Goal – construction of models that describe the social, environmental, and economic sustainability of rural areas in the context of the development of agritourism, which would make it possible to determine the leading factors for their sustainable development. Research methodology – the research applied the procedures of goal setting, measurement, establishing criteria, forming and choosing alternatives, algorithms, methods of PLS‑PM modeling, and methods of qualitative modeling. Score/results – a systematic solution to the numerous environmental, social, and economic problems of the development of agritourism cluster is not achievable without appropriate economic and mathematical models and tools for their support, which would make it possible to accurately predict the main indicators of the sustainable development of agritourism, identify the main factors of sustainable development, determine the degree of the effectiveness of certain management decisions. Originality/value – based on the applied software products developed in this way, support systems for making complex management decisions can be formed that make it possible to identify all potential scenarios for the development of any complex systems and transitions between them, as well as provide a predictive function for evaluating key blocks. In the future, the proposed toolkit can be used to model and optimize the sustainable development of specific tourism investment projects in rural regions, as well as to select investment areas at the regional agritourism cluster level.

The article concretizes the social position of the regional agrarian elite in the system of sustainable development of rural areas on the basis of factor analysis carried out by the method of principal components. A survey of 73 leaders and chief specialists of successful agricultural organizations in the South of Russia, traditionally represented by rural areas, was carried out in October-November, 2020 using Google Forms. The data was processed in SPSS Statistics (version 21) and used the Sustainable Development Goals proclaimed by the UN in 2015 as the 2030 Agenda for Sustainable Development. Seventeen Sustainable Development Goals were assessed on a five-point scale of significance in terms of relevance for agricultural organizations in rural areas of southern Russia. The assessments show the social position of the regional agrarian elite regarding the goal-setting in the field of sustainable development, both in rural areas and agricultural organizations. Factor analysis was carried out by the method of separation of the main components with Varimax Rotation with Kaiser Normalization. We present the models of the regional agrarian elite’s social position in the system of sustainable development of territories.

Ensuring a stable improvement in the quality and standard of living of the rural population allows preserving the social and economic potential of rural areas. Effective management can ensure the implementation of social control and development of rural areas, the preservation of ecology, which ultimately contributes to the preservation of sustainable development of agricultural territories. The purpose of the study: To determine the directions and effective level of increasing the production of agricultural and livestock products aimed at preserving the sustainable development of agricultural territories. A correlation and regression analysis was carried out in the study to determine the promising directions of the northern districts of the Omsk region (Russia) to increase the effectiveness of strategic planning for the sustainable development of agricultural territories. Sustainable development of the regions, according to the authors, is impossible without increasing the level of well-being, therefore, the authors identified such areas for development as the cultivation of fodder crops, the cultivation of livestock and poultry (for slaughter), the cultivation of poultry for meat and the production of honey. The authors concluded that it is necessary to increase the production volumes of the selected promising areas for the development of agriculture by at least 5% to 13% per year, depending on the direction. There will be an increase in profit only at these values, which is one of the important factors contributing to the sustainable development of the areas allocated for research.

Processes occurring in the natural environment due to the implementation of industrial concepts of agricultural development led to a significant change of the production and consumption models. The approach shifted to a more balanced one, leading to the sustainable development of agriculture and rural areas based on the combination of social, environmental and economic goals. Whilst ensuring an appropriate balance between these systems, there is an attempt to achieve balance within and between generations. The focus on organic food matches well with these trends and seems particularly important, given growing awareness of consumers and their willingness to best meet their needs through the selection of products with the appropriate nutritional and health parameters. Ecological product provides an opportunity to improve the competitiveness of agriculture, especially in Europe, enabling rational management of resources by implementing the economics of sustainable development. The article presents the status and trends of development of organic farming in Poland in the years 2004–2014. In addition, the structure of expenditure in Polish households is shown, including the level of spending on organic food against the background of the countries with the highest per capita consumption.

Motivation: The need for balance in the social, environmental and economic developments has been explored by numerous academic disciplines and fostered the implementation of subsequent political agendas both at the global and local levels. The 2030 Agenda for Sustainable Development adopted by the United Nations in 2015 is an example of an international initiative for sustainable development. All the goals of the Agenda were determined in view of global civilizational challenges, but in order for them to be implemented various stakeholders have to be involved, and projects on a national, regional, and local scale have to be carried out. Given the postulate of creating multilateral public and public-private partnerships for sustainable development and the principle of subsidiarity, it seems important to take into account the role of self-governing agricultural bodies in the system, implementing sustainable development goals. Agricultural self-governance is exercised in Poland through agricultural chambers established as public-law associations, forming part of the institutional system of public administration. The scope of tasks performed by these agricultural chambers covers matters of agriculture and rural development, including sustainable development. Aim: In her study the author seeks to answer the questions of whether the self-governing agricultural bodies in Poland are the key entities in the implementation of the postulates of sustainable development, or whether the competences of these agricultural chambers allow them to fully use the social potential of farmers for the dissemination of the concept of sustainable development. Results: The results of the survey demonstrate that the self-governing agricultural bodies play only a superficial role in the implementation of the sustainable development postulates. Although these agricultural chambers are formally established in the public law system, they do not have sufficient executive power, or material, human and financial resources to engage in effective action. The potential of the self-governing agricultural bodies to achieve the goals of sustainable development is not being fully used.

The article is devoted to the importance of non-financial indicators of reporting on the sustainable development of Russian economic entities and their role in making effective management decisions that determine the strategy for the functioning of the entity. Modern Russian conditions of doing business and managing economic entities determine the importance of information flows in the political, social and economic sphere. Lack of information distorts management decisions made on the basis of incomplete and often inaccurate data. Many economic entities seek to obtain the necessary amount of information to carry out their financial and economic activities and, along with financial reporting, they form public non-financial reporting for ensuring sustainable development and making strategic decisions, both now and in the future. Public non-financial reporting of an economic entity, as a rule, reflects more extensive information, considering the rules of corporate governance; strategic goals and priorities of the economic entity. This information reflects the key events of the year, the main indicators of financial and economic activity, competitive advantages, socially significant development directions and main target targets. Based on indicators of economic and production activities, social and environmental performance of an economic entity, interaction with stakeholders (local communities, including social investments, charity, sponsorship, etc.) is revealed. On the basis of public non-financial reporting, risk management of an economic entity calculates social, environmental, economic risks and determines ways to prevent or minimize their impact, which in turn contributes to obtaining economically advantageous indicators determining the level of sustainable development of economic entities.

The research method used was a bibliographical review, with a qualitative and exploratory approach, the method of analysis was deductive that starts from the premise that principle recognized as true, makes it possible to reach conclusions in a formal way. The Law of National Environmental Policy characterized through its initial articles the way how the environment should be understood, including the general and specific objectives that the legislator sought to defend. Still, it is easy to identify the way the norm has instrumented the public environmental administration, where through three mechanics it would be possible to apply the regulation, namely: environmental intervention, environmental control and repressive control with the imposition of sanctioning measures. After the promulgation of the Federal Constitution, law 6.938/81 obtained reinforcement by means of articles 170 e 225, because of the public interest aiming at sustainable and innovative development based on the social, environmental and economic tripod, because it is through this balance and the diminution of human inequality that one thrives. The government has taken steps to encourage and foster innovative development with favorable perspectives and benefits for the society awareness in participating of initiatives that allow all the humans and social improvement. Keywords: Law 6.938/81. The work discusses issues of the infrastructure, its instruments, and specifics of infrastructure in Polish and Slovak rural areas. The aim of this article is to analyze the level of technical infrastructure development in rural regions of the Małopolskie Voivodeship in Poland and the west part of Slovakia—Trnava self-governing region (Trnava region) as two regions with a similar position regarding regional competitiveness index. Following the topic, after identification of strengths and weaknesses of mentioned regions, the opportunities, and threats of sustainable development of infrastructure in rural areas have been analyzed using the SWOT method. The development of sustainable, reliable, and functional infrastructure does not only refer to the chosen regions of Poland and Slovakia but also other regions in the European Union. Sustainable infrastructure is a factor stimulating social and economic progress as one of the most important determinants of sustainable development and regional competitiveness. The authors notice a particular lack in the sustainable development of infrastructure in the field of water and sewerage management together with the supply of water. Therefore, this article tries to complete the gap in research focusing on the concept of a more systematic approach to technical infrastructure improvement in the context of sustainable development, and strategy of cooperation.

Sustainable development is socioeconomic growth that integrates political, economic, and social measures alongside environmental protection to meet the needs of communities and citizens without compromising the ability of future generations to meet their needs. The sustainable development concept was initially based on three main pillars: environment, economy, and society. In successive years, this concept has been expanded to include new pillars. The awareness of these changes has influenced our research interests. The main research objective of this study was to evaluate the applicability of geographic information system (GIS) tools (data, tools, and multidimensional analyses) to the implementation of sustainable development principles in rural areas. The study covered rural and nonurbanized areas in Poland, especially farmland, forests, fisheries, and farms. The study presents the results of our research into environmental, economic, and social determinants of growth in the spatial dimension. GIS tools continue to evolve, which improves access to information and increases database managers’ awareness that highly accurate data are needed for spatial analyses. GIS systems allow us to formulate, in a structured and formal way, models that reflect both the current state and forecast changes that will occur in space. It is a very useful tool in the sustainable development of rural areas.
