This study aims to look at the performance of Indonesian local governments by looking at social culture, politics, and administration through information technology as a moderating variable. This research was conducted in 9 regions with the object of research namely the DPRD, OPD and the community. Data collection techniques use questionnaires. The results of the study show that (1) social culture does not affect the performance of the government. (2) Accounting information technology is able to strengthen social cultural relations to government performance (3) political culture does not affect government performance. (4) Accounting information technology is able to strengthen the relationship of political culture to government performance (5) administrative culture influences government performance. (6) Accounting information technology is able to strengthen social cultural relations to government performance

This paper was presented as an attempt to understand the relationship of culture anddemocracy in the contemporary era [political reform] in perspective Structuration in SulawesiSelatan. Cultural relations and democracy as a political system becomes an important era ofreforms ongoing regime. In this context, political culture can be a pattern for rebuilding ademocratic political behavior, especially that coming, raised and developed from the values ofthe local community, such as in Sulawesi Selatan. From this culture can be the foundation tobuild democracy ‘patterned’ local. Based on this argument paper is aimed at, [i] Identify andanalyze the interaction of the instruments ‘culture of democracy’ in the contemporary SulawesiSelatan. [i]. Formulating a contemporary democratic culture in South Sulawesi.To help explain and answer relationship with the democratic culture used the theory ofDemocracy, Political Culture and Structuration. The review of this paper shows that [i] Instrumentsand cultural interaction of democracy that exists in Sulawesi Selatan, Wajo Eclectic is aform of government, a special selection mechanism that leaders and representatives tiered,based on the relationship of the people and leaders of law as well as agreements made together.Furthermore, the interaction between these instruments indicate if the form of government,election mechanism as well as representatives and leaders of government’s relationshipwith its people have significance to the structure [political institution], not the actor or elitewith ties to the past. [ii] Based on these conditions, the formulation of political culture in theera of political reform [contemporary era] in Sulawesi Selatan is characterized by [a] Thestrong primordial and paternalism and, [b] Culture conflictual still strong, do not show thecultural values inherited from the previous., Based on this argument appears that the structureremain more influential actor who should have the value of integrity and independence.

The UN E-Government Survey 2016 on «E-Government in Support of Sustainable Development» offers a brief overview of e-government trends in the world. According to the survey, more and more governments are using information technology to provide services and engage people in decision-making processes in rural areas in their countries. Talking about the emerging economies in East Europe, the Ukrainian economy is growing faster with 50% of population living in rural areas, which develops incredible pressure on the government to give more focus on many ways of environmental safety of Ukraine. Ukraine is predominantly rural country and in order to improve the environmental conditions it is important that both central and local governments carried out national environment information activity. Modern information technology helps to disseminate environmental information in rural areas and is a major provider of information opportunities for the rural population. By 2020 Ukrainian government has a goal to achieve interaction at all levels by electronic mode. There are various electronic databases that are already functioning at the national level such as the Real Estate Register, Public Cadastral Map, etc. that can help the Ukrainian government to achieve greater transparency and successful governance. However, access to such registers is currently not possible for regional communities. Therefore, disposing of environmental information, avoiding environmental threats to the local population and enhancing the effectiveness of local governance is a goal for local governments. This paper offers a modern vision of information technologies in the field of natural resources management. E-government projects and ways to solve problems in the sphere of dissemination of information in rural areas in order to improve e-governance in contemporary Ukraine were explored. This research was conducted to illustrate the readiness of S1 Accounting students in entrepreneurship and their readiness to compete through familiar information technology that can relate to their understanding of the quality of accounting information that is ultimately needed for decision making and accountability. The results of this study indicate the link between the Entrepreneurial Soul and the introduction of positive and significant information technology to the quality of accounting information. By looking at the correlation coefficient, Entrepreneurial Soul has a higher correlation coefficient on understanding Accounting Information Quality than Introduction to Information Technology on understanding Accounting Information Quality. Therefore, in order to increase understanding of the Quality of Accounting Information, it is necessary to improve the Entrepreneurial Soul and Introduction of Information Technology.

Information technology has fundamentally altered many aspects of daily life, including interactions with the government. The role of the Internet continues to increase as more citizens use it to find pertinent information, purchase goods and services, and participate in virtual communities. By capitalizing on the Internet revolution, governments can create new channels of communication and new methods for participation via e-government. The changing environment, coupled with citizen and business demands, encourages government involvement in e-government initiatives and related uses of information technologies. Clearly, the role of information technology in the public sector has changed rapidly over the past decade. The computer systems that were once a luxury investment for wealthy states and local governments are now supporting almost every function of local government. In virtually all local governments across the nation, information-technology investments are becoming an increasingly important area of attention for elected officials and administrative leadership alike.

Understanding performance measurement in the public sector organization is very important in looking into the early performance of local governments. This is because having a good performance measurement model in place serves as part of the accountability to stakeholders (e.g., society as taxpayers). Choosing the right model of performance measurement will have an impact on the performance of the government. In this research, preliminary literature study conducted found that the model of performance measurement, which was used in Indonesia in the old order as well as the new order, was an old model (traditional). The traditional model tends to be input-oriented, causingthe model to be unfit or unsuitable with the current situation. In this concept paper, which also initially analyzing the contents of documents associated with Government Performance Accountability Report (LAKIP) for several years were reviewed and reveals that after the LAKIP model was applied in Indonesia, the local government performance which now focuses on the output level helps overcoming the disadvantages of the previous models in place.

The regulation on the relationship of the central and local governments in Hungary has transformed significantly in the last decade. However, the government have strong tools for the control of the local activities, these tools are just rarely applied by the supervising authorities. The main transformation of that relationship could be observed in the field of the public service provisions. The former municipally based public service system was transformed into a centrally organised and provided model, thus the role of the local governments in Hungary has decreased. The centralisation process have been strengthened by the reforms during the COVID-19 pandemic.

ENGLISHThe implementation of Large Scale Social Restriction (PSBB) is one of the efforts taken by several local governments, including Sidoarjo Regency, to break the chain of COVID-19 spread. Millennials, whose age ranged from 20 to 40 years in 2020, are interesting to be studied due to their large population. In addition, they have high proficiency in information technology. This study aimed to figure out the perception of the millennials in Sidoarjo District regarding the implementation of PSBB in that area. It utilized the google form platform to create an online questionnaire then the link was sent through WhatsApp groups. 276 Millenials were involved in this study as respondents. Quantitative and descriptive meth-od was applied to analyze the data and then presented in tables and figures. The study showed 84,78% of respondents stated that they agreed with PSBB implementation; 76,45% of respondents perceived that PSBB practice was not optimal yet; 75,00% recognized that community obedience in PSBB practice was relatively low. Millenials concluded that the factors that determined community obedience in PSBB implementation were sanctions enforcement as well as direction from law officers and the government. INDONESIAPemberlakuan PSBB (Pembatasan Sosial Berskala Besar) merupakan salah satu upaya yang ditempuh beberapa pemerintah daerah, termasuk Kabupaten Sidoarjo untuk memutus rantai persebaran virus SARS-CoV-2. Generasi milenial adalah kelompok penduduk yang berada pada rentang usia 20-40 tahun di tahun 2020. Kelompok ini menarik untuk diteliti karena dominan secara demografi dan memiliki penguasaan terhadap teknologi informasi. Penelitian ini bertujuan mengetahui persepsi generasi milenial Kabupaten Sidoarjo terhadap pemberlakuan PSBB di wilayah tersebut. Penelitian memanfaatkan platform google form untuk menyebarkan kuesioner secara daring dan link kuesioner disebar melalui grup Whatsapp. Jumlah responden yang terlibat dalam penelitian adalah 276 orang. Metode deskriptif kuantitatif digunakan untuk menganalisis data dan ditampilkan melalui tabel dan grafik. Hasil penelitian menunjukkan bahwa sebanyak 84,78% generasi milenial menyatakan setuju terhadap pemberlakuan PSBB; 76,45% memersepsikan pemberlakuan PSBB kurang optimal; dan 75,00% menyatakan kepatuhan masyara-kat dalam melaksanakan PSBB masih rendah. Generasi milenial memiliki persepsi bahwa hal-hal yang meme-ngaruhi kepatuhan masyarakat selama pemberlakuan PSBB, antara lain adanya sanksi dan arahan dari aparat kea-manan maupun pemerintah.

The government prioritizes Villages in development, providing funds for Villages which are taken directly from the State Revenue and Expenditure Budget to be managed by the Village independently. The research objective was to determine the effect of the influence of the internal control system, the use of accounting information technology, and the competence of the Nagari apparatus on the accountability of village fund management. This type of quantitative research, a sample of 20 Nagari in Agam District, as many as 80 respondents, using convenience sampling techniques, the data in this study were collected using a questionnaire and analyzed using multiple regression analysis. The results of the research F test results F value 31.750> F table 2.74, 95% confidence level and significant 0.05, Fcount > F table conclusion that there is an effect of independent variables (X1, X2 and X3) on the dependent variable (Y) simultaneously. A separate t-test test found that the internal control system variable (X1) did not have a significant effect on the accountability of Village Fund management, the variable use of accounting information technology and the competence of Nagari officials (X2 and X3) had a significant effect on the accountability of Village Fund management. Purpose: Law politics is an attempt to create regulations in line with the circumstances and the situation at a time, becoming law politics is a step for the government to establish a legal system to achieve state goal. The scope of political law can’t be separated from other policies. The preparation of law politics must always be sought along with aspects of policies in the field of economy, politic, social, culture, technology and so on and political law as the direction of law development policy of a country and political law is defined as a relationship of mutual influence between law and politic. Political law in shariah perspective can be understood from the text of holy Al-Qur’an, An-Nisa (women) verse 58-59 namely trustworthy and ulil amri (government) namely ulil amri is responsible for the politics of law on its territory.  In the development of siyasah Syar'iyah included in the law political science taqnin al Ahkam namely knowledge about the ways Islamic sharia into law. In understanding the scholars that Islamic Sharia law in the political is permitted to benefit the people but still may not be contrary to the Islamic sharia. Methodology: The method used in this study qualitatively with data sources consisting of secondary data, namely the results of literature studies and search for documents and articles in the media. Main Findings: Law Politics is an attempt to create regulations appropriate to the circumstances and the situation at a time, making the law a step politically for the government to establish a legal system in order to achieve state goals. Implications/Applications: The scope of Law politics is that law politics cannot be separated from other policies in the field. Governance perspective appears as a solution to the limitations of the government’s concept. The development of increasingly smart technologies makes the concept of ‘smart’ not only applied to a variety of devices, but also to various systems and orders. So that management changes by linking information technology in government organizations are needed. This effort is considered effective to improve government performance, especially in public services. This research using qualitative methods. This aims of this research is to find out how management changes of the Magelang City as a smart city and to find out whether are all components of both the government environmental and the communities are ready for the existence of smart city. The results of this research are management changes of Magelang City as smart city has begun. That is can be analyzed in the form of framework thinking changes, changing the structure, re-empowerment, and renewal. Readiness of the government of Magelang City is already exist to confront as smart city, but it still needs more improvement. Therefore, in the implementation of smart city program, the government of Magelang City should encourage socialization to the society that there is a form of public service through utilize information technology and carry out deliberations on it to stakeholders in order to create cooperation to realize the actual concept of smart city in Magelang City.
