The object of research is theoretical and methodological approaches to mathematical modelling of dynamic nonlinear systems to ensure dynamic management of the investment process of information development of enterprises. Methodological aspects of building dynamic investment systems, maximizing the effectiveness of system interaction in information development are considered. One of the most problematic places is the formulation of the optimal approach to the methods of system analysis of decision management. The paper provides an opportunity to solve a wide range of problems, related to the flexible management of investment projects in the implementation of information technology. The study used the economic component of the formation of information resources, which contains an integral investment component of the information system. This is due to the fact that the proposed discreteness of this approach in the complex dynamics of the value of the information system contains partial estimates. Therefore, there should be a scheme of constant review of its value, which contains a dynamic component of the investment value of the information system with properties. The axiomatic approach was used in one of the most common approaches in the formal study of systems. The peculiarity is that the model is based on certain basic assumptions that do not require theoretical justification – on axioms. The study identified the main characteristics of the dynamic investment component of the system. Investments will have the properties of assessing information flows as part of information development. In particular, the research used approaches to modelling many solutions of the investment resources management process. The stages of modelling the process of dynamics and state of the system, implementation of the information support system are determined. This provides an opportunity to identify and assess the stages of investment, analysis of key risks and existing opportunities, defining strategies and methods of response, system typing. As well as the development and implementation of action plans to minimize the variability of investment areas and information structure.

The article is devoted to the study of the theoretical and methodological foundations of the development of a model of organizational and information support for the development of smart city strategy in a digital economy. The subject of the study is a set of theoretical, methodological and practical aspects to ensure the formation of a model of organizational and information support for the development of a strategy for smart cities in a digital economy. The purpose of the article is to develop theoretical and methodological provisions and substantiate practical recommendations for the formation of a model of organizational and information support for the development of a strategy for smart cities on a balanced scorecard in a digital economy.: to analyze the most progressive cities in the world to create and implement a strategy of smart cities in terms of leading international rankings of smart cities; to study and systematize methodical approaches to the assessment of smart cities according Objectives to international rankings in the digital economy; summarize the advantages and disadvantages of ranking smart cities; to offer a model of organizational and information support for the development of a strategy for smart cities on a balanced system of indicators in a digital economy. In the course of the research the following methods were used: abstract-logical analysis, theoretical generalization and systematization, system analysis. The paper analyzes the most progressive cities in the world in terms of leading international rankings of smart cities in the digital economy. Methodological approaches to the assessment of smart cities according to international rankings in the digital economy are summarized; their advantages and disadvantages are identified. It is proved that today there is no single methodological approach to assessing the rating of a smart city. A model of organizational and information support for the development of a strategy for smart cities on a balanced scorecard in a digital economy has been developed. Conclusions. A comparative analysis of the Top 10 smartest cities in the world in terms of leading international rankings; on the basis of the conducted analysis the components of the assessment of smart cities are systematized within the framework of the studied methodological approaches to the assessment of smart cities according to international rankings. a model of organizational and information support for the development of a smart cities strategy on a balanced system of indicators was developed, which is considered as an integrated assessment system; the information and analytical tools for assessing the level of balanced development of smart cities, is an informative basis for positioning the city on the selected components of a balanced scorecard are proposed.

The creation of an information system to support the testing of armament and military (special) equipment is aimed at improving the efficiency of the test organization. This is possible due to the operational information support of all test processes, establishing information communication between departments of the organization, improving the quality of test estimations, reducing time for manual work and, accordingly, increasing the capacity of the test organization, automation of organizational management processes. The authors cover the approaches to the design and practical implementation of the information system for supporting the testing of armament and military (special) equipment. The issue of detailed description of the information content of the regulatory-reference database of the information system is considered. Based on the analysis of the processes that take place at different stages of testing specimens of armament and military equipment, the needs for thematic information are determined. The authors propose structural and functional schemes of information interaction of the components of the regulatory-reference database and the main software modules, which are offered for use in the information system to support tests. As a result of aggregation of the developed structural and functional schemes the generalized information structure of regulatory-reference database is offered. Possible ways to fill the database are determined. Based on the defined components of the database it is possible to perform further information-logical designing of the information system to support the testing, development of the components structure of the regulatory- reference database and their normalization. It is expected that the proposed information content of the regulatory- reference database will help increase the efficiency of the planning and testing of specimens of armament and military equipment, improve the quality of test results and reduce time expenditures.

The article describes a new information system «labor Medicine», which allows to organize the collection of a wide range of data for further analysis and application in the activities of various Executive authorities, public organizations, foundations, legal entities and citizens. It is proposed to improve this system by expanding the types of information collected, creating a passport for health promotion organizations, as well as integration with systems that are being implemented in the Russian Federation for managing the health of the working-age population in the context of state policy in the field of Informatization.

Aim. The use of intelligent agents in modeling an integrated information system of transport logistics makes it possible to achieve a qualitatively new level of design of control systems in supply chains. Materials and methods. The article presents an original approach that implements the possibilities of using multi-agent technologies in the interests of modeling the processes of functioning of an integrated information system of transport logistics. It is shown that the multi-agent infrastructure is actually a semantic shell of the information system, refl ecting the rules of doing business and the interaction of its participants in the supply chains. The characteristic of the model of the class of an intelligent agent, which is basic for solving problems of management of transport and technological processes, is given. Results. The procedures of functioning of the model of integration of information resources of the participants of the transport services market on the basis of intelligent agents are considered. The presented procedures provide a wide range of network interaction operations in supply chains, including traffi c and network structure “fl exible” control, mutual exchange of content and service information, as well as their distributed processing, and information security. Conclusions. The proposed approach showed that the use of intelligent agents in modeling the functioning of an integrated information system makes it possible to take into account the peculiarities of transport and technological processes in supply chains, such as the integration of heterogeneous enterprises, their distributed organization, an open dynamic structure, standardization of products, interfaces and protocols.

The article discusses the issues of improving the examination system of competitive applications for state support in the form of grants of the President of the Russian Federation on the basis of an integrated information system that includes the information support system of the Grants Council of the President of the Russian Federation and the information system of the Federal Roster of Scientific and Technological Experts and containing information about experts, applications and expert examination results. In order to improve the principles of transparency and openness of support programs and competition winners, to ensure the objectivity of the competitive selection of projects, a number of organizational and technical solutions are proposed in the application examination system based on an integrated information system. The new and proposed new approaches to the organizational and technical support of the examination of competitive applications for state support in the form of grants of the President of the Russian Federation to young Russian scientists made it possible, by attracting a wide range of scientific and technological communities, to conduct examination of more than five thousand applications with high quality and deadlines set by the Ministry of Education and Science of Russia.

Рассматривается необходимость разработки специализированной геоинформационной системы для отрасли охотничьего хозяйства. Указаны основные принципы проектирования и разработки приложения. Определены необходимые требования к проектируемой ГИС и задачи, которые способна решать система. Проведено описание организационной структуры геоинформационной системы и функции, подлежащие визуализации. Составлено схемотехнические решение и визуализация графического интерфейса взаимодействия пользователя с системой. В соответствии со Стратегией развития охотничьего хозяйства РФ до 2030 года, требуется повышать программно-информационное обеспечение охотпользователей. Обоснованием разработки является отсутствие единой системы сбора, хранения и систематизации данных о состоянии охотхозяйств, численности популяций и проведении необходимых мероприятий. Разработка специальной ГИС способна обеспечить поддержку в системе принятия решений человеком в интересах управления территориями охотхозяйств. Разработка продуманного интерактивного интерфейса позволит вывести ГИС на наиболее качественный уровень взаимодействия. Общеизвестно, что пространственные данные являются основой информационного обеспечения геоинформационных систем, в том числе локальных ГИС. Для непрерывного обновления геоданных требуется своевременная актуализация информации на сервере, в которой данная система развернута. Поэтому в качестве технологической основы выбрано проектирование именно веб-приложения, работающего через предустановленный браузер пользователя. Реализация функций данной ГИС, продуманный человеко-машинный интерфейс, включенный в ее состав, позволит использовать данную систему не только охотпользователям, но и заинтересованным специалистам в смежных отраслях: лесное хозяйство, картография, геоинформатика, зоогегография, охотоведение. Разработанная система может использоваться в учебном процессе при подготовке студентов по различным направлениям в высших образовательных учреждениях. Carried out a description of the organizational structure of geoinformation systems and functions to be rendering. Determined necessary requirements for the design of the GIS and the tasks which the system are able to solve. The organizational structure of the geographic information system and the functions to be visualized are described. Compiled technical scheme and visualization GUI. In accordance with the strategy of development of the hunting industry of the Russian Federation until 2030, it is required to increase the software and information support for hunting users. The basis for development is the lack of a unified system of collection, storage and systematization of data on the state of hunting, population and carry out the necessary measures. The development of a special GIS is able to provide support in the system of decision-making by a person in the interests of managing the territories of hunting farms. The development of a thoughtful interactive interface will bring the GIS to the most high-quality level of interaction. It is well known that the spatial data are the basis for information support of geographic information systems, including local GIS. For continuous updates of the geodata requires a timely update information on the server in which the system is deployed. Therefore, as the technological base of the selected design it is the web application running through a preset user's browser. The implementation of the functions of this GIS, intelligent man-machine interface, included in its composition, will allow you to use this system not only hunters, but also to interested professionals in related industries, forestry, cartography, geoinformatics, zoogeography, and hunting. The developed system can be used in educational process for training students in various areas in higher educational institutions.


The recycling and reuse of materials and objects were extensive in the past, but have rarely been embedded into models of the economy; even more rarely has any attempt been made to assess the scale of these practices. Recent developments, including the use of large datasets, computational modelling, and high-resolution analytical chemistry, are increasingly offering the means to reconstruct recycling and reuse, and even to approach the thorny matter of quantification. Growing scholarly interest in the topic has also led to an increasing recognition of these practices from those employing more traditional methodological approaches, which are sometimes coupled with innovative archaeological theory. Thanks to these efforts, it has been possible for the first time in this volume to draw together archaeological case studies on the recycling and reuse of a wide range of materials, from papyri and textiles, to amphorae, metals and glass, building materials and statuary. Recycling and reuse occur at a range of site types, and often in contexts which cross-cut material categories, or move from one object category to another. The volume focuses principally on the Roman Imperial and late antique world, over a broad geographical span ranging from Britain to North Africa and the East Mediterranean. Last, but not least, the volume is unique in focusing upon these activities as a part of the status quo, and not just as a response to crisis.

Abstract In the literature, the information structure of the hold-up problem is typically assumed to be exogenous. In this paper, we introduce an additional stage at which the head office may grant individual divisions access to an information system before they undertake their specific investments. Although more information ceteris paribus enhances each divisions’ profits, more information can reduce divisions’ investments and destroy synergies for the other division that would have been generated by the investments. If this negative effect dominates, then information can be harmful for the entire company. Hence, information control can be a subtle force to deal with the hold-up problem to a certain extent. In this paper we analyze those conditions under which information is either harmful or beneficial for central management.
