SCIENTIFIC HERITAGE OF ANATOLIY POKRYTAN IN THE LIGHT OF MODERN PROBLEMS OF ECONOMIC THEORY

The most important aspects of the scientific heritage of the outstanding domestic scientist-economist Anatoliy Pokrytan are revealed. It is shown that the scientific developments of A. Pokrytan and representatives of his school made an important contribution to the methodology of economic theory. It is substantiated that the research of scientists on the problems of property, the theory of social reproduction, methodological problems of economic theory are in demand today in the study of the problems of the Ukrainian economy and the world economic system. According to A. Pokrytan, in the process of scientific research it is impossible to study the structure of the economic system without taking into account its genesis, and vice versa, the study of genesis is possible only on the basis of knowledge of its structure. The genesis and structure of production relations are closely intertwined with the unity of the historical and the logical in economic theory. It is shown that the combination of logical and historical forms of cognition allowed A. Pokrytan in the conditions of independent Ukraine to give not only an objective assessment of the past economic system, but also to comprehend the nature of market reforms in the national economy and identify the problems that must be resolved in order to overcome the negative trends that arose in the process of formation of the market economy. It is substantiated that this methodological approach makes it possible to single out a much more complex than traditional (liberalization, privatization) set of transformational systems. It is shown that the scientific work of A. Pokrytan is distinguished by the diversity of research topics, the depth of development of methodology and theory of political economy, as well as the involvement of new scientific problems in the field of theoretical analysis. The scientific research of the scientist is the methodological and theoretical tools that allow to study the nature of modern development of the national economy.

The article reveals the most important scientific aspects of creative heritage of the outstanding economist Anatoliy Karpovych Pokrytan. It is shown that his research of the problem of property, the theory of social reproduction, and methodological problems of economic theory are in demand today in the study of the problems of Ukraine’s economy and the world economic space. According to A.K. Pokrytan, in the process of scientific research it is impossible to study the structure of the economic system without taking into account its genesis, and vice versa, the study of genesis is possible only on the basis of knowledge of its structure. It is shown that the combination of logical and historical forms of cognition allowed A.K. Pokrytan, in the conditions of independent Ukraine, to give not only an objective assessment of the past economic system, but also to understand the nature of market reforms in this country’s economy and identify those problems whose solution will overcome the negative trends in the market economy. It is determined that in modern conditions the main provisions of scientific concepts of A.K.Pokrytan can reasonably be used in solving modern problems of the theoretical analysis of economic processes. It is shown that the researcher’s contribution is a methodological and theoretical tool that allows to study the nature of modern development of Ukraine’s economy.

One of the key ones and most cost-effective technology from an economic point of view for the real sector is the Internet of Things (IoT) technology, which is usually provided in the form of Internet of Things (IoT) platforms, still does not have its own framework for assessing its economic efficiency. The author proposes a methodological approach based on a combination of classical methods of investment analysis and an architectural approach. From the information point of view the scientific work is based on cost-effectiveness studies of IoT projects, domestic and foreign scientific publications, IT cases and research on taxonomy of IoT platforms. The proposed approach may serve as the basis both for preparation of financial business cases and for facilitating the development of tools for objective assessment of the project initiatives attractiveness as part of implementation of the state digital development programs in Russia.

The article continues the series of articles in the journal MBA about Russian academicians who actively collaborated with the VEO of Russia. Academician L.I. Abalkin (1930–2011) — a prominent scientist and economist of the last decades of the Soviet era and the beginning of the post-Soviet period. L.I. Abalkin's activity is multi-faceted both in the field of economic theory, especially political economy, and in the field of practical justification of economic reforms, transformation of the planned Soviet system into a market economy. Participation in 1989–1990 in the work of the government as Deputy Chairman of the Council of Ministers of the USSR and Chairman of the Commission on economic reform, describes him as an outstanding representative of academic science, who had a huge impact on the development of economic theory and economic practice. L.I. Abalkin played an exceptional role in developing the problems of the Russian school of socio-economic thought. He not only justified its distinctive features and principles of methodological approach to its study, but also brought back to scientific circulation the works of many undeservedly forgotten Russian economists. The article also shows the need to continue Abalkin's research in this area of economic theory, the creative development of the scientific heritage of L.I. Abalkin.

The purpose of the article is to form a methodology of scientific research in the system of financial and economic security. Methodology. The scientific works of scientists in the study of financial and economic security are the theoretical and methodological basis of the study. To achieve the study’s purpose, the following research methods were used: theoretical generalization – the essence and main components of the system of financial and economic security; methods of positive and normative analysis – to make recommendations on the methodology of scientific research in the system of financial and economic security. Results. Research in the financial and economic security system has been proven to be carried out in five areas. Among the areas of research of the system of financial and economic security are dangerous processes and phenomena occurring in the world economy that can negatively affect the economic security of Ukraine; the level of stability, protection of interests, and opportunities of the national economy to counteract the negative impact of the crisis of the world economy; the state of economic security of Ukraine and trends in the development of adverse factors in the national economy and the formation of mechanisms to counter them; the state of economic security of economic entities, external and internal factors of dangers and threats to economic security; features of the organization of the system of economic security of enterprises, the activities of the subjects of its provision and their use of techniques and technologies that make it possible to ensure economic security. The basic principles of research methodology in the system of financial and economic security have been provided. The principles of research methodology in the system of financial and economic security include the principle of conformity (responsible for building a system of definitions of basic concepts, axioms based on these definitions, theorems of the theory of economic security); the principle of additionality (allows the establishment of the place of the theory of economic security in the structure of economic science); the principle of hierarchical goals (ensuring the security of the upper level of the economic system is a condition for ensuring the economic security of the lower level of the economic system); the principle of relative independence of horizontal goals, methodological consistency, spatial consistency. Indicative, resource-functional, and program-target have been proven to be among the methodological approaches to the study of the system of financial and economic security. Practical significance. The methodology of scientific research in the system of financial and economic security, which can be used by applicants and scientific and pedagogical workers of higher education, is provided. Prospects for further research. Selection of the optimal methodology of scientific research in the formation of the system of financial and economic security.

The editions prepared and published within the framework of the general academic project "Biobibliography of Scientists of Ukraine" are analyzed. The normative documents and statistical information on the publications made in the series since its inception in 1968 are collected, the gradual formation of modern serial design and definition of a clear structure that would allow to briefly summarize the scientific heritage and significance of the personality and work of the Academy members is examined. The use of methods of bibliographic and source analysis helped to identify certain stages in the existence of the series. The current state of this book project of the NAS of Ukraine is described. The features of the publications of biobibliographies in the Publishing House "Akademperiodyka" of the NAS of Ukraine, which acquaint a wide audience with the directions of scientific research of Ukrainian scientists, their personal achievements, are noted. Thanks to the optimized and updated existing database of publications, further digitization of bibliographic information is possible.

Purpose – The aim of this paper is to show the methodological approach in the works of Gunnar Myrdal, with particular emphasis on the publication of The Political Element in the Development of Economic Theory [Myrdal, 2017] – a leading theoretical and methodological work, as well as including the main methodological divisions in economics and the evolution of the Myrdal`s concept in the analysed substantive scope. Research method – In the article uses the descriptive and comparative analyses were used. Results – Myrdal reinforced the arguments of heterodox economists in the context of the symbolic `fight for recognition` of the methodology of mainstream critics. He developed a pragmatic element of economics, which in turn influences the style of teaching economics and conducting scientific research at world universities.

The article is devoted to the analysis of one of the main factors of the modern development of Ukraine – the scientific provision of the innovative character of the socio-economic development of Ukraine. The main attention is paid to the analysis of scientific activity in the field of higher education..The system of higher education, along with the provision of a staffing component of the innovative economy, serves as a connecting link that combines education, science and production into a single whole..Organization of scientific work at the universities differs from the one at the academic and industry research organizations because the use and implementation of research results at universities takes place directly in the process of education and improvement of personnel training. This determines the specific problems of management and organization of research work in the higher education institutions. The article reveals the negative changes that have taken place in the scientific sector over the past 20 years. Analysis of development of the scientific sphere data, their comparison with the data of developed countries indicate that the main reason for reducing the amount of scientific research, the number of scientific institutions, the number of scientists was a decrease in the funding of science. The main attention is paid to the analysis of scientific activity in the field of higher education, which concentrates most of the country’s scientific potential. The organization of scientific work in institutions of higher education and the effectiveness of its management structures are researched. The main modern problems of the university science development are formulated, their content is disclosed and ways of overcoming the crisis phenomena in the scientific sector of higher education are formulated.

The author claims that J. Kornai in his paper Innovation and Dynamism (Voprosy Ekonomiki. 2012. No 4) ignored the understanding of socialism as a specific type of culture and not just as an economic system. He also shows profound differences between Schumpeters theory and mainstream economic models. Evolutionary theory, he claims, may itself become mainstream if Schumpeters legacy is not interpreted straightforwardly and if evolutionary economists consider not only micro-, but also macro-level of analysis in studying macrogenerations of capital of a different age.

This paper shows the diversity and significance of relations of duality among different economic systems. The composition of the principles underlying the system economic theory used for the analysis of duality in the economy is investigated. The concept of the economic system is clarified and the equivalence of three basic concepts of the economic system is shown: a) as a space-time volume (“black box”); b) as a complex of elements and connections among them; c) as a tetrad, including object, project, process and environment components. In a new way, the concept of the tetrad is revealed. The actual interpretation of the interrelationships of its components, based on the mechanisms of intersystem circulation of spatial and temporal resources and the transmission of abilities from one economic system to another, is proposed. On the basis of the obtained results, the most essential aspects of duality in the theory of economic systems are considered. It is shown that the interaction of internal content and the nearest external environment of economic systems lies in the nature of the relations of duality. A new approach to modeling the structure and to functioning of the economic system, based on the description of its activities in the form of two interconnected tetrads (the first tetrad reflects the intrasystem production cycle and the second one — the external realization-reproduction cycle) is put forward. It is shown that the concept of duality in a system economy creates prerequisites for adapting the functioning of local economic systems (objects, projects, etc.) in a market, administrative and functional environments and, as a result, harmonizing the economy as a whole.
