The development of rural settlements is interrelated with the state of population reproduction. Various aspects of life in rural areas, including the development of its economic and social sphere, are usually described by demographic indicators. The deterioration of economic and social conditions in rural areas increases the migration behavior of rural residents. Young people aged 18–35 are most susceptible to migration aspirations. The negative social changes that have been taking place in the Republic of Kalmykia for three decades (1990–2010) have significantly affected the irrevocable migration of young people to other regions of Russia, as well as to foreign countries. Youth unemployment, growing social stratification, and a prolonged lack of social elevators increase the gap between actively advertised opportunities for success, a career in 2–-30 years, and the social experience of the younger generation. Rural youth of the Republic of Kalmykia have long been deprived of the necessary resources to realize themselves on their native land. This article deals with the problems related to the desire / unwillingness of rural youth of the Republic of Kalmykia to work in the agricultural sector, migration behavior, and life strategies of young people. Natives of the village, for the most part, do not want to engage in agricultural work, to continue the traditions of their ancestors in raising livestock. The article concludes that the measures taken in the region to address the personnel policy in the agricultural sector are ineffective. Young livestock and plant breeders need state support, as they ensure the country's food security not only in the near future, but also in the long term. The author uses materials of the Republican newspaper "Halmg unn" for 2019, which reveal the problems of young villagers, their plans to engage in animal husbandry – the traditional type of work of the Kalmyks.

The article notes the need to improve the quality of engineering personnel training for the agricultural economy. This is due to the fact that the development of modern agricultural production and the sharply accelerated processes of developing and implementing innovative technologies in production against the background of increasing attention to digital technologies in agriculture require a radical modernization of the technical base of the agricultural sector of the economy. The article presents the concept of agricultural classes for young people in rural areas. This concept represents a positive experience of early involvement of young people in agricultural specialties and especially engineering personnel. A special feature of this approach is the involvement of specific agricultural producers, who are anchor employers in these territories, in the early career guidance of young people. The importance of agricultural classes is that already at school, the student can form his attitude to agriculture and by the time of graduation decided what profession and specialty he wants to master. The connection between school and university formed with the help of agricultural classes helps today's students to make a choice that will determine their future life. And its correctness depends not only on the future of one person, but also on the agriculture of the country as a whole. The article presents the experience of creating and operating agricultural classes created in the Republic of Tatarstan (Russia) by Kazan State Agrarian University, which can be replicated for other countries and will help reduce the negative trends of the shortage of qualified engineering personnel for agricultural production.

The article examines the situation on the rural youth labor market and proposes the main directions of overcoming unemployment in rural areas. In particular, it has been established that the financial and economic crisis that has been observed in recent years and military actions in the east of the country have substantially exacerbated this problem. The problem of youth unemployment is the main among economic and social problems of the 21st century, as one of the most important factors in the economic and social development of any country is the socio-cultural and professional development of the youth. In the work the authors use general scientific methods and techniques: formal logic, statistical analysis – to study the state of employment and unemployment in Ukraine; abstract – in the substantiation of theoretical positions and the formulation of conclusions, etc. Particular attention is paid to statistical components, their analysis, also the main reasons of reduction of number of young people employed in agricultural enterprises and the tendencies of self-employment in rural areas are highlighted. The authors assess the impact of current government policy affecting rural youth employment, and make suggestions for its future development. It is proved that the use of advanced innovative technologies, investment and financing of agrarian development programs, entrepreneurial initiatives in agribusiness and vocational education will all make youth in agriculture the driving force that can bring this industry out of a prolonged crisis. It is summed up that the main directions of promoting employment of rural youth are the improvement of the quality of educational services (in particular, state support through budgeting of training in agricultural specialties), information on career opportunities, support of the development of family-owned agribusiness and creative projects, the development of green tourism and the adequate state social protection of young people. Youth is a social capital that requires priority investment, so this subject needs further research.

The problems in implementation of a number of programs adopted for the development of rural settlements in Kazakhstan are shown, including: low level of production and engineering infrastructure in rural areas of the republic; decline in the quality of education due to the lack of competition among social workers in rural areas. Proposals on early solution of the current situation have been developed. The need for stage-by-stage financing of the assigned tasks and strict control over their implementation, provision of financial mechanisms is indicated, in order to increase the remuneration of specialists in the field of agro-industrial production, it is necessary to develop specific effective measures aimed at increasing the effectiveness of agricultural sector. The authors state that budget expenditures for the development of low-potential RS are ineffective. Prospects for the development of rural areas to a certain extent depend on the activation of regional public bodies and local self-government in expanding the methods of managing socioeconomic processes, developing interaction with the population and business structures, which will make it possible to successfully implement the set objectives, significantly increase the level of employment and incomes of the rural population, improve living conditions and on this basis increase the number of regions with stable rural population; will help improve the quality of life of the village residents. In the course of the study, methods of comparing economic indicators in dynamics, systematization, and generalization of scientific data were used.

The article is devoted to the discussion of issues related to the rational use of pasture lands, which form the basis of fodder base of animal husbandry. On the basis of statistical data on the presence of huge areas of pasture turnover and their feed capacity in the republic, the possibility of producing inexpensive ecologically clean livestock products on them is justified. Half of them (100 mln ha) are currently withdrawn from agricultural use and are classified as reserve lands. Their use in the near future- is a large reserve for improving food supply of the country's population with meat and meat products, and for increasing exports. The authors note that Kazakhstan has adopted a project to export 60 of thous. tons of beef. For production of such quantity of meat, it is necessary to keep livestock weighing 120 thous. tons, or about 300 thous. heads of cattle slaughtered annually for the sale of exported beef. It was revealed that 15% of the available pasture lands, or 26.5 mln ha, are degraded, a significant part of them are located in the territory belonging to rural settlements. This is the reason for the deterioration of the environment in rural areas. The article provides data from many years of research by scientists on seasonal pastures "spring-summer-autumn" suitable for grazing of cattle, their area is 68 mln ha, including in arid and desert regions - about 22.8 mln ha.

Migration of rural youth is a topical problem in Kalmykia. The purpose of the article is to analyze the reasons for the migration of rural youth, to identify the factors influencing the return of young people to the countryside, their desire to stay and work there. The main research methods are quantitative survey and in-depth interview. The analysis of the study results showed that more than half of the respondents want to leave their village or settlement. The main push factors for migration from rural areas are low wages, lack of jobs, underdeveloped infrastructure, lack of good quality medical care, etc. In most cases, educational migration is irrevocable. For some of the respondents, ‘educational migration’ begins earlier, because there are no senior grades at schools in their settlement or village, or they want to get a high-quality secondary education and to have the possibility to prepare for entering a university or specialized secondary school. The main factor influencing the return of young people to the countryside is the availability of jobs with decent wages, the possibility to have their own housing, as well as the developed of social sphere and sphere of leisure. The obtained results can be used in regional programs for the development of rural areas. Analysis of measures aimed at attracting youth to rural areas in other regions showed it is necessaryly to develop programs aimed at establishing interaction with school graduates and elaborating financial mechanisms to support students. It is also critical to resolve the issue of guaranteed financing of sectoral programs to attract young people to rural areas.

Despite modernization, digitalization, and informatization of human activity, economic systems continue to depend on natural factors. First of all, this applies to the agricultural sector, which depends on the dynamics of temperature, amount of precipitation, which affect the cultivation of crops, state of pastures, which is important for the development of animal husbandry. The purpose of this article is to analyze the situation in the Republic of Kalmykia in 2020 caused by natural and climatic disasters. For this purpose, the author used such methods as the analysis of documents, materials of the national and federal media, observation, interviewing during a scientific expedition to the regions of the republic. This approach allowed us to hear the opinions of rural residents whose livelihoods were affected by the unprecedented climatic drought and get a reliable picture of the consequences of the natural anomaly. The Republic of Kalmykia is the driest in the southern part of European Russia. Rural areas of the republic are regularly affected by drought, one successful year alternates with two or three unfavorable ones. The analyzed year of 2020 was the driest, which brought huge losses to the agricultural sector of the republic. About 54 agricultural organizations and 1,416 peasant farms were affected, the productivity of pastures in the republic fell by two or three times due to the drought, and even more in the most affected areas. Agricultural producers suffer huge losses, which will further affect the development of the region’s agro-industrial complex. The article analyzes how internal (agricultural enterprises, farms, authorities, the Ministry of Agriculture) and external resources (federal authorities) interacted in overcoming the emergencies. The lack of scientific analysis of the relationship between natural, climatic and economic factors hinders not only the adoption of the necessary measures to support the region, but also the prevention of negative consequences of various natural anomalies, and the timely and adequate response to them.

The institutional and organizational-economic directions of the effective using pastures for keeping private households livestock around the settlement territories, creating favorable environmental conditions for rural residents, preventing land degradation around rural settlements are considered. The current regulatory framework of the Republic of Kazakhstan on the development of households and the use of pasture areas for developing animal husbandry is analyzed. Based on the assessment of the legislative support for this category of farms in the countries of the Union of Independent States, the rationale for the need to adopt the Law of the Republic of Kazakhstan “On the activities of people’s private households” is provided. On the basis of a monographic study of rural areas around large rural settlements and private animals farms, the degree of seasonal use of pastures in rural areas in different natural and agricultural zones was determined, the regions with a lack of pastures and a high concentration of rural population, as well as the regions with a low load of livestock on pastures were identified. Households with a large number of livestock and output of marketable products, which do not have the status of individual entrepreneurs, were identified. An assessment is given of the state of reserve territories of reserve lands, forest resources and reserves for their possible involvement in agricultural turnover on the basis of long-term and short-term lease to replenish the feed stock of livestock kept in private households. Methods have been developed for determining the organizational and economic mechanisms for regulating livestock grazing in rural areas by observing the optimal load of livestock from private households and their seasonal use with the involvement of reserve lands in the agricultural turnover, transforming peasant farms into business structures.

Subject. The article discusses the availability of technological equipment in the agriculture of the Republic of Dagestan. Objectives. We analyze the current situation and trends in the development of available technological equipment in the republican agriculture, identify the role and place of machine and tractor fleet in the retrofitting of the regional agriculture. Methods. The study is based on monographic, abstract logic, statistical, analytical methods. Results. Dagestan has got a critically few technological equipment, which affects the development of the regional agricultural sector. The availability of technological equipment is found to have dramatically reduced in animal husbandry for the recent 30 years. The availability of technological equipment and land cultivation strongly correlates, thus simplifying applicable agricultural technologies. Most agricultural producers of Dagestan were found to be unable to participate in the program for federal agricultural lease. Conclusions and Relevance. The deterioration of available technological equipment in agriculture is a key cause undermining the competitiveness of products and efficiency of the regional agriculture. We prove the importance of governmental actions incentivizing the influx of new technological equipment, including a set of measures reinforcing the availability of technological equipment. As long as most agricultural producers are microbusinesses that lack resources to participate in many machine renovation programs, funding should be increased substantially to subsidize a portion of equipment acquisition costs incurred by agricultural producers, and a portion of reimbursed costs as much as at least 50 percent of the value of agricultural machines acquired.

The European Union (EU) has undergone significant economic crises in recent years. Therein, young people were amongst the hardest hit groups, with youth unemployment rising as high as 50% in some member states. Particularly high rates of youth unemployment were often observed in rural areas, where labour market supply in relation to demand were notably divergent. One of the core pillars of the EU’s agenda is to tackle the persistent problem of youth unemployment. Since the recent crisis, this has been via the “Youth on the Move” initiative, which involves the promotion of intra- and international mobility of young adults in order to gain access to job opportunities. However, what has received little attention so far is the question of what the general willingness of young adults to move is like, and to what extent this varies, for example, depending upon the area they live in. This paper therefore asks if rural youth differ from youth in urban areas in relation to their willingness to move for a job within their country or to another country. Moreover, what influences the general willingness to be mobile? Based on the Cultural Pathways to Economic Self-Sufficiency and Entrepreneurship (CUPESSE) Survey, which includes data on 18–35-year-olds in a sample of 11 European countries, it is shown that living in a rural area is strongly associated with the willingness to move. Furthermore, it shows that rural youth are more willing to move within the country but less willing to move to another country. Based on the presentation of the various factors, which promote or curb mobility readiness, the results make it clear that the success of EU initiatives depends on the preferences and willingness of the target group in question.

Introduction. In domestic historiography for many decades personal subsidiary plots were viewed as some rudiment of a non-socialist form of farming in the country’s agricultural sector. In accordance with the political principles of party ideologists, most researchers in every possible way emphasized the futility of the personal subsidiary plots and the inevitability of their soon withering away. And at the beginning of the XXI century they re-main a kind of “islands” of small business in the countryside and the main form of earnings for the total mass of rural workers. The main objective of this study is a comprehensive analysis of the current state of personal subsidiary plots of the rural population of Tatarstan in the context of determining the main socio-economic indicators in relation to the study area; identification of the most important development parameters of this form of small business. Materials and Methods. The scientific study is based on source materials from various government departments (including the Tatarstan Statistical Office), newspaper and journal periodicals, as well as data from historical, economic and sociological literature. When writing the article, the author was guided by the principles of historicism, complexity and objectivity. The research is based on the methods of historical science: problem-chronological, comparative-historical, systemic, etc. Results. During the study, the current state and indicators of the development of personal subsidiary plots of the rural population of the Republic of Tatarstan were systematically reviewed, in particular, their participation in the structure of regional gross income. It has been established that the main branches of economic activity of peasant farmsteads are vegetable growing and productive animal husbandry. It is proved that the strengthening of the positions of large investors in the village led to the curtailment of certain branches of production of personal subsidiary plots and their transition to a consumer rate of management. Discussion and Conclusion. The intensive development of various forms of small business in the post-perestroika period, including personal subsidiary plots of the population, intensified the market diversification of the economy of the agricultural sector in general and of high-quality peasant farmsteads in particular. During the forced dismantling of the collective farm and state farm management systems and the formation of new forms of entrepreneurship, peas-ant farmsteads became not only the economic basis for the existence of the rural population, but also a form of self-preservation of many settlements.
