implementation of the West Java Provincial Government's policy Number 2 of 2016 which is about the KBU Control Guidelines. The policy implementation method uses a qualitative approach through interviews, documentation and observation. How is the implementation of KBU control policies in making IMB in Cimenyan District. The district government needs to carry out several actions in controlling the manufacture of IMB in Cimenyan District. The steps that can be taken are optimizing the performance of human resources, providing budget and cooperation between the government, the private sector and the community. Policy implementation will be carried out if there is a thorough socialization of the IMB. The factor that causes difficulties for residents is that licensing must go through the Provincial Government, resulting in a long time in making the IMB. It would be better if the rules for making IMBs were made easier, especially for IMB applicants with limited land area, through regulations issued by the Regency Government or Provincial Government.

This article is devoted to the study of the consequences of social isolation of elderly Muscovites during the spread of coronavirus infection. The author draws attention to the fact that the informal isolation of the older generation has existed for a long time, but only in the new conditions associated with the pandemic, the «home mode» of life in old age was fixed by law. Social isolation is considered as a risk to the life and health of the older generation. It is shown how unprecedented restrictive measures of the Government affec­ted the psycho-emotional and physical health of elderly people, and the tasks of the state to reduce the vulnerability, ensure the safety and resilience of the elderly were not solved.

Local wisdom defined as the ability of a community to adapt to, organize, and manage the environment and culture that affects their lives. The research conducted in the Boti community of East Nusa Tenggara Province aims to describe and understand ume kbubu as a form of local wisdom of the Boti community in maintaining food security and protecting them from disasters. The method used in this study was a qualitative method with a phenomenological approach. The characteristics of this research data are classified as sensitive research data; therefore, it takes a long time to obtain. Observation and interviews were data collection techniques used in this research. The result indicated that the structure of ume kbubu shows the local wisdom of the Boti community in adapting to the environment and influencing the scattered settlement structures. In addition, the function and symbolization of ume kbubu are closely related to the local wisdom of the community in storing and managing staple food (corn), which is the strength of the Boti community in facing the food crisis. The settlement structure of the Boti community, supported by strict customary rules, becomes a barrier in social interaction that can protect the community from disasters, such as infectious diseases. The local wisdom of the Boti community is likely to be an input for the government to study various cultural aspects to deal with disasters.

The Construction of the $1.2 billion Vancouver Island Highway Project provided an opportunity for the building trades unions and the Government of BC to negotiate an innovative collective agreement that included union membership, training for local residents and members of equity groups, new employment opportunities for members of designated equity groups and a comprehensive health and safety program.The Project implemented the most comprehensive system of tracking progress in employment equity in BC’s history. By its completion, women, First Nations, persons with disabilities and visible minorities accounted for just under 20% of total hours worked in an industry where 2% representation is the norm. Over 94% of payroll went to local residents, ensuring their communities the benefits of this major capital project. Finally, the health and safety record was significantly better than on any comparable construction project. Far from being an impediment to the efficient and timely completion of this major construction project, the collective agreement made it possible to deliver training, employment opportunities and regional development

IntroductionThe New Brunswick Institute for Research, Data and Training (NB-IRDT) is a recently established provincial research data centre and data custodian hosting anonymized linkable administrative data from the Government of New Brunswick (GNB) and other public bodies. GNB has committed to transferring research-relevant data from across GNB operations to NB-IRDT. Objectives and Approach Although NB-IRDT had received a small number of administrative data sets from the GNB Department of Health as of the end of 2016, transfers of other datasets from the Department of Health, Department of Social Development and other Departments was halted because of a series of legal opinions citing a lack of legislative authority to do so. This presentation details an innovative and transformative approach that overcame these obstacles to facilitate continued data sharing with NB-IRDT not just from those Departments but from across the spectrum of government operations. ResultsPassed in the NB Legislature in March 2017 and proclaimed in May 2017, An Act Respecting Research modified 12 different pieces of existing legislation to define a clear legal authority through which pseudo-anonymized data from all of the Provincial Government plus numerous other public bodies could be transferred to NB-IRDT in linkable form. This included Acts as disparate as the Education Act, Mental Health Act, the Nursing Homes Act, the New Brunswick Housing Act, etc. An Act Respecting Research was the culmination of more than a year of collaborative effort between NB-IRDT and the Executive Council Office plus 14 different provincial line departments. The Act also permits the collection of the Medicare health insurance numbers by departments and public for data matching and transfer purposes. Conclusion/ImplicationsThe Act Respecting Research is unique in Canada and would not have occurred without GNB’s commitment to the principle and practice of evidence-based policymaking. After the Act’s passage, NB-IRDT has received numerous datasets and work is ongoing on many more, from postsecondary education to road accidents and workers compensation claims.

AbstractLegal protection related to the rights of persons with disabilities still causes problems due to various regulations concerning persons with disabilities in the Special Region of Yogyakarta (DIY) are still not harmonious. This research tries to xpolre the question, is the regulation regarding employment rights for persons with disabilities relate to fulfilling qootas to become civil servants in DIY harmonious? And what kind of legal remedies should be done as a form of harmonization of laws and regulations regarding the rights of persons with disabilities related to employment rights in DIY? This research is a normative research, that is the research object of study in the form of legal norms. Primary and secondary materials is obtained through literature study, and analysis of the data will be analyzed legally. The result of the study concluded, the regulation of employment rights for person with disabilities relating to minimum amout of recruitment quota in the government agencies in DIY is not harmonius, and legal remedies can be made with legislative review.Key Words: Persons with disabilities, employment rights, harmonization AbstrakPerlindungan hukum terkait dengan hak penyandang disabilitas masih menimbulkan permasalahan, disebabkan oleh berbagai peraturan tentang penyandang disabilitas di Daerah Istimewa Yogyakarta (DIY) masih belum harmonis. Penelitian ini mencoba menggali pertanyaan yaitu, apakah pengaturan mengenai hak kepegawaian bagi penyandang disabilitas terkait pemenuhan kuota untuk menjadi pegawai negeri di DIY sudah harmonis? dan seperti apa upaya hukum yang harus dilakukan sebagai bentuk harmonisasi peraturan perundang-undangan mengenai hak-hak penyandang disabilitas terkait dengan hak kepegawaian di DIY? Penelitian ini merupakan penelitian normatif, yakni penelitian yang obyek kajiannya berupa norma hukum. Bahan primer dan sekunder diperoleh melalui studi kepustakaan. Analisa data akan dianalisis secara yuridis. Hasil penelitian menyimpulkan bahwa, pengaturan hak pekerjaan bagi penyandang disabilitas yang berkenaan dengan besarnya minimal kuota penerimaan pegawai di instansi pemerintahan di DIY belum harmonis dan upaya hukum yang dapat dilakukan dengan legislative review.

ABSTRACT This study discusses the Value of Ethics and Aesthetics Meudikee Anggok In Dayah Darul Huda Bayi Village District Lhoksukon District Luas Aceh. Aims to describe Ethical and Esthetic Value of Meudikee Anggok In Dayah Darul Huda Bayi Village, Lhoksukon Sub-district, Lhokukon District, Aceh. The theory used in this study is the ethical theory of K. Bertens According to K. Bertens The ethical theory according to K. Bertens (1993: 53) that ethics is the conscience (inner life), how to be ethical and good that actually arise from self awareness. Based on the theory of K. Bertens concluded that every human being has experience of the conscience and that experience is the most obvious encounter with morality as a reality, it is difficult to show another experience that is so frankly the ethical dimension of our lives. Hence the experience of the conscience is an appropriate entry point about ethics. Time in use in this study is during (two months), ie from July to September. The location of this research was conducted in Bayi Village, North Aceh District. The population in this study are artists who know about Meudikee Anggok dance, and the sample is Aneuk Dikee (son of Zikir). The research data analysis used is descriptive qualitative, data collecting technique done by obsevasi, literature study, interview, and documentation. Based on the data collected, it can be seen that Meudikee Anggok has been known for a long time. The number of boys who performed Meudikee Anggok at the beginning of choreographer formation was 16 Aneuk Dikee and 4 syeh (radad). Meudikee anggok has ethical values contained in the ethics of movement 1. Respect 2. Saleum. 6. Noble Prophets and 7. Prayers. Aesthetic value that can be observed every movement at 3. Istigfar, 4.
